This year marks the Nation's twenty-fourth annual celebration of Law Day, U.S.A.—a special day for reflection on our heritage of individual freedom and for rededication to maintaining, through law, the principles of liberty which govern this land.

Now, Therefore, I, Ronald Reagan, President of the United States of America, invite the American people to celebrate Friday, May 1, 1981, as Law Day, U.S.A., and to mark its observance with programs and ceremonies as befits our great heritage of liberty under law.

I urge clergymen of all faiths to bring to public attention through sermons and suitable programs the moral and ethical dimensions of law and liberty.

Seattle gets Major League Soccer franchise

Major League Soccer is coming to Seattle in 2009.

Sources confirmed on Friday that the long-rumored announcement of an expansion franchise for the city will come early next week.

The new Seattle franchise will play at Qwest Field on Field Turf. The primary ownership group will consist of Seattle Sounders owner Adrian Hanauer, Hollywood mogul Joe Roth, and Seahawks' owner Paul Allen.


Seattle Sounders' officials confirmed today that a press conference would be held Tuesday in Seattle, but would give no further details. Sources said that MLS commissioner Don Garber will attend the press conference.

''I'm excited about a press conference on Tuesday,'' Hanauer said Friday. "There's been a lot of work going on behind scenes to get to the point of having a press conference."

A series of scenes in the dream just now about football. The notion of Princeton University was strongly present in those series of scenes where I seemed to be on a football team but I think something is askew to all that, in that my soccer team is mixed in to those scenes and I was confusing it with my actual participation on an American football team at U.S. Naval Academy. I did see a scene about a football kicker during an American football game. There was a lot of detail I can still visualize but I do not feel all that compelled to describe the scenes. In the next series of scenes though, I seemed to be walking through an open field and there is a paved road running off to my left and there is open field as far as I can see to the other side of it and I guess to my right side although most of the dream seems to visualize over to what was initially my left-side of visualization. Just after that visualization started, and I note that it seems to be
chronologically after the series of football scenes, I saw the Four Horsemen of The Apocalypse in that field on the other side of the paved road and to my minor annoyance, they started charging in my direction and I can visualize that lead Horsemen, but I am left with the vague sense that the Four of them were actually cows that had turned to charge at me. I did some fancy maneuvering and got them going in circles because I could maneuver better than they could but at some point I realized that I was not going to be able to keep that tactic up for very long. As I visualize that scene again now that I am awake, they seemed to have surrounded me. In the next scene though I seemed to have broke away from the Four Bovine of The Apocalypse and I was running flat out across the field at a 45 degree angle ahead of my original line-of-sight and direction of travel and I am vaguely aware of something ahead of me but I cannot visualize it well enough or remember
it well enough to describe. I can remember that I turned around as I was running and threw something back at the lead Cow of The Apocalypse and I struck it squarely on the head and it dropped dead right there on the spot. At that point, I seemed to look back at a bale of hay in the middle of the field, which was the only one in sight, and I thought to myself that I should have stayed near that bale of hay because it was a piece of that bale that I killed the lead Cow of The Apocalypse. But I was still running in that same direction and I cannot really visualize the other Cows of The Apocalypse althought I guess they were back there somewhere in the dust the first Cow kicked up in a field that did not seem that dusty. The detail become very vague at the point where the dreams ends and I vaguely aware of something about how I could get help in fighting off those other three Cows of The Apocalypse if I said I "believed" and so I did say I believed and then
I saw something that I can only describe now vaguely and one of those wagonwheeled-transports, that I think had names such as Conestoga, come traveling by me out in the direction of the other Cows and the wagon seemed to be covered in fire. I think I had stopped running at that point and there are other details about the surroundings that I can still visualize but not well enough to describe and I am left to ponder where I was. As I was writing all this, I remembered there was another series of scenes before the series of scenes about American football and I am left only with the sense of being compelled to remember those scenes and while I can visualize certain details, such as being in a supermarket, I cannot remember enough detail to articulate. I am not certain if those first scenes are connected to the next scenes about the football.

The 1983 Beirut barracks bombing was a major incident on October 23, 1983, during the Lebanese Civil War. Two truck bombs struck separate buildings in Beirut housing U.S. and French members of the Multinational Force in Lebanon, killing hundreds of servicemen, the majority being U.S. Marines.


