My dear Mr. Mellett:
Discussions in Congress and elsewhere in connection with legislation affecting the economic welfare of the Nation have served to point out the differences in the problems and needs of the different sections of the Country and have indicated the advisability of a clear and concise statement of these needs and problems in a form readily available, not only to the members of Congress, but to the public generally.
Attention has recently been focused particularly upon the South in connection with the Wages and Hours Bill, and I should like the National Emergency Council to undertake the preparation of such a statement of the problems and needs of the South. In preparing this statement I suggest that you call freely upon the various governmental departments and administrative agencies for information as to matters with which they are especially acquainted, and also that you request the assistance of Southerners well known for their interest in the South and familiarity with its problems.
The outcome of this undertaking may indicate the advisability of similar studies with reference to other sections of the country.

Well, it's rather difficult to define. Perhaps I'm just projecting my own concern about it. I know I've never completely freed myself of the suspicion... ... that there are some extremely odd things about this mission. I'm sure you'll agree there's some truth in what I say.

Certainly no one could have been unaware of the very... ...strange stories floating around before we left. Rumors about something being dug up on the moon. I never gave these stories much credence... ...but particularly in view of some other things that have happened... ...I find them difficult to put out of my mind. For instance... ... the way all our preparations were kept under such tight security. And the melodramatic touch of putting Drs. Hunter... ...Kimball, and Kaminsky aboard... ...already in hibernation, after four months of training on their own.
You working up your crew psychology report?
Of course I am. Sorry about this. I know it's a bit silly. Just a moment. Just a moment. I've just picked up a fault in the AE-35 unit. It's going to go 100 percent failure within 72 hours.

What is the difference between a Foreign Service Specialist and a Foreign Service Officer/Generalist?
Both Foreign Service Specialists and Generalists are direct-hire career employees of the Department of State.
Foreign Service Specialists provide important technical, support or administrative services in 22 career categories, including Doctors and Physician Assistants, Office Management Specialists, Information Management Specialists, Diplomatic Security Agents, Human Resource Specialists. By virtue of the authority vested in me by section 1753 of the Revised Statutes of the United States and section 2 of the Civil Service Act (22 Stat. 403), it is hereby ordered as follows:
Subject to such noncompetitive tests of fitness as the Civil Service Commission may prescribe, and under the provisions of the War Service Regulations of the Civil Service Commission, the Secretary of State may appoint, upon their release from active military duty, for civilian service in the Department of State in connection with the following-described activities. (1) any of the military personnel who were on September 30, 1945, engaged on work in connection with the activities transferred to the Secretary of State by paragraph 1 of Executive Order No. 9621 of September 20, 1945, and (2) any of the military personnel who shall hereafter be released from active military duty while engaged on work in connection with the activities transferred to the Department of State by paragraph 7 of Executive Order No. 9630 of September 27, 1945.

MANAMA, Bahrain — As Iranian leaders vowed Tuesday to avenge their losses in the previous day's clashes with U.S. forces in the Persian Gulf, regional analysts viewed the fighting as part of a new chapter that will alter the course of the seemingly endless Iran-Iraq War.
Some described the recent developments as a "watershed," although they admitted that it is not clear exactly where events are heading.
They noted that Monday's attack marked the first time that Iran's nine-year-old revolutionary government has been so humiliated by American military strength.
"The Americans have shown the extent of their firepower for all to see," noted Heino Kopietz, who monitors developments in the Persian Gulf War for the International Institute for Strategic Studies in London. "It's bigger than any previous U.S. action against Iran. It's a watershed."
Iran's government-run radio said Tuesday that the attacks cost more than 40 Iranian lives in addition to two oil platforms, a patrol boat and two badly damaged frigates.
It quoted the commander of the Iranian navy, Commodore Mohammed Hussein Malekzadegan, as saying that 15 sailors aboard the patrol boat Joshan were killed and 20 others were wounded when it was hit by fire from the U.S. Navy cruiser Wainwright.

