Donald T. Regan came to me many months ago to say he would like to return to private life in the near future. However, after the revelations about Iran, he indicated he would like to stay and help me and the administration through the investigations. Last week he indicated that with the release of the Tower board report he felt he would like to go through with his original plans to return to private life. I am therefore accepting with regret his resignation as Chief of Staff, effective today. Don Regan has served the administration and the Nation with distinction for 6 years—first as Secretary of the Treasury, and as my Chief of Staff for the last 2 years. I have known him as a friend and associate who has always put the Nation's interest first.
I am also pleased to announce that Howard H. Baker, Jr., has agreed to serve as Chief of Staff to the President of the United States. Howard Baker is a distinguished American who has served as majority and minority leader of the United States Senate, a leader of the Republican Party, and a man of unquestioned integrity and ability.
I am enormously pleased that he is willing to take on this responsibility and to help me organize the White House staff for an aggressive 2 years of work. Howard and I have been friends for a number of years. I have the utmost respect and admiration for him. Howard expects to assume his new responsibilities early next week. I look forward to having him work with me in the months ahead.

A Proclamation
AMENDING PROCLAMATION NOs. 4313 AND 4345 TO FURTHER EXTEND THE APPLICATION PERIOD OF THE PROGRAM FOR THE RETURN OF VIETNAM ERA DRAFT EVADERS AND MILITARY DESERTERS
On September 16, 1974, I issued Proclamation No. 4313, announcing a program of earned return for those convicted and accused of violating certain provisions of the Selective Service Act or the Uniform Code of Military justice during the Vietnam conflict. On January 30, 1975, I amended that Proclamation extending the date by which applications must be received until March 1, 1975.
Based on a further review of the progress of this program, I believe that many of those who have already been punished are only now learning they are eligible. This is confirmed by the large number of applications which continue to be filed with the Presidential Clemency Board. Therefore, I am again extending the date by which all applications must be received.
Now, Therefore, I, Gerald R. Ford, President of the United States of America, pursuant to my powers under Article II of the Constitution, do hereby proclaim that Proclamation No. 4313 is hereby amended as follows :
SECTION 1. Paragraph (i) of Section 1 is amended to read as follows :
"presents himself to a United States Attorney before March 31, 1975."
SEC. 2. The first paragraph of Section 2 is amended by striking out the date "March 1, 1975," after the words "offenses directly related thereto if before" and inserting in place thereof "March 31, 1975,".
In Witness Whereof, I have hereunto set my hand this 28th day of February, in the year of our Lord nineteen hundred seventy-five, and of the Independence of the United States of America the one hundred ninety-ninth.

113 - Statement Announcing Final Extension of the Program for the Return of Vietnam Era Draft Evaders and Military Deserters

ON January 30, 1975, I extended until March 1 the termination date of applications under the clemency program for draft evaders and military absentees who have charges still pending against them and for those who already have been punished for such offenses.
Based on a further review of the progress of this program, I believe that many of those who have already been punished are only now learning they are eligible. This is confirmed by the large number of applications--already exceeding 10,000--which continue to be filed with the Presidential Clemency Board.
Therefore, I am today granting a final extension of the termination date for applications under the clemency program from March 1 until March 31, 1975.
Note: On the same day, the President signed Proclamation 4353 and Executive Order 11842, extending the application period for the clemency program.

ASHDOWN, ARK. ASHDOWN, Ark. (AP) _ A 21-year-old man who was absent without leave from the Marine Corps has been charged with capital murder in the shooting deaths of his parents and younger brother, whose bodies were found in their fire-gutted home, authorities say.
Marine Cpl. Thomas Dewayne Dinger was arrested about 1:20 a.m. today when he showed up at the house on foot, wearing a backpack and carrying a fishing rod, said Prosecutor Jim Bob Steel.
State police and Little River County deputies were at the house three miles south of Ashdown because members of the Ashdown Volunteer Fire Department had discovered three bodies when they responded to a fire call late Tuesday, Sheriff Dallas Keller said.
The sheriff identified those killed as James Thomas Dinger, 41; his wife, Shirley Dinger, about 40; and their 14-year-old son, Brian Dinger.
According to Keller, Dinger told police his younger brother was shot first, in a bedroom, with a .22-caliber pistol, and then Mrs. Dinger was shot with the pistol. Their bodies were found inside the house.
The sheriff said the senior Dinger was wounded with a shotgun outside the house as he arrived home from work for a painting contractor, and then was shot several times with the pistol.
An empty gasoline can was found atop the 14-year-old's body in the bedroom, the sheriff said, adding the house had apparently been set afire shortly after the elder Dinger was shot.
Steel said Dinger was being held in the county jail at Ashdown, and an arraignment was scheduled today.
Neither Steel nor Keller knew where Dinger had been stationed with the Marine Corps. Officials said he had been AWOL for about 10 days.
Steel said Dinger told authorities he had been planning to leave home yesterday and turn himself in to Marine officials.
''We figure the argument was over him leaving,'' Keller said. ''His daddy said he was going back.''

