Those involved in recreational boating should always remember that the primary responsibility for safety rests with the individual. And while a cruise can be a wonderful experience for one person or an entire family, it can also result in tragedy.
Aware of the need for boating safety, the Congress enacted the joint resolution of June 4, 1958 (36 U.S.C. 161) as amended, requesting that the President proclaim a National Safe Boating Week.
Now, Therefore, I, Ronald Reagan, President of the United States of America, do hereby designate the week beginning on June 7, 1981 as National Safe Boating Week.

The President. Well, thank you all for being here. Nancy and I want to welcome you all to the White House for this happy occasion. On days like this and at lunches like this, I find myself looking up and thinking what a wonderful job I have. We're here today to present the Medal of Freedom to seven Americans. This medal is the highest civilian honor our nation can bestow. And I've always thought it highly significant that we call it not the Medal of Talent or the Medal of Valor or the Medal of Courage or Genius but the Medal of Freedom. I think that says a lot about our values and what we honor and what we love.
Freedom is important to all of us. As someone who spent many years making speeches, I have quoted many definitions of freedom—some very moving and eloquent. But I've always liked George Orwell's blunt and unadorned statement. He said, "Freedom is the right to say no." There's something kind of happily rebellious about that definitions and I thought of it this morning because I decided this year's recipients of the Medal of Freedom are distinguished by this. You're a group of happy rebels. In your careers and in the way you have lived your lives, you've all said no—a most emphatic no—to mediocrity, to averageness, to timidity. You've said no to the rules of the game and the regulations of the day. You've said no to the conventional wisdom, no to the merely adequate, no to the limits and limitations on yourselves and others.
But it's probably true that there is little point to freedom unless it's accompanied by a big yes! And each of you has uttered a resounding Whitmanesque yes to many things—to excellence and risk and reach, to courage and the untried and the supposedly impossible. You've rebelled against the artificial and embraced the authentic. You've achieved a great deal. And your creativity itself has been life-affirming, for creation is a profoundly faithful act, an act that says, "I trust in the future, and I trust in life itself."
You're all originals. You've all made America better—a better place—and you've made it seem a better place in the eyes of the people of the world. And this today is just our way of saying thanks. And without further ado, I'm going to read the citations for the medals now and award them to the recipients.

Insurance fraud is any act committed with the intent to fraudulently obtain payment from an insurer.
Insurance fraud has existed ever since the beginning of insurance as a commercial enterprise. Fraudulent claims account for a significant portion of all claims received by insurers, and cost billions of dollars annually. Types of insurance fraud are very diverse, and occur in all areas of insurance. Insurance crimes also range in severity, from slightly exaggerating claims to deliberately causing accidents or damage. Fraudulent activities also affect the lives of innocent people, both directly through accidental or purposeful injury or damage, and indirectly as these crimes cause insurance premiums to be higher. Insurance fraud poses a very significant problem, and governments and other organizations are making efforts to deter such activities.
Fraudulent activities against property insurance providers consist of the destruction of property in order to receive insurance payments for it. Possible motivations for this can include obtaining payment that is worth more than the value of the property destroyed, or to destroy and subsequently receive payment for goods that could not otherwise be sold. According to Alfred Manes, the majority of property insurance crimes involve arson. One reason for this is that any evidence that a fire was started by arson is often destroyed by the fire itself.
According to the Coalition Against Insurance Fraud, a former business executive from Chicago resorted to insurance fraud to pay off his debt of over $672,000. He set fire to his own home in order to collect insurance money on it. In order to disguise this act of arson, he trapped his ninety year old mother in the basement while the house was burning so that the fire would appear to be a suicide. He received about $600,000 in insurance money, but was eventually convicted on several charges and sentenced to 190 years in federal prison.

