All Eyes on Bush for Coming-Out Party

Campaign: Much hyped weekend foray into Iowa, New Hampshire marks an unofficial launching of the race for the Republican presidential nomination.

Words strain to describe the George W. Bush for president phenomenon, with its mix of hope, hype and hysteria. Superlatives fall short. Metaphors are overmatched.

It's a juggernaut, say boosters. No, a soap bubble, say Democrats. No, a zeppelin, says one Republican rival, the Hindenburg itself!

On Saturday, after months of breathless buildup, the George W. Bush campaign becomes something else--a reality.

The Texas governor will fly to Iowa to eat barbecue, tour a neighborhood center, raise money for a pair of congressional backers and give a speech in a big barn. A Monday trip to New Hampshire follows. The travels will mark Bush's first campaign foray outside his home state and, for all intents, the start of a Republican primary fight that has remained effectively frozen, awaiting this very moment.

The political world stands agog.

"There has never been a time, certainly in recent American history, where a candidate who had never run for president developed such a consensus around his candidacy before even campaigning," said Whit Ayres, a veteran GOP pollster. "The delicate trick is to figure out how to lower expectations without seeming to be a great disappointment."

Strategists for the governor are striving mightily.

"There are always people who want to hear and see everything right out of the box and we're not going to do it that way," said David Beckwith, a spokesman for the Bush campaign, purposefully low-balling the candidate's intentions on this first voyage.

The point, Beckwith said, is merely to introduce the governor as a "potential" candidate for president. (Never mind the roughly $15 million Bush has raised, the scores of endorsements lassoed and his commanding lead in public opinion polls; technically, he is just "exploring" a bid.)

Still, with anticipation so stratospherically high, it seems even if Bush walks on water he will end up disappointing some people. "Ronald Reagan never faced these kind of expectations," said Republican strategist Dan Schnur. "Hell, Abraham Lincoln didn't face these kind of expectations."

On the media-madness scale, Bush's Iowa trip ranks somewhere between a papal visit and the Super Bowl. C-SPAN is planning live coverage; about 200 reporters and photographers from around the world have applied to the Bush campaign for credentials. The governor's press entourage alone will be larger than the populations of 89 Iowa towns.

But even more than the media horde, Democrats are eagerly awaiting the performance of the GOP front-runner, convinced that Bush-in-the-flesh won't be nearly as impressive to voters as Bush-in-the-press.

"George Bush is a soap bubble waiting to be popped," sneered Mark Mellman, a Democratic pollster and occasional White House advisor. "He's the biggest speculative bubble since tulips in Holland."

No, insisted Democratic National Committee Chairman Joe Andrew, he's like the Titanic: "Great theme music, nice boat, everyone wants to be on board. The question is, what happens when this unwieldy vessel runs into the iceberg that is Iowa and New Hampshire?"

Bush's GOP rivals, meantime, are monitoring his inaugural journey with a combination of awe, envy and no small anticipation of their own.

"He can come out like the Lone Eagle Lindbergh and fly all the way to Paris," said Patrick J. Buchanan. "Or this could be the Hindenburg on its flight to Lakehurst. So we'll find that out."

In some ways, political analyst Charles Cook suggested, this weekend could be just as important for Bush's rivals as it is for the untested 52-year-old governor. "Right now, they're just not getting nearly the contributions they need, let alone expected," Cook said. "As long as the aura of inevitability stays wrapped around Bush, their candidacies will continue to suffer."

Refusing to stand idly by, rivals Elizabeth Hanford Dole, Lamar Alexander and John R. Kasich all plan their own appearances Saturday in Iowa. They will address the World Pork Expo at the State Fair in Des Moines, hours before Bush shows up, and hope to capture at least some fleeting notice. But asked his most fervent wish for this weekend, an aide to one also-ran Republican replied, "A big earthquake in Iowa--with its epicenter right where Bush happens to be standing at the time."

It may not take that sort of epic natural disaster to shake the Republican race. History promises that Bush will stumble at some point; the question is when. Most observers doubt it will come this weekend. For one thing, Bush has been cramming for weeks in preparation and is mindful of the scrutiny his every move will face. "He realizes people will be watching, and how he handles himself will become a subtext of this whole thing," said spokesman Beckwith, in a further bit of understatement.

Oddly, in the weird way politics sometimes works, some even argue that expectations have gotten so out of hand the circumstances may actually work to Bush's benefit. How?

"It's the counter-spin," explained Nelson Warfield, who tutored in the occasional illogic of political logic as press secretary for the 1996 GOP nominee, Bob Dole. "So many reporters are poised to write that Bush tripped that he may have the benefit of the counterintuitive argument that he actually did well."

