Personnel Reliability Program (PRP) is a United States Department of Defense psychological evaluation program, designed to permit only the most trustworthy individuals to have access to nuclear weapons.
The program was first instituted during the Cold War. Among its goals are, (Quoting from DOD Directive 5210.42)
“ 1. The Department of Defense shall support the national security of the United States by maintaining an effective nuclear deterrent while protecting the public health, safety, and environment. For that reason, nuclear-weapons require special consideration because of their policy implications and military importance, their destructive power, and the political consequences of an accident or an unauthorized act. The safety, security, control, and effectiveness of nuclear weapons are of paramount importance to the security of the United States.
2. Nuclear weapons shall not be subject to loss, theft, sabotage, unauthorized use, unauthorized destruction, unauthorized disablement, jettison, or accidental damage.
3. Only those personnel who have demonstrated the highest degree of individual reliability for allegiance, trustworthiness, conduct, behavior, and responsibility shall be allowed to perform duties associated with nuclear weapons, and they shall be continuously evaluated for adherence to PRP standards.

WASHINGTON — The Air Force’s senior civilian official and its highest-ranking general were ousted by Defense Secretary Robert M. Gates on Thursday after an inquiry into the mishandling of nuclear weapons and components found systemic problems in the Air Force.
The Air Force secretary, Michael W. Wynne, and the service’s chief of staff, Gen. T. Michael Moseley, were forced to resign after the inquiry found that the latest in a series of incidents reflected “a pattern of poor performance” in securing sensitive military components, Mr. Gates said at a Pentagon briefing.
So deep and serious are the problems, Mr. Gates said, that he has asked a former secretary of defense and of energy, James R. Schlesinger, to head “a senior-level task force” to recommend improvements in the safekeeping of nuclear weapons, delivery vehicles and other sensitive items.

Months of stalking end with 2 dead at UW
Rebecca Griego called her ex-boyfriend Jonathan Rowan "a psycho from the past." He wouldn't stop calling her office at the University of Washington. When she no longer would answer the phone, he harassed her sister and threatened to kidnap her dogs.
On Monday morning, Rowan found Griego alone in her fourth-floor office in Gould Hall and fatally shot her before killing himself.

The Naval Criminal Investigative Service (NCIS) is the United States Department of the Navy's primary law enforcement agency and successor to the former Naval Investigative Service (NIS).
Roughly half of the Naval Criminal Investigative Service (NCIS) 2400 employees are civilian special agents. They are trained to carry out a wide variety of assignments at locations across the globe. NCIS special agents are armed federal law enforcement investigators and frequently coordinate with other US government agencies. NCIS agents were the first U.S. law enforcement personnel on the scene at the USS Cole bombing, the Limburg bombing and the terrorist attack in Mombasa, Kenya. NCIS's Cold Case unit has solved 50 homicides since 1995—one of which was 33 years old.
NCIS has conducted fraud investigations resulting in over half a billion dollars in recoveries and restitution to the U.S. Government and the U.S. Navy since 1997. NCIS investigates any death occurring on a Navy vessel or Navy/Marine Corps aircraft or installation (except when the cause of death is medically attributable to disease or natural causes). NCIS oversees the Master at Arms programs for the Navy, overseeing 8800 Masters-At-Arms and the Military Working Dog program. NCIS's three strategic priorities are to: Prevent Terrorism, Protect Secrets, and Reduce Crime.
Current missions for NCIS include criminal investigations, force protection, cross-border drug enforcement, anti-terrorism, counter-terrorism, major procurement fraud, computer crime and counter-intelligence.
