Audience members. Good morning!

President Obama. What a beautiful day the Lord has made. Holy Father, on behalf of Michelle and myself, welcome to the White House. I should explain that our backyard is not typically this crowded—[laughter]—but the size and spirit of today's gathering is just a small reflection of the deep devotion of some 70 million American Catholics. It reflects, as well, the way that your message of love and hope has inspired so many people across our Nation and around the world. So on behalf of the American people, it is my great honor and privilege to welcome you to the United States of America.

Today we mark many firsts. Your Holiness, you've been celebrated as the first Pope from the Americas. This is your first visit to the United States. And you are also the first Pontiff to share an encyclical through a Twitter account. [Laughter]

Holy Father, your visit not only allows us, in some small way, to reciprocate the extraordinary hospitality that you extended to me at the Vatican last year. It also reveals how much all Americans, from every background and every faith, value the role that the Catholic Church plays in strengthening America. From my time working in impoverished neighborhoods with the Catholic Church in Chicago, to my travels as President, I have seen firsthand how, every single day, Catholic communities, priests, nuns, laity are feeding the hungry, healing the sick, sheltering the homeless, educating our children, and fortifying the faith that sustains so many.

And what is true in America is true around the world. From the busy streets of Buenos Aires to the remote villages in Kenya, Catholic organizations serve the poor, minister to prisoners, build schools, build homes, operate orphanages and hospitals. And just as the Church has stood with those struggling to break the chains of poverty, the Church so often has given voice and hope to those seeking to break the chains of violence and oppression.

And yet I believe the excitement around your visit, Holy Father, must be attributed not only to your role as Pope, but to your unique qualities as a person. In your humility, your embrace of simplicity, in the gentleness of your words, in the generosity of your spirit, we see a living example of Jesus' teachings, a leader whose moral authority comes not just through words, but also through deeds.

You call on all of us, Catholic and non-Catholic alike, to put the "least of these" at the center of our concerns. You remind us that in the eyes of God our measure as individuals, and our measure as a society, is not determined by wealth or power or station or celebrity, but by how well we hew to Scripture's call to lift up the poor and the marginalized, to stand up for justice and against inequality, and to ensure that every human being is able to live in dignity, because we are all made in the image of God.

You remind us that "the Lord's most powerful message" is mercy. And that means welcoming the stranger with empathy and a truly open heart, from the refugee who flees war-torn lands to the immigrant who leaves home in search of a better life. It means showing compassion and love for the marginalized and the outcast, to those who have suffered, and those who have caused suffering and seek redemption. You remind us of the costs of war, particularly on the powerless and defenseless, and urge us toward the imperative of peace.

Holy Father, we are grateful for your invaluable support of our new beginning with the Cuban people, which holds out the promise of better relations between our countries, greater cooperation across our hemisphere, and a better life for the Cuban people. We thank you for your passionate voice against the deadly conflicts that ravage the lives of so many men, women, and children and your call for nations to resist the sirens of war and resolve disputes through diplomacy.

You remind us that people are only truly free when they can practice their faith freely. Here in the United States, we cherish religious liberty. It was the basis for so much of what brought us together. And here in the United States, we cherish our religious liberty, but around the world, at this very moment, children of God, including Christians, are targeted and even killed because of their faith. Believers are prevented from gathering at their places of worship. The faithful are imprisoned, and churches are destroyed. So we stand with you in defense of religious freedom and interfaith dialogue, knowing that people everywhere must be able to live out their faith free from fear and free from intimidation.

And, Holy Father, you remind us that we have a sacred obligation to protect our planet, God's magnificent gift to us. We support your call to all world leaders to support the communities most vulnerable to changing climate and to come together to preserve our precious world for future generations.

Your Holiness, in your words and deeds, you set a profound moral example. And in these gentle, but firm, reminders of our obligations to God and to one another, you are shaking us out of our complacency. All of us may, at times, experience discomfort when we contemplate the distance between how we lead our daily lives and what we know to be true, what we know to be right. But I believe such discomfort is a blessing, for it points to something better. You shake our conscience from slumber. You call on us to rejoice in Good News and give us confidence that we can come together in humility and service and pursue a world that is more loving, more just, and more free. Here at home and around the world, may our generation heed your call to "never remain on the sidelines of this march of living hope."

For that great gift of hope, Holy Father, we thank you and welcome you with joy and gratitude to the United States of America.

Pope Francis. Mr. President, I am deeply grateful for your welcome in the name of the all Americans. As a son of an immigrant family, I am happy to be a guest in this country, which was largely built by such families.

I look forward to these days of encounter and dialogue in which I hope to listen to and share many of the hopes and dreams of the American people. During my visit, I will have the honor of addressing Congress, where I hope, as a brother of this country, to offer words of encouragement to those called to guide the Nation's political future in fidelity to its founding principles. It will—I will also travel to Philadelphia for the eighth World Meeting of Families to celebrate and support the institutions of marriage and the family at this critical moment in the history of our civilization. Mr. President, together with their fellow citizens, American Catholics are committed to building a society which is truly tolerant and inclusive, to safeguarding the rights of individuals and communities, and to rejecting every form of injustice, discrimination. With countless other people of good will, they are likewise concerned that efforts to build a just and wisely ordered society respect their deepest concerns and the right to religious liberty. That freedom remains one of America's most precious possessions. And as my brothers, the United States bishops, have reminded us, all are called to be vigilant, precisely as good citizens, to preserve and defend that freedom from everything that would threaten or compromise it.

