It is truly fitting that America observe April 9 in recognition of our former prisoners of war; that date is the 46th anniversary of the day in 1942 when U.S. forces holding out on the Bataan Peninsula in the Philippines were captured. Later, as prisoners of war, these gallant Americans were subjected to the infamous Bataan Death March and to other inhumane treatment that killed thousands of them before they could be liberated. In every conflict, brutality has invariably been meted out to American prisoners of war; on April 9 and every day, we must remember with solemn pride and gratitude that valor and tenacity have ever been our prisoners' response.
That is clear from the words of then-Captain Jeremiah Denton, USN, when he and other U.S. prisoners of war were freed in 1973 after years of captivity in North Vietnam. "We are honored to have had the opportunity to serve our country under these difficult circumstances," Captain Denton said. Implacable and incredible courage, endurance, faith, and patriotism were behind those words—eloquent and immortal testimony to the spirit of America's Armed Forces in the Vietnam War and throughout our history.
The term "difficult circumstances" referred to nothing less than physical and mental torture, starvation, disease, separation from loved ones, and deprivation of medical treatment—an ordeal that for some, in every conflict, did not end until death. To their brave families we offer solace and salute. To our former prisoners of war who endured so much, we say that with your example and with God's help we will seek to meet the standards of devotion you have set; we will never forget your service or your sacrifice.

A Proclamation
America was founded on the principles of liberty and the rule of law. And throughout our Nation's history, the preservation of individual rights has been dependent upon the dedication of our people to liberty and the institutionalization of its principles in the law of the land.
Our forefathers' dedication to liberty is clearly expressed in this Nation's great Charters of Freedom: the Declaration of Independence, the Constitution and the Bill of Rights. These documents, which are the very foundation of American law, guarantee certain inalienable rights and privileges to every citizen. Among these are: freedom of speech, freedom of the press, freedom of religion, freedom of contract, the right to assemble and petition, the right of property ownership, and the right to due process of law.
This year marks the Nation's twenty-fourth annual celebration of Law Day, U.S.A.—a special day for reflection on our heritage of individual freedom and for rededication to maintaining, through law, the principles of liberty which govern this land.
Now, Therefore, I, Ronald Reagan, President of the United States of America, invite the American people to celebrate Friday, May 1, 1981, as Law Day, U.S.A., and to mark its observance with programs and ceremonies as befits our great heritage of liberty under law.
I urge clergymen of all faiths to bring to public attention through sermons and suitable programs the moral and ethical dimensions of law and liberty.
I also urge schools, civic, service and fraternal organizations, public bodies, libraries, the courts, the legal profession, all media of public information and interested individuals and organizations to participate in the observance through programs which will focus on the Law Day 1981 theme: Law-the Language of Liberty. NEW YORK - The celebrity divorce trial of the summer has been canceled.
Four days before former General Electric Chief Executive Jack Welch and his estranged wife, Jane Beasley Welch, were to lock horns in a Bridgeport, Conn., courtroom, the pair issued a joint news release saying they had reached an amicable settlement. Details of the agreement were not disclosed.
A terse statement with a single sentence said they had settled their differences and were divorced. No terms were disclosed.
However, court papers filed Thursday show one part of the agreement calls for Jack Welch to use his "best efforts" to persuade GE to give his former wife title to a condominium near Central Park in New York City. If she does not get title to the residence within 60 days after the divorce, Jack Welch must pay her $15 million.
Beasley's lawyer, William Zabel, said Thursday that both parties were pleased with the outcome and looked forward to getting on with their lives. Daniel Webb, who represented Welch, said that Welch was pleased to have the matter behind him.
Beasley, who has resumed using her maiden name, had reportedly turned down a settlement of $130 million from her husband. In recent months, the couple, who were married for 13 years, came close to a settlement several times but did not reach an agreement.
A trial could have been embarrassing because Welch had become involved with Suzy Wetlaufer, the former editor of the Harvard Business Review, during his marriage, and details of the relationship might have surfaced in court.
The divorce case attracted national attention after Beasley filed papers last September in Superior Court in Bridgeport, revealing a range of perks that GE had agreed to provide to Welch, many of them for the rest of his life. Public corporate filings disclosed few of the benefits.
They included, among other items, floor-level seats to New York Knicks games, courtside seats at the U.S. Open tennis matches and all costs associated with a Manhattan apartment, from wine and food to laundry, toiletries, newspapers and dining bills at the restaurant Jean Georges, which was in the building where the Welches lived when they were in New York.
Beasley made the filings after the couple failed to reach a divorce settlement.
At the time, Zabel said that she was seeking additional support because her husband had canceled their joint credit cards and was providing her with $35,000 a month, which she said was inadequate.
After some corporate governance experts complained about his perks, Welch defended them but agreed to take on a number of costs himself, including the charges on the New York apartment.

Sailor burned in aircraft carrier fire
HONOLULU - The Navy says a fire aboard the USS George Washington aircraft carrier has left one sailor with minor burns and 23 others with heat stress. The Navy said Friday that sailors extinguished the fire several hours after flames were spotted Thursday in the rear of the nuclear-powered ship. It says the carrier's propulsion plant was not damaged and the fire did not threaten the safety of the ship's nuclear reactor.

BESLAN, RUSSIA - Heavily armed insurgents, some with explosives strapped to their bodies, seized a school here in southern Russia on Wednesday, herded scores of schoolchildren, parents and teachers into its gymnasium and threatened to kill them.
More than a dozen guerrillas, including men and women, stormed Middle School No. 1 in this town in North Ossetia, not far from Chechnya on Russia's southern border with Georgia, as children lined up outside the building just moments after the opening of the school year.
Casualty reports varied widely. At least two people were confirmed killed, including a school parent, but an official in the command operation told the Associated Press on condition of anonymity early today that 16 people were killed - 12 inside the school, two who died in a hospital and two others whose bodies still lay outside and could not be removed because of gunfire. The official said 13 were wounded.
The local police, as well as special forces and soldiers from Russia's 58th Army, surrounded the school, creating a nervous standoff that continued into today in stormy weather that flooded streets.
Officials at the scene would not discuss who they thought the insurgents were, but a man who answered the phone at the school and identified himself as a spokesman for the attackers said they were Chechens.

The Beslan school hostage crisis (also referred to as the Beslan school siege or Beslan massacre) was a three day hostage-taking of over 1000 people which ended in the deaths of over 300. It began when a group of armed mostly Ingush and Chechen terrorists took more than 1,100 people (including 777 children) hostage on September 1, 2004, at School Number One (SNO) in the town of Beslan, North Ossetia, an autonomous republic in the North Caucasus region of the Russian Federation. The hostage taking was carried out by a group sent by the Chechen warlord Shamil Basayev, which issued demands of an end to the Second Chechen War. On the third day of the standoff, Russian security forces stormed the building, using tanks, thermobaric rockets, and other heavy weapons. A series of explosions shook the school, followed by a fire which engulfed the building and a chaotic gunbattle between the hostage-takers and Russian security forces. Ultimately, at least 334
hostages were killed, including 186 children; hundreds more were injured and many were reported missing.
The tragedy led to security and political repercussions in Russia, most notably a series of government reforms consolidating power in the Kremlin and strengthening of the powers of the President of Russia.