Regardless, after months apart from the fray, Bush will clearly enter a new phase of the presidential campaign, one that will expose him as a mortal candidate, warts and all, in a way he has so far avoided. In that sense, for all the buildup the next few days may be less important than what follows.

"I think the real question is six weeks from now," said William Kristol, a leading arbiter of Republican opinion. "Are Bush's [poll] numbers holding up? Does he have interesting things to say about the issues? What he faces is a two-month challenge, not just a two-day challenge."

CEDAR RAPIDS, Iowa — Mere moments after George W. Bush planted his ostrich-skin boots on Iowa soil, Carmen Halverson regarded him with a practiced eye. She pronounced herself pleased.

Halverson has seen loads of presidential candidates come and go. The Texas governor, she adjudged Saturday, is the real deal: "Down to earth and approachable."

At the time, Bush was 30 feet away, surrounded by a swarm of reporters and well-wishers, making his approachability more abstract than real. But Halverson, the chair of the Blackhawk County Republican Women, had already seen and heard enough.

"He has a good appreciation of what the job entails and a good idea of what it takes to get there," she declared after Bush spoke for scarcely two minutes at an airport welcoming rally.

And so it went Saturday as the Republican presidential front-runner came calling on an eager Iowa. It was Bush's first meet-the-people journey outside Texas after months of self-imposed campaign quarantine. The people he met seemed determined not to be disappointed, regardless of anything Bush said or did.

And Bush seemed equally determined to dispel any notion he hoped to swan his way to the nomination as critics--mainly his Republican rivals--have suggested. "You can expect someone who's gonna travel this state as hard as I possibly can," Bush promised. "I intend to win this nomination the old-fashioned way, and that's to earn it."

Hours later at a tourist stop in eastern Iowa, Bush used his first major campaign address to offer a broadly thematic overview of his candidacy, replete with GOP staples such as calls for lower taxes, less regulation, a beefed-up military and "a foreign policy with a touch of iron."

And just in case there were any doubts, given the exploratory status of his campaign, Bush stated definitively: "I'm running for the presidency of the United States. There's no turning back, and I intend to be the next president." A formal declaration of his candidacy is expected in the fall.

In one of several shots at the incumbent administration, Bush said: "I do not run polls to tell me what to think. I make decisions based on a conservative philosophy that is ingrained in my heart: Trust local people to make the right decision for schools, cities and counties. Understand that capitalism is the backbone of our free-enterprise system. Always put America and American workers first. Understand the importance of family and the need for personal responsibility."

Bush, 52, spoke at length of those left behind or doing without amid the nation's great plenty, distinguishing himself from the rest of the crowded Republican field. "The next president must close this gap of hope," he said.

Standing in an open-air exhibition hall, with rolling green farmland as a backdrop, the governor promised as president to give a greater role to faith-based organizations--churches, synagogues, mosques and charities--to help address the nation's social problems. "I will lift the regulations that hamper them," he vowed. "I will involve them in after-school programs, maternity group homes, drug treatment programs and prison fellowship programs . . . Supporting these men and women--the soldiers in the army of compassion--is the next bold step of welfare reform."

Taking up a challenge from some opponents, Bush defended his philosophy of "compassionate conservatism" and, in turn, challenged his critics. "Is compassion beneath us?" he asked. "Is mercy below us? Should our party be led by someone who boasts of a hard heart?"

Arguing that it is both conservative and compassionate to cut taxes, reform welfare and raise education standards--while working to make sure all Americans benefit--Bush said, "I am proud to be a compassionate conservative. I welcome the label. And on this ground I will make my stand."

The 25-minute address, delivered in the measured cadences of Bush's soft Texas drawl, was frequently interrupted by applause. Even Brian Kennedy, arguably the least objective observer in the crowd of 2,000, allowed that Bush had done fine.

"What you saw is that he's got solid skills," said Kennedy, a former chairman of the Iowa Republican Party and now the national political director for Lamar Alexander, a Bush rival. "But it's not like he's the world's greatest campaigner."

That, however, seemed a distinctly minority view.

For all the hype that preceded Bush's daylong visit, Dale Hassman said he was even more impressed than he expected. The 59-year-old "lifelong farm boy" came to the Amana Colonies in eastern Iowa, shopping for a Republican to support in next February's caucuses. He left the speech a Bush man.

"He's got a real stage presence," said Hassman, who noted that even from 20 feet away the governor managed to look him in the eye. "When he makes eye contact like that, you know he really means what he says."