Mr. President, I'm finding it encouraging that you are proposing an initiative for reducing air pollution. Accepting the urgency, it seems clear to me also that climate change is a problem we can no longer be left to our future generation. When it comes to the care of our common home, we are living at a critical moment of history. We still have time to make the change needed to bring about a sustainable and integral development, for we know that things can change.

Such change demands on our part a serious and responsible recognition not only of the kind of the world we may be leaving to our children, but also to the millions of people living under a system which has overlooked them. Our common home has been part of this group of the excluded, which cries out to heaven and which today powerfully strikes our homes, our cities, our societies. To use a telling phrase of the Reverend Martin Luther King, we can say that we have defaulted on a promissory note, and now is the time to honor it.

We know by faith that the Creator does not abandon us; He never forsakes his loving plan or repents of having created us. Humanity has the ability to work together in building our common home. As Christians inspired by this certainty, we wish to commit ourselves to the conscious and responsible care of our common home.

Mr. President, the efforts which were recently made to mend broken relationships and to open new doors to cooperation within our human family represent positive steps along the path of reconciliation, justice, and freedom.

I would like all men and women of good will in this great Nation to support the efforts of the international community to protect the vulnerable in our world and to stimulate integral and inclusive models of development so that our brothers and sisters everywhere may know the blessings of peace and prosperity which God wills for all his children.

Mr. President, once again, I thank you for your welcome, and look—I look forward to these days in your country. God bless America.

Remarks at the University of South Carolina Commencement Ceremony in Columbia

Thank you, President Holderman, distinguished officials of this wonderful university. My special respects to two great United States Senators, Senators Strom Thurmond, Fritz Hollings, over here -- I'm proud to be with them today -- and to Representatives Floyd Spence and Elizabeth Patterson, with us; of course, to my dear friend, your Governor, Carroll Campbell, who's a tremendous partner in our national crusade for excellence in education. I also want to say how pleased I am to be on this stage with Archbishop Iakovos, one of the great church leaders of today.

I know, looking around, that tickets were hard to come by today. It wasn't simply parking. Barbara's here. [Laughter] Thank goodness she's getting an honorary degree there because it was the only way I could get her a seat in this big place. [Laughter] But thank you for honoring her.

And she's in great company, as am I, with today's other recipients of honorary degrees. I don't know how many of you have heard me speak before, but being on stage with Andrew Lloyd Webber is about as close as I'll ever get to a dramatic presentation. [Laughter] Congratulations to you, sir.

And to Michael Eisner: The success that he's achieved at Disney is the envy of CEO's worldwide. His secret's simple: Just surround yourself with the best and the brightest -- Dopey, Dumbo, Goofy. [Laughter] But what you may not know, and you should, is I salute him, too, for his commitment to this concept of Points of Light, the best impulse of America -- and Michael Eisner exemplifies it -- one American willing to pitch in and help another. He's a great American.

Now to you all. I've saluted -- hope I have -- your faculty. I should; they're outstanding -- the trustees and those who govern this great institution, and to the class who I'm here to help these others honor. You've gone to school for 4 years; the last thing you want to hear is a long lecture. But I wanted to use this great university as a forum for some serious foreign policy observations. I've chosen to make each of several commencement speeches this spring a reflection on democratic change. Last week, at Oklahoma State, I focused on the new role of our Atlantic alliance. Yesterday, down in Texas, at Texas A&I, I spoke about technology and the vast frontier of space. This morning, I want to talk about a frontier of a different sort, about the new world of freedom opening up in Eastern Europe.

Now, that's pretty serious business, but I'm going to ask you to bear with me, but telling you I do remember a graduation at Yale, where the graduation speaker got up -- my alma mater -- Y is for youth -- that took 20 minutes. A is for altruism -- young people be altruistic -- another 32 minutes. L for loyalty -- brushed that one off in about 18 minutes. E obviously for excellence -- another 32 minutes. When he left, one student left, praying. And the speaker walked down. "I see you're giving thanks to the Lord." He said, "Yes, sir, I am. I'm giving thanks that I did not go to the University of South Carolina." [Laughter]

So, bear with me, because we are living in exciting times. In the past year, one nation after another has pulled itself out from under communism, onto the threshold of democracy. Each has endured great suffering, tremendous economic damage. We've all seen the images of long lines and empty shelves. But what we can't see so easily, what's beneath the surface but no less real, is the moral damage, the deep scars on the spirit left by four decades of Communist rule.

Because in these regimes, the human spirit was subject to systematic assault. Religion, morality, right and wrong -- any challenge to the rule of the state became the enemy of the state. Believers were persecuted, churches and cemeteries razed. Citizens were turned one against the other, enlisted into the ranks of the regime's informers. Nothing stood outside the reach of the regime, not even the past. History -- well, it was rewritten to suit the needs of the present -- yesterday's heroes airbrushed from the pages of history. Milan Kundera, the Czech author, called it organized forgetting.