At around 6:20 a.m., a yellow Mercedes-Benz truck drove to Beirut International Airport, where the 1st Battalion 8th Marines under the 2nd Marine Division had set up its local headquarters. The truck had been substituted for a hijacked water delivery truck. The truck turned onto an access road leading to the Marines' compound and circled a parking lot. The driver then accelerated and crashed through a barbed wire fence around the parking lot, passed between two sentry posts, crashed through a gate and drove into the lobby of the Marine headquarters. The Marine sentries at the gate were operating under rules of engagement which made it very difficult to respond quickly to the truck. By the time the two sentries had locked, loaded, and shouldered their weapons, the truck was already inside the building's entry way.

The suicide bomber detonated his explosives, which were equivalent to 5,400 kg (12,000 pounds) of TNT. The force of the explosion collapsed the four-story cinder-block building into rubble, crushing many inside.

Seattle's new MLS team sponsored by Microsoft

The Associated Press

The new Major League Soccer team in Seattle has found a naming sponsor: Microsoft.

The team announced Wednesday that the Seattle Sounders FC will be sponsored by Microsoft and Xbox Live 360. Microsoft will pay a reported $20 million over five years to be the Sounders' sponsor.

Microsoft executive Robbie Bach says the growth and global scope of soccer enticed the company to get involved with sponsoring a sports franchise. The Redmond-based company said the local connection is important as well.

The team is to begin play in the 2009 MLS season.

2113. Bank robbery and incidental crimes


(a) Whoever, by force and violence, or by intimidation, takes, or attempts to take, from the person or presence of another, or obtains or attempts to obtain by extortion any property or money or any other thing of value belonging to, or in the care, custody, control, management, or possession of, any bank, credit union, or any savings and loan association; or

Whoever enters or attempts to enter any bank, credit union, or any savings and loan association, or any building used in whole or in part as a bank, credit union, or as a savings and loan association, with intent to commit in such bank, credit union, or in such savings and loan association, or building, or part thereof, so used, any felony affecting such bank, credit union, or such savings and loan association and in violation of any statute of the United States, or any larceny—

Shall be fined under this title or imprisoned not more than twenty years, or both.



(d) Whoever, in committing, or in attempting to commit, any offense defined in subsections (a) and (b) of this section, assaults any person, or puts in jeopardy the life of any person by the use of a dangerous weapon or device, shall be fined under this title or imprisoned not more than twenty-five years, or both.

(e) Whoever, in committing any offense defined in this section, or in avoiding or attempting to avoid apprehension for the commission of such offense, or in freeing himself or attempting to free himself from arrest or confinement for such offense, kills any person, or forces any person to accompany him without the consent of such person, shall be imprisoned not less than ten years, or if death results shall be punished by death or life imprisonment.

Microsoft Introduces Sidewinder 3D Pro Joystick

SEATTLE - Microsoft Corp. today announced a new joystick, the company's latest weapon in a battle to win video game enthusiasts over to the personal computer platform.

Microsoft Sidewinder 3D Pro, which will be available in mid-October for about $60, is aimed at Windows 95 operation and will work with older games. But the new joystick will include a total of eight buttons, rather than the usual four, to allow game designers to add new options.

The new device will be packaged with Activision's MechWarrior 2 combat game

After another unsuccessful, illuminated rescue attempt, and with his fuel dangerously low and his aircraft significantly damaged, he launched again and commenced another approach in the face of the continuing enemy opposition. REDMOND - Microsoft Chief Financial Officer Mike Brown is retiring at the end of the year and will be replaced by Treasurer Greg Maffei.

Brown, 51, who joined Microsoft in 1989 as treasurer, recently was named chairman of the Nasdaq stock market.

Maffei, 37, joined Microsoft in 1993 and has been rising steadily through the organization. He was named treasurer in 1994 and was promoted last year to vice president, taking on expanded duties, including corporate development.

Skorick was third in line yesterday morning for the grand opening. The $165.5 million marriage of glass and steel saw 9,000 visitors ushered through its doors in just two hours. Attendance swelled to 24,013 by 5 p.m.



If much of the advance fanfare had centered on the renowned Dutch architect and his bold design, yesterday was about the regular folks who'll be using the library.

World's top architects submit proposals to design new downtown library


Some of the world's top architects have submitted proposals to the Seattle Public Library in hopes of being selected to design the new downtown library. "We are thrilled with the response we have received," said Betty Jane Narver, Library Board president.

