Economic Espionage Act of 1996
The Economic Espionage Act of 1996 (18 U.S.C. § 1831–1839) makes the theft or misappropriation of a trade secret a federal crime. Unlike Espionage, which is governed by Title 18 U.S. Code Sections 792 - 799, the offense involves commercial information, not classified or national defense information.
This law contains two sections criminalizing two sorts of activity. The first, 18 U.S.C. § 1831(a), criminalizes the misappropriation of trade secrets (including conspiracy to misappropriate trade secrets and the subsequent acquisition of such misappropriated trade secrets) with the knowledge or intent that the theft will benefit a foreign power. Penalties for violation are fines of up to US$500,000 per offense and imprisonment of up to 15 years for individuals, and fines of up to US$10 million for organizations,
The second section, 18 U.S.C. § 1832, criminalizes the misappropriation of trade secrets related to or included in a product that is produced for or placed in interstate (including international) commerce, with the knowledge or intent that the misappropriation will injure the owner of the trade secret. Penalties for violation of section 1832 are imprisonment for up to 10 years for individuals (no fines) and fines of up to US$5 million for organizations.
In addition to these specific penalties, section 1834 of the EEA also requires criminal forfeiture of (1) any proceeds of the crime and property derived from proceeds of the crime and (2) any property used, or intended to be used, in commission of the crime.

Even though he's been kicked upstairs, crime keeps happening to newly appointed King County Sheriff Dave Reichert. The busy sheriff sighs and asks, "Why me?"
Last week's incident: On his way home from work, Reichert stopped in Kent for a haircut. Afterward, he was approached by a woman in her late 30s. She said, "I need help. I've run out of gas. I could use a dollar, and then I could get home."
Reichert pulled out a buck and offered to drive the woman to a nearby gas station. She said, "I don't ride with strangers." Reichert explained he was a law officer and would drive her in a police car.
The woman countered that she'd just flagged down a friend and he had offered her a ride.
Sounded odd, but Reichert shrugged and set off for his car. As he was getting behind the wheel, he glanced back and saw the woman had disappeared. Suddenly a car darted out with a man driving. Reichert followed.
The car pulled a U-turn. So did Reichert. Then Reichert saw a pair of eyeballs peering through the rear window.
It was the woman panhandler.
The sheriff kept following, eventually catching up with the couple at a gas station.
When Reichert accosted them, the woman warily asked, "Do you want your dollar back?"
"No," said Reichert. "I'd like to see your I.D." He called for a records check and made an interesting discovery. The guy was clean, but the woman had five outstanding warrants on theft and drug charges.
Reichert patted the woman down, discovering a roll of $1 bills. Within minutes, three other King County patrol cars arrived on the scene.
They had responded after hearing, via radio, that "Car One," the sheriff's car, was involved.
One of the assisting officers told the stunned suspect, "Lady, you've just been arrested by the sheriff."
Chances are the woman wishes she'd picked someone else - anyone else - to panhandle.
Just checking: Gov. Gary Locke's staff yesterday fielded a call to the governor from the White House. Caller was an aide to Hillary Rodham Clinton.
The First Lady had just learned about the governor's middle-of-the-night encounter with a bat. The April 3 incident occurred while the governor was changing his newborn daughter Emily's diaper.
Staffer Chris Thompson says, "The first lady wanted to express her concern." The Lockes are fine, but are receiving rabies shots.

A Pentagon intelligence analyst resigned one day after terrorists bombed the destroyer Cole in Yemen, protesting that his superiors had ignored his warnings of an imminent threat to American forces in the region, senators and defense officials said today.
The resignation of the analyst -- who monitored terrorist threats in the region for the Defense Intelligence Agency -- raised new questions on Capitol Hill about whether the Pentagon and intelligence agencies could have done more to avert the attack on the Cole, which killed 17 sailors and wounded 39 on Oct. 12.
The analyst, identified as Kie C. Fallis, had not warned of a specific threat against the Cole or of an attack in Yemen, defense officials said.
Rather, they said, he concluded from intelligence reports that there was a strong possibility of an attack and that military commanders had not done enough to protect American forces in the region.
Senior Pentagon officials testified today during House and Senate hearings that at times became contentious. And officials also disclosed that American intelligence agencies had issued two other warnings of a terrorist attack in the region -- one the day before the Cole was bombed, the second hours afterward.
The Central Intelligence Agency issued a general warning on Oct. 11 that an attack on ''U.S. interests and Jewish tourists'' in the region was likely, one senior government official said. The second warning, issued by the National Security Agency, was more specific, citing the possibility of an attack based on the movement of a suspected terrorist in Yemen, according to a senior defense official.