At an evening stop in Des Moines, Bush acknowledged he was late arriving in Iowa, especially compared to rivals who have spent years campaigning in the state. But casting his tardiness as a matter of principle, Bush told several hundred supporters he stuck by a pledge to remain in Texas until the state Legislature adjourned. "I hope you understand it's a promise that I needed to keep," Bush said. "What we need in politics are people who do what they say they're going to do."

While Bush was taking his star turn, Alexander and others in the GOP field were campaigning elsewhere in Iowa, grasping for whatever attention they could get. Elizabeth Hanford Dole, second to Bush in most opinion polls, petted a pig at the World Pork Expo in Des Moines and offered a 10-point farm aid program. She called herself a "courageous conservative," in a subtle jab at Bush and his reluctance, up to now, to make any but the most innocuous statements.

Former Tennessee Gov. Alexander, also focusing on agriculture, promised to boost export subsidies, farm research and use of ethanol-based fuels, the latter a particularly popular stance in corn-growing Iowa. Also appearing at the pork expo, Rep. John R. Kasich of Ohio praised "the values that are practiced every day on the American farm."

For his part, the Texas governor seemed to be having a grand time as he hopscotched across the state. Bush seemed thoroughly at ease, loose even, as he plunged into the embrace of large, friendly crowds and guzzled their enthusiastic applause. At times, with a sly look here and crooked grin there, he seemed to treat the whole exercise as a wonderful lark.

Departing from Austin shortly after dawn on a chartered jet his staff dubbed "Great Expectations," a jocular Bush took to the public address system to welcome his 100-strong press contingent.

"While we hope for a smooth ride today, please keep our seat belts fastened, as we could encounter turbulence at any time during the way," Bush said. Then, cheekily, "We know you have a choice of candidates when you fly. We appreciate you choosing 'Great Expectations.' "

After taking the day off today, Bush is expected to resume his maiden campaign trip with a day of appearances Monday in New Hampshire.

The President's Committee on Mental Retardation, established by Executive Order No. 11280 on May 11, 1966, has mobilized national planning and carried out basic programs in the field of mental retardation. National goals have been established to reduce the occurrence of mental retardation by one-half before the end of the century and to return one-third of the people in mental institutions to useful lives in their communities. The achievement of these goals will require the most effective possible use of public and private resources.

Our country has become increasingly aware in recent years of the need to assure those who are retarded their full status as citizens under the law, and of the continuing need to mobilize the support of the general public and of specialized professional and volunteer groups for mental retardation activities. We also know that we must constantly evaluate existing programs to determine their adequacy and must continually consider a broad range of proposals for new mental retardation activities.

Now, THEREFORE, by virtue of the authority vested in me as President of the United States, it is hereby ordered as follows:

SECTION 1. Committee continued and responsibilities expanded. The President's Committee on Mental Retardation (hereinafter referred to as the Committee), with expanded membership and expanded responsibilities, is hereby continued in operation.

SEC. 2. Composition of Committee. The Committee shall be composed of the following members:

(1) The Secretary of Health, Education, and Welfare, who shall be the Chairman of the Committee.

(2) The Attorney General.

(3) The Secretary of Labor.

(4) The Secretary of Housing and Urban Development.

(5) The Director of the Office of Economic Opportunity.

(6) The Director of ACTION.

(7) Not more than twenty-one other members who shall be appointed to the Committee by the President. These persons may be employed in either the public or the private sectors and may include specialists in medicine and other healing arts, human development, special education, law, and employment problems, as well as members of foundations and other private organizations active in the mental retardation field. Except as the President may from time to time otherwise direct, appointees under this paragraph shall have three-year terms, except that an appointment made to fill a vacancy occurring before the expiration of a term shall be made for the balance of the unexpired term.

SEC. 3. Functions of the Committee. (a) The Committee shall provide such advice and assistance in the area of mental retardation as the President or Secretary of the Department of Health, Education, and Welfare may request and particularly shall advise with respect to the following areas:

(1) evaluation of the adequacy of the national effort to combat mental retardation;

(2) identification of the potential of various Federal programs for achieving Presidential goals in mental retardation;

(3) provision of adequate liaison between Federal activities and related activities of State and local governments, foundations, and other private organizations; and

(4) development and dissemination of such information as will tend to reduce the incidence of retardation and ameliorate its effects.

(b) The Committee shall make an annual report to the President concerning mental retardation. Such additional reports or recommendations may be made as the President may require or as the Committee may deem appropriate.