Of course, these nations had laws. They had courts. They had constitutions. All in service to the state. They had, in name at least, rights and freedoms; in reality, the empty shell of liberty -- not the rule of law but the perversion of law: rules made not to serve the will of the people but the whim of the party. That's how in Romania the law made it illegal for three or more people to have a conversation in the street. That's how in another country a man whose so-called crime was teaching others about religion was jailed for 6 months. The trumped-up charge: walking on flower beds. We will never know how many dissidents were punished as common criminals and how many millions of others were frozen by fear into silence and submission.

That's the legacy, the landscape of moral destruction. The tragic consequence of four decades of Communist rule: a breakdown of trust. From ancient times, the great minds have recognized the link between the law and trust. As Aristotle wrote: "Law is a pledge that the citizens of a state will do justice to one another" -- the bond that makes the collection of individuals into a community, into a nation.

Fortunately, the moral destruction in Eastern Europe, as you all know, was not complete. Individuals somehow managed to maintain an inner strength, their moral compass; to sustain the will to break through the regime's wall of lies. They did so, as Vaclav Havel [President of Czechoslovakia] put it, by the simple act of "living in truth." They created "flying universities," where lecturers taught in private homes. They formed underground publishing houses and groups to monitor human rights, an authentic civil society beyond the reach of the ruling establishment. And today the builders of those civil societies no longer live underground. They are the new leaders of Eastern Europe. And they've begun to build, on the ruins of Communist rule, democratic systems based on trust.

Today I want to focus on how America can help these nations secure their freedoms, become a part of a Europe whole and free. Early this year, in the State of the Union, I talked about America's role as a shining example, about the importance of America not as a nation but as an idea alive in the minds of men and women everywhere. And that idea was, without doubt, a guiding force in the Revolution of 1989.

Let me share a story with you about a recent American visitor to Romania who asked the people she met what they needed now, what was most important to them. This simple question produced some unexpected answers. In Timisoara, one woman pulled from her purse a worn copy of TV Guide, an issue from July 1987, containing a bicentennial copy of the United States Constitution. And she held it out to the American visitor. And she said, "What we need is more of these."

And there on the streets of Timisoara -- in a country where food is in short supply, where homes are without heat and streets dark at night -- there a woman pins her hopes on our Constitution. What that Romanian woman wanted, what all the nations of Eastern Europe aspire to, is democratic life based on justice and the rule of law.

Poland, Czechoslovakia, and Hungary stand now, in the spring of 1990, as America stood in the summer of 1787. Who will be their Franklins, their Washingtons, their Hamiltons, their Madisons, their men and women of towering genius, the nation builders who will set in place the firm foundations of self-government? Some of them we know by name, the heroes of the Revolution of '89. But for Eastern Europe's constitution builders, the work has only now begun because the fate of freedom depends not just on the character of the people who govern but whether they themselves are governed by the rule of law.

And just as the framers of our own Constitution looked to the lessons of history, Eastern Europe's new democracies will look to their own parliamentary past, to Europe's example and, of course, to our own American Constitution. And that's why we must export our experience, our two centuries of accumulated wisdom on the workings of free government.

Already we're actively engaged with Eastern Europe and the Soviet Union with an ongoing series of exchanges bringing jurists and parliamentarians, political leaders here to the United States to meet their American counterparts. And today I'm pleased to announce four new initiatives, four steps that the United States will take to support democratic development in Eastern Europe.

First, America will continue to act to advance economic freedom. In the past year, we've committed more than $1 billion in direct economic assistance to Eastern Europe. We've extended loans and credits, opened our markets through most-favored-nation status, and promoted American investment. And today I'm pleased to announce yet another economic initiative: The Export-Import Bank will provide Poland a new line of medium-term export credits and loan guarantees for purchasing machinery, technology, and services from American suppliers.

And second, the United States will work to help ensure free and fair elections in Eastern Europe. And next week, we'll send a Presidential delegation to observe the elections in Romania and another team to next month's elections in Bulgaria.

Third, America will work to broaden the mandate of the CSCE, the Conference on Security and Cooperation in Europe. Less than a month from now, as one of the 35 nations of the CSCE, the United States will take part in a conference on human rights, including free elections, political pluralism, and the rule of law. And I've instructed Ambassador Max Kampelman, head of our delegation, to seek a new consensus on these cornerstones of freedoms, rights, and democracy. As I said last week at Oklahoma State University, we must work within the CSCE to bring Eastern Europe's new democracies into this commonwealth of free nations.

Fourth and finally, we will work to strengthen the foundations of free society in Eastern Europe. And I am pleased to announce today the creation of a Citizens Democracy Corps. Its first mission: to establish a center and a clearinghouse for American private sector assistance and volunteer activities in Eastern Europe. We know the real strength of our democracy is its citizens, the collective strength of individual Americans. We're going to focus that energy where it can do the most good.

America has much to contribute, much it can do to help these nations move forward on the path to democracy. We can help them build political systems based on respect for individual freedoms; for the right to speak our mind, to live as we wish, and to worship as our conscience tells us we must; systems based on respect for property and the sanctity of contract; laws that are necessary not to amass fortunes, not to build towers of gold and greed, but to provide for ourselves, for our families; systems that allow free associations -- trade unions, professional groups, political parties -- the building blocks of a free society. We've got to help the emerging democracies build legal systems that secure the procedural rights that preserve freedom and, above all, a system that supports a strict equality of rights, one that guarantees that all men and women, whatever their race or ancestry, stand equal before the law.

