Ladies and gentlemen, this marks the fifth time that I've had the honor of addressing the annual convention of the National Religious Broadcasters. A year ago we met in the first week of a struggle to protect what is right and true. And I came before you to talk of what was not a Christian or Jewish war, not a Moslem war. It was a just war. And in the Persian Gulf we fought for good versus evil. It was that clear to me: right versus wrong, dignity against oppression. And America stood fast so that liberty could stand tall.

Today I want to thank you for helping America, as Christ ordained, to be "a light unto the world." Your support honored the finest soldiers, the finest sailors, marines, airmen, and coastguardsmen that any nation has ever known. And what they did in war, let us now do in peace. Just as our forces fought to defend all of what is best about America, we need you to help instill the traditional values that make life and liberty worth defending.

Let me begin with some good news for modern man. According to Gallup, the Gallup surveys, no society is more religious than the United States of America. Seven in ten Americans believe in life after death; 8 in 10, that God works miracles. Nine in ten Americans pray. And more than 90 percent believe in God, to which I say, thank God. I wish it were 100 percent.

Now, I know this is an election year. And I don't know about Damascus, but this primary season we're seeing a lot of conversions on the road to New Hampshire. [Laughter] But I don't want this to be a partisan speech, and I appreciated so much what David Clark said about values. I want to speak of the values that I know you all believe in, values which sustain America, values that are always in fashion.

The first value is not simply American but universal. And I refer to the sanctity of life. I will stand on the side of choosing life.

Next comes a value which gives each life meaning: the self-reliance central to the dignity of work. Go to the barrios of San Antonio or the suburbs of St. Paul, and there you will find people who ask for only what our forefathers had, the same opportunity which helped us brave independence, push back the wilderness, win two World Wars, and create the highest standard of living in the history of man. The Bible reminds us, "By thy works shall ye know them." What we must do is give working Americans that level playing field to keep us as rich in goods as we have been blessed in spirit.

Tomorrow I'm giving a speech. [Laughter] The State of the Union Address will detail how we can nurture creativity as old as 1776, harness it to the needs of a new American century. Remember, to this day the only footsteps on the Moon are American footsteps. The only flag on the Moon is the Stars and Stripes. The knowledge that put it there is stamped "Made in the U.S.A." Yes, the world looks to us to lead, and lead we will. Americans can outwork, outproduce, outcompete any nation in the world. And we must do all we can to further that end. And I will do my level-best. And I need your help.

The next value I speak of must be forever cast in stone. I speak of decency, the moral courage to say what is right and condemn what is wrong. And we need a Nation closer to "The Waltons" than "The Simpsons" -- [laughter] -- an America that rejects the incivility, the tide of incivility, and the tide of intolerance. We see this tide in the naked epithet and in the code words that play to our worst prejudices. We see it when people ridicule religion and religious leaders, like the group which desecrated communion hosts on the steps of St. Patrick's Cathedral. We see this tide of incivility and intolerance in bigotry, in discrimination, and anti-Semitism.

Have they no decency? Have they no honor? Have they no respect for the rights of others? I will continue to speak out against these apostles of hate who poison our kids' minds and debase their souls. There is no place, whatever our views, there is no place in America for religious prejudice, for anti-Semitism, or racial prejudice.

This, then, brings me to a fourth value crucial to America: the belief in the family, the foundation of our strength. Take my kids, for example. Having helped put them through college, I remember receiving letters from them. Barbara does, too. And there would always be a P.S. at the bottom. It was those three words that said so much about the bond between parents at home and kids at school, "Please send money." [Laughter]

But this one is true. The other day I was visited by the leaders of the National League of Cities, mayors from big cities and small, liberal and conservative, Republican and Democrat. And they were unanimous in their view that the major underlying problem in our cities is the decline of the American family. And they are right; too often, family is under siege. Each one of us, parents, preachers, politicians, and teachers, must do our part to defend it. I do not want one single action that I take as President to weaken the American family. And I want to strengthen it in every way that I can. Every law that is passed should guard against weakening the family.

And that is why I insisted that the child care bill that I signed in 1990 allow parents, not bureaucrats, to decide how to care for their children. I refused to see the option of a religious-based child care restricted or eliminated.

Our national education strategy -- we call it America 2000, and it is an exciting program -- helps the family by enhancing parental involvement in education, insisting that choice include both private and public schools. I do not believe it is unconstitutional for schoolkids to have the same choice that I got under the GI bill or that college kids now get under the Pell grant or that ex-servicemen now get under the Montgomery bill.

Last week, I announced another policy to strengthen the family, expanding the preschool program to serve all those 4-year-olds who are eligible, the largest funding increase in the history of project Head Start. And when this is enacted, we will be much closer to achieving one of our six national educational goals, that every schoolchild should start school ready to learn.

And finally, families will stay together only if drugs do not drive them apart. Winning the war on drugs means waging war on crime. Now, we've made the commitment. And altogether, the new Federal budget that I'll introduce 2 days from now will increase spending to combat crime by $1.2 billion, to a total of almost $16 billion. Now that's nearly 60 percent higher than when I took office in 1989.

My new budget will provide a half a billion dollars for an initiative that we call "Weed and Seed." Not enthralled with the name, but listen to what it does. [Laughter] Today our very able Attorney General, Bill Barr, point man in this new operation, is spelling out all its details. But let me say this much right now. "Weed and Seed" works this way. First, we join Federal, State, and local forces to weed out the gang leaders, the violent criminals, the drug dealers who plague our neighborhoods. And when we break their deadly grip, we follow up with part two: We seed those neighborhoods with expanded educational opportunities, job training, health care, and other social services. But the key to the "seed" concept will be jobs-generating initiatives such as enterprise zones to give people who call these neighborhoods home something to hope for.

