Ridge steps down as homeland security secretary

WASHINGTON — Homeland Security Secretary Tom Ridge, whose name became synonymous with color-coded terror alerts and tutorials about how to prepare for possible attack, resigned Tuesday.
Ridge submitted his resignation in writing to President Bush on Tuesday morning but indicated he will continue to serve until Feb. 1. "I will always be grateful for his call to service," Ridge said.
Ridge said that for the future he intends to "raise some family and personal matters to a higher priority," including attending his son's rugby games.

Kleptocracy
A kleptocracy (sometimes cleptocracy) (root: klepto+kratein = rule by thieves) is a government that extends the personal wealth and political power of government officials and the ruling class (collectively, kleptocrats) at the expense of the population. A kleptocratic government often goes beyond merely awarding the prime contracts and civil service posts to friends (a common feature of corrupt governments[citation needed]). They also create projects and programs at a policy level which serve the primary purpose of funnelling money out of the treasury and into the pockets of the executive with little if any regard for the logic, viability or necessity of those projects.
The creation of a kleptocracy powered by dictatorship typically results in many years of general hardship and suffering for the vast majority of citizens, as civil society and the rule of law disintegrate. In addition, kleptocrats routinely ignore economic and social problems in their quest to amass ever more wealth and power.
The protection society has against kleptocracy is largely dependent on the effectiveness of the rule of law to prevent political leaders abusing their powers, the free flow of information (necessary to properly identify kleptocrats) and ability of the population to remove corrupt leaders from office. Many such protections are included in legal documents such as a constitution or a bill of rights and are also found in the United Nations Universal Declaration of Human Rights, Article 17. Many countries have these protections, on paper; in many cases, the rules have not been enforced. The imposition of a government on property rights may not be limited to taxation, licenses, and eminent domain and may extend to outright nationalization of privately held property if left unchecked by the rule of law.

Asset forfeiture is a term used to describe the confiscation of assets, by the State, which are either (a) the proceeds of crime or (b) the instrumentalities of crime. Instrumentalities of crime are property that was used to facilitate crime, for example cars used to transport illegal narcotics. The terminology used in different jurisdictions varies. Some jurisdictions use the term "confiscation" instead of forfeiture. In recent years there has been a growing trend for countries to introduce civil forfeiture and such proceedings may be brought in the USA, Australia, the UK, Ireland, Italy, South Africa, various Canadian Provinces and Antigua.
There are two types of forfeiture cases, criminal and civil. Almost all forfeiture cases practiced today are civil. In civil forfeiture cases, the US Government sues the item of property, not the person; the owner is effectively a third party claimant. Once the government establishes probable cause that the property is subject to forfeiture, the owner must prove on a "preponderance of the evidence" that it is not. "Mission Accomplished", a phrase associated with completing a mission, is in recent years particularly associated with a sign displayed on USS Abraham Lincoln during a televised address by United States President George W. Bush on May 1, 2003.
Bush stated at the time that this was the end to major combat operations in Iraq. While this statement did coincide with an end to the conventional phase of the war, Bush's assertion — and the sign itself — became controversial after guerilla warfare in Iraq increased during the Iraqi insurgency. Army report reveals more details about ambush of Lynch unit

WASHINGTON — When Army Pfc. Jessica Lynch's lost maintenance company was ambushed in Nasiriyah, Iraq, on March 23, many of the unit's soldiers were unable to defend themselves because their weapons malfunctioned, according to an Army report of the incident.
The report, scheduled to be released this week, adds new details to the circumstances reported last month by The Washington Post, which described how the 18-vehicle convoy got lost in the southern Iraqi city after its company commander, Capt. Troy King, did not receive word that the larger column it was following had changed routes. The convoy then made several navigational errors, which required the slow, lumbering vehicles to make two U-turns in the middle of hostile territory.

