Sideshow Mel rants at Bart, but soon the boy finds it tiresome. "Show business sucks," he says, walking dejectedly towards the exit.

Krusty: Bart! I need to use you in a sketch.

Bart: You want me to be on the show?

Krusty: It's just one line. Mel's supposed to say it, but he's dead.

Bart: Dead?

Krusty: Or sick, I dunno. I forget. Anyway, all you gotta do is say, "I am waiting for a bus." Then I hit you with pies for five minutes. Got that?

Bart: "I am waiting for a bus."

Krusty: Makes _me_ laugh. Let's go!


On a set taken from the early 1900s, a mustached Krusty stands next to a pie cart. He motions for a mustached Bart to walk in, which Bart does. "I am waiting for a -- whoa!" Bart says, bumping into a prop. He knocks over a couple more props, and then the backdrop starts to shake. It falls off its support, dragging a couple of spotlights with it. Bart excuses himself hurriedly with "I didn't do it."

What happened at WBZ-TV in Boston had been planned the night before by three newscasters and six technicians, all operating in Studio 6. Five of these men played poker regularly, and six of the nine were already ill. They felt they had nothing to lose. They collected nearly a dozen handguns. Bob Palmer, who anchored the morning news, brought them upstairs inside a flight bag where he usually carried his notes, pencils, and several legal-sized notepads.

The entire broadcast facility was cordoned off by what they had been told were National Guardsmen, but as Palmer had told George Dickerson the night before, they were the only over-fifty Guardsmen he had ever seen.

At 9:01 A.M., just after Palmer had begun to read the soothing copy he had been handed ten minutes before by an army noncom, a coup took place. The nine of them effectively captured the television station. The soldiers, who hadn’t expected any real trouble from a soft bunch of civilians accustomed to reporting tragedy at long distance, were taken completely by surprise and disarmed. Other station personnel joined the small rebellion, and cleared the sixth floor quickly and locked all the doors. The elevators were brought to six before the soldiers on the lobby level quite knew what was happening. Three soldiers tried to come up the east fire stairs, and a janitor named Charles Yorkin, armed with an army-issue carbine, fired a shot over their heads. It was the only shot fired.

Viewers in the WBZ-TV broadcast area saw Bob Palmer stop his newscast in the middle of a sentence, and heard him say, “Okay, right now!” There were scuffling sounds off-camera. When it was over, thousands of bemused viewers saw that Bob Palmer was now holding a snub-nosed pistol in his hand.

A hoarse, off-mike voice yelled jubilantly: “We got em, Bob! We got the bastards! We got em all!”

“Okay, that’s good work,” Palmer said. He then faced into the camera again. “Fellow citizens of Boston, and Americans in our broadcast area. Something both grave and terribly important has just happened in this studio, and I am very glad it has happened here first, in Boston, the cradle of American independence. For the last seven days, this broadcast facility has been under guard by men purporting to be National Guardsmen. Men in army khaki, armed with guns, have been standing beside our cameramen, in our control rooms, beside our teletypes. Has the news been managed? I am sorry to say that this is the case. I have been given copy and forced to read it, almost literally with gun to my head. The copy I have been reading has to do with the so-called ‘superflu epidemic,’ and all of it is patently false.”

Lights began to flicker on the switchboard. Within fifteen seconds every light was on.

“Our cameramen have taken film that has either been confiscated or deliberately exposed. Our reporters’ stories have disappeared. Yet we do have film, ladies and gentlemen, and we have correspondents right here in the studio-professional reporters, but eyewitnesses to what may be the greatest disaster this country has ever faced… and I do not use those words lightly. We are going to run some of this film for you now. All of it was taken clandestinely, and some of it is of poor quality. Yet we here, who have just liberated our own television station, think you may see enough. More, indeed, than you might have wished.”

“Now you’re a man who must appreciate the value of a good key,” the man said. The dark stone disappeared in his clenched fist and suddenly reappeared in his other hand, where it began to finger-walk again. “I’m sure you are. Because what a key is for is opening doors. Is there anything more important in life than opening doors, Lloyd?”

“Mister, I’m awfully hungry…”

“Sure you are,” the man said. An expression of concern spread over his face, an expression so magnified that it became grotesque. “Jesus Christ, a rat isn’t anything to eat! Why, do you know what I had for lunch? I had a nice rare roast beef sandwich on Vienna bread with a few onions and a lot of Gulden’s Spicy Brown. Sound good?”