Taxi Driver
Travis Bickle (De Niro), who claims to be an honorably discharged Marine – it is implied that he is a Vietnam Veteran – is a lonely and depressed young man of 26. His origins are unknown. He sends his parents cards, lying about his life and saying he works with the Secret Service. He settles in Manhattan where he becomes a night time taxi driver due to chronic insomnia. Bickle spends his restless days in seedy porn theaters and works 12 or 14 hour shifts during the evening and night time hours carrying passengers among all five boroughs of New York City.
Bickle becomes interested in Betsy (Cybill Shepherd), a campaign volunteer for New York Senator Charles Palantine, who is running for the presidential nomination and is promising dramatic social change. She is initially intrigued by Bickle and agrees to a date with him after he flirts with her over coffee and sympathizes with her own apparent loneliness. She compares him to a character in the Kris Kristofferson song "The Pilgrim." On their date, however, Bickle is clueless about how to treat a woman and thinks it would be a good idea to take her to a Swedish sex education film (Language of Love). Offended, she leaves him and takes a taxi home alone. The next day he tries to reconcile with Betsy, phoning her and sending her flowers, but all of his attempts are in vain.
Rejected and depressed, Bickle's thoughts begin to turn violent. Disgusted by the petty street crime (especially prostitution) that he witnesses while driving through the city, he now finds a focus for his frustration and begins a program of intense physical training. He buys a number of pistols from an illegal dealer (Steven Prince) and practices a menacing speech in the mirror, while pulling out a pistol that he attached to a home-made sliding action holster on his right arm ("You talkin' to me?"). He develops an ominously intense interest in Senator Palantine's public appearances and it seems that he somehow blames the presidential hopeful for his own failure at wooing Betsy and maybe hopes to include her boss in his growing list of targets. In an accidental warm-up, Bickle randomly walks into a robbery in a run-down grocery and shoots the robber (Nat Grant) in the face; adding to the bizarre violence, the grocery owner (Victor Argo) encourages Bickle
(who has no permit for his guns) to flee the scene and then proceeds to club the near-dead stickup man with a steel pole.
Alone in his apartment, Bickle postures and practices his moves in front of the mirror.Bickle is revolted by what he considers the moral decay around him. One night while on shift, Iris (Jodie Foster), a 12-year-old child prostitute, gets in his cab, attempting to escape her pimp. Shocked by the occurrence Bickle fails to drive off and the pimp, "Sport" (Harvey Keitel), reaches the cab. Sport gives Bickle a crumpled twenty dollar bill, which haunts Travis with the memory of his failure to help. Later seeing Iris on the street he pays for her time, although he does not have sex with her and instead tries to convince her to leave this way of life behind. The next day, they meet for breakfast and Bickle becomes obsessed with saving this naïve child-woman who thinks hanging out with hookers, pimps and drug dealers is more "hip" than dating young boys and going to school.
Any lingering doubt in the viewer's mind about Bickle's sanity is obliterated when he is suddenly and shockingly shown to be sporting a crude Mohawk haircut at a public rally in which he actually attempts to assassinate Senator Palantine. He is spotted by Secret Service men and flees. Bickle returns to his apartment, then drives to Alphabet City where he shoots Sport, before storming into the brothel and killing the bouncer, Sport (who has followed Bickle), and Iris' mafioso customer. He then calmly tries repeatedly to fire a bullet into his own head from under his chin but all the weapons are empty so he resigns himself to resting on a convenient sofa until police arrive on the scene of mayhem and carnage.
A brief epilogue shows Bickle recuperating from the incident. He has received a handwritten letter from Iris' parents who thank him for saving their daughter, and the media hails him as a hero for saving her as well. Bickle blithely returns to his job, where one night one of his fares happens to be Betsy. She comments about his saving of Iris and Bickle's own media fame, yet Bickle denies being any sort of hero. He drops her off without charging her as a nod to her attempt to rekindle their all-too-brief relationship.