In this century, we've learned a painful truth about the monumental evil that can be done in the name of humanity. We've learned how a vision of Utopia can become a hell on Earth for millions of men and women. We've learned, through hard experience, that the only alternative to tyranny of man is the rule of law. That's the essence of our vision for Europe: a Europe where not only are the dictators dethroned but where the rule of law, reflecting the will of the people, ensures the freedoms millions have fought so hard to gain.

There is still work to be done. In the Baltic States, where people struggle for the right to determine their own future, we Americans, so free to chart our own course, identify with their hopes and aspirations. For, you see, we're committed to self-determination for Lithuania and Latvia and Estonia. And ultimately, the Soviet Union itself, now committed to openness and reform, will benefit from a Europe that's whole and free. Democracy and freedom threaten absolutely no one.

We sometimes hear today that with freedom's great triumph -- and, oh, what exciting times we're living in -- that America's work is done. Nothing could be further from the truth. I want to close today with a story about the enduring power of the American idea and the unfinished business that awaits the generation that you proudly represent.

It's about a town called Plzen in Czechoslovakia; a town that just last week celebrated the day, 45 years ago, when it was liberated by American troops. Of course, within a few short years, Plzen's dream of freedom vanished behind the Iron Curtain, and with it, the truth about that day back in 1945. A generation grew up being taught that Plzen had been freed not by your fathers and granddads in the United States Army but by Soviet soldiers dressed in American uniforms. But the people of Plzen knew better. They never forgot. And today, finally free to speak the truth, the town invited their true liberators back. After 45 long years, those old American soldiers returned to the streets of Plzen, to the sounds of "The Star-Spangled Banner," to a hero's welcome.

Those GI's, my generation, were your age in 1945. And now it falls upon you, the graduating class of this great university, to uphold our American ideals not in times of war, thank God, but in a time of tremendous excitement, helping these nations secure the freedom that your fathers and grandfathers fought for, the freedom millions only dreamed of until today.

Once again, it's been my honor to share this special day with you, your families, and your friends. Thank you, and may God bless this great university and the class of 1990. Thank you all very, very much. Thank you.

Her Majesty The Queen will open the Commonwealth Heads of Government Meeting in Valletta on Friday 25 November. Her Majesty and His Royal Highness will attend other events during the Meeting.

Gwardamanga (sometimes written Guardamangia or Gwarda Mangia), is a hamlet in Tal-Pietà, Malta.


Overview

At Gwardamanga one may find the Villa Guardamangia, a large two-storey building, best known for its elaborate porch which is reached by a flight of steps from each side. The first has a convex configuration over which is a wide elliptical arch. Scroll corbels support the lintels of the sides, while a square-headed doorway is set in an elliptical arched recess. On top of the porch are a series of segmentally arched, louvred windows. Other features include semi-circular wrought iron balconies on each side of the porch, louvred windows and a 'remissa' doorway. The façade lacks decoration apart from a balustraded parapet wall.

The Villa was leased by Lord Louis Mountbatten in about 1929. At various times between 1946 and 1953, the then Princess Elizabeth, now Queen Elizabeth II, stayed at the villa while her fiancé, and later husband, The Duke of Edinburgh was stationed in Malta as a serving Royal Navy officer. Philip and Elizabeth lived in Malta for a period between 1949 and 1951. (Malta is the only foreign country in which the Queen has ever lived.)

On Wednesday, 6 February 1952, Princess Elizabeth received the news of her father’s death and her own accession to the throne, while staying in a remote part of Kenya. The tour had to be abandoned, and the young Princess flew back to Britain as Queen. The Coronation took place in Westminster Abbey on 2 June 1953.

Moreover, 29 May 2012 will be the 20th anniversary of her last official visit to Gozo.

It was 28 May 1992 when the Royal Yacht Britannia sailed into Grand Harbour, with Queen Elizabeth II and the Duke of Edinburgh on board. After a hectic day in Malta, the Queen and Prince Philip departed from the Grand Harbour on the Royal Yacht, with President Dr Vincent Tabone and Mrs Tabone on board to visit Gozo.

They arrived at Mgarr Harbour and came ashore on the royal barge to cheers from Gozitans, British residents and British tourists. She was welcomed ashore by the Minister for Gozo Mr Anton Tabone and Mrs Tabone. They were driven to the Citadel to be given a tour of the Cathedral and the Folklore museum. This was followed by a visit to Independence Square to view the war memorial, which Her Majesty had unveiled in 1954. They departed on board the Britannia for Palermo, later taking a flight back to London.

To celebrate both events The British Resident’s Association, Gozo Group, will be holding a number of special events over the coming months. The first is a British-style street party, which will include the live viewing on a large screen, of the wedding of Prince William and Catherine Middleton. The party will take place in St Ursula’s Hall, The Citadel, Victoria on 29 April.

The Prince Philip, Duke of Edinburgh (born Prince Philip of Greece and Denmark, 10 June 1921)[2] is the husband and consort of Queen Elizabeth II.

