First of all, my congratulations to you Marines who just received your commission. Well done.
To you future Ensigns in the Class of 2002, make the Marines your friends. They are our number one joint partners. If there's anything that I say to you today that is a directive, I direct you to never forget that. I want to also say thank you.
Two hundred and twenty six years ago, future Ensigns, the founders of the United States Navy did not create a Navy so we could cut a fine silhouette on the horizon. That's not what we are about. They built a Navy to defend this nation, to defend the values, and the principles, and the ideals that we hold dear in this nation. They created a Navy to defend the principles of the Constitution of the United States, the oath that you will take in just a moment. They created a Navy to take the fight to enemies. Sometimes we deter, sometimes we dissuade, and sometimes we just strike fear in their hearts. And that's what we're about. Our mantra has become, since 9/11, life, liberty, and the pursuit of all who threaten it.
We are a global force. We are about being around the world, around the clock, anywhere and anytime. We do this with an awesome global naval force. We operate from the maritime domain. We are about taking the sovereignty of the United States of America to the far corners of this earth, and we do it in places where we don't need a permission slip from anybody. And that's why the Vice President was talking about our role today, and the importance of our role in the future.
As Ensigns in the United States Navy, you are going to focus first on this; mission accomplishment and victory. Everything that you have done in your life, everything that you have learned up until now, your upbringing, the education that you have gleaned here at the United States Naval Academy, everything has led you to this moment and has prepared you for this moment.
Your country and your leaders are placing special trust in your abilities and your character. We are vesting authority in you along with your commission, and that is authority to lead. Let me assure you, that you are getting ready to lead the most awesome enlisted force I have ever seen in my career.
This is about a sacred trust – and we are confident – I am very confident – that you are ready. You are ready to assume the weight, the full weight, and responsibility of your commission. You are ready for the challenges of naval leadership.
These days, I never perform a commissioning or a reenlistment without stating the oath to this country and our Navy. Your oath of office is a tremendous promise of service. You are taking the oath, as the Vice President said, at a time of war against an enemy who is persistent and determined. The President said, "We are going to keep them on the run" – and the Navy-Marine Corps Team, that's what we're all about, and that's why we are out and about. And with your service, we are going to prevail.
It's a true honor for me to welcome you into the ranks of the commissioned officers of the United States Navy, and I look forward to seeing you in the Fleet.

Gates Foundation selects site near Seattle Center for new headquarters

The Bill & Melinda Gates Foundation has made it official: the nonprofit wants to move its world headquarters to a city-owned 12-acre parcel now used by Seattle Center mainly as a parking lot.
The foundation would pay the city $50.4 million for the triangle-shaped property at Mercer Street and Fifth Avenue. The purchase agreement, which was announced this morning at a news conference

Insurance fraud
Insurance fraud is any act committed with the intent to fraudulently obtain payment from an insurer.
Insurance fraud has existed ever since the beginning of insurance as a commercial enterprise. Fraudulent claims account for a significant portion of all claims received by insurers, and cost billions of dollars annually. Types of insurance fraud are very diverse, and occur in all areas of insurance. Insurance crimes also range in severity, from slightly exaggerating claims to deliberately causing accidents or damage. Fraudulent activities also affect the lives of innocent people, both directly through accidental or purposeful injury or damage, and indirectly as these crimes cause insurance premiums to be higher. Insurance fraud poses a very significant problem, and governments and other organizations are making efforts to deter such activities.
Fraudulent activities against property insurance providers consist of the destruction of property in order to receive insurance payments for it. Possible motivations for this can include obtaining payment that is worth more than the value of the property destroyed, or to destroy and subsequently receive payment for goods that could not otherwise be sold. According to Alfred Manes, the majority of property insurance crimes involve arson. One reason for this is that any evidence that a fire was started by arson is often destroyed by the fire itself.
According to the Coalition Against Insurance Fraud, a former business executive from Chicago resorted to insurance fraud to pay off his debt of over $672,000. He set fire to his own home in order to collect insurance money on it. In order to disguise this act of arson, he trapped his ninety year old mother in the basement while the house was burning so that the fire would appear to be a suicide. He received about $600,000 in insurance money, but was eventually convicted on several charges and sentenced to 190 years in federal prison.

Space: Above and Beyond (abbreviated as S:AAB) was a short-lived mid-90s American science fiction television show on the FOX Network, created and written by Glen Morgan and James Wong. Originally planned for five seasons, it ran only for the single 1995–1996 season. It was nominated for two Emmy Awards and one Saturn Award.
Set in the years 2063–2064, the show focuses on the "Wildcards", a group of United States Marines, members of the United States Marine Corps Space Aviator Cavalry, 58th Squadron. Before its abolition, they were subject to indentured servitude (episode 1.05), and there is still considerable racial segregation and resentment by normal humans (e.g. episodes 1.01, 1.07), and governmental abuse for morally dubious purposes (episode 1.13). Two main characters, Cooper Hawkes and T. C. McQueen, have to face all the ramifications of such a society from their perspective as In Vitroes.