Lloyd nodded his head, tears oozing slowly out of his overbright eyes.

“Had some homefries and chocolate milk to go with it, and then for dessert… holy crow, I’m torturing you, ain’t I? Someone ought to take a hosswhip to me, that’s what they ought to do. I’m sorry. I’ll let you right out and then we’ll go get something to eat, okay?”

Lloyd was too stunned to even nod. He had decided that the man with the key was indeed a devil, or even more likely a mirage, and the mirage would stand outside his cell until Lloyd finally dropped dead, talking happily about God and Jesus and Gulden’s Spicy Brown mustard as he made the strange black stone appear and disappear. But now the compassion on the man’s face seemed real enough, and he sounded genuinely disgusted with himself. The black stone disappeared into his clenched fist again. And when the fist opened, Lloyd’s wondering eyes beheld a flat silver key with an ornate grip lying on the stranger’s palm.

“My—dear—God! ” Lloyd croaked.

“You like that?” the dark man asked, pleased. “I learned that trick from a massage parlor honey in Secaucus, New Jersey, Lloyd. Secaucus, home of the world’s greatest pig farms.”

He bent and seated the key in the lock of Lloyd’s cell. And that was strange, because as well as his memory served him (which right now was not very well), these cells had no keyways, because they were all opened and shut electronically. But he had no doubt that the silver key would work.

Just as it rattled home, Flagg stopped and looked at Lloyd, grinning slyly, and Lloyd felt despair wash over him again. It was all just a trick.

“Did I introduce myself? The name is Flagg, with the double g. Pleased to meet you.”

“Likewise,” Lloyd croaked.

“And I think, before I open this cell and we go get some dinner, we ought to have a little understanding, Lloyd.”

“Sure thing,” Lloyd croaked, and began to cry again.

“I’m going to make you my righthand man, Lloyd. Going to put you right up there with Saint Peter. When I open this door, I’m going to slip the keys to the kingdom right into your hand. What a deal, right?”

Discrepancies, Questions Surface About Bush's Service In Air Guard

For Vice President Al Gore, the character issue is like chewing gum stuck to the sole of his shoe: Hardly a day passes without Republicans challenging Gore's character, especially his storied tendency to embellish facts.

But Democrats are crying foul, saying that Bush has overstated his own record and with far less political consequence. Belatedly, they are calling attention to misleading claims Bush and his campaign have made about his Vietnam-era service as a fighter pilot with the Texas Air National Guard, and to documents that contradict Bush's insistence that he attended required drills in Alabama and Texas in 1972 and 1973.

Bush's campaign has said he served as a pilot in the Texas Guard from 1968 to 1973. In fact, Bush flew with the 111th Fighter-Interceptor Squadron at Ellington Field in Houston only from June 1970 until April 1972. That month he stopped flying altogether, two years before his military commitment ended, an unusual step that has left some veteran fighter pilots puzzled.

In Alabama, a group of Vietnam veterans recently offered a reward to anyone who can verify Bush's claim that he performed service at a Montgomery Guard unit in 1972, when Bush was temporarily in Alabama working on a political campaign. No one has claimed the reward, which is up to $3,500.

A Bush campaign spokesman acknowledged last week that he knows of no witnesses who can attest to Bush's attendance at drills after he returned to Houston in late 1972 and before his early release from the Guard in September 1973.

There is strong evidence that Bush performed no military service when he moved from Houston to Alabama to work on a U.S. Senate campaign from May to November 1972. There are no records of any service, and the commanding officer of the unit Bush was assigned to said he never saw him.

During Bush's Alabama sojourn, he was suspended from flight duty for failing to take his annual flight physical.

The Bush campaign's initial explanation for the lapse, it now acknowledges, was wrong.

Dan Bartlett, a Bush campaign spokesman, pointed to incomplete records--one a torn page without Bush's name or any discernible dates--as evidence that he did enough drills in Houston in the closing months of his service to satisfy military obligations.

Maj. Thomas A. Deall, a spokesman for the Air Reserve Personnel Center in Denver, said last week that officials there believe Bush's records show he did meet minimum drill requirements.

Still, as the Globe reported in May, two documents and the recollections of officers who said they believe that Bush did not return to his Houston base after leaving for Alabama raise questions about whether Bush performed any duty between April 1972 and September 1973, the month Bush entered Harvard Business School.