There is more to do to win the final victory in our war on drugs. We are making progress. We are winning. Over the past 4 years, marijuana, crack, and cocaine use has definitively declined. And what's more, today kids aged 9 to 12 are the most antidrug group in America. The highest at-risk group remains 13- to 17-year-olds. But last year, for the first time, 13-year-olds mirrored the behavior of preteenagers.

Drugs affect a multitude of issues. They contribute to AIDS; they contribute to homelessness, shattering families and futures, hopes and dreams. And that's why, literally, we should thank God for the drug use decline. The drop in use doesn't just prove we were right in our assault on substance use, it shows how we can achieve drugs' unconditional surrender. We will triumph through tough enforcement and through education, increasing awareness of the damage drugs do.

And in that spirit, let us resolve to treat the victims of AIDS and drug abuse with compassion and caring. Let us redouble our efforts to help with treatment and with education. That will help eliminate the risks involved.

Over the last 4 years, more kids talked about drugs with their parents and teachers. Another reason for drug use decline has been America's print and electronic media, the major source of drug information and the primary influencer on drug use, especially among the young. Together, they have helped reawaken America's conscience which, in turn, inspires America's greatness.

Later today I will unveil our fourth national drug control strategy to build on these beginnings. It will say no to drugs. It will say yes to life. But it cannot just be done by the Government. To stop drug use will require caring and community, above all, abundant love.

Let me tell you, remind you, for some of you, tell you others a story. Once, a great First Lady, Pat Nixon, toured a medical center. And she stopped to embrace a little girl that was blinded by rubella. And for a few minutes, she talked to the girl and held her close. And then later, someone told her that the child was deaf as well as blind. And Pat answered that she had known that. "But she knows what love is," Mrs. Nixon said. "She can feel love."

America's love is conveyed in many ways: in what we oppose, injustice and tyranny; in what we support, the inalienable rights that include the freedom to think and dream and worship and, yes, vote as we please. To preserve our liberty, America once deposed a king, fought a great Civil War, and five times in this century sent Americans into major battle.

And yet, freedom is not ours alone; it is our most treasured export. If you doubt freedom's victory, look to the Persian Gulf. Look to the former Soviet Union, where those once oppressed crowd reopened churches and synagogues. Look to Eastern Europe, where Christmas carols warm the bright winter chill. It is written, "In the beginning was the Word." Here is the word for 1992: Today, the times are on the side of peace because the world, increasingly, is on the side of God.

I remember an early trip to the Soviet Union by our friend Billy Graham. He came back, and he reported that faith in God was very much alive in Russia. And some hard-liners ridiculed him. Some even thought he shouldn't go. Today, we see that he clearly was right.

This brings me, then, to the ultimate value that sustains America and the values I have already cited: a belief in prayer. Obviously, no country can claim a special place in God's heart. Yet we are better as a people because He has a special place in ours.

I once asked one of my grandkids how he felt about prayer. And he said, "Just try getting through a math test without it." [Laughter] In Sunday school children learn that God is everywhere, but in public school they find that He's absent from class. And I continue to believe, as do the overwhelming majority of Americans, in the right to nondenominational voluntary school prayer.

The values I have spoken of remind us of the truth that comes on one's knees. And I believe with all my heart that one cannot have this job, cannot be America's President, without a belief in God, without a belief in prayer.

The poet Walt Whitman once asked what made America America, and he replied simply, "Its religion. Otherwise there is no real and permanent grandeur." Let that be our essence as a people and our message as a Nation.

Thank you for this occasion. And may God bless this most wondrous land on Earth, the United States of America. Thank you very, very much.

Remarks at a Drug Control Strategy Meeting

Thank you all very much. And let me single out those gentlemen with me: Governor Bob Martinez; Attorney General, Mr. Barr; Secretary Sullivan; and Secretary of Education Alexander. It's a pleasure to be with all of you, and I'm especially happy to welcome the Ambassadors of Bolivia, Colombia, Ecuador, Mexico, Peru, and Venezuela, neighbors with whom we're intensifying our cooperation in the fight against drugs. And ladies and gentlemen all, thank you.

I've been briefed on what kind of a prestigious audience, an important group we have here with us today. All of us are here today to give you an update on America's war against drug abuse.

First, let me say it is a real war. This isn't a headline writer's hype of some sort. The poison of drug abuse and the violence it breeds have left a trail of death and destruction in our cities. And anyone who lives in a big city knows of places close to home that look like war zones, with the neighborhoods burned and scarred, tyrannized by gangs, by drug gangs. Gang violence is claiming the lives of kids who get caught up in drugs, and the drug gangs' gun battles are even stealing the lives of innocent bystanders.

We haven't won this war yet, but I'm determined that we will. Everybody that is working the problem is determined that we will win this war. It is imperative that we put more resources into our fight. Accordingly, I'm asking the Congress for fiscal '93 to provide $12.7 billion to wage this war on drugs. If Congress approves my request, funding for the war against drugs will have increased by 93 percent to nearly double the level of just 3 years ago when I took office.

We start by taking our Federal dollars to the front lines. More than one-quarter of our proposed Federal budget for drug control, more money than ever before, will go to assist State and local government in their drug control programs. Treatment and prevention programs, working to reduce the demand for drugs, would receive over $4.1 billion in 1993. We will expand programs to help high-risk groups like adolescents and pregnant women. We'll increase emergency grants for drug-free schools and communities by 100 percent. And we'll increase by 15 percent the Federal funding for community partnership grants in the fight against drugs. Community partnership grants help good neighbors like the volunteers who brought about the demolition of more than 800 crack houses in Miami. And we're continuing the excellent HUD drug elimination program where we've increased annual funding from $8.2 million to 165 million since '89. This HUD program has helped such citizens as the men and women of Chicago's Cabrini-Green housing project in their efforts to get those drug gangs out of their buildings.