Quantum leap
In physics, a quantum leap or quantum jump is a change of an electron from one quantum state to another within an atom. It appears to be discontinuous; the electron "jumps" from one energy level to another very quickly, after existing briefly in a state of superposition. The time this takes relates to the pressure broadening of spectral lines (see the section Pressure Broadening in that article). The phenomenon contradicts classical theories, which expect energy levels to be continuous. Quantum leaps cause the emission of electromagnetic radiation, including that of light, which occurs in the form of quantized units called photons.
In the vernacular, the term quantum leap has come to mean an abrupt change or "step change", especially an advance or augmentation. The term dates back to early-to-mid-20th century, coinciding with the discoveries of quantum mechanics. The popular and scientific terms are similar in that both describe a change that happens all at once (revolutionary), rather than gradually over time (evolutionary), but the two uses are different when it comes to the magnitude of the change or advance in question.
In real physical systems a quantum leap is not necessarily a large change, and can in fact be very insignificant. A good example of this can be taken from the Bohr model of the hydrogen atom, where the observed energy shifts associated with shifts of different quantum states (quantum leaps) span a wide range from large to small (when compared to the energy required to completely free an electron). In the popular sense, the term is usually applied to mean a large or significant change, which is thus not strictly correct.

The Space Shuttle Columbia and its seven astronauts were lost today when the vehicle broke up over north central Texas during its reentry from orbit.
Communications were lost with Columbia and its crew at around 8:00 a.m. CST, while the shuttle was traveling about 18 times the speed of sound at an altitude of 207,000 feet. Columbia was 16 minutes from landing at the Kennedy Space Center when flight controllers at Mission Control lost contact with the vehicle. Columbia was returning from a 16-day scientific research mission, its 28th flight, which launched on January 16.
Aboard Columbia were Commander Rick Husband, completing his second flight, Pilot William McCool, wrapping up his first mission, Mission Specialists Dave Brown, also completing his first mission, Kalpana Chawla, on her second flight, Laurel Clark, a first-time space traveler, Payload Commander Mike Anderson, ending his second flight, and Payload Specialist Ilan Ramon of the Israel Space Agency, on his first flight.

WASHINGTON (AP) -- A Wall Street executive with deep pockets and no experience in elected office took a major step today toward entering the race to be New Jersey's next U.S. senator.
Jon S. Corzine, a former co-chairman of Goldman, Sachs & Co., announced he has formed a campaign exploratory committee. Aides said he has all but decided to run for the seat being vacated next year by Sen. Frank Lautenberg.

Taking his first formal step into next year's New Jersey Senate race, Jon S. Corzine, the former co-chairman of Goldman, Sachs & Company, will announce on Tuesday the formation of an exploratory committee that will be registered with the Federal Election Commission, his advisers said today.
The announcement is intended in part to silence questions from some Democrats about Mr. Corzine's commitment to running. Though the former investment banker has been testing the waters for more than two months by meeting with county leaders and commissioning a poll, he has repeatedly delayed formation of a campaign committee.

But with the election 16 months away, already seven Democrats say they want to run against Republican Christie Whitman to fill Frank Lautenberg's seat in the U.S. Senate.
There's an ex-governor, the son of an ex-governor, a congressman, an ex-congressman, a mayor, a lawyer, and a rich guy with a beard who admits he hasn't always bothered to vote.
Some Democrats are quietly rooting for the rich guy. That is how weird this race is.