Other current and retired Air Force officers said Bush's military records are much like those of countless other Guardsmen at the time, when the federal government was reducing its force as the Vietnam War came to a close: Guardsmen lost interest in their units, and commanders found it easier to muster them out than hold them to a commitment many made to avoid service in Vietnam.

Jesse Brown, the former Veterans Affairs secretary who was seriously wounded while serving as a Marine in Vietnam, said he is irritated that Bush's military service lapses have not become part of the campaign debate.

"It goes right to the heart of the character issue," Brown said. "If you served on active duty during that time, you knew that people went into the Guard and Reserves so they wouldn't have to put their asses on the line. But once they made that decision, they should honor the obligation, do their duty and do it well. Bush did not."

Retorted Bartlett, Bush's spokesman: "Jesse Brown served honorably, but you mean to tell me he has no problem with Bill Clinton's avoidance of military service?"

Bush's approach to his six-year obligation might have attracted more attention had he not been running to succeed a president who actively avoided military service.

Even so, enough unanswered questions remain to draw the interest of historians. The evidence is strong that political influence got Bush into the Guard. The mystery is whether political clout accounts for Bush's abbreviated career as a Guard pilot.

In his autobiography, "A Charge to Keep," Bush said he flew with his unit for "several years" after finishing flight training in June 1970. His campaign biography states that he flew with the unit until he won release from the service in September 1973, nine months early, to attend graduate school.

Neither is true. Bush flew with the 111th for 22 months, until April 1972, and never flew again. Bartlett said last week that he could say unequivocally that Bush was not grounded by his superiors. Asked that question last July, Bartlett, after conferring with Bush, was more equivocal: He said Bush could not recall ever being grounded.

What happened to 1st Lt. Bush after April 1972?

Bush and his campaign have said he performed "alternative" duty at the 187th Tactical Reconnaissance Squadron in Montgomery from May to November 1972, while he was working on a Senate race in Alabama. Such duty was normal for Guardsmen who were temporarily away from their home units.

But Bush's own records contradict that assertion.

First, with the approval of his superiors, Bush in May 1972 sought a permanent transfer to a postal unit in Alabama that didn't require weekend drills or active duty. Guard headquarters overruled that decision. Bush did not do any drills from May through September 1972.

In July 1972, Bush failed to take his annual flight physical. In August, National Guard headquarters suspended him from flying status. Last year, the Bush campaign erroneously claimed that Bush did not take the physical because his personal physician was in Houston. In fact, only Air Force flight surgeons can give annual flight physicals to pilots.

In September 1972, Bush won approval to do temporary "alternative" training at the 187th Squadron in Montgomery. He was cleared to attend weekend drills in October and November. But two of the 187th's officers said Bush never appeared. "I'm dead-certain he didn't show up," said the unit's commander, retired Brig. Gen. William Turnipseed.

Bush, who declined requests for an interview on the issue, has said he did appear though he does not recall what he did. There are no records in his file to show that he did any training in Alabama.

What happened when Bush returned to Houston in late 1972?

Bush and his spokesman have said that Bush did not fly again because he planned to go to graduate school. Also, they say that as the unit was upgrading to a newer fighter, the F-101, it made little sense for the Guard to retrain him for that jet. In fact, the unit flew the F-102 for a year after Bush left the service.

Bush has said he performed administrative duties with the 111th's parent unit, the 147th Fighter Group, though Bartlett has said Bush cannot recall what those duties were.

On May 2, 1972, Bush's two immediate superiors at the 111th, one of them a friend, signed a document stating they could not perform his annual officer efficiency report for the period of May 1, 1972, to April 30, 1973, because Bush "has not been observed at this unit during the period of this report" and "has been performing equivalent training" at the Montgomery unit.

The document is dated a day after Bush was supposed to have done duty in the unit. Both men are deceased.

The official record that chronologically lists Bush's service includes no evidence of service between May 1972 and October 1, 1973, the official date of his discharge.

It seemed there had been a perfectly good reason at the time, but the more he tried to grasp it, the more it slipped through his fingers. Had it only been a sly-stupid decision not to put too many of his eggs in one basket—a feeling that not too many secrets should be stored with any one person, even a person as stupid and loyal as Lloyd Henreid?

I can almost recall a specific moment walking just outside the urban area of downtown Charlotte and someone asking me for a cigarette. I had stopped smoking cigarettes. I cannot now recall that precise location but I can visualize it. I worked on trying to find it on Google Streetview but quite possibly the images of construction that exists in that location now compared to the year 1997, a location I drove through many times and walked through only one time, is confusing me now.