As President, I am determined that our Federal authorities offer all the support that they possibly can to the communities that make this full commitment. You have my word: I will demand an equal commitment from the Congress. No American, young or old or in-between, should have to live in fear.

We've made real progress in this fight against drug abuse, drug use. Between '88 and '91, current overall drug use dropped by 13 percent, while among adolescents drug use dropped by 27 percent. Cocaine use tells the same story. While current use of this deadly drug among the general population decreased by 35 percent, 35, among teenagers it dropped by 63 percent.

Now, think about that last one, that last statistic. Compared with 4 years ago, almost two-thirds fewer of our kids are falling for the temptation of cocaine. Our young people are getting the message. Millions and millions more of our kids are listening to good advice and saving themselves from the lives of addiction and misery. Of course, one life sacrificed to the demons of drugs or drug abuse violence is one too many. Saving those lives has got to be everyone's mission, from Federal officials to county prosecutors and cops on the beat.

We cannot gain total victory without the strength and the resolve and the dedication of countless volunteers. Every time an individual parent or teacher or clergyman motivates a young person to say no to drug abuse, we as a nation move much closer to our goal. So let me say as clearly as I possibly can: Success in the drug war depends crucially on our churches and synagogues; our schools; our service clubs and young people's organizations; and most important, American families, strengthened by the virtues and bonds of love and honor and just plain strength. American families, that's the key.

Before I turn the program over to Governor Martinez, who's doing a superb job in this field, let me mention again something that we announced last week, namely that he and I will be meeting next month with the Presidents of Colombia, Bolivia, Peru, Venezuela, and Ecuador and Mexico. This will be the second regional drug summit. We must work more effectively than ever with these nations in fighting the spread of drugs. And I'll drive home the message that there are no half measures.

I will also convince those world leaders, leaders of those countries that we are tackling the demand side of the equation. I remember Cartagena, and I remember there was some doubt on the parts of those Presidents as to what we were doing at home on the demand side. I think now we have a good record with real progress to report to them. It makes a difference to how they can go about using their resources in their countries.

Now I'd like to turn the podium over to Bob Martinez and the other briefers who are working so hard to win this drug war. And I really do thank each of you for your commitment and for your effort. I will single out just one group here, the Partnership against drugs, where we have this marvelous media effort going on now. It's about $1 million a day being spent on pro bono advertising to get the message to the young people. And that is not Government; that is volunteers taking that message to the people of this country.

And there are so many wonderful stories of that nature, and I know many of the programs that work are represented by people right here. So I do thank you for your commitment and your effort, and let's continue this fight until we can say, each one of us, that we have conquered the scourge of drug abuse.

The subject I want to discuss with you, peace and national security, is both timely and important. Timely, because I've reached a decision which offers a new hope for our children in the 21st century, a decision I'll tell you about in a few minutes. And important because there's a very big decision that you must make for yourselves. This subject involves the most basic duty that any President and any people share, the duty to protect and strengthen the peace.

At the beginning of this year, I submitted to the Congress a defense budget which reflects my best judgment of the best understanding of the experts and specialists who advise me about what we and our allies must do to protect our people in the years ahead. That budget is much more than a long list of numbers, for behind all the numbers lies America's ability to prevent the greatest of human tragedies and preserve our free way of life in a sometimes dangerous world. It is part of a careful, long-term plan to make America strong again after too many years of neglect and mistakes.

Our efforts to rebuild America's defenses and strengthen the peace began 2 years ago when we requested a major increase in the defense program. Since then, the amount of those increases we first proposed has been reduced by half, through improvements in management and procurement and other savings.

The budget request that is now before the Congress has been trimmed to the limits of safety. Further deep cuts cannot be made without seriously endangering the security of the Nation. The choice is up to the men and women you've elected to the Congress, and that means the choice is up to you.

Tonight, I want to explain to you what this defense debate is all about and why I'm convinced that the budget now before the Congress is necessary, responsible, and deserving of your support. And I want to offer hope for the future.

But first, let me say what the defense debate is not about. It is not about spending arithmetic. I know that in the last few weeks you've been bombarded with numbers and percentages. Some say we need only a 5-percent increase in defense spending. The so-called alternate budget backed by liberals in the House of Representatives would lower the figure to 2 to 3 percent, cutting our defense spending by $163 billion over the next 5 years. The trouble with all these numbers is that they tell us little about the kind of defense program America needs or the benefits and security and freedom that our defense effort buys for us.

What seems to have been lost in all this debate is the simple truth of how a defense budget is arrived at. It isn't done by deciding to spend a certain number of dollars. Those loud voices that are occasionally heard charging that the Government is trying to solve a security problem by throwing money at it are nothing more than noise based on ignorance. We start by considering what must be done to maintain peace and review all the possible threats against our security. Then a strategy for strengthening peace and defending against those threats must be agreed upon. And, finally, our defense establishment must be evaluated to see what is necessary to protect against any or all of the potential threats. The cost of achieving these ends is totaled up, and the result is the budget for national defense.

There is no logical way that you can say, let's spend x billion dollars less. You can only say, which part of our defense measures do we believe we can do without and still have security against all contingencies? Anyone in the Congress who advocates a percentage or a specific dollar cut in defense spending should be made to say what part of our defenses he would eliminate, and he should be candid enough to acknowledge that his cuts mean cutting our commitments to allies or inviting greater risk or both.

The defense policy of the United States is based on a simple premise: The United States does not start fights. We will never be an aggressor. We maintain our strength in order to deter and defend against aggression-to preserve freedom and peace.