USS Belknap (CG-26)

USS Belknap (DLG-26/CG-26), named for Rear Admiral George Eugene Belknap USN (1832-1903), was the lead ship of her class of guided missile cruisers in the United States Navy.


Belknap was severely damaged in a collision with John F. Kennedy on 22 November 1975 in heavy weather off the coast of Sicily. A fire broke out on Belknap following the collision, and during the fire her aluminum superstructure was melted, burned and gutted to the deck level. Seven personnel were killed on Belknap and one on Kennedy.


She played again a role in the Malta Summit between US President George H. W. Bush and Soviet Leader Mikhail Gorbachev on 2 December and 3 December 1989. The US President had his sleeping quarters aboard the Belknap, whereas the meetings took place (due to the stormy weather) on the Soviet cruise ship Maxim Gorkiy (best known for its role in the film Juggernaut (1974) (aka "Terror on the Britannic")).

Had that dream again about that house in Country Club Estates. The details of the location seemed highly consistent with my "memories" of that house. In the dream, Denzil and Thedia were there and Denzil and I were talking about raking leaves in the yard. He went outside and was raking the front yard as Thedia was sitting in a lawn chair watching him. I looked out the window at the backyard and was getting ready to go out there and rake the leaves. I noticed a new house that was almost completed and felt annoyed that so many houses were close to my lot. Started putting on my Nike Pegasus shoes but decided to put on my boots because the grass was wet from rain.

I just remember the year 2000 as being terribly depressed. Sometime in the year 2002 my (surrogate) mother came out again to visit me. Earlier she had stayed in my apartment in Bellevue Washington. I loved that apartment. It was almost all glass on the outside wall of the living room. Anyway, she came out to visit me, on a business trip to Bellevue for her employer, and she brought a cute young woman with her that I had never met before. We were at lunch and Thedia mentioned how soldiers in war always remember the anniversary of the day they got shot. The cute young woman asked me breathlessly "Were you shot at?" I went on to describe that deployment to the Persian Gulf. I was so depressed after that conversation that I didn't even call her to tell her I wasn't going to meet them later for dinner as I had promised. I never do that. I always show up as I tell someone I will or I call them to let them know if I can't make it. That day, I just couldn't do anything and I stayed at my apartment in Issaquah.

I was just watching on DVD the episode from a 1995 television series titled "Space: Above And Beyond" and I was reminded of this message between us.

I just want to say first and foremost that if I knew the precise details that I needed to convey to you then I would tell you those details the instant I became aware. But I do not know. I don't know the precise details. I decided to send you this message only after I noticed the the episode the caused me to pursue this train of thought is an episode that originally aired on 3/3/1996. I don't think there are any specific answers in the work but I will mail you a set of the episodes for that television series if you want to watch it.

What I have been thinking for several weeks is that I have assumed the identity I currently maintain - of your son - is because he was killed in action while he was serving as a United States Deputy Marshal. But I also think that I was planning for a long time to assume his identity while he remained somewhere in seclusion while I carried out this mission. As I have been working on this message the thought occurred to me that the reason his precise circumstances remain classified are because I am still assigned this mission. I don't know who knows the precise details although I assume President Clinton knows the answers but as with other people on my team he is not one of the people that are going to reveal classified details that is his sworn duty to protect with true faith to the Constitution of the United States of America. Only under specific circumstances that were pre-arranged and that are judged legal will specific details be released by any of those people, such as me, that have sworn with true faith to protect the Constitution of the United States of America.

I believe this episode "Dear Earth" and its prequel that broadcast the week before titled "Toy Soldiers" was created by me in the past as a type of guide posts that I would later refer to as I tried to piece it all together. I believe also that the 2002 film "The Minority Report" was created to give me some clues that would guide me back to my true identity and that is why the villian in that film is named "Lamar Burgess." I believe it is relevant that he was the creator of the program that is the central plot element of that film and that plot element involves predicting the future much as how other work I have created involves learning information about the future.

I have to do it this way because those are the constraints imposed on me by this assignment. I can assure that only the most dire of circumstances in terms of danger to United States national security and to the well-being of the United States of America is the cause of me having to stumble around as I have been trying to get that all sorted out. If you son was killed in action while serving the United States federal government and in the cause of true faith to defeat a literal military coup d'etat that is still in progress in the country that I certainly do not think it is proper for you to be informed in this manner and I regret that I have no others means of providing the answers to you of my suspicions.

I am sending these details to you now because I am probably going to make certain references in my official communications as I try to talk some sense into the people under my command that are derelict in their duties at putting an end to the military coup d'etat that is still in progress in the United States. As far as I know that is my only role in this mission. They must heed my words. My guess is they will not heed my words because they have already reached a point of no return in terms of their crimes against the United States federal government and so they care nothing about the people that get caught in the middle. What ever extreme actions by the lawful United States federal authority that I represent that have to be taken are now and will forever be their fault.

If you have been following along lately with my reports that I then post in public to my web log then you can understand that law and order as guaranteed by the Constitution of the United States of America effectively ceased to exist in our country over a decade ago. We only now have the illusion of law and order and The Mob is firmly entrenched and they refuse to surrender and to withdraw as I have ordered directly in compliance with the rules of engagement assigned to me.

