Remarks Announcing the Aircraft Contract With Saudi Arabia and an Exchange With Reporters

The President. Thank you very much, Secretary Brown. Ladies and gentlemen, in this Olympic season, we come here today to announce a gold medal win for America's businesses and workers.
Last year the Government of Saudi Arabia decided to find replacement aircraft for its civilian fleet of approximately 50 airplanes. Today, the Saudi Ambassador, Prince Bandar, has officially informed me that King Fahd has decided to purchase the entire replacement fleet from American companies, from Boeing and McDonnell Douglas. The purchase will be financed by the United States Export-Import Bank. It will total almost $6 billion and will support tens of thousands of American jobs in Washington, California, Kansas, Missouri, Utah, Arkansas, and several other States.
The purchase is a vote of confidence in American quality, American workers, and the competitiveness of our exports. As Secretary Brown said, it underlines the efforts that we have made, from NAFTA to GATT to the APEC conference to our national export strategy in lifting export controls on many products which for many years could not be sold abroad, to expand our markets, to reduce trade barriers, to create good high-paying jobs in America in a thriving and open world economy. It proves again that we can compete; we don't have to retreat.
The United States and Saudi Arabia have long enjoyed close relations. We have especially strong commercial relations in the field of civil aviation. With today's announcement, this proud tradition will continue well into the next century. Close economic ties complement the important political and strategic relationship that we have and that we value greatly with Saudi Arabia.
Let me note that I have already spoken directly with many Members of Congress and Governors and other State and local officials whose constituents will benefit from this sale. The message I gave them is simple: We worked hard on this, and we will continue to work hard at home and abroad to help our people thrive in the global economy.
In closing, let me thank especially King Fahd, Prince Bandar, and the Government of Saudi Arabia for this decision; Secretaries Brown, Christopher, and Pena; Tony Lake and others in the White House, including Bob Rubin and Mr. McLarty, all of whom had some role in this. We all spent a lot of time over a long period on this. The sustained effort that was done is another product of the teamwork that we try to practice in our administration. Secretaries Brown, Christopher, and Pena all personally traveled to Riyadh in part to emphasize the importance of this sale to our country. And I thank them especially for that.
Let me also offer my congratulations to the management and to the employees of Boeing and McDonnell Douglas. Your hard work really made this possible. We just tried to bring it to the surface. America should be proud of this day. And I hope this day will lead us to many others like it.

Q. Mr. President, it's been reported that you personally called on King Fahd to buy American-made aircraft. I'm wondering if this means that you'll be taking a much more active role in drumming up business for U.S. firms? For instance, in Vietnam, since you've recently lifted the trade embargo there, might you encourage leaders in that country to purchase U.S. aircraft?
The President. It depends on what the facts are in any case. I think you can say, first of all, that the Secretary of Commerce has showed an historic level of activism, not only in this area but in many others. The Secretary of State has done a remarkable job in a short period of time in changing the culture of many of our embassies and getting them in country after country after country much more involved in trying to promote commercial activities and working with the Commerce Department and others.
The Secretary of Transportation has, I think, focused on the global aspects of his job more than any of his predecessors that I can think of. So I think what you could say is that this administration will be aggressively involved in this kind of endeavor. When I think it is appropriate and potentially helpful, I don't mind asking for the business. But I think it's something I don't want to lay down a general rule of thumb on because I think it will have to be taken on a case-by-case basis.
Japan-U.S. Trade
Q. Mr. President, are you still contemplating more sanctions against Japan, or can you rule that out for now?
The President. Well, ever since the talks I had with Prime Minister Hosokawa, we've been reviewing our options, consulting with our friends, and trying to assess what course we ought to take. And I think sometime in the next few days my economic team—Mr. Rubin is here—and our national security team will come back with a set of options and recommendations to me. And then I'll have something to say about that. That is different from, of course, the announcement which was made yesterday by Ambassador Kantor on the cellular telephone issue. That's an issue of longstanding development.
Aircraft Contract With Saudi Arabia
Q. Mr. President and Prince Bandar, actually, does this emphasis on redoing the Saudi commercial airline system, does it sort of represent a shift in priorities and a shift in emphasis? Does the Saudi Government no longer feel as much of a military threat perhaps as it did before and feel the need to—[inaudible].
Prince Bandar. No, just means Saudi needs to modernize its fleet, that's all. [Laughter]
The President. For those of you who don't know it, the Prince is an accomplished pilot, trained on American fighters in the United States, and he just wants to always see them in the best and the newest airplanes. [Laughter] Thank you very much.