Thank you very much, Mr. Vice President, Members of Congress, veterans of the Apollo program, the friends of the space program in America, and most of all, to those whom we honor here today.
Just a day before he died, President Kennedy compared our space program to a boy who comes upon a wall in an orchard. The wall is tall. It looks insurmountable, but the boy is curious about what lies on the other side. So he throws his cap over the wall, and then he has no choice but to go after it.
Twenty-five years ago today, our Nation, represented by these three brave men, made that climb. And so, today we are gathered to celebrate their voyage and, I honestly hope, to recommit ourselves to their spirit of discovery.Apollo 11 , Neil Armstrong, Buzz Aldrin, and Michael Collins were our guides for the wondrous, the unimaginable at that time, the true handiwork of God. They realized the dreams of a nation. They fulfilled an American destiny. They taught us that nothing is impossible if we set our sights high enough.
Today we're honored to have them and all the other Apollo astronauts who are here with us. For every American who followed your journey, especially for those of us who were young on that fateful day 25 years ago, and for the young Americans who still dream dreams of a future in space, we thank you all.
Looking back on that mission, one thing is clear that we ought to remember today. It wasn't easy. The ship to the heavens measured just 13 feet in diameter. The destination was 3 days and a world away. On the third day as the tiny module descended to the Moon, it came dangerously close to a crash landing—that happens around here all the time—[laughter] —but Neil Armstrong took over the controls from the computer and landed safely.

Brandon Mayfield
Brandon Mayfield (born July 15, 1966) is an American attorney in Washington County, Oregon. He is best known for being erroneously linked to the 2004 Madrid train bombings. On May 6, 2004, the FBI arrested Mayfield as a material witness in connection with the Madrid attacks, and held him for over two weeks. Mayfield was never charged, and an FBI internal review later acknowledged serious errors in their investigation. Ensuing lawsuits have resulted in a formal apology from the U.S. government, a $2 million settlement, and the overturning of provisions of the USA PATRIOT Act on constitutional grounds.
Following the September 11, 2001 attacks, Mayfield was concerned for the safety of his children and wife, and according to his father, he suspected that he was under surveillance by the federal authorities. In the weeks before his arrest, Mayfield's family was under the impression that their house had been broken into at least twice, although nothing was stolen. According to court documents, the FBI used Letters of National Security in order to wiretap his phones, bug his house, and search his house several times.
A bag containing detonating devices, found by Spanish authorities following the Madrid commuter train bombings, had fingerprints that were initially identified by the FBI as belonging to Mayfield ("100% verified"). According to the court documents in judge Ann Aiken's decision, this information was largely "fabricated and concocted by the FBI and DOJ". When the FBI finally sent Brandon's fingerprints to the Spanish authorities, they contested the matching of the finger prints from Brandon Mayfield to the ones associated with the Madrid bombing. Further, the Spanish authorities informed the FBI that they had other suspects who were Moroccan immigrants in the case that were not linked to anyone in the USA. The FBI completely disregarded all of the information from the Spanish authorities, and proceeded to spy on Brandon and his family further.

USS Constitution is a wooden-hulled, three-masted heavy frigate of the United States Navy. Named after the Constitution of the United States of America by President George Washington, she is the oldest commissioned vessel afloat in the world.
A frigate sighted on 19 August was determined to be HMS Guerriere, with the words "Not The Little Belt" painted on one of her topsails. Guerriere opened fire upon entering range of Constitution, but Hull held his ship's guns in check until the two warships were a mere 25 yards (23 m) apart, at which point he ordered a full double-loaded broadside of grape and round shot. Over the course of the engagement, the ships collided, and at one point they rotated together counter-clockwise while Constitution continued firing broadsides. Guerriere's bowsprit became entangled in Constitution's rigging. When the two ships pulled apart, the force of the extracting bowsprit sent shockwaves through Guerriere's rigging. Her foremast soon collapsed and it took the mainmast down with it shortly afterward. Guerriere was now a dismasted hulk, so badly damaged that she was not worth towing to port, and Hull ordered her scuttled the next morning. Using his heavier broadsides
and his ship's sailing ability, Hull had managed to surprise the British and to their astonishment, their shot seemed to rebound harmlessly off Constitution's strong hull. A sailor reportedly exclaimed "Huzzah! her sides are made of iron!" and Constitution acquired the nickname "Old Ironsides".

Americans enjoy a multitude of sports and recreational activities that serve to refresh the body and spirit. For many of our citizens, recreation means boating.
Those involved in recreational boating should always remember that the primary responsibility for safety rests with the individual. And while a cruise can be a wonderful experience for one person or an entire family, it can also result in tragedy.
Aware of the need for boating safety, the Congress enacted the joint resolution of June 4, 1958 (36 U.S.C. 161) as amended, requesting that the President proclaim a National Safe Boating Week.
Now, Therefore, I, Ronald Reagan, President of the United States of America, do hereby designate the week beginning on June 7, 1981 as National Safe Boating Week.

