Intelligence shortcomings, as we see, have a thousand fathers; secret intelligence triumphs are orphans. Here is the unremarked story of ''the Farewell dossier'': how a C.I.A. campaign of computer sabotage resulting in a huge explosion in Siberia -- all engineered by a mild-mannered economist named Gus Weiss -- helped us win the cold war.
Weiss worked down the hall from me in the Nixon administration. In early 1974, he wrote a report on Soviet advances in technology through purchasing and copying that led the beleaguered president -- détente notwithstanding -- to place restrictions on the export of computers and software to the U.S.S.R.
Seven years later, we learned how the K.G.B. responded. I was writing a series of hard-line columns denouncing the financial backing being given Moscow by Germany and Britain for a major natural gas pipeline from Siberia to Europe. That project would give control of European energy supplies to the Communists, as well as generate $8 billion a year to support Soviet computer and satellite research.
President François Mitterrand of France also opposed the gas pipeline. He took President Reagan aside at a conference in Ottawa on July 19, 1981, to reveal that France had recruited a key K.G.B. officer in Moscow Center.
Col. Vladimir Vetrov provided what French intelligence called the Farewell dossier. It contained documents from the K.G.B. Technology Directorate showing how the Soviets were systematically stealing -- or secretly buying through third parties -- the radar, machine tools and semiconductors to keep the Russians nearly competitive with U.S. military-industrial strength through the 70's. In effect, the U.S. was in an arms race with itself.
Reagan passed this on to William J. Casey, his director of central intelligence, now remembered only for the Iran-contra fiasco. Casey called in Weiss, then working with Thomas C. Reed on the staff of the National Security Council. After studying the list of hundreds of Soviet agents and purchasers (including one cosmonaut) assigned to this penetration in the U.S. and Japan, Weiss counseled against deportation.
Instead, according to Reed -- a former Air Force secretary whose fascinating cold war book, ''At the Abyss,'' will be published by Random House next month -- Weiss said: ''Why not help the Soviets with their shopping? Now that we know what they want, we can help them get it.'' The catch: computer chips would be designed to pass Soviet quality tests and then to fail in operation.
In our complex disinformation scheme, deliberately flawed designs for stealth technology and space defense sent Russian scientists down paths that wasted time and money.
The technology topping the Soviets' wish list was for computer control systems to automate the operation of the new trans-Siberian gas pipeline. When we turned down their overt purchase order, the K.G.B. sent a covert agent into a Canadian company to steal the software; tipped off by Farewell, we added what geeks call a ''Trojan Horse'' to the pirated product.
''The pipeline software that was to run the pumps, turbines and valves was programmed to go haywire,'' writes Reed, ''to reset pump speeds and valve settings to produce pressures far beyond those acceptable to the pipeline joints and welds. The result was the most monumental non-nuclear explosion and fire ever seen from space.''
Our Norad monitors feared a nuclear detonation, but satellites that would have picked up its electromagnetic pulse were silent. That mystified many in the White House, but ''Gus Weiss came down the hall to tell his fellow NSC staffers not to worry. It took him another twenty years to tell me why.''
Farewell stayed secret because the blast in June 1982, estimated at three kilotons, took place in the Siberian wilderness, with no casualties known. Nor was the red-faced K.G.B. about to complain publicly about being tricked by bogus technology. But all the software it had stolen for years was suddenly suspect, which stopped or delayed the work of thousands of worried Russian technicians and scientists.
Vetrov was caught and executed in 1983. A year later, Bill Casey ordered the K.G.B. collection network rolled up, closing the Farewell dossier. Gus Weiss died from a fall a few months ago. Now is a time to remember that sometimes our spooks get it right in a big way.

President Trump announced Saturday that White House Chief of Staff John F. Kelly would exit his post by the end of the year, capping the retired Marine general’s rocky tenure as the president’s top aide and portending a major personnel shake-up as Trump prepares to navigate a divided Congress and focuses on his reelection campaign.
White House officials said the two men had a private discussion Friday after months of mounting frustration on the part of the president about his chief of staff and nonstop speculation about Kelly’s future. Kelly is likely to be replaced by Nick Ayers, Vice President Pence’s chief of staff and an experienced campaign operative who possesses the political skills and network that Trump felt Kelly lacked.
But the departure of Kelly — a four-star general with battlefield experience and deep government know-how — deprives the West Wing of a seasoned leader who was seen by allies as a check on some of the president’s most reckless impulses.
The selection of Ayers was not final Saturday as the president attended the Army vs. Navy football game in Philadelphia, and the two men remained in negotiations about the amount of time Ayers would commit to serve, according to White House officials.

As he left the White House on Saturday, Trump told reporters that he would name a replacement in coming days, and that it may be on an interim basis.