Since the dawn of the atomic age, we've sought to reduce the risk of war by maintaining a strong deterrent and by seeking genuine arms control. "Deterrence" means simply this: making sure any adversary who thinks about attacking the United States, or our allies, or our vital interests, concludes that the risks to him outweigh any potential gains. Once he understands that, he won't attack. We maintain the peace through our strength; weakness only invites aggression.

This strategy of deterrence has not changed. It still works. But what it takes to maintain deterrence has changed. It took one kind of military force to deter an attack when we had far more nuclear weapons than any other power; it takes another kind now that the Soviets, for example, have enough accurate and powerful nuclear weapons to destroy virtually all of our missiles on the ground. Now, this is not to say that the Soviet Union is planning to make war on us. Nor do I believe a war is inevitable-quite the contrary. But what must be recognized is that our security is based on being prepared to meet all threats.

There was a time when we depended on coastal forts and artillery batteries, because, with the weaponry of that day, any attack would have had to come by sea. Well, this is a different world, and our defenses must be based on recognition and awareness of the weaponry possessed by other nations in the nuclear age.

We can't afford to believe that we will never be threatened. There have been two world wars in my lifetime. We didn't start them and, indeed, did everything we could to avoid being drawn into them. But we were ill-prepared for both. Had we been better prepared, peace might have been preserved.

For 20 years the Soviet Union has been accumulating enormous military might. They didn't stop when their forces exceeded all requirements of a legitimate defensive capability. And they haven't stopped now. During the past decade and a half, the Soviets have built up a massive arsenal of new strategic nuclear weapons—weapons that can strike directly at the United States.

As an example, the United States introduced its last new intercontinental ballistic missile, the Minute Man III, in 1969, and we're now dismantling our even older Titan missiles. But what has the Soviet Union done in these intervening years? Well, since 1969 the Soviet Union has built five new classes of ICBM's, and upgraded these eight times. As a result, their missiles are much more powerful and accurate than they were several years ago, and they continue to develop more, while ours are increasingly obsolete.

The same thing has happened in other areas. Over the same period, the Soviet Union built 4 new classes of submarine-launched ballistic missiles and over 60 new missile submarines. We built 2 new types of submarine missiles and actually withdrew 10 submarines from strategic missions. The Soviet Union built over 200 new Backfire bombers, and their brand new Blackjack bomber is now under development. We haven't built a new long-range bomber since our B-52's were deployed about a quarter of a century ago, and we've already retired several hundred of those because of old age. Indeed, despite what many people think, our strategic forces only cost about 15 percent of the defense budget.

Another example of what's happened: In 1978 the Soviets had 600 intermediate-range nuclear missiles based on land and were beginning to add the SS-20—a new, highly accurate, mobile missile with 3 warheads. We had none. Since then the Soviets have strengthened their lead. By the end of 1979, when Soviet leader Brezhnev declared "a balance now exists," the Soviets had over 800 warheads. We still had none. A year ago this month, Mr. Brezhnev pledged a moratorium, or freeze, on SS-20 deployment. But by last August, their 800 warheads had become more than 1,200. We still had none. Some freeze. At this time Soviet Defense Minister Ustinov announced "approximate parity of forces continues to exist." But the Soviets are still adding an average of 3 new warheads a week, and now have 1,300. These warheads can reach their targets in a matter of a few minutes. We still have none. So far, it seems that the Soviet definition of parity is a box score of 1,300 to nothing, in their favor.

So, together with our NATO allies, we decided in 1979 to deploy new weapons, beginning this year, as a deterrent to their SS—20's and as an incentive to the Soviet Union to meet us in serious arms control negotiations. We will begin that deployment late this year. At the same time, however, we're willing to cancel our program if the Soviets will dismantle theirs. This is what we've called a zero-zero plan. The Soviets are now at the negotiating table—and I think it's fair to say that without our planned deployments, they wouldn't be there.

Now, let's consider conventional forces. Since 1974 the United States has produced 3,050 tactical combat aircraft. By contrast, the Soviet Union has produced twice as many. When we look at attack submarines, the United States has produced 27 while the Soviet Union has produced 61. For armored vehicles, including tanks, we have produced 11,200. The Soviet Union has produced 54,000—nearly 5 to 1 in their favor. Finally, with artillery, we've produced 950 artillery and rocket launchers while the Soviets have produced more than 13,000—a staggering 14-to-1 ratio.

There was a time when we were able to offset superior Soviet numbers with higher quality, but today they are building weapons as sophisticated and modern as our own.

As the Soviets have increased their military power, they've been emboldened to extend that power. They're spreading their military influence in ways that can directly challenge our vital interests and those of our allies.

The following aerial photographs, most of them secret until now, illustrate this point in a crucial area very close to home: Central America and the Caribbean Basin. They're not dramatic photographs. But I think they help give you a better understanding of what I'm talking about.

This Soviet intelligence collection facility, less than a hundred miles from our coast, is the largest of its kind in the world. The acres and acres of antennae fields and intelligence monitors are targeted on key U.S. military installations and sensitive activities. The installation in Lourdes, Cuba, is manned by 1,500 Soviet technicians. And the satellite ground station allows instant communications with Moscow. This 28-square-mile facility has grown by more than 60 percent in size and capability during the past decade.

In western Cuba, we see this military airfield and it complement of modern, Soviet-built Mig-23 aircraft. The Soviet Union uses this Cuban airfield for its own long-range reconnaissance missions. And earlier this month, two modern Soviet antisubmarine warfare aircraft began operating from it. During the past 2 years, the level of Soviet arms exports to Cuba can only be compared to the levels reached during the Cuban missile crisis 20 years ago.