Earlier in that 1997 evening, somehow, Tina Mason had seemed to almost to talk me into smoking a cigarette and that became something of a battle of wills, in my mind now, because I took a cigarette and held it in my lips for many hours that night but I never did light the cigarette.

I still recall the shirt I was wearing that night. I was wearing that same shirt when they videotaped me at that Presentation Skills class at Microsoft in 1999. I can still visualize walking all those miles that night back to Dresden Avenue from downtown Charlotte North Carolina.

So is that the difference now?

Was I a lot more consciously afraid - fearful - because of the knowledge that now exist as memory invisible physically in my brain.

I woke up this time thinking, partially visualizing, flying an F-14 Tomcat over the ocean somewhere. I can almost visualize another F-14 flying on my wing. Suddenly, the other F-14 exploded but I can't actually visualize that part. I think both people parachuted out of that aircraft. Apparently another missile hit my aircraft, blew off the canopy, and knocked me unconscious. Then I can almost see us traveling straight down towards the ocean surface and the RIO in the seat behind me was yelling at me to wake up. I pulled up and engaged the two aircraft that fired at us. One was hit by my Sparrow but the other Sparrow missed. I went in and finished off the other one up close. I returned to the carrier and landed safely, and then passed out from a moderate concussion with blood running out from underneath my cracked helmet.

I thought again of Pat Reese after I wrote about Micheal Bien from Terminator. Pat reported to me on the Wainwright. He was originally from Phoenix and I think he had been an electrician. As soon as I remember that, I remembered telling us a time when a power drill went into his hand. Goddamnit. That means this scar on my hand means that actually happened to me. I remember something like cringing as he told us about it, with it pulling tendons or something. As he explained it, it went in towards his wrist, not through his hand, which is something I wrote about earlier to.


I should just start cracking open skulls of people interfering with my major life activities, which is all of you. I would have not only the legal justification for doing it, but also moral justification to crack every one of your skulls open for interfering like this with my life for so long. Who's first?

In addition to those song lyrics this morning, I do remember a scene from one of my dreams. I was in a house, I didn't recognize it but it was really fancy and I guess I didn't recognize it because I had never lived in any place like it, or something like that. I was moving across the floor passing a staircase and I had a blanket over me, with an opening at the front so I could see where I was going. As I was moving towards a hallway, a pair of feet appeared in front of me. I think it was my mother. I was trying to make it to the hallway because I was hunting a deer, which made no sense because I was inside, and the hallway gave me a perfect shot to a deer that was at the other end of the hallway. I don't remember what my mother said, if anything, but sometime around that point, I remember someone telling me I was clever.

I've had this DVD for years but have never watched before the DVD. Until tonight. I've seen the movie more than once before but I cannot recall the last time I watched it. I am pretty certain I could go back through my journal and find at least one occurrence of when I watched it on television in recent years, perhaps 2007 or 2008. I don't recall when I got that DVD; I probably ordered it through amazon.com so that would be discoverable. No particular reason I am watching now tonight for the first time the DVD. This was just a though that occurred to me after I finished watching the boring 2011 "The Collapsed." You would think "The Collapsed" would have had a sequel by now.

Scars

Lately I have also started to understand that scars on my body are not what I remember.

There is the scar on my hand that I used to think was from scraping it on concrete one night when I was drunk and could not drive so I had to go through a bad neighborhood while walking to my apartment 7 miles away from the bar I had been at. I have started thinking that the reality is that I was tortured as a POW and the scar is from someone using a power drill on my hand.


When I think of this I think of two scenes from two movies. One is that scene in "Memphis Belle" where the tomato soup container explodes and they wonder who was hit.

All right, well, unless I am mistaken I have not implied to you here the nature of the thoughts in my mind. My specific thoughts are not obvious from this blog post. There is something very consistent there. But which part? I have told you the thoughts in my mind.

The Collapsed (2011)




If any of you SimDullards out there was to watch the DVD for the 2011 film "The Collapsed" as I am watching now then you might recognize details that suggest my so-called time-traveler effect.

Those details are compelling to my variations on the theme "that was the week that was."

If you note the variable effects of the national television programming I reference here in my blog in the United States then you might note the details that are part of a pattern.

The possibility is compelling because of my theory that my time-traveler effect extends from present back to the year 2003.

