Remarks on Signing the Afghanistan Day Proclamation

I can't help but say—thank you all very much—but I can't help but recall that I was in Iran on the day that the first coup took place by the Soviet Union in their overthrow there of the government.

I take particular satisfaction in signing today the proclamation authorized by Joint Resolution No. 142, which calls for the commemoration of March 21st as Afghanistan Day throughout the United States. This resolution testifies to America's deep and continuing admiration for the Afghan people in the face of brutal and unprovoked aggression by the Soviet Union.



Coincidentally, the day after Afghanistan Day, this country plans to launch the third Columbia space shuttle. Just as the Columbia, we think, represents man's finest aspirations in the field of science and technology, so too does the struggle of the Afghan people represent man's highest aspirations for freedom. The fact that freedom is the strongest force in the world is daily demonstrated by the people of Afghan. Accordingly, I am dedicating on behalf of the American people the March 22d launch of the Columbia to the people of Afghanistan.

And in that same spirit I call on all Americans to observe Afghanistan Day in their thoughts, their prayers, their activities, and in their own renewed dedication to freedom. With the help of those assembled here today, the unanimous backing of the Congress, and the support of the American people, I'm confident that this day will mark a true celebration, and not just for freedom in Afghanistan, but, for freedom wherever it is threatened or suppressed the world over.

Allegations of insider trading have been made against George W. Bush, later elected President of the United States, for his 1990 sale of stock in Harken Energy Corporation, of which he was a director. The sale raised the issue of whether it constituted illegal insider trading.

In House of Bush, House of Saud, Craig Unger asserts that at the time of Bush's sale, Harken Energy "was expected to run out of money in just three days" (p. 123). In a last-ditch attempt to save the company, Harken was advised by the endowment fund of Harvard University to spin-off two of its lower-performing divisions–"According to a Harken memo, if the plan did not go through, the company had 'no other source of immediate financing.'" Bush had already taken out a $500,000 loan and sought Harken's general counsel for advice. The reply was explicit: "The act of trading, particularly if close in time to the receipt of the inside information, is strong evidence that the insider's investment decision was based on the inside information... the insider should be advised not to sell." This memo was turned over by Bush's attorney the day after the U.S. Securities and Exchange Commission (SEC) ruled that it would not charge Bush with insider trading. Bush's
motivation for selling was his desire to pay down the debt incurred funding the purchase of his interest in the baseball team.

On June 22, Bush sold his 236,140 shares of stock anyway for a net profit of $848,560. The very next quarter, Harken announced losses of $56 million, which continued to the end of the year when the stock "plummeted from $4 to $1.25."

The subsequent SEC investigation ended in 1992 with a memo stating "it appears that Bush did not engage in illegal insider trading," [1]but noted that the memo "must in no way be construed as indicating that the party has been exonerated or that no action may ultimately result" [2]. Critics have contended that the SEC's makeup may have influenced the conclusions of the investigation, although no evidence of impropriety has been found. The chairman at the time was Richard Breeden, a good friend of the Bush family who had been nominated to the SEC by George H. W. Bush and had been a lawyer in James Baker's firm, Baker Botts. The SEC's general counsel at the time was James Doty, who would represent George W. Bush 9 months afterwhen he sought to buy into the Texas Rangers (although Doty recused himself from the investigation). Bush's own lawyer was Robert Jordan, who had been "partners with both Doty and Breeden at Baker Botts and who later became George W.
Bush's ambassador to Saudi Arabia."

As President, Bush has refused to authorize the SEC to release its full report on the Harken investigation. When the Rangers franchise was sold for $259 million in 1998, at a total profit of $170 million, Bush personally received $13.9 million for his $600,078 investment

The inquiry became an issue in the 1994 governor's race when Richards, the incumbent Democrat, challenged its thoroughness, calling it "at best, incomplete, and at worst, a coverup."

Dated Oct. 18, 1993, three weeks before Bush announced his candidacy for governor, the carefully worded letter was addressed to Jordan and said that "the investigation has been terminated as to the conduct of Mr. Bush, and that, at this time, no enforcement action is contemplated with respect to him."

Bush took that as vindication. "The SEC fully investigated the stock deal," he said in October 1994. "I was exonerated." Supporting Bush, the head of the SEC's enforcement division, William McLucas, went beyond the letter and stated publicly that "there was no case there."

Hiler, however, was more cautious. His statement said it "must in no way be construed as indicating that the party has been exonerated or that no action may ultimately result from the staff's investigation."

Vulcan and Portland Arena Management have completed the deal for Vulcan to acquire the Rose Garden arena. Terms weren't disclosed. Read the full release here.

UPDATE: Tod Leiweke, president of Vulcan Sports and Entertainment, says that overall Vulcan approves of the job that Global Spectrum has done in managing the Rose Garden. They're in preliminary talks to see if they can work out a longterm deal with them.

