(12) "Gang" means a group that: (a) Consists of three or more persons; (b) has identifiable leadership or an identifiable name, sign, or symbol; and (c) on an ongoing basis, regularly conspires and acts in concert mainly for criminal purposes.
(13) "Gang-related activity" means any activity that occurs within the gang or advances a gang purpose.

RESIDENTIAL TENANCIES - VARIOUS PROVISIONS
(1)(a) A landlord may not evict a tenant, refuse to continue a tenancy, or end a periodic tenancy except for the causes enumerated in subsection (2) of this section and as otherwise provided in this subsection.
(2) The following reasons listed in this subsection constitute cause pursuant to subsection (1) of this section:
(c) The tenant continues in possession after having received at least three days' advance written notice to quit after he or she commits or permits waste or nuisance upon the premises, unlawful activity that affects the use and enjoyment of the premises, or other substantial or repeated and unreasonable interference with the use and enjoyment of the premises by the landlord or neighbors of the tenant;

My lease includes an addendum that clearly states that animals cannot disturb other residents. Specifically:

ONE THING that I noted--and I, of course, am very gratified--is that our POW's who are returning have enormous potential and have, of course, great affection and respect, and if every one of them has the offer of a job many of them are going to stay in the service. Others, of course, have offers of jobs, and there will be no problem.
But we have to remember that in addition to the POW's there are 2 1/2 million men who served in Vietnam. They also need jobs, and the very fact of the POW's returning reminds us of our obligation to all veterans, because they were all fighting for the same cause, a cause which is one that we can be proud of and that they can be proud of and that our POW's can be proud of, and that is why this project is so vitally important. [Inaudible]
Why don't you tell us how you are coming along on this?
JAMES F. OATES, JR. [Chairman of Jobs for Veterans]. Well, Mr. President, I want to do that very much indeed, and I have been looking forward to this opportunity. But before I do, I would like to take just a minute and return to Jobs for Veterans. I have called on Admiral Gayler and General Clay1 and had a long talk with both of them, largely having to do with the prisoners who are returning [inaudible] and I was so thrilled and I know you will be enormously pleased. Those officers said that the prisoners of war on their arrival went out of their way to express their great respect for the President and [inaudible]. Those are the men who mean so much.
THE PRESIDENT. Well, our respect is for them. Yes, sir. And here is the report?

MR. OATES. This is the report, and I think you will find it is succinct and it has some good lingo and some better facts. It shows in the table there, and in the charts, how the unemployment ratio of veterans had gone below the unemployment rate for non-veterans in the same age group*
THE PRESIDENT. We would like jobs for them, too.
*The report presented to the President shows Vietnam-era veterans' unemployment (males aged 20-29) has been reduced from 9.1 percent in the second quarter of FY 1971 to 5.9 percent as of January, 1973.
MR. OATES. Absolutely. This involves women veterans, also. There are 60,000 women.
Note: The President met with Mr. Oates at 10:30 a.m. in the Oval Office at the White House. Mr. Oates presented the "1972 Annual Report: National Committee--Jobs for Veterans."
On the same day, the White House issued a report, entitled "Employment Services to Veterans--A Year of Action: Report for Fiscal Year 1972" (Government Printing Office, 27 pp.), which was prepared by the Manpower Administration, Department of Labor.

By virtue of the authority vested in me by the Constitution and statutes of the United States, including the National Security Act of 1947, as amended, and as President of the United States of America, it is hereby ordered as follows:
SECTION 1. Purpose. The purpose of this Order is to establish policies to improve the quality of intelligence needed for national security, to clarify the authority and responsibilities of the intelligence departments and agencies, and to establish effective oversight to assure compliance with law in the management and direction of intelligence agencies and departments of the national government.
SEC. 2. Definitions. For the purpose of this Order, unless otherwise indicated, the following terms shall have these meanings:
(a) Intelligence means:
(1) Foreign intelligence which means information, other than foreign counterintelligence, on the capabilities, intentions and activities of foreign powers, organizations or their agents; and
(2) Foreign counterintelligence which means activities conducted to protect the United States and United States citizens from foreign espionage, sabotage, subversion, assassination or terrorism.
(b) Intelligence Community refers to the following organizations:

Hearing that, O'Neill finally turns away from the telescope.
Same evening. The car passes through a military gate, heavily guarded by soldiers, heading down into a tunnel cut into the side of the mountain - the entrance to the Cheyenne Mountain Complex. Cut to a shot of an elevator shaft, then the interior of the elevator, where O'Neill and another officer [ in an obviously mismatched uniform of enlisted and commissioned-officer insignia ] are standing. O'Neill notices how deep they're descending - the elevator goes all the way down to Sub-Level 11.
The elevator doors slide open, and O'Neill follows the officer down the corridors, looking around curiously.
INTERCOM: Red team number 9 to Sub-Level 2, red shaft 24.
They stop at a security checkpoint, and O'Neill signs in on a clipboard. The officer leads him to another elevator.
OFFICER: We have to take a second elevator the rest of the way, sir. It's a long way down.
O'Neill hands the clipboard back as the officer opens the elevator, and they step inside.
O'NEILL: I've been here before.
OFFICER: Ah. Of course.

THE PRESIDENT. Good morning, please sit down.
Q. Robert C. Pierpoint, CBS News: Mr. President, I wonder if you could tell us why you feel, as Mr. Hagerty mentioned the other day you do, that Captain Powers' sentence was too severe, 1 in view of the fact that, for instance, the United States sentenced Colonel Abel to, I believe, 30 years, and we have given less severe sentences to other Russian spies.
THE PRESIDENT. Well, I think I regretted that it was so long; I hoped for less, when you come down to it. I have no measure of just what has been done in like cases over the years, for the simple reason that this particular kind of case has never before come up.
1 On August 19 the Press Secretary to the President issued the following statement: "The President has been informed of the sentence imposed on Mr. Powers by the Soviet court, and he deplores the Soviet propaganda activity in connection with the entire episode, beginning last May, and regrets the severity of the sentence. He extends his sincere sympathy to the members of Mr. Powers' family."
