Here's some background information about the Abu Ghraib prisoner abuse scandal which took place during the Iraq war.

Facts:

Abu Ghraib prison was a U.S. Army detention center for captured Iraqis from 2003 to 2006.

The prison was located 20 miles west of Baghdad on 280 acres.

At the height of the scandal, the prison held as many as 3,800 detainees.

Most of the detainees lived in tents in the prison yards.

The abuses took place inside the prison in cell blocks 1A and 1B.

Eleven U.S. soldiers were convicted of crimes relating to the Abu Ghraib scandal. Seven of those were from Maryland-based 372nd Military Police Company. A number of other service members were not charged but reprimanded.

Bush Denounces Troops' Treatment of Prisoners

WASHINGTON — President Bush on Friday strongly condemned the alleged mistreatment of Iraqi prisoners by U.S. soldiers even as graphic pictures of abuses aired around the world, angering Arabs and threatening to further undermine the occupation of Iraq.

The images, first broadcast Wednesday on the CBS program "60 Minutes II," show male and female American troops, smiling, posing, laughing or giving the thumbs-up sign in front of naked Iraqi men held at the notorious Abu Ghraib prison, the center for torture during the Saddam Hussein regime.

"Their treatment does not reflect the nature of the American people. That's not the way we do things in America. I didn't like it one bit," Bush said. "I share a deep disgust that those prisoners were treated the way they were treated."

The photographs topped the newscasts on many of the Arab satellite TV channels, including Al Jazeera. The graphic content -- particularly the sexual abuse implied in pictures of naked men stacked on top of one another -- fed Arab beliefs that U.S. soldiers are free to trample Iraqi human rights.

The Army announced in March that it had charged six military police officers and suspended 11 others for abuse of prisoners late last year in the Abu Ghraib investigation. Most of the troops are reservists with the 372nd Military Police Company from Cumberland, Md.

New attention was focused on the case when photographs of the incidents appeared on "60 Minutes II."

The scandal appeared to grow Friday, when a private military contractor, Arlington, Va.-based CACI International, said its personnel in Iraq had volunteered to be questioned in connection with the investigation. It was the first indication that civilian contractors, an increasingly important part of the occupation, might have been involved in prisoner mistreatment along with the military.

The photographs were not likely to be widely distributed until today because most Iraqi newspapers do not publish on Friday, the traditional day of rest in the Muslim world. Most Iraqis do not have access to Arabic-language TV channels such as Al Arabiya and Al Jazeera.

But elsewhere in the Arab world, the reaction was hostile.

"People will easily believe that this sort of brutal mistreatment of prisoners or suspects is generally approved of and that unless he is caught on camera, a GI can get away with anything," said an editorial in Saudi Arabia's Arab News. "The great loss the Americans face is to their reputation."

At the State Department, spokesman Richard Boucher said the agency "was not too concerned" about whether the revelations undermined U.S. credibility and hurt America's standing with Arab nations. Boucher noted that the government had disclosed the wrongdoing and was taking action against the alleged perpetrators.

"It has been very, very clear all along -- from our statements, from things we've done -- that there is absolutely no policy, systematic abuse, political motivation, or anything else that would liken these kind of abuses and aberrations to the consistent practices of the old regime," Boucher said.

The Abu Ghraib prison, near Baghdad, is a potent symbol of the excesses the U.S. said it wanted to correct by deposing Hussein.

The prison has been remodeled by occupation forces and turned into the U.S.-led coalition's major detention center, and holds 8,000 prisoners.

With Iraq exploding with violence against Americans -- and anyone perceived as connected with Americans -- the battle to win over Iraqis has already suffered significant setbacks. But U.S. officials fear that the abuse revelations could further shake Iraqi perceptions of the U.S. mission.

Army Brig. Gen. Mark Kimmitt, chief military spokesman in Baghdad, said he met with the Arab-language media before the "60 Minutes II" broadcast in an attempt to defuse emotions about the images.

"What I would say to the people of Iraq ... is this is a very small minority of the hundreds and hundreds of guards [who] we have operating in Abu Ghraib prison," Kimmitt told reporters Friday.