Q. Mr. President, are there a lot of differences between the U.N. and NATO on Bosnia Sunday night?
The President. No.
Q. What is the problem——
The President. Well, I don't think there is a problem. The decision of the North Atlantic Council still stands. And the rules are clear: that the heavy artillery either has to be taken out of the safe zone or put under the control of the U.N. either in one of these areas where the weapons can be deposited; or if the weapons cannot be moved, they still must be under the control of the U.N.
So I think the issue is just simply working out the mechanism for control of weapons that are either too high in the mountains or snowbound or otherwise unable to be moved to one of these centralized areas. But so far, it seems to me that based on the detailed conversations I had today with the national security staff and the work the Joints Chiefs are doing that they're just working it out. They're just trying to work through what reasonable standards of control are. And I have no reason to believe that there's any difference at this time.
Q. Do you get the sense the Serbs are cooperating and will cooperate Sunday night?
The President. Well, I hope so. It's clear that the NATO allies are still firm. And it's clear to me that the U.N. is working out the real and meaningful definition of control of those weapons.
Health Care Reform
Q. [Inaudible]—can your plan pass without senior citizens group support?
The President. Well, I think the senior citizens groups are going to have to fight for long-term health care and for prescription drugs if they want it in there. They're going to have to fight. That's the message I gave them in New Jersey today. I think they will fight.