WASHINGTON, July 22, 2003 – Army Pfc. Jessica Lynch, the first of the rescued prisoners of war from Operation Iraqi Freedom, was discharged from Walter Reed Army Medical Center July 22, her 102nd day of care at the largest medical facility in the Department of Defense.
On July 21 the Army awarded Lynch the Bronze Star, Purple Heart and POW medals. Lt. Gen. James B. Peake, Army surgeon general, presented the awards and spoke briefly to Lynch's family and members of the assembled "families" of Walter Reed, the Army Medical Department and others before presenting the awards.
He said the Purple Heart, "a special award and not one you choose to get," is awarded to a person who's given more to their country than just service "They have given of themselves by going into harm's way." He said other awards have to do with the quality of one's service.
"The Bronze Star is given for meritorious service in combat, and the POW medal is one that very few people receive," Peake said.

The Prisoner of War Medal is a military decoration of the United States armed forces which was authorized by Congress and signed into law by President Ronald Reagan on 8 November 1985.
The Prisoner of War Medal may be awarded to any person who was a prisoner of war after April 5, 1917, (the date of the United States entry into World War I). It is awarded to any person who was taken prisoner or held captive while engaged in an action against an enemy of the United States; while engaged in military operations involving conflict with an opposing Armed Force; or while serving with friendly forces engaged in armed conflict against an opposing Armed Force in which the United States is not a belligerent party. Hostages of terrorists, and persons detained by governments in which the U.S. is not actively engaged in armed conflict are not eligible for the medal. The person's conduct, while in captivity, must have been honorable. This medal may be awarded posthumously to the surviving next of kin of the recipient.
Any false verbal, written or physical claim to the Prisoner of War Medal, by an individual to whom it has not been awarded, is a federal felony offense punishable by up to 12 months in jail and up to a $10,000 fine.

Courage and sacrifice are no strangers to America. In every war since our first struggle for independence, America's prisoners of war have endured terrible hardships and have been called upon to make extraordinary sacrifices. The bravery, perseverance, and profound devotion to duty of our POWs and MIAs have earned them a place of honor in the hearts of all Americans. Their heroism is an inspiration to future generations. Their spirit of hope and their commitment to the defense of freedom are a claim on our loyalty to them.
All Americans are also deeply moved by the pain and suffering endured by the families and friends of those who remain missing or unaccounted for. We share both their burden and their commitment to secure the release of any U.S. personnel who may still be held against their will, to recover the missing, to resolve the accounting, and to relieve the suffering of our missing servicemen. Until the P.O.W./M.I.A. issue has been resolved, it will continue to be a matter of the highest national priority. As a symbol of this national commitment, the P.O.W./M.I.A. Flag will fly over the White House, the Departments of State and Defense, the Veterans' Administration, and the Vietnam Veterans Memorial on September 19, 1986. It will also fly over the Vietnam Veterans Memorial on Memorial Day and Veterans Day.

Months of stalking end with 2 dead at UW
Rebecca Griego called her ex-boyfriend Jonathan Rowan "a psycho from the past." He wouldn't stop calling her office at the University of Washington. When she no longer would answer the phone, he harassed her sister and threatened to kidnap her dogs.
On Monday morning, Rowan found Griego alone in her fourth-floor office in Gould Hall and fatally shot her before killing himself.

Those involved in recreational boating should always remember that the primary responsibility for safety rests with the individual. And while a cruise can be a wonderful experience for one person or an entire family, it can also result in tragedy.
Aware of the need for boating safety, the Congress enacted the joint resolution of June 4, 1958 (36 U.S.C. 161) as amended, requesting that the President proclaim a National Safe Boating Week.