Had mission commander Col Zeev Raz's risk assessment been proven right, one pilot would have ejected over Baghdad and another would have been waiting out in the desert for helicopters to rescue him in the night.
Yet the loss of two planes would have been a price worth paying in the eyes of the pilots of the eight F-16s and their two F-15 escorts: several believed they were averting nothing less than a new Holocaust of the Jews.
"No-one thought that all eight F-16s would return, no-one," the retired colonel says.
"We were really amazed that all of us landed back safely without a scratch."

1981: 'All hell broke out'
British ex-patriate Duncan Kirby was a 21-year-old quantity surveyor working in Iraq when the Israelis bombed the unfinished nuclear reactor in Baghdad.
He sent this account to BBC On This Day about an event that shocked the world.
I was working in Baghdad at the time on the Baghdad University which was the other side of the Tigris river.
We were used to bombing raids because the Iraq-Iran war was on at the time, but we always got an air raid warning and anti-aircraft fire would go up before the planes arrived.
This was very different.
It was evening and I was actually having a swim when I heard this loud explosion and saw smoke rising from the other side of the river.
Then all hell broke out as every gun in the city fired off, but of course it was too late.

When Israeli intelligence confirmed Iraq's intention of producing weapons at Osiraq, the Israeli government decided to attack. According to some estimates, Iraq in 1981 was still as much as five to ten years away from the ability to build a nuclear weapon. Others estimated at that time that Iraq might get its first such weapon within a year or two. Prime Minister Menachem Begin felt military action was the only remedy. Begin feared that his party would lose the next election, and he feared that the opposition party would not preempt prior to the production of the first Iraqi nuclear bomb.
The raid would have to occur before its first fuel was to be loaded, before the reactor went "hot" so as not to endanger the surrounding community. The target was distant: 1,100 km from Israel. Preparations included building target mock-ups and flying full scale dress-rehearsal missions. The aircrews were selected from the cream of the IAFs fighter corps. The IDF Chief-of-Staff, Lt. Gen. Rafael (Raful) Eitan, briefed the pilots personally. Displaying unusual emotion, he told them: "The alternative is our destruction".
At 15:55 on 07 June 1981, the first F-15 and F-16's roared off the runway from Etzion Air Force Base in the south. Israeli air force planes flew over Jordanian, Saudi, and Iraqi airspace After a tense but uneventful low-level navigation route, the fighters reached their target. They popped up at 17:35 and quickly identified the dome gleaming in the late afternoon sunlight. Iraqi defenses were caught by surprise and opened fire too late. In one minute and twenty seconds, the reactor lay in ruins.

Space: Above and Beyond (abbreviated as S:AAB) was a short-lived mid-90s American science fiction television show on the FOX Network, created and written by Glen Morgan and James Wong. Originally planned for five seasons, it ran only for the single 1995–1996 season. It was nominated for two Emmy Awards and one Saturn Award.

The In Vitroes
As artificially gestated humans, the In Vitroes do not share social equality with those viviparously born, or so called "naturally born". Two main characters, Cooper Hawkes and T. C. McQueen, have to face all the ramifications of such a society from their perspective as In Vitroes.

General of the Armies (or in its full title General of the Armies of the United States) is the highest possible rank in the United States Army. For the next rank down, see General of the Army.
After World War II, which saw the introduction of U.S. "5-star" officers who outranked Washington, both Congress and the President revisited the issue of Washington's rank. To maintain George Washington's proper position as the first Commanding General of the United States Army, he was appointed, posthumously, to the grade of General of the Armies of the United States by congressional joint resolution Public Law 94-479 January 19, 1976, approved by President Gerald R. Ford on October 11, 1976. The law established the grade as having "rank and precedence over all other grades of the Army, past or present", clearly making it superior to General of the Army. The Department of the Army Order 31-3, issued on March 13, 1978 had an effective appointment date of July 4, 1976. The rank ensures that no United States military officer outranks George Washington.

JUPITER'S MOON CALLISTO MAY HIDE SALTY OCEAN
Jupiter's second largest moon, Callisto, may have a liquid ocean tucked under its icy, cratered crust, according to scientists studying data gathered by NASA's Galileo spacecraft.
The Galileo findings, to be published in the Oct. 22 issue of the journal Nature, reveal similarities between Callisto and another of Jupiter's moons, Europa, which has already displayed strong evidence of a subsurface ocean.
"Until now, we thought Callisto was a dead and boring moon, just a hunk of rock and ice," said Dr. Margaret Kivelson, space physics professor at the University of California at Los Angeles (UCLA) and principal investigator for Galileo's magnetometer instrument, which measures magnetic fields around Jupiter and its moons. "The new data certainly suggest that something is hidden below Callisto's surface, and that something may very well be a salty ocean."
