Statement on Signing the Computer Security Act of 1987

I am pleased today to sign H.R. 145, the Computer Security Act of 1987. This Act will provide the foundation for a comprehensive and consistent approach to computer security throughout the Federal Government. I sign this Act with the understanding that it will neither expand nor restrict the Federal Government's present or future disclosure obligations under the Freedom of Information Act ("FOIA"), 5 U.S.C. § 552, as amended, with respect to information pertaining to Federal computer systems or information stored in those systems. The Act will enhance the ability of the Federal Government to manage and protect its computer resources and represents a significant step forward in the effective use of these new technologies.

Traveling in reverse
People watching afternoon television on July 23, 1962, had regular programming interrupted by a baseball game between the Chicago Cubs and Philadelphia Phillies from Wrigley Field.
The game between two of the worst teams in the National League at the time was not important.
The important thing was, the game was being telecast live to Europe, the first time that had ever happened.
The three television networks at the time, ABC, NBC and CBS interrupted their programing because of the importance of this event.
Americans were able to see live pictures of the Eiffel Tower and scenes from Canada.
Everyone knew it was important because Walter Cronkite and Chet Huntley were both involved in bringing this breaking news to the viewers.
Everything that happened on July 23, was possible because the Telstar 1 satellite had been launched into orbit on July 10, 1962.

Well, reverend clergy, General Hittle, General Dawson, Charles Graham, and ladies and gentlemen: In the old days, I'm told, the Army and Navy Club often invited their neighbor, the President, to all their parties. I've also heard that Benjamin Harrison and Grover Cleveland walked over for a toddy or two. Oh, for the good old days. [Laughter] If I'd known that the club was this beautiful, Nancy and I would have stopped by long ago, and we would even walk, if the Secret Service would let us.
Well, the word for today is: Congratulations! You've put together a beautiful building and an historic treasure. I'm amazed at your outstanding collection of art, particularly the De Welden sculptures. I've always wondered where old generals and admirals went when they "just faded away." And now I know.

In 1969, Taylor Mead complained to his friend artist Wynn Chamberlain that Andy Warhol had never paid him for any of the work he had done for him and Wynn said he would make a film especially for Taylor. Inspired by the banality of 1960's television, Chamberlain wrote and directed Brand X, an 87 minute series of faux television shows spoofing the politics and mass media of the day, complete with commercials for Sex, Sweat, Computer Dating and Peanut Butter. BRAND X follows Taylor Mead through a day in a wacky television studio as he portrays an exercise guru, a talk show host, a veteran returning from the American Civil War, a hospital patient in a soap opera, the President of the United States and a televangelist giving the Nightly Sermon.