I still haven't had any new thoughts about those memories of Stampede Pass I was writing about. I thought that was some kind of door that was going to open to turn the Thomas Ray memories into conventional memories. The intriguing component about Stampede Pass is that I can' remember what I was driving when I went up there. There's no way I would have driven my blue Mazda RX-7 up there on those gravel roads and I am quite certain I never drove my Jeep Wrangler up there. I certainly would not have driven that Buick car up there, which was the car I had when I moved out here and I just started thinking again about that car yesterday. So the mystery remains: how did I get up there?

[12:30:00] ASHLEIGH BANFIELD, CNN ANCHOR: Two weeks ago, I saw you in Washington and you were fresh off the heels of an Oval Office visit with the president of the United States. Walking into the real Oval Office, having spent, what, I don't know, a better part of a year in a fake Oval Office.
BRYAN CRANSTON, TONY AND EMMY-WINNING ACTOR: Right.
BANFIELD: So the surreal moment that that must have been. Take me there.
CRANSTON: I walked in and I was able to say to the president, "Ah, that's looks familiar and I hear you're moving. Have you put this on the market yet?" And he's a very gracious, smart, welcoming man. And first thing he said, "Do you want to take your coat off? Let's make this relaxed." And so we did.
And we talked about things outside of politics. We talked about being husbands and being fathers and being citizens of our society and how -- what means and what you hope to accomplish measured by your familial responsibilities are.
BANFIELD: And a lot of -- they'll be jay conversation as well. And I read this one piece between the two of you that was super fascinating. And I think it might be helpful for people frustrated with the polarization our politics today. Between you and the president, you sort of illustrated that we've got perhaps the least corrupt Congress of all time and in LBJ's day, some of the things that he had to lubricate the process would cause an indictment or an impeachment today.
CRANSTON: Right. And the polemic nature in politics is tragic in the sense because it's created a condition where nothing really is getting done.

The seed was planted nearly 30 years ago, but it wasn’t until Friday that city and Rotary Club officials broke ground on the Rotary Fountain in Riverfront Park.
Beneath an intermittent drizzle, the group gathered on a three-quarter-acre site that will be transformed into a $1.25 million interactive water fountain and plaza. It is scheduled to open in late May 2005, in time for the Northwest district Rotary conference.
Project designer Bob Perron was among those who watched as the first holes were dug into the cold, wet ground by Mayor Jim West, Dan Cadagan, Rotary Foundation project committee chairman, and other dignitaries. Perron, designer of Riverfront Park, had the vision of an elaborate entrance fountain in 1975.”There was not enough money in the budget then,” Perron said.
Perron, a resident of Portland and architect of that city’s Salmon Street Spring, said the idea resurfaced about 2½ years ago. The Rotary Club wanted to make a major contribution to the city.
The fountain and plaza are being funded by a public-private partnership between the Spokane Park Board and the Downtown Spokane Rotary Club 21. The fundraising has reached 96 percent of the needed amount, thanks to 415 donors, including 31 who each gave more than $5,000.
“This is by far the most significant project we have ever taken on,” Nancy Kennedy, Club 21 president said during the formal ceremony.
The fountain and plaza will bring a radically different look to the entrance of the park. It will cover an area from the Spokane River to Spokane Falls Boulevard on the south border and from the carousel to the “Christmas tree” on the west edge.
Harold Balazs, commissioned as the sculptor, has designed a work that will tell the story of the Spokane Falls and its relationship to native people.
“We were interested in a fountain that reflected in the history of the community,” said Perron, who has worked with Balazs on other architectural projects.
But unlike Perron’s original idea – sculptured children holding hands in water – the flat-deck Rotary Fountain will be run by computer and will be constantly changing. It will have about 140 water jets, sprays, misters, ground hugging fog and other features. It will stand on five stainless columns that are 24 feet high.
The fountain will be open for anyone who wants to play in the water, and will operate from 6 a.m. until midnight from mid-spring to mid-fall, temperature permitting. The fountain may be operated in winter with the mist creating ice formations.
Annual maintenance is estimated between $20,000 and $25,000, Cadagan said. Power alone would cost about $12,000 a year.
Perron said most of the construction is underground piping, which can be done in winter.
“This is going to be one of those things that brings ‘Wow!’ to the city,” West said.
