Former Counterterrorism Czar Says He's Been Attacked

March 23, 2004 -- Former counterterrorism czar Richard Clarke says he's under attack by the White House as he prepares to testify in the Sept. 11 commission's first high-level public hearings on what the government knew about al Qaeda before Sept. 11 attacks.
In Clarke's new book, Against All Enemies: Inside America's War on Terror, the former counterterrorism aide accuses the Bush administration of botching the war on terror.
Clarke says that the White House paid too much attention to Iraq, and underestimated the threat from al Qaeda, before and after the Sept. 11 attacks.
Clarke appeared on ABCNEWS' Good Morning America for an interview about the White House's response to his controversial claims.
The following is an unedited, uncorrected transcript of Clarke's interview with ABCNEWS' Charles Gibson as it aired on Tuesday, March 23, 2004.

ABCNEWS' CHARLES GIBSON: It seemed yesterday as if there was an all-court press by the administration to discredit Dick Clarke. You surprised?
FORMER WHITE HOUSE COUNTERTERRORISM EXPERT RICHARD CLARKE: Not at all. In fact, I say in the preface of the book that I expect it.
And they rolled out the vice president, sent out talking points to congressmen, sent people off on talk radio stations and they have lots of people -- on taxpayers' dollars, by the way -- out refuting these charges.
But they're not really going after the main charge. They're throwing lots of things up in the air, flak, to divert me and to divert other people to basically personal attacks. I don't think we should be involved in that sort of personal attack and trivia.
What's the major issue here? The major issue is, was President Bush paying attention prior to 9/11?
And he himself says in the interview he gave to Bob Woodward, he says bin Laden was not the focus of him or his national security team prior to 9/11. He said, "I was not on point. I didn't feel that sense of urgency about bin Laden prior to 9/11." That's Bush himself talking in the book by Bob Woodward. I'm saying the same thing.
GIBSON: Well, the administration, one of the things they said yesterday in this all-court press, was while you charge that they were not paying attention to an Al Qaida threat, you also were not aware of what was going on in the administration. Vice President Cheney said you were out of the loop; Condoleezza Rice said this: BEGIN VIDEO CLIP: CONDOLEEZZA RICE, NATIONAL SECURITY ADVISER: Dick Clarke just doesn't know what he's talking about. He wasn't involved in most ofthe meetings in the administration. END VIDEO CLIP
GIBSON: You were not involved, out of the loop.
CLARKE: Charlie, I'm not going to get involved in a tit for tat. If people want to say I don't know what I'm talking about, that's fine. I'm not going to get down in the gutter and engage in that kind of a discussion.
GIBSON: Well, the most important thing that was said by the administration is, "Look, he was the counterterrorism expert for along time in government." And Dick Cheney perhaps went central to the point of, "A lot of things happened on Dick Clarke's watch. He should be responsible for those." Let's listen:

The question that ought to be asked is, what were they doing in those days when he was in charge of counterterrorism efforts? END VIDEO CLIP
GIBSON: Dick Cheney on the Rush Limbaugh program. And that is the central thing that they're saying, that the first World Trade Center attack, that the attack on the U.S. embassies in Kenya and Tanzania, and the attack on the USS Cole all happened on the Dick Clarke watch.
CLARKE: That's right. And what else happened?
We stopped Iraqi-sponsored terrorism against the United States. We stopped Iranian-sponsored terrorism against the United States. We stopped Al Qaida's attempt to dominate Bosnia. We stopped the millennium attacks around the world that were being planned by Al Qaida. We stopped attacks on other embassies.
In fact, if you look at those eight years, there were fewer than 50 Americans over the course of those eight years that were killed by Al Qaida. That's why a lot of people, including the Bush administration prior to 9/11, thought I was a little crazy for makinga big deal out of Al Qaida. Because in the Reagan administration, 300 Americans died in Lebanon and there was no retaliation. In the Bush One administration, almost 300 Americans died on Pan-Am 103 and there was no retaliation. And yet for this much smaller threat, we had done a great deal.

The Tampico Affair began as a minor incident involving U.S. Navy sailors and the Mexican Federal Army loyal to Mexican dictator General Victoriano Huerta. On April 9, 1914, nine sailors had come ashore to secure supplies and were detained by Mexican forces. Commanding Admiral Henry Mayo demanded that the U.S. sailors be released, Mexico issue an apology, and raise and salute the U.S. flag along with a 21 gun salute. Mexico refused the demand. U.S. President Woodrow Wilson backed the admiral's demand. Mexicans of all factions of the Mexican Revolution united against the U.S. demands[citation needed]. The conflict escalated when the Americans took the port city of Veracruz, occupying it for more than six months. This contributed to the fall of Huerta, who resigned in July 1914. Since the U.S. did not have diplomatic relations with Mexico following Huerta's seizure of power in 1913, the ABC Powers (Argentina, Brazil, and Chile) offered to mediate the conflict, in the Niagara Falls peace conference, held in Canada. The American occupation of Veracruz resulted in widespread anti-American sentiment.

I had an odd dream, last night I think, that I associate with that programmed roll the space shuttle stack makes just after lift off.
In the dream, though, I had jumped off a bridge and the water was a very long ways down. I was absolutely certain I would survive the fall though and I was thinking to myself that I needed to take a large gulp of air just before I hit the surface because I was going to go far below the surface. But I was also preparing myself to pull my legs up to my chest after I went under the surface so that I would not go as far below the surface than if my body remained in a shape similar to an arrow. There was also something about someone waterskiing nearby behind a jet ski. It seemed that water skiier said something to me but I don't know how that was possible because he was so far off.