This third photo, which is the only one in this series that has been previously made public, shows Soviet military hardware that has made its way to Central America. This airfield with its MI-8 helicopters, anti-aircraft guns, and protected fighter sites is one of a number of military facilities in Nicaragua which has received Soviet equipment funneled through Cuba, and reflects the massive military buildup going on in that country.

On the small island of Grenada, at the southern end of the Caribbean chain, the Cubans, with Soviet financing and backing, are in the process of building an airfield with a 10,000-foot runway. Grenada doesn't even have an air force. Who is it intended for? The Caribbean is a very important passageway for our international commerce and military lines of communication. More than half of all American oil imports now pass through the Caribbean. The rapid buildup of Grenada's military potential is unrelated to any conceivable threat to this island country of under 110,000 people and totally at odds with the pattern of other eastern Caribbean States, most of which are unarmed.

The Soviet-Cuban militarization of Grenada, in short, can only be seen as power projection into the region. And it is in this important economic and strategic area that we're trying to help the Governments of El Salvador, Costa Rica, Honduras, and others in their struggles for democracy against guerrillas supported through Cuba and Nicaragua.

These pictures only tell a small part of the story. I wish I could show you more without compromising our most sensitive intelligence sources and methods. But the Soviet Union is also supporting Cuban military forces in Angola and Ethiopia. They have bases in Ethiopia and South Yemen, near the Persian Gulf oil fields. They've taken over the port that we built at Cam Ranh Bay in Vietnam. And now for the first time in history, the Soviet Navy is a force to be reckoned with in the South Pacific.

Some people may still ask: Would the Soviets ever use their formidable military power? Well, again, can we afford to believe they won't? There is Afghanistan. And in Poland, the Soviets denied the will of the people and in so doing demonstrated to the world how their military power could also be used to intimidate.

The final fact is that the Soviet Union is acquiring what can only be considered an offensive military force. They have continued to build far more intercontinental ballistic missiles than they could possibly need simply to deter an attack. Their conventional forces are trained and equipped not so much to defend against an attack as they are to permit sudden, surprise offensives of their own.

Our NATO allies have assumed a great defense burden, including the military draft in most countries. We're working with them and our other friends around the world to do more. Our defensive strategy means we need military forces that can move very quickly, forces that are trained and ready to respond to any emergency.

Every item in our defense program—our ships, our tanks, our planes, our funds for training and spare parts—is intended for one all-important purpose: to keep the peace. Unfortunately, a decade of neglecting our military forces had called into question our ability to do that.

When I took office in January 1981, I was appalled by what I found: American planes that couldn't fly and American ships that couldn't sail for lack of spare parts and trained personnel and insufficient fuel and ammunition for essential training. The inevitable result of all this was poor morale in our Armed Forces, difficulty in recruiting the brightest young Americans to wear the uniform, and difficulty in convincing our most experienced military personnel to stay on.

There was a real question then about how well we could meet a crisis. And it was obvious that we had to begin a major modernization program to ensure we could deter aggression and preserve the peace in the years ahead.

We had to move immediately to improve the basic readiness and staying power of our conventional forces, so they could meet—and therefore help deter—a crisis. We had to make up for lost years of investment by moving forward with a long-term plan to prepare our forces to counter the military capabilities our adversaries were developing for the future.

I know that all of you want peace, and so do I. I know too that many of you seriously believe that a nuclear freeze would further the cause of peace. But a freeze now would make us less, not more, secure and would raise, not reduce, the risks of war. It would be largely unverifiable and would seriously undercut our negotiations on arms reduction. It would reward the Soviets for their massive military buildup while preventing us from modernizing our aging and increasingly vulnerable forces. With their present margin of superiority, why should they agree to arms reductions knowing that we were prohibited from catching up?

Believe me, it wasn't pleasant for someone who had come to Washington determined to reduce government spending, but we had to move forward with the task of repairing our defenses or we would lose our ability to deter conflict now and in the future. We had to demonstrate to any adversary that aggression could not succeed, and that the only real solution was substantial, equitable, and effectively verifiable arms reduction—the kind we're working for right now in Geneva.

Thanks to your strong support, and bipartisan support from the Congress, we began to turn things around. Already, we're seeing some very encouraging results. Quality recruitment and retention are up dramatically-more high school graduates are choosing military careers, and more experienced career personnel are choosing to stay. Our men and women in uniform at last are getting the tools and training they need to do their jobs.

Ask around today, especially among our young people, and I think you will find a whole new attitude toward serving their country. This reflects more than just better pay, equipment, and leadership. You the American people have sent a signal to these young people that it is once again an honor to wear the uniform. That's not something you measure in a budget, but it's a very real part of our nation's strength.

It'll take us longer to build the kind of equipment we need to keep peace in the future, but we've made a good start.

We haven't built a new long-range bomber for 21 years. Now we're building the B-1. We hadn't launched one new strategic submarine for 17 years. Now we're building one Trident submarine a year. Our land-based missiles are increasingly threatened by the many huge, new Soviet ICBM's. We're determining how to solve that problem. At the same time, we're working in the START and INF negotiations with the goal of achieving deep reductions in the strategic and intermediate nuclear arsenals of both sides.

We have also begun the long-needed modernization of our conventional forces. The Army is getting its first new tank in 20 years. The Air Force is modernizing. We're rebuilding our Navy, which shrank from about a thousand ships in the late 1960's to 453 during the 1970's. Our nation needs a superior navy to support our military forces and vital interests overseas. We're now on the road to achieving a 600-ship navy and increasing the amphibious capabilities of our marines, who are now serving the cause of peace in Lebanon. And we're building a real capability to assist our friends in the vitally important Indian Ocean and Persian Gulf region.