SEC. 4. Cooperation by other agencies. To assist the Committee in providing advice to the President, Federal departments and agencies requested to do so by the Committee shall designate liaison officers with the Committee. Such officers shall, on request by the Committee, and to the extent permitted by law, provide it with information on department and agency programs which do contribute to or which could contribute to achievement of the President's goals in the field of mental retardation.

SEC. 5. Administrative arrangements. (a) The office of the Secretary of the Department of Health, Education, and Welfare shall, to the extent permitted by law, provide the Committee with necessary staff, administrative services, and facilities.

(b) Each member of the Committee, except any member who then receives other compensation from the United States, may receive compensation for each day he or she is engaged upon the work of the Committee, as authorized by law (5 U.S.C. 3109), and may also receive travel expenses, including per diem in lieu of subsistence, as authorized by law (5 U.S.C. 5703) for persons in the Government service employed intermittently.

(c) The Secretary of Health, Education, and Welfare shall perform such other functions with respect to the Committee as may be required by the provisions of the Federal Advisory Committee Act (5 U.S.C. App. I; 86 Stat. 770).

Dear Dr. :

I wish to thank you and the seven other scientists for your telegram of September 6, 1948, in which you gave me your views on a matter which has been of increasing concern to me--the maintenance of working conditions under which scientists will be encouraged to engage in Government service.

Your views on this subject seem to me so important and timely that I commented on them at some length in my September 13 address before the opening session of the American Association for the Advancement of Science in Washington. I am sending you herewith a copy of that address since it incorporates my views about the situation which disturbs you.

The Nation must protect itself against espionage, infiltration of foreign agents, and untrustworthiness of governmental personnel, particularly in its atomic energy plants and laboratories. I am determined that we shall protect ourselves effectively, but I am equally determined that we shall maintain our safeguards within the framework of our democratic principles. With this I know you agree.

I have fought to keep the subject of atomic energy out of partisan politics, to preserve it as a trust for the American people. I shall continue to do so to the full extent of my powers as head of the Executive Branch of our Government despite the opposing efforts of persons, however highly placed, who understand neither the significance of atomic energy nor the meaning of genuine national security in a democratic nation. As always, public opinion will decide the merits of this controversy. It is your responsibility as well as mine to see that public opinion is informed as to the real issues and the merits or demerits of the opposing views. I enlist your help in order that this objective may be achieved.

PROVIDING FOR THE TRANSFER OF PERSONNEL TO WAR AGENCIES

February 20, 1942

By virtue of the authority vested in me by the Civil Service Act (22 Stat. 403), and by Section 1753 of the Revised Statutes of the United States (U.S.C., title 5, sec. 631), and in order to expedite the transfer of personnel to war agencies, it is hereby ordered as follows:

1. For the purpose of facilitating transfers of employees under the provisions of this Order, the Director of the Bureau of the Budget shall from time to time establish priority classifications of the several Executive departments and agencies, or of parts or activities thereof, in respect to their relative importance to the war program, and such classifications shall be controlling as to transfers under the provisions of this Order.

2. The Civil Service Commission is authorized to secure information as to employees of Executive departments and agencies who are deemed competent to perform essential war work in departments or agencies having a higher priority classification, and, with the consent of the employee concerned, to effect the transfer of any such employee to meet the personnel needs of a department or agency having a higher priority classification.

3. Whenever a transfer is proposed under the provisions of section 2, it shall become effective not later than ten days after notification to the department or agency in which the employee is serving. If, within that period, the employing department or agency presents to the Civil Service Commission evidence that its work will be jeopardized by the loss of the employee's services, the Civil Service Commission shall consider such evidence and make a final decision. Transfers to departments and agencies having the same or lower classifications, shall not be effected without the consent of the department or agency in which the employee is serving.

4. Any employee transferred pursuant to this Order shall be entitled to all the reemployment benefits provided by Executive Order No. 8973 of December 12, 1941.

5. The Civil Service Commission is authorized to adopt such rules and regulations and to establish such procedure as may be necessary to carry out its responsibilities under this Order. Each Executive department and agency shall promptly furnish the Civil Service Commission such information regarding its employees as the Commission may require for the effectuation of this Order.

6. This Order shall supersede any provisions of Executive Order No. 8973 of December 12, 1941, or of any other Executive Order or Rule of the Civil Service Commission which is in conflict therewith.

The AH-64 Apache was designed to be an extremely tough survivor under combat. The prototype Apache made its first flight in 1975 as the YAH-64, and in 1976, Hughes received a full-scale development contract. In 1982, the Army approved the program, now known as AH-64A Apache, for production. Deliveries began from the McDonnell Douglas plant at Mesa, Ariz., in 1984 — the year Hughes Helicopters became part of McDonnell Douglas.