608 - Remarks at the Enrico Fermi Award Ceremony

Chairman Seaborg, Dr. Hornig, distinguished ladies and gentlemen:
Twenty-nine years ago, a scientific paper was published which bore a very simple title: "The Mechanism of Nuclear Fission." That paper became the cornerstone for all the later understanding in this field, and its publication was a step toward unlocking the fantastic secrets of the nuclear age.
Today, we have come here to the historic East Room of the White House to honor the man who, with Niels Bohr, wrote that historic paper--Dr. John A. Wheeler of Princeton University: scientist, teacher, innovator, pioneer of modern physics, man of thought and man of action.
To the average layman, merely to read the list of Dr. Wheeler's achievements is to realize how incredibly complicated this world in which we live has become. Most of us are not so surefooted as you are, Dr. Wheeler, in the complex world and in the difficult vocabulary of the nuclear scientist.
But there is one thing that all of us--laymen and scientists alike--can understand: It is the idea that the human mind must be free to range as far and as freely as it can-unfettered and unconstrained. You are one who has chosen, like Ulysses:
"To follow knowledge like a sinking star, Beyond the utmost bound of human thought."
Our hope is to sustain and to support you in that voyage.
Today, we honor a great scientist with the Enrico Fermi Award of the Atomic Energy Commission. In receiving this award, he joins such explorers of the scientific frontier as Dr. John von Neumann, Dr. Eugene Wigner, and that great and that good and that talented public servant, than whom there is no better, Dr. Glenn Seaborg, and Dr. Robert Oppenheimer.
But in honoring him, we honor in addition and also the idea of excellence, and we honor all who make the pursuit of knowledge their vocation.
Dr. Wheeler, it is a very great pleasure to me to welcome you and Mrs. Wheeler-and three other generations of Wheelers-here at the White House today. You do us honor by your visit. And you give your country great satisfaction and assurance.
Dr. Seaborg--this may be the last ceremony that he and I will be in together. It may even be a last appearance unless he comes in as he usually does at the budget. I will let you in on a little secret. I think he is the most difficult man in the government to say "No" to, because he is so pure, so conscientious, and such a great public servant.
Dr. Seaborg, this is an award for Dr. Wheeler, but I want to also give you one before I leave.
DR. SEABORG. Thank you. I can't resist the opportunity to say that perhaps I will take advantage of what seems like almost an invitation.
THE PRESIDENT. We should know that as modest as he is, he doesn't require an invitation.
DR. SEABORG. Mr. President, I would like to read the wording of the Enrico Fermi Award to John A. Wheeler and it says:
This award is for his pioneering contributions to understanding nuclear fission and to developing the technology of plutonium production reactors and his continuing broad contributions to nuclear science. And I might say, ladies and gentlemen, this award is signed Lyndon B. Johnson, the President of the United States and, also, incidentally by the five Atomic Energy Commissioners.
Note: The President spoke at 5:45 p.m. in the East Room at the White House. In his opening words he referred to Dr. Glenn T. Seaborg, Chairman of the Atomic Energy Commission, and Dr. Donald F. Hornig, Special Assistant to the President and Director of the Office of Science and Technology.
During his remarks the President referred to Niels Bohr, Danish physicist, who developed the hypothesis of nuclear fission, Dr. John von Neumann, adviser to the Manhattan Project at Los Alamos, N. Mex., which developed the atomic bomb, and former member of the Atomic Energy Commission, Dr. Eugene Paul Wigner, physicist and developer of preliminary nuclear research in the United States, director of research at Clinton Laboratory, Oak Ridge, Tenn., and former member of the General Advisory Committee of the Atomic Energy Commission, and Dr. J. Executive Order 11348 - Providing for the Further Training of Government Employees
April 20, 1967
By virtue of the authority vested in me by section 301 of Title 3 of the United States Code and by section 2 of the Act of July 7, 1958 (72 Stat. 327), it is ordered as follows:
PART I—GENERAL
SECTION 101. (a) As used in this order, the terms "agency", "employee", "Government", and "training" have the meanings given to those terms, respectively, by section 4101 of Title 5, United States Code.
(b) "Interagency training" means training provided by one agency for other agencies or shared by two or more agencies.
SEC. 102. It is the policy of the Government of the United States to develop its employees through the establishment and operation of progressive and efficient training programs, thereby improving public service, increasing efficiency and economy, building and retaining a force of skilled and efficient employees, and installing and using the best modern practices and techniques in the conduct of the Government's business.
SEC. 103. The Civil Service Commission shall provide leadership and guidance to insure that the policy set forth in section 102 is carried out.
PART II—CIVIL SERVICE COMMISSION RESPONSIBILITIES
SEC. 201. The Civil Service Commission shall plan and promote the development, improvement, coordination, and evaluation of training in accordance with chapter 41 of Title 5, United States Code, and with the policy set forth in section 102 of this order.
SEC. 202. In carrying out its responsibilities under chapter 41 of Title 5, United States Code, and section 201 of this order, the Commission shall:
(a) Advise the President on means for furthering and strengthening programs of training;
(b) Counsel heads of agencies and other agency officials on the improvement of training;
(c) Assist agencies to develop sound programs and financial plans for training and provide advice, information, and assistance to agencies on planning, programming, budgeting, operating, and evaluating training programs;
(d) Identify functional areas in which new or expanded interagency training activity is needed and either conduct such training or arrange for agencies having the substantive competence to do so;
(e) Coordinate interagency training conducted by and for agencies (including agencies and portions of agencies excepted by section 4102(a) of Title 5, United States Code);
(f) Encourage agencies to make appropriate use of non-Government training resources;
(g) Develop, install, and maintain a system to provide the training data needed to carry out its own functions and to provide staff assistance to the President; and
(h) Provide for identification and dissemination of findings of research into training technology and undertake, or assign to other agencies, such research projects as may be needed.
PART III—AGENCY RESPONSIBILITIES AND OPERATIONS
SEC. 301. The head of each agency shall plan, program, budget, operate, and evaluate training programs in accordance with chapter 41 of Title 5, United States Code, and with the policy set forth in section 102 of this order.
SEC. 302. The head of each agency shall:
(a) Foster employee self-development by creating a work environment in which self-development is encouraged, by assuring that opportunities for training and self-study materials are reasonably available where the employee is stationed, and by recognizing self-initiated improvement in performance;
(b) Provide training for employees without regard to race, creed, color, national origin, sex, or other factors unrelated to the need for training;
(c) Establish and make full use of agency facilities for training employees;
(d) Extend agency training programs to employees of other agencies (including agencies and portions of agencies excepted by section 4102(a) of Title 5, United States Code) and assign his employees to interagency training whenever this will result in better training, improved service, or savings to the Government;
(e) Establish interagency training facilities in areas of substantive competence as arranged by the Civil Service Commission; and
(f) Use non-Government training resources as appropriate.
SEC. 303. In carrying out his responsibilities, the head of each agency shall, consonant with chapter 41 of Title 5, United States Code, this order, and regulations of the Civil Service Commission:
(a) Review periodically, but not less often than annually, the agency's program to identify training needed to bring about more effective performance at the least possible cost;
(b) Conduct periodic reviews of individual employee's training needs as related to program objectives;
(c) Conduct research related to training objectives and required for program improvement and effectiveness;
(d) Plan, program, and evaluate training for both short and long-range program needs by occupations,. organizations, or other appropriate groups;
(e) Establish priorities for needed training, and provide for the use of funds and manhours in accordance with these priorities;
(f) Utilize the flexibility of work assignments to provide work experience which promotes growth leading to higher quality and greater quantity of work done;
(g) Establish training facilities and services as needed;
(h) Monitor the effectiveness with which self-development is encouraged and on-the-job training is provided at all levels;
(i) Establish criteria for the selection of employees for training; and
(j) Approve the acceptance of any contributions, awards, or payments to employees authorized by section 401 (b) of this order and regulations issued by the Civil Service Commission.
PART IV—DELEGATIONS
SEC. 401. The following functions vested in the President are hereby delegated to the Civil Service Commission:
(a) The authority under section 4102(b) (1) of Title 5, United States Code, to designate any agency or part thereof, or any employee or employees therein, as excepted from any provision of chapter 41 of Title 5, United States Code, other than sections 4102, 4111 (b), and 4112; and to designate any such agency or part thereof, or any employee or employees therein previously excepted, as again subject to chapter 41 of Title 5, United States Code, or any provision of that chapter.
(b) The authority under section 4111(a) of Title 5, United States Code, to fix by regulation the extent to which the contributions, awards, and payments referred to in that section may be made to and accepted by employees.
SEC. 402. The authority vested in the President by section 4101(6) (B) of Title 5, United States Code, to designate a foreign government or international organization or instrumentality of either as eligible to provide training, is hereby delegated to the head of each agency for his employees except that each such designation shall be made only after the agency head concerned has obtained and given due consideration to the advice of the Department of State thereon prior to the first use of such training facility and thereafter periodically but not less often than once every three years.
PART V—REVOCATION OF PRIOR ORDER
SEC. 501. Executive Order No. 10800 of January 15, 1959, is hereby revoked.