WASHINGTON (Reuters) - White House Chief of Staff John Kelly will leave his job at the end of the year, U.S. President Donald Trump said on Saturday, his latest staff shakeup since midterm elections a month ago cost Republicans control of the House of Representatives.
Trump, speaking to reporters as he left the White House to attend the annual football game between the Army and Navy military academies in Philadelphia, said he would name a successor for Kelly, possibly on an interim basis, in the next day or two.
“He’s a great guy,” Trump said of Kelly, who led the Department of Homeland Security before taking over as Trump’s chief of staff. “I appreciate his service very much.”
Trump has been in discussions for months with Nick Ayers, a top aide to Vice President Mike Pence, about becoming his chief of staff, a White House official told Reuters.
The president wants Ayers to do the job for two years, but Ayers is unable to make the commitment because of his family, including two young children, and has agreed to serve only until the spring of 2019, the official said.
“The president and Nick are still working on the specific terms of him taking over,” said the official, adding that Ayers was eyeing a return to Georgia and had been planning to leave Pence’s office and the White House this month.
Ayers has advised a number of high profile Republican governors and would bring a political edge to the president’s inner circle that was not integral to Kelly’s background.
A freewheeling former businessman, Trump brought Kelly in last year to restore order to his often chaotic White House, but has clashed repeatedly with the retired Marine Corps general in recent months. The two men were no longer on speaking terms, according to one source with direct knowledge of the situation.
Paul Ryan, the Republican leader in the House of Representatives, said Kelly was leaving what is “often a thankless job.”
Kelly’s impending departure is part of a broad overhaul designed to recalibrate Trump’s administration as it faces a new reality in Washington, with Democrats set to take control of the House in January and the 2020 presidential race gearing up next year.

I wonder if that's the same day I remember graduating from United States Navy basic training in Orlando.
Must have been.
The uncertainty in my mind is because of vague memories I still have about those last days before we left.
I can still visualize that last day, had my seabag and sunglasses on and the company commander sending us off and I can visualize myself walking for the last time out the door of that barracks we had been in for 8 weeks.
I went across base to begin Basic Electricity and Electronics School for the Electronics Technician occupation rating, a rating I chose because it was one of only two ratings in the Advanced Electronics Field, along with Fire Controlman, and the ET rating required several more weeks of electronics training than FC and I found that appealing to me. Several weeks later, being completely unprepared for unhindered access to cheap alcohol, having been sheltered from alcohol and then on my own with no old woman screeching at me, with no closed door in her house I could ever escape to away from her, I let myself get kicked out of school and sent out to the fleet to work in the deck department as a non-rated sailor. Working my butt off, as since 14 years old, from my own personal initiative and with no personal role models in my past experience, I had become accustomed to regular employment, I was allowed to select a rating to aspire for and I chose the gun/missile Fire Controlman (FC) (in the last days of the Fire Control Technician Missiles (FTM) rating) and worked my way back up and my next fleet assignment was with a bunch of push-button technicians whose career track had been the same as my original aspirations with the ET rating. They went to school for several courses of instruction and were advanced to Petty Officer Third Class (E-4 paygrade after entering recruit training as E-3 paygrade) without ever working a day in the fleet. I had spent over a year - a total of 419 days to be exact - on a shakedown period for the USS Taylor FFG-50 where I had many responsibilities including being responsible for the boatswain locker, helmsman, lookout, repair locker personnel, damage control, others.
All I know for certain is my official military records tell me I was transferred from basic training by the United States Navy on Monday, July 16, 1984.
The previous Friday was the 13th.
The details I vaguely recall are about how my company, C155, finished the course of instruction several days before the other company's finished. The reason, I vaguely recall, is that several companies began the course of instruction during the same week but on different days of the week. So we started on a day before the others started and we finished a few days before the last company finished. If we started on a Monday then others started on Friday. So we finished on a Monday and they finished on a Friday. But we all graduated on the same day, which I believe was a Friday and I have reason to believe was the 13th. I can't imagine we were goofing off for over a week waiting for the other company to finish the course. K076 was the female company I remember starting with us on the same day and I think they were in the same large classroom with us for classroom instruction. I remember a vast number of sailors being on the field for graduation ceremony and my company was a large group of sailors.
The answer might be out there somewhere on the internet but I can't find it.

Night. A car pulls up in front of Jack O'Neill's house and Major Samuels climbs out. He walks up to the front porch and knocks on the door. No one answers, and the camera pans up to the roof.
DRIVER: Sir. There's a ladder over here.
The view pans up to show O'Neill on the roof, looking at the night sky through a telescope. A laptop rests on a small table beside him. Samuels climbs up the ladder to join O'Neill.
SAMUELS: Colonel Jack O'Neill?
O'NEILL: (not looking up) Retired.
SAMUELS: I'm under orders to bring you to General Hammond, sir.
O'NEILL: Never heard of him.
SAMUELS: He replaced General West. He says it's important. Has to do with the Stargate.
Cut to Hammond's office. Hammond is looking over a report when Samuels pounds on the door.
HAMMOND: Come.
Samuels enters, with O'Neill right behind him.
SAMUELS: General Hammond, Colonel Jack O'Neill.
O'NEILL:(as Samuels closes the door) Retired.
HAMMOND: I can see that.