"Am I going to apologize for those soldiers? Hell, no," Kimmitt said. "They did wrong."

The graphic nature of the pictures, which are believed to have come from a participant, are likely to fuel the anger.

One Iraqi man depicted in the photos had a slur written on his skin in English. Another was directed by Americans to stand on a box with his head covered and wires attached to his hands. He was informed that if he fell off the box, he would be electrocuted. The wires were apparently not connected to an electricity source.

The condemnation was certain to spread after Britain, the chief U.S. partner in the occupation, announced Friday that it had launched an investigation of allegations that British soldiers had tortured Iraqi prisoners.

Britain's army chief, Gen. Mike Jackson, ordered an immediate inquiry after it emerged that the Daily Mirror newspaper in its Saturday editions published photos of British soldiers abusing prisoners.

Pat Tillman Posthumously Awarded the Silver Star

WASHINGTON — Former Arizona Cardinals safety Pat Tillman was posthumously awarded the Silver Star for leading his Army Rangers unit to the rescue of comrades caught in an ambush.

Tillman was shot and killed in Afghanistan while fighting "without regard for his personal safety," the Army said Friday in announcing the award.

The Silver Star, awarded for gallantry on the battlefield, is one of the most distinguished military honors.

On Thursday the Army promoted Tillman from specialist to corporal. He was assigned to A Company, 2nd Battalion, 75th Ranger Regiment, based in Ft. Lewis, Wash.

In announcing the Silver Star award, the Army Special Operations Command provided the most specific description of what happened to Tillman on April 22.

His platoon was split into two sections for what officials called a ground assault convoy. Tillman was leader of the front group.

The trailing group received mortar and small arms fire, and because of the cavernous terrain the group had no room to maneuver out of, in military parlance, the kill zone.

Tillman's group was already safely out of the area, but when the trailing group came under fire he ordered his men to get out of their vehicles and move up a hill toward the enemy.

As Tillman crested the hill he returned fire with his M249 automatic weapon, a lightweight machine gun.

"Through the firing Tillman's voice was heard issuing fire commands to take the fight to the enemy on the dominating high ground," the award announcement said. "Only after his team engaged the well-armed enemy did it appear their fires diminished.

"As a result of his leadership and his team's efforts, the platoon trail section was able to maneuver through the ambush to positions of safety without a single casualty."

The announcement gave no other details of how Tillman was killed.

At least one other soldier in Tillman's unit apparently was wounded.

Army Gen. John Abizaid, head of U.S. Central Command, told reporters that he spoke Thursday in Afghanistan with the lieutenant who was Tillman's platoon leader.

"He was still nursing a large number of wounds that he sustained in that firefight where Pat Tillman lost his life," Abizaid said Friday.

Abizaid said he asked the lieutenant about Tillman.

"He said, 'Pat Tillman was a great Ranger and a great soldier. And what more can I say about him?' "

Tillman, 27, walked away from a three-year, $3.6-million contract offer from the Arizona Cardinals to join the Army in 2002.

A public memorial service is scheduled for Monday. The afternoon service will be held in Tillman's hometown of San Jose at the San Jose Municipal Rose Garden.

Non-Runner Gregoire Gets Nods Anyway

Chalk up two endorsements for Christine Gregoire for governor. The unexpected backing came even though the state attorney general, a Democrat, has been saying she wouldn't consider that office, certainly not as long as Gov. Gary Locke is running for re-election.

The impromptu stump speeches for Gregoire came during the CityClub's "Year in Review" lunch panel Friday. When the moderator, KING-TV anchor Jean Enersen, introduced Gregoire, she said playfully, "It's not too late to run for governor." A second endorsement for Gregoire came from Millionair Club director Mel Jackson, the CityClub's membership chairman.

Franjo Tudman (14 May 1922 – 10 December 1999) was a Croatian politician. Following the country's independence from Yugoslavia he became the first President of Croatia.

Internal tensions that had broken up the Communist party of Yugoslavia prompted the governments of federal Republics to call for the first free multi-party elections since 1945.

