History - The First Generation of United States Marshals
Building a nation depends not only on the laws that define the government, but also on the quality of the individuals who serve it. President George Washington, as he filled the various offices of the new federal government throughout 1789, fully understood the importance of selecting able men. He brought into his Cabinet some of the brightest minds in the country, including the champion of the rights of man, Thomas Jefferson, as Secretary of State, and the apostle of a strong central government, Alexander Hamilton, as Secretary of the Treasury. For other offices of the government, Washington sought men with strong local ties and a deep commitment to the new nation. Edmond Randolph, for example, the first Attorney General, was a prominent Virginian who served the new country by fighting in the Revolutionary War and representing Virginia in the Second Continental Congress and the Constitutional Convention. By drafting such men as Randolph, Jefferson, and Hamilton, Washington tried to balance the need for a powerful national government against the jealously protected rights of the states.

Washington considered the several offices created by the Judiciary Act of 1789 of premier importance to the new nation. "Impressed with a conviction that the due administration of justice is the firmest pillar of good Government," he wrote Randolph on September 28, four days after signing the Act into law, "I have considered the first arrangement of the Judicial department as essential to the happiness of our Country, and to the stability of its political system; hence the selection of the fittest characters to expound the laws, and dispense justice, has been an invariable object of my anxious concern." The Supreme Court Justices, the Attorney General, the district court judges and attorneys, the court clerks, and the United States Marshals would define, administer, and enforce the growing body of federal laws. By their actions, these men would determine the boundary between federal authority and local autonomy.
The President carefully considered whom to appoint to the judiciary offices. Long before the bill reached his desk, he consulted with his advisors and reviewed the credentials of the various candidates. Many of them he knew personally. By the time the bill was ready for his signature, Washington had made most of his selections.
On September 26, 1789, he signed the commissions of thirteen Marshals.

On January 17, 1998, the Drudge Report, a conservative online news aggregator founded in 1995, published an item accusing the president of having a sexual relationship with a former White House intern. The next day, the site revealed Lewinsky’s identity.
The mainstream media picked up the story a few days later, and a national scandal erupted. Clinton refuted the allegations against him, famously stating at a press conference, “I did not have sexual relations with that woman, Miss Lewinsky.”

Phoebe Hessel was born Phoebe Smith, in Stepney, and was baptised at the local church, St Dunstan's, on 13 April 1713. Some sources indicate that her father was a soldier who took her with him when she was a child. She enlisted in the 5th Regiment of Foot to serve alongside her lover, and served as a soldier in the West Indies and Gibraltar. Both remained in the British Army, and fought and were wounded in the Battle of Fontenoy in 1745. Finally, she revealed her position to the wife of the Regiment's colonel, and they were both discharged and married. According to a sergeant of the regiment, her sex was revealed when she was undressed to be whipped, upon which she only commented: "Strike and be damned!" She was given no punishment, and had her salary paid out as any other soldier.
They lived in Plymouth, where they had nine children, of whom eight died in infancy, and the survivor died at sea. After Golding died, she moved to Brighton to marry fisherman Thomas Hessel. He died when she was 80 years old. She supported herself by selling fish in and around Brighton, and her evidence was instrumental in securing the conviction and execution of highwayman James Rooke.
In old age, she sold small items, such as oranges and gingerbread, on a street corner near the Brighton Pavilion. She became well known in Brighton, due to her great age and unusual experiences. She was forced into the workhouse, but was granted a pension of half a guinea a week by the Prince Regent in 1808. She attended his coronation parade in Brighton in 1820.

In fact, there have probably always been female soldiers serving in disguise in the British Army, and they continued to do so. The House Armed Services Committee is investigating whether the Pentagon was adequately compensated for the American weapons that were transferred from Army stocks and eventually sold to Iran.
Representative Les Aspin, the Democratic chairman of the committee, said there appeared to be discrepancies in Administration statements about what weapons were sent and what funds were paid to the Pentagon.
''Something looks wrong,'' he said. ''The numbers do not add up.'' According to Administration officials, 2,008 TOW anti-tank missiles and parts for batteries of Hawk anti-aircraft missiles were taken from Army stocks and sold to the Central Intelligence Agency for $12 million. These weapons were later sold to Iran for much more, and a profit of as much as $30 million was made.
C.I.A. Disclaims Profit
The C.I.A. maintains that it did not make any profit from the sale of the weapons, but that some of the profits were diverted by others as aid to the Nicaraguan rebels, called contras.