So anyway, as I was falling towards the water, my body rolled around in the vertical axis not unlike the shuttle stack does shortly after liftoff.

I remember what I wrote a while back that I told people that my injuries, from falling out of the space shuttle, was from a water skiing accident.

That detail I wrote of earlier about taking a large gulp of air before I hit the water.
That might actually be a notion about a parachute.
In the dream, which I can't remember now the full detail, I was thinking that I would rise to the surface faster if I had my lungs as full of air as possible.
I can think of how that notion could apply to the parachute fully expanding after I fell out of the space shuttle.

I had a dream similar to this one just before I woke up earlier. I can still visualize both of them and the only real similarity was that I found myself falling off a bridge towards the water below and that part about the roll, which reminds me of the space shuttle launching.
In the dream earlier, I seemed to have started by climbing onto a bridge, which I don't recognize, that later began to disintegrate for some reason that was not apparent in the dream. There are other details before that scene that I do not now remember. Then I was falling feet first to the water and I noted how green was the water. I had a tremendous amount of time to think as I was very high above the water and I was timing my breathing so that I would take a large breath just before I hit the water, in hopes of making it back up to the surface. I was also thinking of how I was going to pull my legs up to my chest after I went below the surface in hopes of slowing my descent through the water and so that I could return faster to the surface. I was also thinking of how I would point my feet down to the water so that the impact would not break my feet and ankles. In the dream I saw myself just about to impact the water surface and I can visualize to some extent the details about the water surface, which meant I was very close to it. I might also remember that scene because I was dreading hitting the water. The next part I remember is that I found myself on the bottom of the river and there was a lot of sediment around me and then I was trying to swim back up to the surface. I found myself thinking that the exertion of trying to swim was causing me to use more oxygen and I was not certain I was going to make it. I had no idea how far below the surface I was but I have been thinking since I woke up that I was probably more than 100 feet below the surface. I could see light above me, and it had been bright daylight when I was falling from the bridge, but the water around me was still dark as I was looking up towards the lighter section of water.

Mostar - The war in Bosnia and Hercegovina (BiH) caused much pain and destruction. Many people lost family, friends, and homes and some cities became divided. One of the best known of these is Mostar, the largest city in Hercegovina with 109,000 inhabitants. In 1522 Mostar became the headquarters of the Ottoman administration of Hercegovina. Many military missions against Venetian cities were launched from the city, which came under Austrian control from 1878-1918, and then became part of Yugoslavia. Today it is a part of BiH.
According to a pre-war consensus, Mostar's population consisted of 20 % Bosnian-Serbs, 40 % Bosniacs and 40 % Bosnian-Croats. There are practically no longer any Bosnian-Serbs in the city, they are living in the mountains south and east of the city. Bosniacs, make up 55 % of the city's inhabitants live east of the river. Bosnian-Croats make up the remaining 45 %, and live on the west side of the Neretva.
Mostar has a story to tell. It is the story of the Old Bridge, an elegant single span arch built over the river Neretva by the Ottoman Turks. Mostar is an old city, established in the 15th century when a small settlement began to form around an old Roman wooden bridge over the Neretva river, but the name Mostar comes from the old white limestone bridge Stari Most (most means bridge, and stari means old - hence Mostar) which was finished in 1566 after nine years construction for the Ottoman emperor Sultan Sleiman the Magnificent. On November 9, 1993, during bitter civil war in the city, the bridge was shelled by a Bosnian Croat tank from Mt. Hum. One of its last roles had been to allow Muslim defenders of the "left bank" cross the river and take supplies to their supporters and the population that had remained there. It withstood many centuries, but it could not survive this concentrated effort to demolish it. After several direct hits, this magnificent piece of history crashed into the waters below.

The Texas Alcoholic Beverage Commission confirmed Thursday that Jenna Bush is listed in its database for an alcohol-related on Dec. 31, 1997.
On Thursday, the girls were cited for attempting to buy alcohol at a popular Mexican restaurant in Austin.
Jenna Bush was ticketed for misrepresentation of age by a minor for allegedly using someone else's identification to order an alcoholic beverage. Barbara Bush was cited for possession of alcohol by a minor because she ordered and was served an alcoholic beverage, Austin police said.
Chapman said the restaurant manager called 911 after bar patrons recognized Jenna Bush.
"People at the bar identified and told people at the bar, `You know we think this is Jenna Bush,' which got more spotlight than it normally would," Chapman said.
He said Jenna Bush ordered a drink and, when asked for identification, handed the waitress someone else's valid identification.

As you unwelcome people know, I have not masturbated today. I saw a couple really attractive women today though that I wish I could see not wearing clothes. On this topic, I was thinking about something I heard on the radio the other night. I caught only an excerpt of a call-in show that mentioned something about masturbation being an expression of aggression, or I guess that is what they were saying, I've never heard of that before. I think, that actually, if women view male masturbation as a form of aggression, I believe that opinion actually reflects a form of female aggression. It reflects some kind of resentment towards men. One point is that it reflects a woman's resentment at not feeling desirable enough, a reflection of rejection. Another point has something to do with resentment about feeling obligated to submit to a man, or something like that.

The second foreign dream had a lot of detail. I was sitting on a bus with someone that I knew but I don't know who it was. It may have been Britney Spears but that makes no sense. I was sitting next to her and she was someone that I had lived with before, someone I had a relationship with, like a girlfriend. I was getting off the bus to a place I was staying that I don't recognize from anyplace I've been in real life. She asked me if I was really staying there, she may have commented that it was amazing I was staying there, or someone else said that. Apparently, it was the same place she and I had lived during our relationship. It was some kind of little travel trailer. A young woman was letting me stay there.