His first journey in 1989 was to the Theresian Military Academy in Wiener Neustadt in Austria, where, as a General of the old Yugoslav Army he persuaded his friends to convene a public meeting organized on 5 March 1989, where he met people like Ivo Sanader, Ivan Milas and others. Immediately Fiat, a co-manufacturer of Zastava in Serbia also still in Yugoslavia as Croatia at that time wanted to buy and extend the factory, which at the time was producing more than 250,000 cars a year. Slobodan Miloševic personally intervened. "We will not sell off our country's wealth". The Break-up of Yugoslavia and its Brotherhood and unity became a fait accompli.

Essentially, this was a nationalist Croatian movement that affirmed Croatian values based on Catholicism blended with historical and cultural traditions which had been generally suppressed in communist Yugoslavia. The aim was to gain national independence and to establish a Croatian nation-state. His party triumphed and got around 60% seats in the Croatian Parliament. After a few constitutional changes, resulting in many Serbs being purged from their commandind positions in the police, security forces, the media and factories. Tudman was elected to the position of President of Croatia. Germany's foreign policy started to analyse his economic policy: "HDZ was not just corrupt, but it followed an idea: Tudman intended to create a class of reliable national entrepreneurs as a counterpart to the defunct one-party system. An important role was reserved for the returning Croats who had been living abroad. HDZ rapidly abandoned this idea and became a corrupt party system of privatisation".

Since the split among communists in Yugoslavia along ethnic lines was already a fact at that time, it seemed inevitable that the conflicts would continue following the multi-party elections which brought to power new political establishments in Croatia, Slovenia and Bosnia and Herzegovina, while at the same time the same communist officials kept their posts in Serbia and Montenegro.

The importance of Tudman's leadership was seen at crucial junctures of Croatia's history: the all-out war against the combined forces of the Yugoslav Army and Serbian rebels, the war in Bosnia and Herzegovina, Operation Storm and the Dayton peace agreement. For instance: Tudman's strategy of stalling the Yugoslav Army in 1991 by signing frequent ceasefires mediated by foreign diplomats was effective — when the first ceasefire was signed, the emerging Croatian Army had seven brigades; the last, twentieth ceasefire the Croats had taken the field with 64 brigades. However, he failed on 2 and 3 August 1991 to make a truce with Ante Markovic and Slobodan Miloševic, after a successful Croatian military action, he had in haste invited mediators of the European Community to observe this ceasefire negotiations with Ante Markovic and Slobodan Miloševic. On 30 August 1991 after meeting with President François Mitterrand, Mr. Tudman said that growing violence posed a "danger for the whole of Europe". Soviet President Mikhail Gorbachev met Tudman at the Kremlin on 1 October 1991.

During his presidency parts of the media claimed that Tudman's rule was overtly autocratic and that he showed little sensitivity to public criticism. In particular, allegations concerning civil rights violations against the minority Serb population surfaced. In 2001 a review from the International Press Institute reported an increased number of libel lawsuits that were initiated during Tudman's mandate. Notably, Tudman was implicated in covering up the murder of the Zec family.

The murderers were apprehended, but were released after a most dubious court decision in 1992. After a long period of apparent negligence and cover-up, the Zec family murder was never addressed by the Croatian legal system, but the government agreed to compensate the surviving family members in a 2004 court settlement. In the meantime, the main perpetrators of this murder were given extended prison sentences on separate similar crimes.

In a few cases, investigations into violations committed against members of the Croatian Serb communities were launched during the armed conflict, or soon afterwards, and the trials that followed were conducted in a politically charged atmosphere which was not conducive to the fair administration of justice. Croatian Serbs Mihajlo Zec, his wife Marija and his 12-year-old daughter Aleksandra were killed in Zagreb in December 1991, allegedly by members of the Croatian police.(37) In 1992 the suspected perpetrators of the murder were acquitted by the Zagreb County Court reportedly because their confessions were considered to be inadmissible in court since they were made to the investigative judge in the absence of their legal representatives.(38) Reportedly, during the proceedings the court was subjected to strong political pressure.(39) In 1994, the ninth periodic report on the situation of human rights in the territory of the former Yugoslavia by the Special Rapporteur of the UN Commission on Human Rights noted that "[i]ndependence and impartiality in the administration of justice constitute one of the basic foundations of effective protection of human rights"(40) and quoted the unresolved murder of members of the Zec family as a case which "casts serious doubts on measures taken to ensure such a system in Croatia".(41) The report in particular stated:

"In December 1991, Mr. and Mrs. Zec and their 12-year-old daughter were murdered in Zagreb and several days later five persons were arrested as alleged perpetrators of the crime. According to reliable sources, four of the suspects were members of a special police unit. The five admitted having committed the murders; however, they were released soon after their arrest for procedural reasons, and have never been punished".

On 13 September 1991 the family home of Croatian Serb Damjan Žiliæ in the small town of Petrinja was bombarded with machine guns and hand grenades, allegedly by members of the Croatian Army. Damjan Žiliæ, aged 52, a chemical engineer and chief of production at the INA oil refinery in Sisak, was not injured, but the house was considerably damaged. Although he was not a member of any political party, and had signed an oath of loyalty to the Republic of Croatia, he was aware of hostility at his place of work, apparently based on his nationality (the security guards had on a number of occasions refused him entry to the premises). After the attack on their home, he and his wife (an ethnic Croat) moved to Zagreb. On 23 November 1991 he was abducted from outside his home in Novi Zagreb. Reportedly, he was killed by blows to the head and his body was thrown in the Sava River.(55) On 7 December four reservists of the Croatian Army, two of whom had been employed at the INA refinery, were arrested and charged with his murder. Their trial began on 20 February 1992.

Photos of Naked Iraqi Prisoners Outrage Arabs

Bush condemns the conduct, which is expected to fuel anti- American sentiment in the Mideast. Six U.S. soldiers face charges.

CAIRO — Arab outrage flashed across the Middle East on Friday as TV stations showed graphic images of naked Iraqi prisoners being humiliated by smiling U.S. military police. President Bush condemned the mistreatment, saying he shared "a deep disgust that those prisoners were treated the way they were treated."

The photographs, shown on Dubai-based Al Arabiya and Qatar-based Al Jazeera, included pictures of prisoners naked except for the hoods that covered their heads. They were first broadcast Wednesday on CBS' "60 Minutes II" and have led to charges against six U.S. soldiers.

The Arab TV stations led news bulletins with the photos of hooded prisoners piled on top of each other in a human pyramid and simulating sex acts, with their genitals blurred. Two U.S. soldiers standing near the prisoners hammed it up for the camera.

At the White House, Bush said the mistreatment of prisoners "does not reflect the nature of the American people. That's not the way we do things in America. I didn't like it one bit."

But many in the Middle East saw the mistreatment as the latest example of American disregard for Arabs.

"They were ugly images. Is this the way the Americans treat prisoners?" asked Ahmad Taher, 24, a student at Baghdad's Mustansiriyah University. "Americans claim that they respect freedom and democracy -- but only in their country."

Last month, the U.S. Army announced that six members of the 800th Military Police Brigade faced court martial for allegedly abusing about 20 prisoners at Abu Ghraib prison near Baghdad. The charges included dereliction of duty, cruelty and maltreatment, assault and indecent acts with another person.

Brig. Gen. Janis Karpinski, commander of the 800th Military Police Brigade, and at least seven others have been "suspended" from their duties at the prison.

In Baghdad, military spokesman Brig. Gen. Mark Kimmitt said the commander of the Guantanamo Bay detention facility in Cuba, Maj. Gen. Geoffrey Miller, was being sent to Iraq to take over coalition detention facilities.

Kimmitt said the Army is taking "very aggressive steps" to minimize the chances of such acts happening again, and "we are also taking a hard look at interrogation practices."

The photos, taken last year, were inflammatory in an Arab world already angry at the U.S. occupation of Iraq. Arabs consider public nudity dishonorable.

"I was disgusted and angered by those humiliating pictures," Egyptian insurance agent Omar Boghdady said. "The scenes were really ugly."

One of the photos showed a hooded prisoner standing on a box with wires attached to his hands.