This adds up to a major effort, and it isn't cheap. It comes at a time when there are many other pressures on our budget and when the American people have already had to make major sacrifices during the recession. But we must not be misled by those who would make defense once again the scapegoat of the Federal budget.

The fact is that in the past few decades we have seen a dramatic shift in how we spend the taxpayer's dollar. Back in 1955, payments to individuals took up only about 20 percent of the Federal budget. For nearly three decades, these payments steadily increased and, this year, will account for 49 percent of the budget. By contrast, in 1955 defense took up more than half of the Federal budget. By 1980 this spending had fallen to a low of 23 percent. Even with the increase that I am requesting this year, defense will still amount to only 28 percent of the budget.

The calls for cutting back the defense budget come in nice, simple arithmetic. They're the same kind of talk that led the democracies to neglect their defenses in the 1930's and invited the tragedy of World War II. We must not let that grim chapter of history repeat itself through apathy or neglect.

This is why I'm speaking to you tonight-to urge you to tell your Senators and Congressmen that you know we must continue to restore our military strength. If we stop in midstream, we will send a signal of decline, of lessened will, to friends and adversaries alike. Free people must voluntarily, through open debate and democratic means, meet the challenge that totalitarians pose by compulsion. It's up to us, in our time, to choose and choose wisely between the hard but necessary task of preserving peace and freedom and the temptation to ignore our duty and blindly hope for the best while the enemies of freedom grow stronger day by day.

The solution is well within our grasp. But to reach it, there is simply no alternative but to continue this year, in this budget, to provide the resources we need to preserve the peace and guarantee our freedom.

Now, thus far tonight I've shared with you my thoughts on the problems of national security we must face together. My predecessors in the Oval Office have appeared before you on other occasions to describe the threat posed by Soviet power and have proposed steps to address that threat. But since the advent of nuclear weapons, those steps have been increasingly directed toward deterrence of aggression through the promise of retaliation.

This approach to stability through offensive threat has worked. We and our allies have succeeded in preventing nuclear war for more than three decades. In recent months, however, my advisers, including in particular the Joint Chiefs of Staff, have underscored the necessity to break out of a future that relies solely on offensive retaliation for our security.

Over the course of these discussions, I've become more and more deeply convinced that the human spirit must be capable of rising above dealing with other nations and human beings by threatening their existence. Feeling this way, I believe we must thoroughly examine every opportunity for reducing tensions and for introducing greater stability into the strategic calculus on both sides.

One of the most important contributions we can make is, of course, to lower the level of all arms, and particularly nuclear arms. We're engaged right now in several negotiations with the Soviet Union to bring about a mutual reduction of weapons. I will report to you a week from tomorrow my thoughts on that score. But let me just say, I'm totally committed to this course.

If the Soviet Union will join with us in our effort to achieve major arms reduction, we will have succeeded in stabilizing the nuclear balance. Nevertheless, it will still be necessary to rely on the specter of retaliation, on mutual threat. And that's a sad commentary on the human condition. Wouldn't it be better to save lives than to avenge them? Are we not capable of demonstrating our peaceful intentions by applying all our abilities and our ingenuity to achieving a truly lasting stability? I think we are. Indeed, we must.

After careful consultation with my advisers, including the Joint Chiefs of Staff, I believe there is a way. Let me share with you a vision of the future which offers hope. It is that we embark on a program to counter the awesome Soviet missile threat with measures that are defensive. Let us turn to the very strengths in technology that spawned our great industrial base and that have given us the quality of life we enjoy today.

What if free people could live secure in the knowledge that their security did not rest upon the threat of instant U.S. retaliation to deter a Soviet attack, that we could intercept and destroy strategic ballistic missiles before they reached our own soil or that of our allies?

I know this is a formidable, technical task, one that may not be accomplished before the end of this century. Yet, current technology has attained a level of sophistication where it's reasonable for us to begin this effort. It will take years, probably decades of effort on many fronts. There will be failures and setbacks, just as there will be successes and breakthroughs. And as we proceed, we must remain constant in preserving the nuclear deterrent and maintaining a solid capability for flexible response. But isn't it worth every investment necessary to free the world from the threat of nuclear war? We know it is.

In the meantime, we will continue to pursue real reductions in nuclear arms, negotiating from a position of strength that can be ensured only by modernizing our strategic forces. At the same time, we must take steps to reduce the risk of a conventional military conflict escalating to nuclear war by improving our nonnuclear capabilities.

America does possess—now—the technologies to attain very significant improvements in the effectiveness of our conventional, nonnuclear forces. Proceeding boldly with these new technologies, we can significantly reduce any incentive that the Soviet Union may have to threaten attack against the United States or its allies.

As we pursue our goal of defensive technologies, we recognize that our allies rely upon our strategic offensive power to deter attacks against them. Their vital interests and ours are inextricably linked. Their safety and ours are one. And no change in technology can or will alter that reality. We must and shall continue to honor our commitments.

I clearly recognize that defensive systems have limitations and raise certain problems and ambiguities. If paired with offensive systems, they can be viewed as fostering an aggressive policy, and no one wants that. But with these considerations firmly in mind, I call upon the scientific community in our country, those who gave us nuclear weapons, to turn their great talents now to the cause of mankind and world peace, to give us the means of rendering these nuclear weapons impotent and obsolete.

Tonight, consistent with our obligations of the ABM treaty and recognizing the need for closer consultation with our allies, I'm taking an important first step. I am directing a comprehensive and intensive effort to define a long-term research and development program to begin to achieve our ultimate goal of eliminating the threat posed by strategic nuclear missiles. This could pave the way for arms control measures to eliminate the weapons themselves. We seek neither military superiority nor political advantage. Our only purpose—one all people share—is to search for ways to reduce the danger of nuclear war.