So that is all I can tell you at this point. None of this would be necessary if more people would live up to their sworn obligations to our country and would stop to think about other people for once instead of their own greedy pathetic and pointless lives.

WELL, ladies and gentlemen, of course, I am not going into a dissertation on statistics. About all I can say is, thank you for the extraordinary understanding that you exhibit by your very participation in this kind of work.

If we are to win this ideological struggle going on in the world, if we are going to stand for freedom and opportunity and the dignity of the human, we have got to be ready to do those things voluntarily that give some other individual the right to be dignified as well, to enjoy opportunity, to live in freedom.

And of course we know from our own history, going way back into the dim past, that freedom is not won easily, nor is it won without sacrifice.

Whenever we allow anybody else's freedom to be cut down, by that much our own is endangered. Consequently, the work that you are doing is not only completely humanitarian, as I see it. It is also in furtherance of the idea that this thing--this concept of freedom--is not going to be kept alive and flourish in the world unless we do those things that are expected of free men, and make sure that everybody else has a similar opportunity.

So it is in that spirit that I say: thank you very much. I assure you that this administration, in its own several jobs spread all over the United States and over the world, is dedicated to the same ideas here that you are doing in the practical, every day work-a-day field. These are things that have to be done, things of the greatest importance.

So, my gratitude for that, and my best wishes for your continued success. I didn't realize you were 3 years old today, but that is good. I hope you continue to grow.

Mr. Vice President, Secretary Cohen, Secretary Albright, Secretary Gober, National Security Adviser Berger, Director Tenet, General McCaffrey; to the Service Secretaries, the Joint Chiefs, the Unified Commanders in Chief, Members of Congress, members of our Armed Forces; to all the friends of General Shalikashvili who are here today, including former Secretary Perry, former Chairmen and members of the Joint Chiefs, former officials of the Department of Defense. We all come together in grateful tribute to John and Joan Shalikashvili.

This is, frankly, a bittersweet day for me. I am full of pride but also some regret. For the last 4 years, I have counted on Shali for his wisdom, his counsel, his leadership. He has become an exceptional adviser and a good friend, someone I knew I could always depend upon when the lives of our troops or the interests of America were on the line. And I will miss him very much.

General Shali is a great American with a great American story. A childhood seared by war, he has given his life to the cause of peace. From an immigrant learning English, he has become the shining symbol of what America is all about. He's never forgotten what his country gave him, nor has he ever stopped giving back to it. His service to our Nation, spanning 39 years, rises from the ranks of Army private to the highest military office in the land.

Of course, the road even for him has not always been smooth. I am told that after a grueling first day at officer candidate school, Private John Shali sneaked out of his barracks looking for a place to resign. Our Nation can be very grateful that, probably for the only time in his entire career, he failed in his mission.

I am convinced that when future students look upon this time, they will rank John Shalikashvili as among the greatest Chairmen of the Joint Chiefs of Staff America ever had.

Greatness is something that cannot be bestowed like a medal, a ribbon, a star. It cannot be taught or bought. It comes in the end only from within. General Shali has said that the three indispensable traits of a great leader are competence, care, and character. He ought to know; he embodies them.

His competence shines in the sterling record of innovation and achievement, managing the downsizing of our forces while upgrading their capability and readiness; upholding the most rigorous standards for the use of those forces in the world, where threats to our survival have faded but threats to our interests and values have not; dramatically improving joint doctrine and training and taking joint planning far into the future for the very first time; and of course, helping bring Europe together at last in liberty, democracy, and peace.

One of the proudest moments of my Presidency was standing with Shali in Warsaw as we celebrated NATO's enlargement and welcomed the people of his original homeland back home to the family of freedom.

And if the baseline measure of a Chairman's competence is successful military operations, Shali has filled a re´sume´ that would turn others olive drab with envy. In the last 4 years, our troops have been tested in more than 40 operations. From Bosnia to Haiti, the Taiwan Straits, Iraq, Rwanda, Liberia, and more, our Armed Forces have performed superbly with Shali at the helm. Our troops trust him because they know how much he cares for them. They have seen that caring in his constant contact with our service men and women, in the way he warms their hearts with his pride in them, in the humility, the honesty, the graciousness, the respect he always shows to others, in the wonderful way he listens, even to bearers of bad news.

Our troops know that he never expects their gratitude or applause, but he does want to sharpen their capabilities, improve their welfare, and lift their morale, and in his most important duty, to make sure that whenever they go into danger, the planning is superb, the risks are minimized, and every reasonable measure is taken to ensure their success and safe return.

For Shali, caring transcends our obligations even to one another. He believes in America's unique ability to help others around the world, sheltering freedom, defending democracy, relieving fear and despair. He knows that what sets our troops apart is not just their courage, strength, and skills, but also the ideals they serve, the hope they inspire, the spirit they represent.

As some may recall, during the crisis in Haiti, Shali visited with refugees in the camps, observing and listening with quiet understanding, the quiet understanding of one who had also been in that position. And he ordered improvements to make those camps as comfortable as possible, to alleviate boredom and brighten hopes and bring toys to the children at Christmas. That story also revealed something about his character, a clear sense of what is right and wrong, a man whose conscience is always his guide.