A target acquisition and designation sight/pilot night-vision sensor and other advanced technologies added to its effectiveness in the ground support role. To reduce costs and simplify logistics, the Apache used the same T700 engines as the Army’s Sikorsky UH-60 Black Hawk utility helicopter and its naval cousin, the SH-60 Seahawk.

Highly maneuverable and heavily armed, the combat-proven Apache helicopter is the backbone of the U.S. Army’s all-weather, ground-support capability. The AH-64D Apache Longbow, which first flew as a prototype on May 14, 1992, provided a quantum leap in capability over the AH-64A. The Apache Longbow’s fire-control radar and advanced avionics suite gave combat pilots the ability to rapidly detect, classify, prioritize, and engage stationary or moving enemy targets at standoff ranges in nearly all weather conditions. There is also an international Apache export version.

Over the years, the Apache has been enhanced with advanced technology to make the helicopter more survivable, deployable and easier to maintain. The AH-64 Apache is the most advanced multirole combat helicopter for the U.S. Army and a growing number of international defense forces.

In 2003, the Army accepted the first advanced technology Boeing AH-64D Apache Longbow, referred to as Block II. The Block II version incorporated advanced avionics, digital enhancements and communications upgrades.

In 2011, Boeing delivered the first AH-64D Apache Block III multirole attack helicopter to the Army. Block III brought superior flight performance and increased networked communications capabilities. The AH-64D Apache Block III was renamed the AH-64E Apache “Guardian” in 2012.

In 2012, Boeing also received all-new fuselages for the first AH-64E helicopters, incorporating a variety of small but important modifications to accommodate AH-64E configuration changes, such as enhancements to the extended forward avionics bays and slots for new electronics. More than 100 AH-64Es had been produced as of October 2014.

In an interview, Jack Steinberger spoke about his 1988 Nobel Prize winning research. He states "I did an experiment, together with several other people at Brookhaven National Laboratory … which showed that there is a second kind of neutrino. The neutrino has elementary particles. Elementary particles exist in families of particles … . At the time, the elementary particles which were involved were the electrons and the neutrino. …

[W]e required the [BNL] accelerator, which was the effort of very many people, … and this allowed [us] to make a beam of these neutrinos, and we were able to convince ourselves that these neutrinos were not the same kind of neutrinos as those which had been seen before. They were associated with not electrons, but with something called [muons]. So we were able to understand that there is a different neutrino associated with the [muon] than with the electron.

It also allowed one to understand perhaps for the first time that particles are associated in particular ways, electrons with neutrinos of their sort, [muons] with neutrinos of their sort. Now we know that there are three such families.

Ladies and gentlemen:

As you all know, we are gathered here for the purpose of conferring the four-star rank on Admiral Rickover.

There are so many things that have been said and written about him that there is little that I can add except that from a personal sense, I value my getting to know him well during my trip to the Soviet Union in 1959 and, on our return, our visit to Poland, which he remembers, as I do, as a very special occasion.

He, of course, will be remembered not just for this ceremony--we have lots of four-star Admirals, haven't we, Admiral [Thomas H.] Moorer, Admiral [Elmo R.] Zumwalt--but he will be remembered because he leaves as a monument not only the fact that there are now more ships and a stronger Navy, but that superb breakthrough in technology--Polaris, Poseidon, Trident. No one can ever speak of these breakthroughs without thinking of Admiral Rickover.

I don't mean to suggest by that that he is a man who is without controversy. He speaks his mind. Sometimes he has rivals who disagree with him; sometimes they are right, and he is the first to admit that sometimes he might be wrong. But the greatness of the American military service, and particularly the greatness of the Navy, is symbolized in this ceremony today, because this man, who is controversial, this man, who comes up with unorthodox ideas, did not become submerged by the bureaucracy, because once genius is submerged by bureaucracy, a nation is doomed to mediocrity.

Thanks to Admiral Rickover, as far as our Navy is concerned, apart from the number of ships, but from the standpoint of technology, it is the first in the world and will continue to be, because his genius was not submerged by the huge bureaucracy that could so often have exactly that effect.

So, I congratulate you, Admiral, and now we will have 'the ceremony.

[At this point, Secretary of the Navy John W. Warner read the commission of appointment. The President then resumed speaking.]

Now I have to sign it.

Here is the certificate for the wall, and there is the pen. It is not a very good pen, but you will probably develop a better one.

The Admiral has something he would like to say.