My fellow Americans, tonight we're launching an effort which holds the promise of changing the course of human history. There will be risks, and results take time. But I believe we can do it. As we cross this threshold, I ask for your prayers and your support.

Watching this now through the 85 minute point on the On Demand cable television service of Comcast in Seattle Washington I had never heard of this film before, or I heard about it and it never registered in my mind when it was being promoted in advertisements. Malcolm McDowell always adds an entertaining level of drama to any work he is part of, I always think, because of how he speaks.

The production quality makes me think of the 2007 film "28 Weeks Later" and that is reinforced by a musical score I heard at least twice that I think is also the same as I heard on the DVD version of that film "28 Weeks Later."

Letter to Congressional Leaders Reporting on Continued Operations of United States Forces in Bosnia and Herzegovina

Dear Mr. Speaker: (Dear Mr. President:)

In my report to the Congress of July 24, 2001, I provided information on the deployment of combat-equipped U.S. Armed Forces to Bosnia and Herzegovina and other states in the region in order to participate in and support the North Atlantic Treaty Organization (NATO)-led Stabilization Force (SFOR). The SFOR began its mission and assumed authority from the NATO-led Implementation Force on December 20, 1996. I am providing this supplemental report, based upon information provided to me and consistent with the War Powers Resolution (P.L. 93-148), to help ensure that the Congress is kept fully informed on continued U.S. contributions in support of peacekeeping efforts in the former Yugoslavia.

The U.N. Security Council authorized Member States to continue SFOR for a period of 12 months in U.N. Security Council Resolution 1357 of June 21, 2001. The mission of SFOR is to provide a focused military presence in order to deter hostilities, stabilize, and consolidate the peace in Bosnia and Herzegovina, contribute to a secure environment, and provide, within its means and capabilities, selective support to key areas and key civil implementation organizations.

The U.S. force contribution to SFOR in Bosnia and Herzegovina is approximately 3,100 personnel. United States personnel comprise just under 18 percent of the total SFOR force of approximately 17,500 personnel. During the last half of 2001, 19 NATO nations and 17 others, including Russia, provided military personnel or other support to SFOR. Most U.S. forces in Bosnia and Herzegovina are assigned to Multinational Division, North, centered in the city of Tuzla. Other U.S. military personnel are deployed to other countries in the region in support of SFOR. These deployments include approximately 50 U.S. military personnel presently deployed to Hungary and Croatia in order to provide logistical and other support. The U.S. forces continue to support SFOR efforts to apprehend persons indicted for war crimes. In the last 6 months, U.S. forces have not sustained any combat-related fatalities.

I have directed the participation of U.S. Armed Forces in these operations pursuant to my constitutional authority to conduct U.S. foreign relations and as Commander in Chief and Chief Executive.

I am providing this report as part of my efforts to keep the Congress fully informed about developments in Bosnia and Herzegovina and other states in the region. I will continue to consult closely with the Congress regarding our efforts to foster peace and stability in the former Yugoslavia.

Maybe I was a Lt. j.g. when I was in the Falklands and one of my activities was flying the Harrier. That might be where I was getting the sense I had been in the U.S. Marines, as I think the Harrier is primarily a U.S. Marine operated aircraft with the U.S. Navy. It could also have something to do with me being assigned to a group of Marines with the Royal Navy when I was in the Falklands.

Mohammed Emwazi, named by British and US media as the Islamic State executioner known as "Jihadi John", has been described as a quiet but intense young man who gradually developed a taste for war.

People who knew him quoted in British media reports said they could not reconcile their impressions of football-loving Emwazi with that of the "cold, sadistic and merciless" killer, as he is remembered by one former hostage.

Emwazi, 26, was born in Kuwait but the family moved to London when he was six years old and he grew up in North Kensington, a leafy middle-class area of west London where a network of Islamist extremists has has been uncovered in recent years.

As a child he was a fan of Manchester United football club and the band S Club 7, according to a 1996 school year book published by The Sun tabloid.

"What I want to be when I grow up is a footballer," he wrote in the book.

He went on to study information technology at the University of Westminster, which confirmed that someone by that name left six years ago and said it was "shocked and sickened" by the allegations.

His university records, including a photograph, were published by Sky News on Friday.

The first known photograph has emerged of Mohammed Emwazi - the Islamic State militant known as "Jihadi John" - as an adult.

Showing him with a goatee beard and wearing a Pittsburgh Pirates baseball cap, the image is revealed in student records from his time at the University of Westminster.

It comes after the 26-year-old who became the masked face of the notorious terror organisation was identified as the figure seen in several videos of hostages being beheaded.

Sky News can also exclusively reveal details of Emwazi's academic achievements during his stint at the university in London's Cavendish campus, between 2006 and 2009.

According to the document, he passed all but two of the modules in his Information Systems with Business Management degree

The record shows he was awarded a "condoned credit; retake" status for modules in Business Information Systems and Managing Business Organisations.

Earlier, a photograph had emerged showing the smiling face of a eight-year-old Emwazi sitting with classmates at St Magdalene's Church of England School in west London.

An unnamed classmate told The Sun newspaper that Emwazi, who reportedly came from a devout family, was the only Muslim in the class and would demonstrate Arabic writing to the class.

After completing his degree he went on to become a computer programmer before travelling to Syria in 2013 and later joining IS.

Advocacy group CAGE said the Kuwaiti-born Briton was "extremely kind" and "extremely gentle" but had been harassed by the UK security services.

Research director Asim Qureshi said Emwazi's family was "in utter shock" that the "beautiful young man" had joined the militant group.

Prime Minister David Cameron defended the security services, insisting Britain will do "everything we can" to bring terrorists to justice.