Kleptocracy
A kleptocracy (sometimes cleptocracy) (root: klepto+kratein = rule by thieves) is a government that extends the personal wealth and political power of government officials and the ruling class (collectively, kleptocrats) at the expense of the population. A kleptocratic government often goes beyond merely awarding the prime contracts and civil service posts to friends (a common feature of corrupt governments[citation needed]). They also create projects and programs at a policy level which serve the primary purpose of funnelling money out of the treasury and into the pockets of the executive with little if any regard for the logic, viability or necessity of those projects.
The creation of a kleptocracy powered by dictatorship typically results in many years of general hardship and suffering for the vast majority of citizens, as civil society and the rule of law disintegrate. In addition, kleptocrats routinely ignore economic and social problems in their quest to amass ever more wealth and power.
The protection society has against kleptocracy is largely dependent on the effectiveness of the rule of law to prevent political leaders abusing their powers, the free flow of information (necessary to properly identify kleptocrats) and ability of the population to remove corrupt leaders from office. Many such protections are included in legal documents such as a constitution or a bill of rights and are also found in the United Nations Universal Declaration of Human Rights, Article 17. Many countries have these protections, on paper; in many cases, the rules have not been enforced. The imposition of a government on property rights may not be limited to taxation, licenses, and eminent domain and may extend to outright nationalization of privately held property if left unchecked by the rule of law.

Captain Apollo
Captain Apollo is the name of a fictitious character in the original Battlestar Galactica television series. He was played by Richard Hatch, who would also later appear as the character of Tom Zarek in the reimagined Battlestar Galactica series in 2005.
Apollo was a Viper spacefighter pilot of the Battlestar Galactica, and the son of Commander Adama. (A diary entry from Adama in one of the novelizations based on the original television series says that he was named for one of Adama's squadron mates from his time aboard the battlestar Cerberus.) His sister is Lieutenant Athena, and his mother was Ila.
Apollo's history has been marred by tragedy. The loss of the Twelve Colonies deprived him of not only his home, but many of his personal relationships. His brother Zac was shot down by a Cylon ambush. Zac's viper was damaged, and Apollo left him behind in order to warn the Galactica of the ambush. His mother Ila was killed in the subsequent Cylon sneak attack. Later on, Apollo married Serina, a reporter-turned-shuttle-pilot who became a reserve Viper pilot. Shortly after their wedding, she was killed by Cylons on Kobol. Apollo then adopted Serina's son, Boxey and became a single father to him.
In the final episode of the series, Apollo becomes romantically involved with Lieutenant Sheba. His best friend is Lieutenant Starbuck.
Apollo is arguably the central character of Battlestar Galactica, as most of the storylines and character relationships revolve around him.
Apollo always flies with Starbuck as his wingman. The exception is in the episode Lost Planet of the Gods, where he flies with Serina in her second and last mission as a Viper pilot. Starbuck and Apollo frequently fly with Lieutenant Boomer as a third wingman.