Capital Program Director Alex Harris said the 29 proposals received include international firms from Paris, London, Stuttgart, Toronto and Rotterdam, local firms such as NBBJ, LMN Architects and Zimmer Gunsul Fransca Partnership, as well as national firms from Chicago, New York, Massachusetts, Virginia and California. "We are really pleased with the number of firms who made submittals," she added. (Complete list starts on page three.) "It was right in the ballpark of what we were expecting considering complexity and demands of the project."

A new 355,000-square-foot library is slated to open in 2003. The project is part of the Libraries for All" program to rebuild and update Seattle's 107-year-old library system. A $196.4 million bond measure to fund the capital projects was approved overwhelmingly by voters in November. The deadline for receiving qualifications from architects interested in designing the new $89.9 million central library was 2 p.m. today (Wednesday, March 31).

A 14-member Architect Selection Advisory Panel will immediately begin work reviewing the submissions. The panel will recommend three to five firms, which the Library Board will consider at a meeting at 4:30 p.m. Thursday, April 22, at the Central Library, 1000 4th Ave., Lee Auditorium. If an international firm is selected, it will be required to partner with a local firm for the second stage of the process.

The three to five firms will give a public presentation of their work on Monday, May 10, at Benaroya Hall, 200 University St., Recital Hall. (The time will be set when the number of firms is announced.) The firms will be given assignments on that day, and will present their results at a public meeting on Wednesday, May 12, at the Central Library, 1000 4th Ave., Lee Auditorium. (The time will be set when the number of firms is announced.) The Advisory Panel will make a recommendation to the Library Board.

The Library Board will meet at 4:30 p.m. Tuesday, May 18, to consider the Advisory Panel's recommendation.

Following May 18, the Library Board may wish to visit projects completed by the firms, as well as clients and the offices of the finalist or finalists.

One man who sat where you do now and graduated from the Naval Academy in 1968 is another member of our administration-Assistant Secretary of Defense James Webb, the most decorated member of his class. James' gallantry as a marine officer in Vietnam won him the Navy Cross and other decorations, including two Purple Hearts. James wrote several books about American service men and women. In his book, "A Sense of Honor," he describes the life that you have chosen. He wrote:

Congresswoman Holt, Secretary Lehman, Admiral Watkins, General Davis, Admiral Larson, distinguished guests, members of the class of 1985, ladies and gentlemen: I am so proud and honored to be here and to have a 22-gun salute. [Laughter]

But it's an honor for any President to commemorate the graduation of new officers from our service academies, but today is a special privilege for me. I was reminded on the way up here that we have a lot in common. You were the first class to enter the Naval Academy during my term in office, and you might say we've finished a 4-year course together. Now we're both about ready for the real stuff. [Laughter] One thing bothers me, though. I still seem to be climbing that greased monument and you only had to do it once, 3 years ago. 1 [Laughter]

Well, looking out over your faces in this inspiring and historic setting gives reason for confidence in our nation's future. These last 4 years have been spent preparing you to assume responsibility for the protection of our country and all that we stand for. You're part of a noble tradition.

America's independence and freedom, since we were but 13 Colonies huddled along the Atlantic coast, have relied on the bravery, the good sense, and leadership of her officer corps. We've leaned heavily on men of the sea, on our Navy and Marine Corps. Your careers will be no less significant to future generations of Americans than those of past naval heroes.

You will hear during your career, as I've heard during times in my life, that maintaining the military at peak readiness-keeping our forces trained and supplied with the best weapons and equipment—is too costly. Well, I say it is too costly for America not to be prepared. As Presidents since Washington have noted: The way to prevent war is to be prepared for it.

And as obvious as that is, it's not always appreciated. There's a story about John Paul Jones' chief gunners mate. It was during the gore and thunder of that most historic battle. He was loading and firing cannon and carrying the wounded to the medical officer, cutting away the tangled rigging. And apparently in the midst of that first fight, John Paul Jones went below momentarily and changed into a new uniform. And as he emerged on deck a voice rang out through the smoke and fire—it was the British captain asking, "Have you struck your colors?" And the gunners mate, sweat and blood dripping from his body, turned and saw Jones now in his fresh uniform reply: "I have not yet begun to fight." And the gunners mate said, "There's always somebody who didn't get the word."

Sexual harassment

Sexual harassment is harassment or unwelcome attention of a sexual nature. It includes a range of behavior from mild transgressions and annoyances to serious abuses, which can even involve forced sexual activity. (Dziech et al 1990, Boland 2002) Sexual harassment is considered a form of illegal discrimination in many countries, and is a form of abuse (sexual and psychological) and bullying.



