Churchill: Forging an Alliance for Freedom

On October 16, 1938, Winston Churchill broadcast directly to the United States. This is a key passage from Churchill's own notes for that broadcast. It is set out in what his office called "psalm form"--the style used by Churchill for all his speech notes--with the verse-like structure informing the delivery and providing the emphasis.

The speech is an impassioned appeal for greater American involvement in Europe:

We must arm. Britain must arm. America must arm.... But arms...are not sufficient by themselves. We must add to them the power of ideas. People say we ought not to allow ourselves to be drawn into a theoretical antagonism between Nazidom and democracy; but the antagonism is here now. It is the very conflict of spiritual and moral ideas which gives the free countries a great part of their strength.

This is the Churchill that everybody recognizes. The great orator. The champion of democracy in the face of fascism.

Let me take you back to that point. Europe seems close to war. Hitler's latest territorial demand for the immediate transfer of the German-speaking Sudetenland from Czechoslovakia has led to a tense period of international diplomacy, culminating in a four-power summit meeting between Britain, Germany, France, and Italy in Munich at the end of September. The Czechs have no voice. The Sudetenland is duly annexed.

Prime Minister Neville Chamberlain returns to London to a rapturous welcome from the relieved British public. Embarking triumphantly from his airplane at Heston airfield, he is pictured waving a piece of paper signed by himself and Chancellor Hitler, "symbolic of the desire of our two peoples never to go to war with one another again," and promising peace "for our time."

Historical Perspective

Churchill has no government position. He speaks out powerfully against the Munich agreement. Firstly in the British Parliament on October 5, where he criticizes the whole policy of appeasement:

...[W]e have passed an awful milestone in our history, when the whole equilibrium of Europe has been deranged, and that the terrible words have for the time being pronounced against the Western democracies: "Thou art weighed in the balance and found wanting." And do not suppose that this is the end. This is only the beginning of the reckoning.

He then makes his broadcast directly to the United States, and there is no doubt that this particular speech was widely heard on this side of the Atlantic. Many of the letters Churchill received from American listeners survive among his papers. They are revealing and tell us something about how Churchill, Britain, and Munich were seen in the United States. Some are highly supportive. A gentleman in Ohio wrote, "...[A]s Americans, and of course, real lovers of true democracy, we know American frontiers are at the Rhine and our battlefield wherever and whenever democracy is challenged and imperilled." A similar vein from another gentleman in Chestnut Hill, Philadelphia: "Certainly the time has come when the democracies of the world must hang together or there is a grave danger they may hang separately."

Classic Clancy -- Jack Ryan Returns, And The Bad Guy This Time Is Japan

He's back!

Yes, all you fans of "The Hunt for Red October," "Patriot Games," and the rest of Tom Clancy's bestselling techno-thrillers. Clancy's newest, "Debt of Honor," is poised to assault bestseller lists yet again - not as a submarine, silent and stealthy, but as a nuclear warhead, the same kind that the Japanese are . . . oops!

We don't want to give away the plot here, though there is plenty of plot to give away, in what is probably Clancy's most complicated and ambitious international potboiler yet.

After the mean-spirited and sadistic "Without Remorse," it's a relief to have that novel's claustrophobic atmosphere lifted in a novel that will be long remembered for its energy and exuberance. Unfortunately, "Debt of Honor" also will be remembered for its xenophobia. Japanese villainy - corporate, political and military - is the central threat here, and there are so many racial slurs that you may think you're reading World War II propaganda.

Back in the land of acronyms

We're also back in the world of Clancy's favorite military-bureaucratic abbreviations: CINCPACFLT and ComSubPac and SSNs and ICBMs and ADCAPs, all rallying like mad to save America once again. So are the heroes of Clancy novels past, including the indomitable Jack Ryan, submariners Mancuso and Jones, and a certain mysterious CIA operative named John Clark, the alias of one of Clancy's favorite protagonists.

Clancy balances his politically incorrect plot by bringing in large numbers of women in key positions, from Ryan's prize-winning surgeon wife to important submarine and CIA operatives. The women are mostly paper figures, however, there just to provide feminine pronouns.

What sets this all in motion is a land purchase by a Japanese businessman named Yamata. With nice economy of structure, Clancy makes this purchase the subject of his first sentence: "In retrospect, it would seem an odd way to start a war."

It certainly would, except that by the time you've followed Clancy's line of reasoning through hundreds and hundreds of densely plotted pages, it doesn't seem odd at all; indeed, it makes sense.

Nobody, but nobody, is better than Clancy at the "gathering storm" technique of thriller fiction. Like a master chef, he starts simmering one pot after another on a vast stove-full of burners, returning occasionally for an adroit stir of the action in the nuclear sub, or the Japanese baths, or the international currency market - even the inner sanctum of the Oval Office.

Yes, it is the president, the well-meaning but militarily inexperienced President Durlin - any echoes, here? - who calls Ryan off the golf course and into action as national security adviser. And Ryan proceeds to advise like crazy, treading where the president will not dare, juggling coups in Africa and on the New York Stock Exchange, as well as all the other battle stations of air, land and sea.

August is a slow and languorous month for publishing. Employees go on vacation, new books are released in a trickle and most companies in New York close at lunchtime every Friday so the editors can head for the Hamptons.

