Also, I am having increasing doubts about my personal safety in this place. While I don't often spend time worrying about my personal safety because I have been in dangerous environments before, my real vulnerability is when I am asleep. It goes back to my time in the Persian Gulf in 1988. I haven't had a good nights sleep since then. We spent several months under constant danger of attack. A lot of ships hit mines in the same waters we traveled and other ships were hit with missiles, as well as my ship having to evade anti-ship missiles. I always wondered if I would awake from the impact of a missile or a mine. This environment reminds me of that situation, especially because I have spent the past 15 years living alone. I have woke up several times here at night to see someone staring into my room and I find that very intimidating. It puts me on edge, makes me think I may need to fight off some sudden, violent attack when I least expect it.

A general charter for the establishment of such procedures is contained in the unanimous Automation Report of the President's Advisory Committee on Labor-Management Policy:
1. Automation and technological progress are essential to the general welfare, the economic strength, and the defense of the Nation.
2. This progress can and must be achieved without the sacrifice of human values.
3. Achievement of technological progress without sacrifice of human values requires a combination of private and governmental action, consonant with the principles of a free society.
The contemplated procedures to be effective must provide the fullest practicable assurance that manning and related issues be settled without interruption of operations.