Retaliation and backlash against a victim are very common, particularly a complainant. Victims who speak out against sexual harassment are often labeled troublemakers who are on their own power trips, or who are looking for attention. Similar to cases of rape or sexual assault, the victim often becomes the accused, with their appearance, private life, and character likely to fall under intrusive scrutiny and attack. They risk hostility and isolation from colleagues, supervisors, teachers, fellow students, and even friends. They may become the targets of mobbing or relational aggression.

Women are not necessarily sympathetic to female complainants who have been sexually harassed. If the harasser was male, internalized sexism, and/or jealousy over the sexual attention towards the victim, may encourage some women to react with as much hostility towards the complainant as some male colleagues. Fear of being targeted for harassment or retaliation themselves may also cause some women to respond with hostility. For example, when Lois Jenson filed her lawsuit against Eveleth Taconite Co., the women placed a hangman's noose above her workplace, and shunned her both at work and in the community--many of these women later joined her suit.(Bingham et al 2002) Women may even project hostility onto the victim in order to bond with their male coworkers and build trust.

Retaliation has occurred when a sexual harassment victim suffers a negative action as a result of the harassment. For example, a complainant be given poor evaluations or low grades, have their projects sabotaged, be denied work or academic opportunities, have their work hours cut back, and other actions against them which undermine their productivity, or their ability to advance at work or school. They may be suspended, asked to resign, or be fired from their jobs altogether. Moreover, a professor or employer accused of sexual harassment, or who is the colleague of a perpetrator, can use their power to see that a victim is never hired again, or never accepted to another school. Retaliation can even involve further sexual harassment, and also stalking and cyberstalking of the victim.

Of the women who have approached her to share their own experiences of being sexually harassed by their teachers, feminist and writer Naomi Wolf writes,

"I am ashamed of what I tell them: that they should indeed worry about making an accusation because what they fear is likely to come true. Not one of the women I have heard from had an outcome that was not worse for her than silence. One, I recall, was drummed out of the school by peer pressure. Many faced bureaucratic stonewalling. Some women said they lost their academic status as golden girls overnight; grants dried up, letters of recommendation were no longer forthcoming. No one was met with a coherent process that was not weighted against them. Usually, the key decision-makers in the college or university—especially if it was a private university—joined forces to, in effect, collude with the faculty member accused; to protect not him necessarily but the reputation of the university, and to keep information from surfacing in a way that could protect other women. The goal seemed to be not to provide a balanced forum, but damage control."

Another woman who was interviewed by Helen Watson, a sociologist, reported that, "Facing up to the crime and having to deal with it in public is probably worse than suffering in silence. I found it to be a lot worse than the harassment itself." (Watson, 1994)

Apollo 8 was the second successful manned mission of the Apollo space program, in which Commander Frank Borman, Command Module Pilot James Lovell and Lunar Module Pilot William Anders became the first humans to orbit the Moon.


The first mid-course correction came 11 hours into the flight. Testing on the ground had shown there was a small chance that the Service Propulsion System (SPS) engine would explode when burned for long periods unless its combustion chamber was 'coated' first. This could be done by burning the engine for a short period. This first correction burn was only 2.4 seconds and added about 20.4 ft/s (6.2 m/s) prograde (in the direction of travel). This was less than the 24.8 ft/s (7.5 m/s) planned, and the shortfall was due to a bubble of helium in the oxidizer lines causing lower than expected fuel pressure, requiring the crew to use the small Reaction Control System (RCS) thrusters to make up the shortfall. Two later planned midcourse corrections were cancelled as the trajectory was found to be perfect.

Eleven hours into the flight, the crew had been awake for over 16 hours. Prior to launch, NASA had decided that at least one crewmember should be awake at all times to deal with any issues that might arise, and Borman proceeded to start the first sleep shift, but between constant radio chatter and mechanical noises, he found sleep difficult.

About an hour after starting his sleep period, Borman requested clearance to take a Seconal sleeping pill, but the pill had little effect. He eventually fell asleep. Borman awoke feeling ill. He vomited twice, and had a bout of diarrhea that left the spacecraft full of small globules of vomit and feces. The crew cleaned up as best as they could. Borman decided that he did not want the world to know about his medical problems, but Lovell and Anders still wanted to tell the ground. They decided to use the Data Storage Equipment (DSE), which could be used by the crew to tape voice recordings and telemetry, which were then dumped to the ground at high speed. After recording a description of Borman's illness they requested that mission control check the recording, as the crew "would like an evaluation of the voice comments".