I'll miss a lot of things about Shali, but perhaps most of all I'll miss the integrity he always displayed in being my closest military adviser. In every conversation we ever had, he never minced words; he never postured or pulled punches; he never shied away from tough issues or tough calls; and most important, he never shied away from doing what he believed was the right thing. On more than one occasion— many more than one occasion—he looked at me, and I could see the pain in his eyes that he couldn't tell me what I wanted to hear and what he wished he could say, but with a clear and firm voice and a direct, piercing gaze, he always told me exactly what he thought the truth was. No President could ever ask for more.

Shali has had the support of a proud and dedicated family: his son, Brant; his brother, himself a distinguished Green Beret veteran; his sister; and of course, there are his dogs. I understand they are the only living creatures who have never obeyed his orders. [Laughter]

And most importantly, there is Joan. Joan, you have been a terrific support for our men and women in uniform. They know you are always looking out for them and their families.

From around the corner to around the world, you were the Chairman's personal inspector general when it came to how families are cared for. No one had more commitment, a better eye, or a bigger heart. And we thank you.

General, very soon now you and Joan will be settling into your new home in Washington State. You can tuck your uniform into a drawer. You can carry an umbrella. [Laughter] You can even grow a beard. Maybe you'll actually even open that hardware store you have been talking about. I don't know if you know the first thing about power tools and mixing paint, but the brand you have to offer is the top of the line.

Our Nation is safer, our Armed Forces are stronger, and our world is a better place because of your service. Thank you for all you have done. God bless you, and Godspeed.

474 - Remarks Upon Signing the Public Broadcasting Act of 1967.

November 7, 1967

It was in 1844 that Congress authorized $30,000 for the first telegraph line between Washington and Baltimore. Soon afterward, Samuel Morse sent a stream of dots and dashes over that line to a friend who was waiting. His message was brief and prophetic and it read: "What hath God wrought?"

Every one of us should feel the same awe and wonderment here today.

For today, miracles in communication are our daily routine. Every minute, billions of telegraph messages chatter around the world. Some are intercepted on ships. They interrupt law enforcement conferences and discussions of morality. Billions of signals rush over the ocean floor and fly above the clouds. Radio and television fill the air with sound. Satellites hurl messages thousands of miles in a matter of seconds.
Today our problem is not making miracles--but managing miracles. We might well ponder a different question: What hath man wrought--and how will man use his inventions?

The law that I will sign shortly offers one answer to that question.

It announces to the world that our Nation wants more than just material wealth; our Nation wants more than a "chicken in every pot." We in America have an appetite for excellence, too.

While we work every day to produce new goods and to create new wealth, we want most of all to enrich man's spirit. That is the purpose of this act.

It will give a wider and, I think, stronger voice to educational radio and television by providing new funds for broadcast facilities.

It will launch a major study of television's use in the Nation's classrooms and their potential use throughout the world.

Finally--and most important--it builds a new institution: the Corporation for Public Broadcasting.

This Corporation will assist stations and producers who aim for the best in broadcasting good music, in broadcasting exciting plays, and in broadcasting reports on the whole fascinating range of human activity. It will try to prove that what educates can also be exciting.

It will get part of its support from our Government. But it will be carefully guarded from Government or from party control. It will be free, and it will be independent-and it will belong to all of our people.

Television is still a young invention. But we have learned already that it has immense--even revolutionary--power to change, to change our lives.

I hope that those who lead the Corporation will direct that power toward the great and not the trivial purposes.

At its best, public television would help make our Nation a replica of the old Greek marketplace, where public affairs took place in view of all the citizens.

But in weak or even in irresponsible hands, it could generate controversy without understanding; it could mislead as well as teach; it could appeal to passions rather than to reason.

If public television is to fulfill our hopes, then the Corporation must be representative, it must be responsible--and it must be long on enlightened leadership.

I intend to search this Nation to find men that I can nominate, men and women of outstanding ability, to this board of directors.

As a beginning, this morning I have called on Dr. Milton Eisenhower from the Johns Hopkins University and Dr. James Killjan of MIT to serve as members of this board.

Dr. Eisenhower, as you will remember, was chairman of the first citizens committee which sought allocation of airwaves for educational purposes.

Dr. Killian served as chairman of the Carnegie Commission which proposed the act that we are signing today.

What hath man wrought? And how will man use his miracles?

The answer just begins with public broadcasting.

In 1862, the Morrill Act set aside lands in every State--lands which belonged to the people--and it set them aside in order to build the land-grant colleges of the Nation.

So today we rededicate a part of the airwaves--which belong to all the people--and we dedicate them for the enlightenment of all the people.

I believe the time has come to stake another claim in the name of all the people, stake a claim based upon the combined resources of communications. I believe the time has come to enlist the computer and the satellite, as well as television and radio, and to enlist them in the cause of education.

If we are up to the obligations of the next century and if we are to be proud of the next century as we are of the past two centuries, we have got to quit talking so much about what has happened in the past two centuries and start talking about what is going to happen in the next century beginning in 1976.

So I think we must consider new ways to build a great network for knowledge-not just a broadcast system, but one that employs every means of sending and of storing information that the individual can rise.