The release date is the year 2011 for "The Collapsed" but I had never heard of it until today. Well, so it seems. There's the possibility I noticed the title before and it seemed boring and became forgettable to even note in passing.

Watching through the first hour now the only part of it that keeps me interested in this slow-paced low-budget production is that I keep thinking of my supposed experiences in the Balkans in the 1990s and this plot so far matches very well with what I think I might have seen there.

And another compelling reason is because I am reminded of the weird stuff that has been happening around me for so many years here in Washington State, where I have remained since December 1998.

Oh, yeah, and I also was reminded again of late in the year 1995 of being in the mountains of North Carolina and sleeping, or trying to sleep, in the back of my Jeep Grand Cherokee. I remember that so well, there was something, something almost ignoble about how I hated the night, there with my Jeep surrounded by foliage off some dirt road near some creek there in the mountains of western North Carolina.

So anyway the time-traveler effect period I have thought for a very long time goes back to the year 2003.

I don't describe very many details about this film "Collapse" so those details I witness today are what I call time-traveler effect variables.

Presumably.

My presumption is that the production of that work is the result of my influence on the recipients of my time-traveler journals.

So they would read in my time-traveler journals about some time-traveler constants. One constant is that in the year 2010 a film named "The Collapsed" was created. Another constant is that I did not watch it for the first time until the date of this blog post which is duly recorded in my offline journal and which is what I refer to as my time-traveler journal. Another constant is the notion I am personally witnessing similarities in the details I am seeing.

And then one other important constant is the next possible blog report I post. I am still not certain of the report I will post next but I think I will post a report on a very very compelling discovery I made today. I worked on it for a short while today and it was gleaming like a gold mine after I polished it for only a few minutes and I still need to work on it more. Plus, I have opened a large can of whup-ass and I have created a lot of reports that will probably just go into my archive and that I will probably not publish here on my blog anytime soon (because you SimIdiotics can't keep up with my pace) but those observations are very compelling and would explain why this DVD is making me think of the Balkans in the 1990s. That's another constant, you see. I have defined here in my journal that I might publish a report in the next day that is compelling to my supposed experience in the Balkans in the 1990s although that report is also compelling about my supposed experiences in Iraq, according to my supposed invisible memory, in the early 1990s.

The battle within my mind is the battle over the really bad and the really good.

Does the really bad stuff I deliberately sought to look at restrain me from wanting to get back to the really good life I had.

Revolution




That is so weird. That is so similar to some very conscious waking thoughts in the past day in my mind.

What you would call a daydream. I was thinking of myself standing in front a whiteboard and I was making a short presentation to a group of people. The people were survivors. That whiteboard in the episode clearly describes what I was thinking of how I illustrated my notion of why we were all survivors. That was the point of my theory: why us.

I didn't watch that episode when it broadcast new last night because I couldn't stay awake long enough to watch it.

I don't want to describe in detail that extensive line of thought because of how I suspect my so-called time-traveler effect might cause those details to become created in that episode.

And since I don't explain it then that becomes a factor of what I have described before as my counter-paradox theory.

The dialog is consistent with my belief that I am a robot. I feel that I am at the mercy of my invisible memory and my invisible memory programs me to make decisions I am not consciously aware of and that depresses the hell out of me. I really believe that people sometimes can see by looking at me in the face during certain times of conversation that I really am crazy. My subconscious mind is crazy.

Thank you, Bob Stutman, and to Commissioner and, I guess, all our distinguished guests. Secretary Bennett -- this is my man here on the left, the man that I have selected, and that the country, I think, overwhelmingly approves, to be the first drug czar in the history of this country. I'm glad he came up here with me today. And to all of the prosecutors, and especially each one of you out there on the cutting edge, on the front line, thank you for being here. And you have important work to do, and Bob gave you the time frame: short, but to me, very important. I have a chance to say hello to Ms. Hatcher -- I wish the circumstances were different -- but also to listen and learn when we finish here, listen to some of those who are out there every single day risking their lives.

In the empty streets of an island borough, the life of Everett Hatcher was ended with some four cowardly shots. And the echoes of those four shots were heard in Washington and, I'd say even more important, all across this country, where decent men and women share your sense of loss and share your sense of outrage. Here in New York, as in other cities across the country, the war is no metaphor. Before we could -- I say ``we,'' as a country -- bury Everett Hatcher last week, another officer was gunned down, felled by a single shot fired pointblank beneath his bulletproof vest. And as we speak, those accused of ambushing Eddie Byrne, one of New York's finest, are standing trial in this city. And this week, the DEA group that helped handle security for Everett's funeral is in yet another New York courtroom, testifying about the attempted murder of Special Agent Bruce Traverse.