CBS reported that the prisoner was told that if he fell off the box, he would be electrocuted, although the wires were not really connected to a power supply.

Bathsheba Crocker, an expert on Iraqi reconstruction at the Center for Strategic and International Studies in Washington, said the images are likely to "fuel the feeling of anti-American, anti-occupation sentiment among Iraqis."

"It doesn't help a situation in which the United States is already viewed very badly. From a public relations perspective, it is yet another image for Arabs to add to pictures of civilians being killed in Fallouja," she said.

Abu Ghraib was the most notorious of former Iraqi President Saddam Hussein's detention centers. Its jailers are alleged to have tortured and killed thousands of Iraqis; a cemetery outside has dozens of unmarked graves.

"This will increase the sense of dissatisfaction among Iraqis toward the Americans," said a member of the U.S.-appointed Iraqi Governing Council, Mahmoud Othman. "The resistance people will try to make use of such painful incidents.

"The Saddam era was full of executions and torture, and we want the new Iraq to be clean of such images," Othman added.

Part of the problem, said Hurst Hannum, a professor of international law at the Fletcher School at Tufts University outside Boston, is that Bush has "put this war on such a high moral plane that any moral deviance will be taken more seriously by critics, and will be interpreted as either being arrogance or hypocrisy."

Any investigation into the mistreatment of Iraqi prisoners should include not only the soldiers involved, but also their superiors, according to the New York-based Human Rights Watch.

"The brazenness with which these soldiers conducted themselves ... suggests they felt they had nothing to hide from their superiors," said Kenneth Roth, the group's executive director.

U.N. Secretary-General Kofi Annan welcomed "what appears to be a clear determination on the part of the U.S. military to bring those responsible to justice," U.N. spokesman Fred Eckhard said.

Amnesty International, in a statement from its London headquarters Friday, warned that the evidence of prisoner abuse "will exacerbate an already fragile situation."

"The prison was notorious under Saddam Hussein," it said. "It should not be allowed to become so again."

British military officials said they are investigating new allegations that their soldiers abused a prisoner in Iraq. The report followed confirmation from the Ministry of Defense in a separate case that military authorities are considering whether to prosecute eight soldiers for allegedly abusing prisoners.

One year ago tonight I spoke to the American people at the moment an international coalition acting under United Nations authority went to war to end Saddam Hussein's brutal occupation of Kuwait. We can all take pride in the results of that effort: Kuwait is liberated, and the legitimate government restored; the fires set by Saddam's retreating army are extinguished; the flow of oil from the Gulf is secure from political and economic blackmail; much of Iraq's arsenal is destroyed, and what remains is now under international supervision; and the United Nations has been greatly strengthened.

The determination and strength demonstrated by the United States and its coalition partners has had lasting dividends throughout the region. A critical region of the world, vital to its economic well-being, is secure. Thanks in large part to our efforts, direct peace talks between Arabs and Israelis are underway for the first time, multilateral negotiations on regional arms control have begun, and America's hostages in Lebanon are home.

The coalition fought a limited war for a limited but vitally important purpose. It prevailed. Saddam's Iraq is weak and isolated, unable to impose its extremist policies on the region or the peace process. Nevertheless, the American people and I remain determined to keep the pressure on Saddam until a new leadership comes to power in Iraq. As was the case from the outset, our quarrel is not with the people of Iraq but with the dictator whose misrule has caused terrible suffering throughout the Middle East. We will maintain U.N. sanctions and keep Saddam's regime isolated, a pariah among nations. We will work to ensure adequate food and medicine reach the Iraqi people under international supervision, while denying Saddam the means to rebuild his weapons of mass destruction.

We salute the efforts of thousands of brave Iraqis who are resisting Saddam's rule, both inside and outside of Iraq. The United States reiterates its pledge to the Iraqi people and the Iraqi military that we stand ready to work with a new regime. A new leadership in Baghdad that accepts the U.N. resolutions and is ready to live at peace with its neighbors and its own people will find a partner in the United States, one willing to seek to lift economic sanctions and help restore Iraq to its rightful place in the family of nations.