Think of the lives that this would change:

--the student in a small college could tap the resources of a great university.

Dr. Killian has just given me an exciting report of his contacts in Latin America as a result of some of the declarations of the Presidents at Punta del Este that he has followed through on and how these Presidents are now envisioning the day when they can dedicate 20 or 25 or a larger percent of their total resources for one thing alone-education and knowledge.

Yes, the student in a small college tapping the resources of the greatest university in the hemisphere.

--the country doctor getting help from a distant laboratory or a teaching hospital;

--a scholar in Atlanta might draw instantly on a library in New York;

--a famous teacher could reach with ideas and inspirations into some far-off classroom, so that no child need be neglected. Eventually, I think this electronic knowledge bank could be as valuable as the Federal Reserve Bank.

And such a system could involve other nations, too--it could involve them in a partnership to share knowledge and to thus enrich all mankind.

A wild and visionary idea? Not at all. Yesterday's strangest dreams are today's headlines and change is getting swifter every moment.

I have already asked my advisers to begin to explore the possibility of a network for knowledge--and then to draw up a suggested blueprint for it.

In 1844, when Henry Thoreau heard about Mr. Morse's telegraph, he made his sour comment about the race for faster communication. "Perchance," he warned, "the first news which will leak through into the broad, flapping American ear will be that the Princess Adelaide has the whooping cough."

We do have skeptic comments on occasions. But I don't want you to be that skeptic. I do believe that we have important things to say to one another--and we have the wisdom to match our technical genius.

In that spirit this morning, I have asked you to come here and be participants with me in this great movement for the next century, the Public Broadcasting Act of 1967.

This act has a host of fathers. Many years ago when I was a Member of the Senate I had a bill prepared--Mr. Siegel drafted it for me--on public television. I had difficulty getting it introduced.

I asked Senator Magnuson to introduce it. He did. I am sorry he can't be here today. But he called me before I came over here and explained to me how happy he was that this event was taking place.

I don't want to single out any one person, because there are so many who have worked so long to bring this bill into where it is this morning to be signed.

I do want to recognize, though, in addition to Senator Magnuson, Senator Pastore, the Chairman of the subcommittee who has spent many days, weeks, and years in this effort, Senator Cotton, the ranking member of that committee, Chairman Staggers, Congressman Macdonald, Congressman Springer, all of whom have been part of the team that has brought this measure to the White House to make it the law of our land.

I should like to send a very special word of greeting to Mr. William Harley and the National Association of Educational Broadcasters who are gathered out in Denver today and who are participating in this ceremony by remote control.

As I mentioned before, we are honored to have Dr. James Killian here this morning. We are grateful to him and other members of the Carnegie Commission who provided the ideas and inspiration some of which are incorporated in this legislation.

I think I should add that John Gardner came to me in the early days when he was head of the Carnegie Commission, before we brought him in here, and suggested this Commission and asked me to help participate in forming it and making suggestions.

We are indebted to Dr. Gardner for this as we are to many things that he has done to provide leadership in the field of what is really important in the world--the education of our people.

At this time I am going to call on Dr. Alan Pifer who is president of the Carnegie Corporation who has a statement that I hope will be of interest to all of you.

The fun comes from the brain suddenly switching from one mindset to another. Juxtapositions, double meanings and homophones are tools to achieve this.

If you have to explain the joke, the switch does not happen and so it is not funny.

The automatic teller machine (ATM) has just turned 30.

On June 4, 1973, a trio of inventors-Don Wetzel, Tom Barnes and George Chastain-were granted a patent on the machine, the idea for which is largely credited to Wetzel even though there were attempts as early as 1939 to develop such an "automatic teller."

Wetzel said he first got the idea in 1968 while waiting in the lobby of a Dallas bank. At the time he was VP-product planning with Docutel, a manufacturer of automated baggage handling equipment for airlines and airports. The first working prototype was created in 1969, but the patent was not issued until four years later

On June 4, 1973, the first patent for the automated teller machine (ATM) is awarded to Don Wetzel, Tom Barnes and George Chastain of Docutel. The patent was issued following years of research at an estimated cost of $5 million.

Although Docutel was credited with the creation of the first magstripe ATM (known as the Docuteller at the time), the idea and use of less advanced ATMs dates back to the late 1930s. Several other prototypes were introduced to the public over the next 30 years, however the free-standing magstripe machine was the eventual victor and is still used by financial institutions to this day.

The first Docuteller was installed at New York City's Chemical Bank in 1969, while the first fully functioning "Total Teller" was introduced in 1971. Following the awarding of the patent in 1973, ATMs begin to spread across the nation and have remained a constant in consumer banking.

I can't remember now all the details in the dream, but I had a very clear and detailed dream a few hours ago where I was wearing a NASA astronaut flight suit. I remember thinking about details of that flight suit. It was orange and I remember thinking that it was similar to a standard U.S. Navy flight suit but the astronaut flight suit had the metal collar on it for the pressurized helmet. There were other details I can't quite articulate now. I can still visualize myself wearing that flight suit and I was walking through the streets in a city but I don't recognize where I was. I can vaguely remember seeing some other people there. I don't recognize the city but it reminds me of walking through the streets of Seattle. There might be other details that I have forgotten.