A conference between the crew and medical personnel was held using the unoccupied second floor control room (there were two identical control rooms in Houston on the second and third floor, of which only one is used during the course of a mission). During a private communication with the crew, it was decided that there was little to worry about and that it was either a 24-hour flu as Borman thought, or just a reaction to the sleeping pill. In fact, it is now thought that he was suffering from Space Adaptation Syndrome, which affects about a third of astronauts during their first day in space as their vestibular system adapts to weightlessness. It had never arisen on previous spacecraft (Mercury and Gemini) as they had been too small for astronauts to move freely in, which is a known cause of "spacesickness".



The only thing left for the crew now was to perform the Trans-Earth Injection or TEI, which would occur 2½ hours after the end of the television transmission. This was the most critical burn of the whole flight. If the SPS failed to ignite, then the crew would be stuck in orbit around the Moon, with only about 5 more days of oxygen and no chance of escape. Once again, the burn had to be performed while the crew was out of contact with Earth, on the far side of the Moon.

The burn occurred perfectly on time. The spacecraft telemetry was reacquired as it re-emerged from behind the Moon at 89 hours, 28 minutes, and 39 seconds, the exact time predicted. When voice contact was regained, Lovell announced, "Please be informed, there is a Santa Claus", to which Ken Mattingly, the capcom, replied, "That's affirmative, You are the best ones to know". It was Christmas Day, 1968.

GEORGE BUSH has certainly been taking to the skies lately. In March, he parachuted down to the Arizona desert 50 years after having bailed out of a bomber in the Pacific.

On Wednesday, the former President took off on a sunset flight from Houston Intercontinental Airport and returned 50 minutes later to the newly renamed George Bush Intercontinental Airport.

Mr. Bush and his wife, BARBARA, were joined by former Secretary of State JAMES A. BAKER 3D, the astronaut JOHN W. YOUNG and Mayor BOB LANIER on the ceremonial flight to mark the renaming, The Associated Press reported yesterday.

Copyright infringement

'Copyright infringement' (or copyright violation) is the unauthorized use of material that is covered by copyright law, in a manner that violates one of the copyright owner's exclusive rights, such as the right to reproduce or perform the copyrighted work, or to make derivative works.



First element: establishing ownership of a valid copyright

A plaintiff establishes ownership by authorship (by the plaintiff itself or by one who assigned rights to the plaintiff) of (1) an original work of authorship that is (2) fixed in a tangible medium (e.g. a book or musical recording). Registration is not required for copyright itself, but in most cases is a jurisdictional requirement to bring the suit. Registration is also useful because it gives rise to the presumption of a valid copyright, and eliminates the innocent infringement defense, and (if timely made) it allows the plaintiff to elect statutory damages, and be eligible for a possible award of attorney fees.

Works that are not sufficiently original, or which constitute facts, a method or process cannot enjoy copy protection.. U.S. Courts do not recognize the "sweat of the brow" doctrine, which originally allowed protection for those who labored to collect and organize facts. To combat this, business which assemble databases of information have relied on contract law where copyright law offers no protection. For a work to be original, it must possess a "modicum of creativity", which is a "low threshold" although some creativity must exist.

Copyright protects the fixed expression of ideas, but not the ideas themselves. (Ideas are protected by patents). Nevertheless, an expression must exist in a fixed tangible medium. A movie script writer who discusses a plot idea which has not yet been written would not be protected if another heard his idea and wrote a screenplay himself. Whether RAM constitutes a "fixed medium" is a contentious issue in copyright litigation because of the transitory nature of RAM.


Second element: establishing actual copying

A plaintiff establishes actual copying with direct or indirect evidence. Direct evidence is satisfied either by a defendant's admission to copying or the testimony of witnesses who observed the defendant in the act. More commonly, a plaintiff relies on circumstantial or indirect evidence. A court will infer copying by a showing of a "striking similarity" between the copyrighted work and the alleged copy, along with a showing of both access and use of that access. A plaintiff may establish access by proof of distribution over a large geographical area, or by eyewitness testimony that the defendant owned a copy of the protected work. Access alone is not sufficient to establish infringement. The plaintiff must show a similarity between the two works, and the degree of similarity will affect the probability that illicit copying in fact occurred in the court's eyes. Even then, the plaintiff must show that the copying amounted to improper appropriation.
Indeed, the US Supreme Court has held that not all copying constitutes infringement and a showing of misappropriation is necessary.