The question whether the Pentagon received adequate compensation for the weapons is important because if the arms were transferred to the C.I.A. for a reduced price, this would have maximized the profit from their eventual sale to Iran. That, in turn, would have increased the funds that were available to be diverted to the contras.
Mr. Aspin asked Defense Secretary Caspar W. Weinberger in a Nov. 24 letter to provide detailed information on the sale. Mr. Weinberger has not yet responded to that request.
But on Tuesday Mr. Weinberger told reporters in Paris that the Pentagon had received fair compensation from the C.I.A. for the weapons and that they had been sold to the agency for a relatively low price because they were old.
''They were made a very long time ago,'' Mr. Weinberger said, referring to the TOW anti-tank missiles sent to Iran. ''They were obsolete. They were no longer manufactured. The production line was closed down,''
He said the cost of the weapons had been determined in accordance with the Economy Act, which regulates transfer of property between Government agencies.
According to Government procedures, old Penatgon weapons can sometimes be sold at a discount in a foreign military sale that is openly disclosed. Pentagon spokesmen and Congressional staff members said they did not know what cost procedures were used for the covert transfer of weapons to the C.I.A. Army Keeps Old TOW's
An early version of the missile, called ''TOW basic,'' is no longer being manufactured. The Army still maintains a large stock of these missiles for use in a conflict.
The Hughes Aircraft Company, which makes the missile, is now producing an improved version of the ''TOW basic,'' called ''I TOW,'' which is being sold abroad. The company also manufactures a new type of the missile, called ''TOW 2,'' which is faster and has a larger warhead.
Mr. Aspin said preliminary calculations suggested that the TOW missiles shipped to Iran could be worth considerably more than $12 million, even if they were old versions.
''Either the number of TOW missiles is not right or $12 million is not the right number,'' he said. ''The numbers do not add up.''
Mr. Aspin added that the staff of the Armed Services Committee was pursuing this point. Called 'Very Reduced Price'
Some former officials have raised similar questions about the sale. Gary Sick, a member of the National Security Council in the Carter Administration, said today that the $12 million paid to the Pentagon appeared to be ''a very reduced price for the TOW's alone.''

Army spokesman declined today to say what the Army had paid for the older versions of the TOW's. Pentagon officials said even routine information about the TOW was regarded as politically sensitive because of the controversy over the Iran arms deals.
A spokesman for Hughes, which makes the basic components of the missile, said that around 1970 it sold the ''TOW basic'' for $4,800 per missile - or over $9.6 million for 2,008 - excluding the cost of the warhead and rocket engine. The warhead and the rocket engine were paid for separately by the Pentagon.
The Hughes spokesman said that if those costs were adjusted to take inflation into account, the ''TOW basic'' would cost $14,000 per missile today -or over $28 million for 2,008 missiles -excluding the cost of the warhead and the rocket engine. Congress Had Voiced Concern
Congress has in the past expressed concern that weapons sold to the C.I.A. by the Pentagon were being priced at a discount. Such concerns were raised in 1984, when the Pentagon was providing the C.I.A. with arms for use in the covert war in Nicaragua.
The General Accounting Office, a Congressional watchdog agency, investigated that matter in 1984. In a classfied 1984 report, the G.A.O. said guidance for such interagency transfers was provided by the Command Relationships Agreement of 1957. But it said it had been denied access to that agreement.

Lieutenant M.R. Ring: We will provide Major Powers and his elite fighting force an accessable target to sharpen their superior skills. This will be facilitated by the Miles Gear that each man is wearing. As you know, when one of our men is shot this laser sensative device emits a beeping noise.
Highway: Excuse me, Lieutenant, but are you suggesting that we don't fight back?
Lieutenant M.R. Ring: Well, no, Gunny, Major Powers like to use the Recon platoon as a training tool.
Highway: Well, what happens when these men have to go into combat and they're not prepared? They just get dead.
Lieutenant M.R. Ring: Yes, I see what you mean.
Highway: Have you spoken to Major Powers about this?
Lieutenant M.R. Ring: Let's move them out, Gunny.
Highway: Are you coming with us, Lieutenant?

The President met this afternoon with the bipartisan leadership of Congress. The President said he would consider the recommendations of Senator Dole and others for a special session of Congress and was reserving judgment at this time. The President told the leaders that it was important to expedite and consolidate the number of congressional inquiries being planned. He stressed his commitment to cooperate with the Congress in the conduct of its investigation and to get all the facts so that the issue could be put to rest. The congressional leaders discussed with the President their respective plans for how they intend to organize their investigative committees. The meeting concluded with a brief discussion on the presentation of the fiscal year 1988 budget and other matters to be considered in the initial weeks of the 100th Congress.

Good morning. About an hour ago I spoke with Secretary Christopher in Dayton, Ohio. He informed me that the Presidents of Bosnia, Croatia, and Serbia have reached a peace agreement to end the war in Bosnia, to end the worst conflict in Europe since World War II.
After nearly 4 years of 250,000 people killed, 2 million refugees, atrocities that have appalled people all over the world, the people of Bosnia finally have a chance to turn from the horror of war to the promise of peace.