Radio Address to the Nation on Flag Day and Father's Day

My fellow Americans:
Today we celebrate Flag Day, the birthday of our Stars and Stripes. As we think back over the history of our nation's flag, we remember that the story of its early years was often one of hardship and trials, sometimes a fight for simple survival.
Such is the story behind our Star-Spangled Banner. It was 2 years into the War of 1812, and America seemed to be teetering on the edge of defeat. The British had already taken our Capital and burned the White House. Baltimore was the next target in a grand design to divide our forces and crush this newly independent nation of upstart colonies. All that stood between the British and Baltimore were the guns of Fort McHenry, blocking their entry into Baltimore Harbor.
The British bombardment lasted for 25 hours. Through the dark hours of the night, the rockets fired and the bombs exploded. And a young American patriot named Key, held captive aboard a British ship, watched anxiously for some proof, some sign, that liberty would prevail. You can imagine his joy when the next morning, in the dawn's early light, he looked out and saw the banner still flying—a little tattered and torn, but still flying proudly above the ramparts. Fort McHenry and the brave men manning it had withstood the assault. Baltimore was saved. The United States, this great experiment in human freedom, as George Washington described it, would endure.
Thinking back to those times, one realizes that our democracy is so strong because it was forged in the fires of adversity. In those dark days of the war, it must have been easy to give in to despair. But our forefathers were motivated by a cause beyond themselves. From the harsh winter of Valley Forge to the blazing night above Fort McHenry, those patriot soldiers were sustained by the ideals of human freedom. Through the hardships and the setbacks, they kept their eyes on that ideal and purpose, just as through the smoke of battle they kept a lookout for the flag. For with the birth of our nation, the cause of human freedom had become forever tied to that flag and its survival.
As the American Republic grew and prospered and new stars were added to the flag, the ideal of freedom grew and prospered. From the rolling hills of Kentucky to the shores of California to the Sea of Tranquility on the Moon, our pioneers carried our flag before them, a symbol of the indomitable spirit of a free people. And let us never forget that in honoring our flag, we honor the American men and women who have courageously fought and died for it over the last 200 years, patriots who set an ideal above any consideration of self. Our flag flies free today because of their sacrifice.
And I hope you all will join Nancy and me and millions of other Americans at 7 o'clock this evening, eastern daylight time, when we pause a few minutes to say the Pledge of Allegiance. Though separated by many miles, we will be together in our thoughts. These anniversaries remind us that the great American experiment in freedom and democracy has really just begun. They remind us of the terrible hardships our forefathers willingly endured for their beliefs. And they challenge us to match that greatness of spirit in our own time, and I know we will. We are, after all, the land of the free and the home of the brave.
If we ask ourselves what has held our nation together, what has given it the strength to endure and the spirit to achieve, we find the answer in our families and those basic family values of work, hope, charity, faith, and love. So, it's appropriate that this year Father's Day falls on the same weekend as Flag Day, for in commemorating fatherhood, we're also expressing a basic truth about America. What does fatherhood mean today in America? I guess the same as it always has.
Fatherhood can sometimes be walking the floor at midnight with a baby that can't sleep. More likely, fatherhood is repairing a bicycle wheel for the umpteenth time, knowing that it won't last the afternoon. Fatherhood is guiding a youth through the wilderness of adolescence toward adulthood. Fatherhood is holding tight when all seems to be falling apart; and it's letting go when it is time to part. Fatherhood is long hours at the blast furnace or in the fields, behind the wheel or in front of a computer screen, working a 12-hour shift or doing a 6-month tour of duty. It's giving one's all, from the break of day to its end, on the job, in the house, but most of all in the heart.
Now, if you are thinking, "Look who's talking—he's a father himself." Well, that's right, but on today I think we could all remember—this weekend, at least—that every father is also a son. So, on this day for fathers, we, too, say thanks to America's dads—for the labor and legacy of our families and our freedoms.

The first Space Shuttle mission, STS (Space Transportation System)-1, was launched April 12, 1981, and returned April 14. Space Shuttle Columbia orbited the earth 36 times in this 54.5-hour mission.
Not only was this the first launch of the Space Shuttle, but it marked the first time that solid fuel rockets were used for a U.S. manned launch. It was also the first U.S. manned space vehicle launched without an unmanned powered test flight.