49 - Special Message to the Congress Recommending Legislation for the Disposal of Government-Owned Synthetic Rubber Facilities

April 14, 1953

To the Congress of the United States:

The Rubber Act of 1948, as amended, requires my legislative recommendations with respect to the disposal to private industry of the government-owned synthetic rubber facilities. When at the onset of World War II the United States was denied access to its normal supplies of natural rubber, a huge government-owned synthetic rubber industry was created at a cost of some $700 million. There remain in government ownership facilities which cost approximately $550 million and which now supply nearly all of the nation's requirements of synthetic rubber, which, in 1952, amounted to 806,500 long tons out of a total consumption of 1,260,000 long tons of new rubber. Pursuant to the Rubber Act, these facilities are operated for the government's account by a number of rubber, petroleum and chemical companies.

The policy of the United States with respect to rubber is stated in Section 2 of the Rubber Act, which provides as follows:

"It is the policy of the United States that there shall be maintained at all times in the interest of the national security and common defense, in addition to stock piles of natural rubber which are to be acquired, rotated, and retained pursuant to the Strategic and Critical Materials Stockpiling Act, a technologically advanced and rapidly expandable rubber-producing industry in the United States of sufficient productive capacity to assure the availability in times of national emergency of adequate supplies of synthetic rubber to meet the essential civilian, military, and naval needs of the country. It is further declared to be the policy of the Congress that the security interests of the United States can and will best be served by the development within the United States of a free, competitive synthetic-rubber industry. In order to strengthen national security through a sound industry, it is essential that Government ownership of production facilities, Government production of synthetic rubber, regulations requiring mandatory use of synthetic rubber, and patent pooling be ended and terminated whenever consistent with national security, as provided in this Act."

In accordance with Section 9(a) of the Rubber Act, the Reconstruction Finance Corporation on March 1, 1953 rendered a report to me and to the Congress concerning plant disposal. Having considered that report, and after consultation with the National Security Resources Board, I recommend the prompt enactment of disposal legislation.

I am in hearty accord with the policy determination of the Congress that the security interests of the nation will best be served by the development within the United States of a free competitive synthetic rubber industry, and I believe that now is the time to undertake plant disposal.

Somewhere I wrote about a distinct memory I have of driving that red 1990 Mazda RX-7 I used to own.

That memory would have certainly been in the year 1991.

I have tried piecing together distinct details in my mind trying to match those distinct details to actual calendar dates hoping that would strengthen the memories in my mind I wrote that are theoretically locked away in my mind because of some kind of medical doctor-prescribed pharmaceutical compound that altered my brain chemistry thus altering the chemical those memories formed in my mind. Conversely, my theory is that nothing was wrong with my memory prior to June 2005 when I was secretly drugged against my consent in a hospital in the Seattle suburbs after I complained to the police and now my memory problems are a direct result of that attack against me in June 2005.

So anyway the reason that is on my mind again is because I was thinking again of memories in the early 1990s and I suddenly remembered what I wrote long ago about the last day I saw Racheal Barnett. I remember writing the last day I saw her was Halloween. That must have been the year 1991. See, I can remember writing that and I have some visualizations still of that duplex apartment I lived in the suburbs of Greenville South Carolina associated with that detail but I doubt I would this very day even recall any kind of detail now about that now in this timeframe. That memory was something I wrote about while I still being actively treated by mental health drugs at that Veteran's Affairs hospital in Seattle. I think the only reason I would have remembered that detail about Racheal now in this day and age is because I remember writing about it once.

As for the reason I started writing here I was thinking of something else I wrote about from that time period.

I was driving that red 1990 Mazda RX-7 sports car that I really loved and I was in a hurry to get somewhere one night in Greenville South Carolina and I turned onto the main road, which was Wade Hampton Blvd., and I felt my right-hand side aluminum wheel slam into the curb. I was incensed over that and because I didn't stop to look at it because I was in a hurry and I was fuming over it the whole way out to my destination because I was just certain I had caused some serious damage to the car body and the wheel. But then I got to my destination and there was just a minor scratch on the aluminum wheel and it was barely noticeable. I wasn't hardly any kind of perfectionist to worry about it very much.