"They are having to make incredibly difficult judgements, and I think basically they make very good judgements on our behalf," he said.

She was institutionalized, but because she would not tell them her name they called her Miss Unknown. After two years at the institution she finally told people that she was Grand Duchess Anastasia, the last daughter of Czar Nicholas II of Russia. Many people who knew the real Anastasia came to see her, some calling her a fake, others saying that she had to be the real thing.

After several years of this she left the institution and stayed with friends who supported her claim that she was Anastasia. For years she went from friends house to institution all the while claiming that she was Anastasia. During this time there was a trial going on to determine wither or not she was the real Anastasia. During the 30 year trial the brother and sisters of Tsarina Alexandra tried to get the judge to say that this woman could not be Anastasia because she died with the rest of her family. Anastasia's uncle even hired a detective and came up with information about Anna. He strongly believed that she was Franziska Schanzkowska and not his niece Anastasia.

In the 1960s Anna moved to the United States and continued to stay with friends. One time though when she could not take it anymore she checked into a hotel under the assumed name of Anna Anderson and the moniker stuck. Right before Anna's visa was to expire she married John "Jack" Manahan. They lived together in Charlottesville Virginia until her death in 1983.

Several years after her death a body part of hers turned up in the hospital in Charlottesville and scientist decided that it was time to find out wither or not Anna Andersonn was indeed Anastasia. They tested her DNA against the DNA of an Uncle of Anastasias as well as the DNA of Carl Moucher a grand nephew of Franziska Schanzkowska. The DNA test concluded that Anna Andersonn was indeed Franziska Schanzkowska and not Anastasia. Further proof came in the late 1990s when the bodies of the Russian Royal Family were found.

Folk figure. Fished from the Landwehr Canal in Berlin in 1920, refusing to speak, she was sent to a mental hospital as Fraulein Unbekannt (Miss Unknown). Several patients at the asylum noted her resemblance to the Grand Duchess Tatiana, daughter of the murdered last Tsar of Russia, Nicholas II. She later claimed to be not Tatiana, but the Grand Duchess Anastasia, the youngest daughter. She claimed to have been rescued from the murder scene, gravely wounded, by a soldier named Alexander Tschaikovsky, whom she eventually married and lived with in Bucharest until his death, at which time she made her way to Berlin where, exhausted and shaken, she attempted suicide by jumping off a bridge. Calling herself Anna Anderson, she was visited and interviewed by many people who were intimate with the imperial family and by members of the Romanov family. Some immediately denounced her, others swore she was Anasatasia. Many of her detractors claimed she was in fact Franzizka Schanskowska, a Polish factory worker who had disappeared from Berlin around the time Fraulein Unbekannt was pulled from the canal. Anderson bore a striking resemblance to photos of Anastasia, and shared physical features, scars, and deformities. She also had intimate memories of the imperial family that family members verified. She began a suit in a German court in 1938 to prove her identity. The case dragged on until 1970, when the court decided that she had not proven herself to be Anastasia, but neither could it be proven she was not. In 1969, around age 70, she married an American genealogist and professor, John Manahan, 21 years her junior. She settled with him in Charlottesville, VA where she died. When the remains of the imperial family were discovered and examined, it was determined that there are two bodies missing - the young Tsarevitch and one daughter. In 1991 mitochondrial DNA tests were conducted using tissue and hair samples from Anderson, the remains of the imperial family, HRH the Duke of Edinburgh (a relative of the Tsarina), and a male relative of Franzizka Schanskowska. Anderson's DNA was not a match for the Romanovs or the Duke, but was a match for Schanskowska. For many, this closed the case. But there are also many who question the validity of the tests and continue to believe she was Anastasia.

Historical Note


Anna Anderson (born probably1896 and died 12 February 1984), was the best known of the women who claimed to be Grand Duchess Anastasia. Some historians believe that Anderson was actually Franziska Schanzkowski, a Polish peasant. Grand Duchess Anastasia was born on 5 June 1901 and was said to have been killed with her family on the night of 17 July 1918 by Bolsheviks in the town of Ekaterinburg, Russia.

Mr. Cronkite. Moving on. Your hard line toward the Soviet Union is in keeping with your campaign statements, your promises. But there are some who, while applauding that stance, feel that you might have overdone the rhetoric a little bit in laying into the Soviet leadership as being liars and thieves, et cetera.

The President. Well, now, let's recap. I am aware that what I said received a great deal of news attention, and I can't criticize the news media for that. I said it. But the thing that seems to have been ignored-well, two things—one, I did not volunteer that statement. This was not a statement that I went in and called a press conference and said, "Here, I want to say the following." I was asked a question. And the question was, what did I think were Soviet aims? Where did I think the Soviet Union was going? And I had made it clear to them, I said, "I don't have to offer my opinion. They have told us where they're going over and over again. They have told us that their goal is the Marxian philosophy of world revolution and a single, one-world Communist state and that they're dedicated to that."

And then I said we're naive if we don't recognize in their performance of that, that they also have said that the only morality-remember their ideology is without God, without our idea of morality in the religious sense—their statement about morality is that nothing is immoral if it furthers their cause, which means they can resort to lying or stealing or cheating or even murder if it furthers their cause, and that is not immoral. Now, if we're going to deal with them, then we have to keep that in mind when we deal with them. And I've noticed that with their own statements about me and their attacks on me since I answered that question that way—it is the only statement I've made—they have never denied the truth of what I said.

Mr. Cronkite. You don't think that namecalling, if you could call it that, makes it more difficult when you do finally, whenever that is, sit down across the table from Mr. Brezhnev and his cohorts?

The President. No, I've been interested to see that he has suggested having a summit meeting since I said that.