But this is the calm before the storm, because publishers are actually resting up for the big fall season. Autumn for publishing is like summer is for Hollywood: it is the time when many of the year's splashiest titles are released, bookstores are full of customers and everyone in the industry hopes to find a hit that will carry through until Christmas.

The months between September and December are always crowded with new books by big authors, and this year, booksellers and publishers say, the season looks to be particularly full. A Flood of Titles

The rush has already started with Tom Clancy, whose latest book, "Debt of Honor," has been shipped by its publisher, G. P. Putnam's Sons. The enormous first printing of two million copies began reaching stores Wednesday.

Another Clancy tale

If the ground rumbles Aug. 17, it may be because an estimated 2 million copies of Tom Clancy's new yarn, "Debt of Honor" (Putnam), are scheduled to be laid down in stores. The novel, which received a starred rave in last week's Publishers Weekly, puts the hero, Jack Ryan, in a war of wills set off by what the reviewer calls "a power-hungry Japanese financier."

Debt of Honor

Debt of Honor (1994) is a novel by Tom Clancy. It is a continuation of the series featuring his character Jack Ryan. In this installment, Ryan has become the National Security Advisor when the Japanese government (controlled by a group of corporate tycoons known as the Zaibatsu) goes to war with the United States.


The Japanese plan has three major components. First, units of Japan's Self-Defense Forces occupy the Marianas Islands, specifically Saipan and Guam. The invasion, conducted with commercial airliners, is virtually bloodless. Meanwhile, during a joint military exercise, Japanese ships "accidentally" launch torpedoes at two of the U.S. Navy’s Pacific Fleet aircraft carriers and two submarines at the conclusion of a joint U.S.-Japan naval exercise, destroying both submarines and crippling the carriers. This drastically reduces the U.S. capability to project power into the western Pacific.

An immediate retaliation is forestalled by the second element of the Japanese plan: an economic attack. Even as the military mission begins, the Japanese cabal engineers the collapse of the American stock market by exploiting flaws in the program trading systems at major brokerages, and then deletes all trade records. With a massive economic crisis, and panic and chaos in America's homeland, it is hoped that America will be too distracted to quickly respond to Japan's military adventures.

Japan immediately sues for a peaceful settlement, offering international talks and seemingly free elections in the Marianas, in attempt to stall and delay an American military response. Negotiators also secretly reveal to the Americans that Japan has obtained nuclear ballistic missile capability.

Bill, thank you very much. And Bob Herbold, thank you for inviting me to come here today. (The next comment refers to the former Army officer who is now in MS training) I had mixed emotions about you leaving the military and coming to work here. (Laughter.) And I'll tell you, I gave you mild applause. (Laughter.)

I might also point out that we have some seats that say, "Reserved for the Cohen staff," that anyone who does not want to stand up can use. Though I like the notion of having standing room only -- (laughter) But if you'd like to have a seat, we have plenty of room up front.

Coming to the Microsoft campus was something of a unique experience, as we landed in a big helicopter and I was commenting that they probably think this is "Red Dawn" -- (laughter) -- or an invasion by aliens, coming in this large helicopter.


And I wanted to be here today because I believe that Microsoft does understand the crucial connection between our national security and our national prosperity. And Bill Gates a moment ago talked about the connection that we do in fact have.

You do work on information and issues that are of critical importance to us. Critical infrastructure is something that we have to devote more and more time and thought and resources to. We have a new initiative to train those who are departing service members for information technology careers. It's very important to us, as it is to you; and even your support for the restoration of the historical battleship Missouri. So I think you appreciate the connection perhaps more than others do.

The ultrasonic targeting sonar on a homing torpedo is too high in frequency to be heard by the human ear. Kennedy knew that the energy was hitting his submarine, reflecting off the emptiness within, because the sonar waves stopped at the steel-air boundary, bouncing backward to the emitter that generated them.

It couldn't be happening. If it were, others would have noted it, wouldn't they? He looked around. The crew was at battle stations. All watertight doors were closed and dogged down as they would be in combat. Kurushio had launched an exercise torpedo, identical to a warshot in everything but the warhead, for which an instrument package was substituted. They were also designed not to hit their targets, but to turn away from them, because a metal-to-metal strike could break things, and fixing those things could be expensive.

"It's still got us, sir."

But the fish had run straight through the knuckle ...

"Take her down fast!" Kennedy ordered, knowing it was too late for that.

USS Asheville dropped her nose, taking a twenty-degree down-angle, back over thirty knots with the renewed acceleration. The decoy room launched yet another bubble canister. The increased speed degraded sonar performance, but it was clear from the display that the Type 89 had again run straight through the false image of a target and just kept coming.

"Range under five hundred," the tracking part said. One of its members noticed that the Captain was pale and wondered why. Well, nobody likes losing, even in an exercise.

Kennedy thought about maneuvering more as Asheville ducked under the layer yet again. It was too close to outrun. It could outturn him, and every attempt to confuse it had failed. He was just out of ideas. He'd had no time to think it all through.

"Jesus!" Laval took his headphones off. The Type 89 was now alongside the submarine's towed-array sonar, and the noise was well off the scale. "Should turn away any second now ..."

The Captain just stood there, looking around. Was he crazy? Was he the only one who thought -

At the last second, Sonarman 1/c Laval looked aft to his commanding officer. "Sir, it didn't turn!"