Months of stalking end with 2 dead at UW

Rebecca Griego called her ex-boyfriend Jonathan Rowan "a psycho from the past." He wouldn't stop calling her office at the University of Washington. When she no longer would answer the phone, he harassed her sister and threatened to kidnap her dogs.

On Monday morning, Rowan found Griego alone in her fourth-floor office in Gould Hall and fatally shot her before killing himself.

Starbucks, the king of coffee beans, sold its first shares of stock to the public today, and lines were as long as the queues at its 140 locations in seven metropolitan areas.

Starbucks' 2.1 million shares were priced to start trading at $17 a share, but the stock opened $4 higher at $21, and closed at $21.50. At that price, it made Chairman Howard Schultz's 1.1 million shares worth $23.5 million.

Operation Praying Mantis

Operation Praying Mantis was the April 18, 1988 action waged by U.S. naval forces in retaliation for the Iranian mining of the Persian Gulf and the subsequent damage to an American warship.

On April 14, the guided missile frigate USS Samuel B. Roberts struck a mine while sailing in the Persian Gulf as part of Operation Earnest Will, the 1987-88 convoy missions in which U.S. warships escorted reflagged Kuwaiti oil tankers to protect them from Iranian attacks. The explosion put a 25-foot hole in the Roberts' hull and nearly sank it. But the crew saved their ship with no loss of life, and Roberts was towed to Dubai on April 16.

After the mining, U.S. Navy divers recovered other mines in the area. When the serial numbers were found to match those of mines seized along with the Iran Ajr the previous September, U.S. military officials planned a retaliatory operation against Iranian targets in the Gulf.

The battle, the largest for American surface forces since World War II, sank two Iranian warships and as many as six armed speedboats. It also marked the first surface-to-surface missile engagement in U.S. Navy history.

The attack by the U.S. helped pressure Iran to agree to a ceasefire with Iraq later that summer, ending the eight-year conflict between the Persian Gulf neighbors.

The Serengeti ecosystem is located in north-western Tanzania and extends to south-western Kenya between latitudes 1 and 3 S and longitudes 34 and 36 E. It spans some 30,000 km.

The Serengeti hosts the largest and longest overland migration in the world, a semi-annual occurrence. This migration is one of the ten natural travel wonders of the world.

The region contains several national parks and game reserves. Serengeti is derived from the Maasai language, Maa; specifically "Serengit", meaning "Endless Plains".

Approximately 70 larger mammal and some 500 avifauna species are found there. This high diversity in terms of species is a function of diverse habitats ranging from riverine forests, swamps, kopjes, grasslands and woodlands. Blue Wildebeests, gazelles, zebras and buffalos are some of the commonly found large mammals in the region.

Around October, nearly 2 million herbivores travel from the northern hills toward the southern plains, crossing the Mara River, in pursuit of the rains. In April, they then return to the north through the west, once again crossing the Mara River. This phenomenon is sometimes called the Circular Migration. Over 250,000 wildebeest alone will die along the journey from Tanzania to Masai Mara Reserve in upper Kenya, a total of 500 miles. Death is often caused by injury, exhaustion, or predation. The migration is chronicled in the 1994 documentary film, Africa: The Serengeti.

Mara is one of the 26 regions of Tanzania. The region is named after the Mara River. Musoma serves as the Region's capital.

The Green Island Bridge crosses the Hudson River, connecting Green Island, New York with Troy, New York.

The original Rensselaer and Saratoga Railroad bridge was a wood-truss covered bridge built in 1832. On May 10, 1862 it caught fire from the sparks of a passing locomotive and soon fell into the river. Parts of the burning structure, floating with the current, imperiled the steamboats and the smaller craft tied up along the wharves. The devastating wind-driven fire also consumed more than 500 buildings covering 75 acres of downtown Troy. This bridge was replaced by a second wooden bridge.

In 1884 a steel railroad bridge replaced the second wooden bridge. The steel bridge was really two parallel bridges owned by the Delaware and Hudson Railroad. When rail service ended in Troy on July 27, 1963, it was converted for automobile traffic. Until then the northern span was a rail bridge, and the southern span was a toll bridge for cars, trolleys, and pedestrians. It had a lift span added in 1924-25 for river shipping. This bridge failed on March 15, 1977 due to flooding caused by 2.7 inches of heavy weekend rains, coupled with melting snows and heavy runoff. The flood-induced scour undermined the lift span pier, causing the western lift tower and roadbed span of the bridge to collapse into the Hudson River.

The current Green Island Bridge (shown in the photos) was opened four-and-a-half years later on September 12, 1981. Construction costs topped $23,000,000. The bridge is a vertical lift bridge which is raised only occasionally for river traffic. The two metal-covered frames, which straddle the roadway, house the counterweights and lift mechanisms. The lift bridge joins Troy and Center Island (once known as Starbuck Island), an island in the river. There is another bridge that connects Center Island with the village of Green Island (which is no longer an island).