Copyright infringement
'Copyright infringement' (or copyright violation) is the unauthorized use of material that is covered by copyright law, in a manner that violates one of the copyright owner's exclusive rights, such as the right to reproduce or perform the copyrighted work, or to make derivative works.
First element: establishing ownership of a valid copyright
A plaintiff establishes ownership by authorship (by the plaintiff itself or by one who assigned rights to the plaintiff) of (1) an original work of authorship that is (2) fixed in a tangible medium (e.g. a book or musical recording). Registration is not required for copyright itself, but in most cases is a jurisdictional requirement to bring the suit. Registration is also useful because it gives rise to the presumption of a valid copyright, and eliminates the innocent infringement defense, and (if timely made) it allows the plaintiff to elect statutory damages, and be eligible for a possible award of attorney fees.
Works that are not sufficiently original, or which constitute facts, a method or process cannot enjoy copy protection.. U.S. Courts do not recognize the "sweat of the brow" doctrine, which originally allowed protection for those who labored to collect and organize facts. To combat this, business which assemble databases of information have relied on contract law where copyright law offers no protection. For a work to be original, it must possess a "modicum of creativity", which is a "low threshold" although some creativity must exist.
Copyright protects the fixed expression of ideas, but not the ideas themselves. (Ideas are protected by patents). Nevertheless, an expression must exist in a fixed tangible medium. A movie script writer who discusses a plot idea which has not yet been written would not be protected if another heard his idea and wrote a screenplay himself. Whether RAM constitutes a "fixed medium" is a contentious issue in copyright litigation because of the transitory nature of RAM.
Second element: establishing actual copying
A plaintiff establishes actual copying with direct or indirect evidence. Direct evidence is satisfied either by a defendant's admission to copying or the testimony of witnesses who observed the defendant in the act. More commonly, a plaintiff relies on circumstantial or indirect evidence. A court will infer copying by a showing of a "striking similarity" between the copyrighted work and the alleged copy, along with a showing of both access and use of that access. A plaintiff may establish access by proof of distribution over a large geographical area, or by eyewitness testimony that the defendant owned a copy of the protected work. Access alone is not sufficient to establish infringement. The plaintiff must show a similarity between the two works, and the degree of similarity will affect the probability that illicit copying in fact occurred in the court's eyes. Even then, the plaintiff must show that the copying amounted to improper appropriation.
Indeed, the US Supreme Court has held that not all copying constitutes infringement and a showing of misappropriation is necessary.
Third element: establishing misappropriation
A copyrighted work may contain elements which are not copyrightable, such as facts, ideas, themes, or content in the public domain. A plaintiff alleging misappropriation must first demonstrate that what the defendant appropriated from the copyrighted work was protectible. Second, a plaintiff must show that the intended audience will recognize substantial similarities between the two works. The intended audience may be the general public, or a specialized field. The degree of similarity necessary for a court to find misappropriation is not easily defined. Indeed, "the test for infringement of a copyright is of necessity vague." Two methods are used to determine if unlawful appropriation has occurred: the subtractive method and the totality method.
The subtractive method, also known as the "abstraction/subtraction approach" seeks to analyze what parts of a copyrighted work are protectible and which are not. The totality method, also known as the "total concept and feel" approach takes the work as a whole with all elements included when determining if a substantial similarity exists. With the deactivation of Composite Squadron 8 in September 2003, the last TA-4 Skyhawks were retired from Navy service. In the following account, a former aerial photographer remembers the aircraft as a superior photographic platform.
My first exposure to the A-4 Skyhawk came in 1970 when I was in junior high school. My father took me to the Cape May, N.J., National Air Races where the Air Barons of NAS Glenview, Ill., performed a tactical aerial display for the crowd of thousands. Flying A-4Ls they demonstrated toss bombing, in-flight refueling and formation fly-bys. I thought the “Scooter” was a really neat, noisy little aircraft.