WASHINGTON — Six years ago, in the wake of the Iran-Contra scandal, congressional Democrats and Democratic Party leaders heaped criticism on the way President Ronald Reagan and his CIA director, William J. Casey, had carried out covert intelligence operations.
One of the abuses they cited was the Reagan Administration's failure to inform Congress about covert operations for as much as a year after they were carried out. Another was the practice of raising money from foreign governments, such as Saudi Arabia, to finance American intelligence operations.
So how much change will there be at the CIA now that President Clinton has taken office and the Democrats are once again in charge of the U.S. intelligence community?
Not very much, if earliest indications are any guide.
At his confirmation hearing Tuesday, R. James Woolsey, Clinton's new CIA director, repeatedly refused to make any commitment to notify Congress before or within 48 hours after any covert operation--even though the Democratic Congress last year passed legislation, finally vetoed by President Bush, that would have required such notice.

The first time that Ashura was used to great effect was in 1963. Under pressure from the Kennedy administration to carry out reforms, on January 26, 1963, Shah Mohammad Reza Pahlavi declared the so-called White Revolution. It was a program of reform consisting of (1) land reform, whereby large agricultural land was to be distributed among peasants working on them [the landowners were to be compensated]; (2) nationalization of the forests; (3) privatization of state-owned industries; (4) granting women the right to vote; (5) workers sharing profits in industry; and (6) a nationwide campaign against illiteracy. (On the face of it, the program was progressive. Whether it was a success is not the subject of this article.)