You know that my personal interest and the interest of the Nation goes beyond today's visit. As Vice President, I wrote to Bruce Traverse while he was in the hospital, and now, Bruce -- all of us are glad that he's recovering so well. Last week, Matthew Byrne, the dad to Eddie Byrne, came down to the White House for dinner with Barbara and me, joining us for a private dinner there. He couldn't believe he was in the White House, and I couldn't believe I was, either. [Laughter] So, we had a nice private dinner. But it was important to me that he come. Earlier today, as I said, I had the pleasure to -- privilege, put it that way, of visiting with Mary Jane, a woman of enormous dignity and strength -- she and her two kids and husband's mother and sisters.

And so, it's been quite an education. And I understand, I think, the special and dangerous challenges that all New York drug enforcement officers face. This area leads the Nation in overall consumption, distribution, the importation of narcotics, run by a well-armed cross-section of drug traffickers as diverse as this city itself. Your role in this battle is very special. You put your life on the line every day. And if the legions of State and local patrolmen represent the infantrymen in this effort -- and I salute them at every occasion -- then you are something like the Special Forces, the Green Berets, if you will, of narcotics enforcement.

Like Everett Hatcher, many of you have worked undercover, in effect, operating, if you want to use the conventional war analogy, behind enemy lines. And I admire your courage. When I was a kid in World War II, I was behind enemy lines only briefly, sick and paddling in a little raft to get away from a Japanese-held island. But it was enough to know what it feels like -- and I'll confess it -- to be scared. And each of you probably has been there. You know the dry mouth and the moist palms and the ball of ice that grips your stomach.

And you know, it used to be unthinkable to shoot a cop. And no longer -- Bob was telling me this upstairs -- no longer. Today narcotics agents are sometimes the first ones shot, targeted by criminals armed with a staggering array of battlefield weaponry. The explosive, expensive lesson of the past year in New York is that the rules of the game have dramatically changed.

Well, we've got to deliver some news to the bad guys. The hunting season is over. The rules on our side have changed, too. And we still need more change in those rules. But they're changing fast, and it's about time.

The scales of justice are becoming more balanced because of the newly enacted Federal drug laws. New York policemen and all of you in this room deserve all the protection that tough laws can offer. I've asked Bill Bennett to look into what can be done to prevent these fully automatic assault weapons from falling into the hands of the criminals that you face. Drug dealers need to understand a simple fact: You shoot a cop, and you're going to be severely punished -- fast. And if I had my way, I'd say with your life.

Drug traffickers used to know that. But it's been over 25 years since anyone has faced the death penalty in this State, and they may have gotten a little forgetful. But I want you to know that I have not changed my view. I strongly support the death penalty for the crimes we're talking about here today. And I want to have it as Federal law, and I want to see it swiftly and firmly, fairly enacted. The killing's got to stop.

I wish Senator D'Amato had come up with me today. He couldn't leave the Senate, and it was legitimate Senate business. He's been in the forefront, though, down there, of the drug question -- a strong leader, a tough, no-nonsense fighter against drugs. And he has been very helpful to me in having me understand the problems that you face. I understand that this State is the home to an estimated 260,000 heroin addicts -- half of all those in the United States. And in the city alone, another 600,000 people are believed dependent on crack or cocaine.

And not surprisingly, the seizures that you've made are correspondingly huge. DEA New York is responsible for 30 to 50 percent of all heroin seized by the DEA nationwide each year. And last year, you seized more than 10,000 kilograms of cocaine in or destined for New York, almost 20 percent of the entire DEA nationwide total. In January, you recovered nearly million from a furniture store delivery van, said to be the largest cash seizure in the world. And these impressive figures are a credit to your talent and dedication and to the effective working relations you've forged with your Federal, State, and local counterparts.

And still, we in Washington understand that the importance of a case cannot be measured merely by the size of the seizures or the numbers of arrests. Statistics in the drug war become mind-numbing as well as mind-boggling. And wars aren't won by statistics. We know wars are won by winning battles, and in this war, battles are won by putting particular drug organizations out of business. It's done the old-fashioned way, one group at a time.