Letter to the Speaker of the House of Representatives and the President Pro Tempore of the Senate on the United States Military Strike in the Persian Gulf

Dear Mr. Speaker: (Dear Mr. President:)
On April 14, 1988, the USS SAMUEL B. ROBERTS struck a mine in international waters of the Persian Gulf. Lookouts on the ROBERTS had spotted three mines lying perpendicular to the ship's course and about 700 yards away. The ROBERTS struck a mine set deeper than the others and not visible from the ship. Ten servicemen were injured. The detonation caused a nine-foot hole in the ship's hull near the main engine room, below the water line; a split in the ship's bulkhead between the main engine room and an auxiliary machinery room; and a fire. The ROBERTS is now safely in a repair facility.
An examination of the mines remaining in the water established that they were M08 mines, the same type Iran was caught placing in the water from the IRAN AJR on September 21, 1987. They had been freshly laid in an area transited by U.S. convoys. No barnacles or marine growth were on the mines. Most important, the mines bore markings of the same type and series as on those laid by the IRAN AJB. No doubt exists that Iran laid these mines for the specific purpose of damaging or sinking U.S. or other non-belligerent ships. We have warned Iran repeatedly against such hostile acts.
In response to this attack on the ROBERTS and commencing at approximately 1:00 a.m. (EDT), April 18, 1988, Armed Forces of the United States assigned to the Joint Task Force Middle East, after warning Iranian personnel and providing an opportunity to escape, attacked and effectively neutralized the Sassan and Sirri Platforms, which have been used to support unlawful Iranian attacks on non-belligerent shipping. While these events were taking place, an Iranian helicopter and small boats attacked an oil rig and the U.S.-flag vessel WILLI TIDE in the Mubarak oil field. In response, U.S. A-6 aircraft attacked three Iranian Boghammar small boats, sinking at least one.
Subsequently, U.S. Forces were attacked by the Iranian PTG JOSHAN, FFG SAHAND, and FFG SABALAN. In response to these attacks, U.S. Forces severely damaged or sank the Iranian vessels. Iranian F—4 fighters also approached the USS SIMPSON and the USS WAINWRIGHT in a threatening manner; the SIMPSON and WAINWRIGHT fired at the aircraft, causing their retreat.
Search and rescue efforts were undertaken to locate a missing AH-1 Cobra helicopter from the WAINWRIGHT. The helicopter had two men on beard. As of 7:00 a.m. (EDT) today, the search and rescue efforts were continuing.
These necessary and proportionate actions by U.S. Armed Forces were taken at my specific direction in the exercise of our inherent right of self-defense, recognized in Article 51 of the United Nations Charter, and pursuant to my constitutional authority with respect to the conduct of foreign relations and as Commander in Chief. We have completed these serf-defense actions and consider the matter closed. Since March 1987, I and members of my Administration have provided to Congress letters, reports, briefings, and testimony in connection with developments in the Persian Gulf and the activities of U.S. Armed Forces in the region. In accordance with my desire that Congress be kept fully informed on this matter, I am providing this report consistent with the War Powers Resolution. I look forward to cooperating with Congress in pursuit of our mutual, overriding aim of peace and stability in the Persian Gulf region. In this connection, I regard the continued presence of U.S. Armed Forces to be essential to the achievement of that aim. Our Forces remain prepared to take any additional action necessary to protect themselves, U.S.-flag vessels, and U.S. lives. Sincerely,

Number three was decoyed by a chaff cloud and ran straight into the sea half a mile behind the carrier. The warhead caused the carrier to vibrate and raised a column of water a thousand feet into the air.
The fourth and fifth missiles came in from aft, not a hundred yards apart. The after gun mount tracked on both, but couldn't decide which to engage first. It went into Reset mode and petulantly didn't engage any.

``They likewise gave a warning,`` Crowe said. ``We could see that a gun was manned on the platform. It did not fire at us. . . . They commenced abandoning. A few people chose not to. We took the platform under fire. They then went into the water. We do not know if any of these people were killed or not.``
He said the Sirri was destroyed by the shelling of 5-inch guns, which caused a major fire.
It was at the Sirri location, Pentagon officials said, that the U.S. vessels first came under attack. They said the Iranian missile boat Joshan, a 10-year-old, 154-foot high-speed patrol craft, ignored warnings from U.S. ships and ``fired at us.``