Third element: establishing misappropriation

A copyrighted work may contain elements which are not copyrightable, such as facts, ideas, themes, or content in the public domain. A plaintiff alleging misappropriation must first demonstrate that what the defendant appropriated from the copyrighted work was protectible. Second, a plaintiff must show that the intended audience will recognize substantial similarities between the two works. The intended audience may be the general public, or a specialized field. The degree of similarity necessary for a court to find misappropriation is not easily defined. Indeed, "the test for infringement of a copyright is of necessity vague." Two methods are used to determine if unlawful appropriation has occurred: the subtractive method and the totality method.

The subtractive method, also known as the "abstraction/subtraction approach" seeks to analyze what parts of a copyrighted work are protectible and which are not. The unprotected elements are subtracted and the fact finder then determines whether substantial similarities exist in the protectible expression which remains. For instance, if the copyright holder for West Side Story alleged infringement, the elements of that musical borrowed from Romeo and Juliet would be subtracted before comparing it to the allegedly infringing work because Romeo and Juliet exists in the public domain.

The totality method, also known as the "total concept and feel" approach takes the work as a whole with all elements included when determining if a substantial similarity exists. The individual elements of the alleged infringing work may by themselves be substantially different from their corresponding part in the copyrighted work, but nevertheless taken together be a clear misappropriation of copyrightable material.

I remember having dreams when I last slept but I can remember absolutely no details. Except, maybe something to do with my imaginary girlfriend, Lily. For a while I have been wondering if they can also manipulate my half-asleep dreams too. Those are those first dreams I remember having when I am drifting off to sleep. I have never really thought of them as dreams though, rather more like random thoughts that go through my mind as I drift off. Last night, I have two such thoughts that stuck with me when I woke up minutes or seconds later. The first one was of Senator Carl Levin standing in front of me either in an elevator or waiting for an elevator. He said something about how my "reading was correct." The second scene was of Lily telling me of some endearing quality about herself.

This imaginary girlfriend routine is kind of fun, but with all these actors around me, who knows what is the reality. What I really want to avoid is encouraging people to stalk women on TV. No one should take seriously the perceived affections of a person on TV. My hope is that this situation will end soon and then some third person will make arrangements where we can meet and I can determine if this was all my imagination.

Even if Lily is as nice in person as she seems to be on TV, I'm beginning to think I shouldn't pursue it. I've been feeling confident this thing could actually be real, but that is actually a real problem. So many people are watching what I do in private so they can try to mimic my success. If I talk to a pretty woman on TV while sitting in my living room and then end up spending the foreseeable future finding ways to make her smile in a real relationship, then there are going to be other people out there trying the same thing. And after that Tacoma Mall terrorist, I just think this is all a bad idea. As some jerk standing next to me the other day pointed out conspicuously secretive: It sucks to be me. And then there are all these people with the "priceless," "volume down," etc. bullshit.....when does it end? How are they finding out this stuff? Why can't they just all go away and if anybody has to monitor everything I do and write, why can't they just
give that job to Lily? That would be pretty fun.

Letter to the Speaker of the House of Representatives and the President of the Senate on Low Intensity Conflict Policy

Dear Mr. Speaker: (Dear Mr. President:)

Conflict in the Third World can pose serious threats to our security interests. Low intensity conflicts, which take place at levels below conventional war, but above routine peaceful competition among states, can be particularly troublesome.

The attached report, prepared pursuant to section 1311 of the National Defense Authorization Act of 1987, responds to legislation passed by the Congress in 1986. It describes actions taken, and ongoing, as a result of our experience with low intensity conflicts over the last several years and highlights a broad-range effort to address problems associated with low intensity conflict and our Special Operations Forces. In that regard, in June of this year, I approved a new national policy and strategy for low intensity conflict and established a Board for Low Intensity Conflict that is chaired by my National Security Adviser. The essential elements of our low intensity conflict policy and strategy are described in the report.

We have also activated the new Unified Command for Special Operations, improved our special operations capabilities, and established the office of the new Assistant Secretary of Defense for Special Operations and Low Intensity Conflict.

More work lies ahead. The United States must continue to respond to challenges arising from low intensity conflict -- to defend our interests and support those who put their lives on the line in the common cause of freedom. For the United States to be effective in this most important undertaking, there must be public understanding and strong congressional support. I hope this report will contribute to a broader understanding of low intensity conflict and the support that our policy requires.