And you in New York have done just that. And the names are as familiar to you here as the battlefields of World War II are to my generation: United States versus Torres, Monsanto, LIDO, Based Balls -- Bob was explaining this to me just a minute ago -- the Flying Dragons, Lai King Man, Reiter-Jackson. These are more than buy-busts, more than just another news conference with powder on the table, no matter how impressive those conferences are. Each of these cases represents an entire organization put behind bars, out of business. And most importantly, each of these cases involved sophisticated, long-term investigations. And several were among the first cases in the entire country to make use of the new drug kingpin statutes. Nearly all involved task force cooperation and the pioneering use of forfeiture laws, in some cases to spectacular effect. The forfeitures from the Torres brothers, I'm told, may ultimately total to million.

And just as the death penalty for cop killers helps even the odds, stripping the enemy of their ill-gotten gains turns the tables in a dramatic and highly effective way. Perhaps you heard Woody Allen's wry observation: ``Organized crime in America takes in over billion a year and spends very little on office supplies.'' Philosopher, that he is.

Experts have estimated that today drugs alone count for 0 billion -- an industry right here in our own country. We're hurting the drug kingpins where they live when we take their money, and we're going to get even better at taking it. We've got to be. Ladies and gentlemen, we do intend to prevail. The scourge will end. I will lead the fight. Bill Bennett, our nation's first drug czar -- tenacious, unafraid -- is going to be right there at my side.

And although we meet on a crucial battlefield of this war, you might say, it is a war that is being waged on many fronts. Last month I spoke to Congress about four areas: rehabilitation, education, interdiction, and enforcement. And in a time of budget constraints -- and regrettably, we are living in such a time -- I asked for an increase of billion in budget outlays to fund these new efforts. And for you in Federal law enforcement, our proposal budgets a record .1 billion, fully 70 percent of the total. By 1995, we also intend to reduce present prison overcrowding by 50 percent.

And beyond enforcement, other monies will go to expanded treatment for the innocent and the poor, like the over 5,000 babies born in New York last year already addicted to drugs. Other new funds will go to cut the waiting time for the treatment programs, perhaps along the lines of the innovative oral methadone program at New York's Beth Israel Hospital, designed to get the addicts off the needles as well as heroin.

Mary Jane Hatcher spoke with eloquence last week about the responsibility mainstream America and so-called casual cocaine users must bear for the death of her husband. Well, .1 billion of our request will go for prevention and education, to let the casual users know the risk they take and the price they may have to pay and to tell our children that drugs are wrong.

While there may not be light at the end of the tunnel, there does seem to be some light coming in under the door. At the Apollo Theatre in Harlem one Wednesday last month, the amateur night performances were interrupted by spontaneous antidrug messages from the stage and then supportive chants from the crowd. And things like this don't happen because of government programs: They happen because attitudes are beginning to change, and they are changing because the American people are behind your efforts all the way.

Attitudes are beginning to change overseas as well. Your boss, the Attorney General [Richard L. Thornburgh], returns today from meetings with officials in Colombia, Bolivia, and Peru. And Bill and I will meet with him as soon as he gets back. I think we're having lunch tomorrow at the White House to be briefed on this trip. And I know that some of you have also served or will serve your own tours in South America, a tribute to our increased cooperation there.

When I first became Vice President 8 years ago, several South American Presidents told me: ``It's your problem. You're the consumer. If it weren't for the rich gringos to the north, we wouldn't have the problem.'' But now they see that the narcotics have affected their own kids, their own society. Look at Colombia, where the Supreme Court Justices were mowed down like tenpins.

Obviously, the race is far from won. But there is power in us yet. And we in Washington will continue to understand, to learn -- but certainly to support your work here. The Adamita trial, the Johnny Kon and Brooks Davis cases, the new seizure program in which whole apartment buildings are wrested back from the crack lords who control them -- they're all important to this fight. But first and foremost, the killing must stop. And we must repeat it until we're hoarse, repeat it until we're heard, from the Apollo Theatre to the halls of Congress to anyone who doesn't seem to understand what it is you are up against out there on the street. The killing must stop!

And what happened on the streets of Staten Island last week was a horrible tragedy which means -- you knew it all along -- that you have an important task ahead. The cowards who murdered Everett Hatcher should be given no rest. But be careful out there. Remember the tearful salute of 9-year-old Zachary, and find these criminals. Bring them to justice. Nobody -- nobody but nobody is going to beat the DEA.