Just a day before he died, President Kennedy compared our space program to a boy who comes upon a wall in an orchard. The wall is tall. It looks insurmountable, but the boy is curious about what lies on the other side. So he throws his cap over the wall, and then he has no choice but to go after it.
Twenty-five years ago today, our Nation, represented by these three brave men, made that climb. And so, today we are gathered to celebrate their voyage and, I honestly hope, to recommit ourselves to their spirit of discovery.Apollo 11 , Neil Armstrong, Buzz Aldrin, and Michael Collins were our guides for the wondrous, the unimaginable at that time, the true handiwork of God. They realized the dreams of a nation. They fulfilled an American destiny. They taught us that nothing is impossible if we set our sights high enough.
Today we're honored to have them and all the other Apollo astronauts who are here with us. For every American who followed your journey, especially for those of us who were young on that fateful day 25 years ago, and for the young Americans who still dream dreams of a future in space, we thank you all.
Looking back on that mission, one thing is clear that we ought to remember today. It wasn't easy. The ship to the heavens measured just 13 feet in diameter. Red Dawn is a 1984 film by John Milius about an invasion of the United States by the Soviet Union, Cuba and other Communist Central American armies, and the resulting guerrilla actions of a group of American high school students in the town of Calumet, Colorado. The movie features Patrick Swayze, C. Thomas Howell, Lea Thompson, Charlie Sheen, Jennifer Grey, and Powers Boothe.
Much of the progress and politics of the war is left to the viewer's speculation in the film's first half (putting the audience in the position of the characters, who also have no idea what is going on beyond their immediate surroundings), but specific facts are later provided by a downed U.S. Air Force pilot, Lieutenant Colonel Andrew Tanner.
Director/screenwriter John Milius reported that he had obtained the help and input of former Secretary of State and NATO commander General Alexander Haig to create the backstory/scenario,[citation needed] which required an invasion of the U.S. by Communist countries with minimal use of nuclear weapons on both sides.
The film's backstory involves several alternate history political precedents. The Green Party came to power in West Germany, forcing the removal of U.S. forces from that nation and all nuclear weapons from Europe. The resulting upheaval left NATO as a political nonentity, with only Britain remaining as a U.S. ally. At the same time, Soviet allies Cuba and Nicaragua each expanded their armies to 500,000 men, subsequently overrunning El Salvador and Honduras. A civil war in Mexico resulted in that country falling behind the Communist "Iron Curtain." In a parallel to Operation Barbarossa, the Soviet Union, like Nazi Germany, now had a broad base from which to invade its primary enemy, and thousands of troops from satellite nations to augment their own armies.
During this time, the Soviet Union was suffering its worst wheat harvest in 55 years and food riots were occurring throughout the nations of the Warsaw Pact. Apparently desperate for food to feed its people, the Soviet Union and its allies launched a full scale invasion of the United States. Although the movie was released in 1984, the story itself takes place in the near future, starting in 1989 and ending in 1990, because the Holodomor of 1932-1934 is probably[original research?] what is being referred to in the opening narration as the previous "worst wheat harvest" that happened 55 years beforehand.
The Soviets utilize a three-phase attack. First, they use strategic nuclear strikes to destroy key points of communication including several major U.S. cities (Omaha, Kansas City and Washington, D.C. are specifically cited). Strategic nuclear weapons are also used to destroy ICBM bases in Montana and the Dakotas. In addition, it is hinted that Cuban infiltrators aid in confusing U.S. forces by raiding Strategic Air Command bases throughout the Midwest and Texas. Coupled with these nuclear attacks, Soviet transport aircraft containing elite Soviet VDV and Cuban paratroopers slipped through the U.S. radar disguised as commercial airliners.

The Federation continues to lose the war with the Dominion/Cardassian Alliance — and morale is sinking fast. Realizing that the Federation needs a major victory, Sisko launches a plan to retake Deep Space Nine, using a task force comprised of ships throughout the Starfleet. Meanwhile, Odo continues to struggle with reconciling his thoughts for the Female Shapeshifter and remaining loyal to his friends, especially Kira. Despite his mixed feelings, he cannot resist linking — joining physically — with the fellow Changeling.
Rom is sentenced to execution for interfering in Dominion efforts to destroy the minefield barricading Jem'Hadar reinforcements on the other side of the wormhole. When Quark promises his brother he will find a way to free him, Rom tells him it is more important that he destroy the beam being used to take down the minefield. Kira asks Ziyal to convince her father, Gul Dukat, to release Rom, but Dukat turns his daughter down. Meanwhile, Quark learns that the minefield will be destroyed within a week, allowing thousands of Dominion troops to come through the wormhole and flood the Alpha Quadrant.
Quark and Kira realize they must warn Starfleet, so Jake smuggles out an encrypted message to his father. Sisko receives it and realizes he must begin his mission immediately, although needed reinforcements are days away from arrival.
Tracking the movements of the Federation fleet, Dukat and Weyoun realize something big is being planned. However, Dukat is more concerned about reconciling with Ziyal. He sends Damar, his second-in-command, to convince her to speak with him, but Damar, who dislikes Ziyal, is rough with the girl. Kira witnesses this and angrily attacks Damar, nearly killing him. Meanwhile, Sisko returns to the Defiant to personally lead the task force for his pivotal mission.
Dukat realizes the Federation troops are headed for the space station but is confident they won't have a chance once the minefield comes down. A bruised Damar asks Dukat for permission to arrest Kira, but Dukat only cares about what transpired between Damar and Ziyal. Odo has a disturbing conversation with the Female Shapeshifter, but when he later tries to talk to Kira, she refuses to accept his apology. Meanwhile, Sisko and his troops — headed for a wall of over one thousand Dominion ships — face what appears to be a suicide mission.

NASA Releases Plans for Next Generation Spacecraft
NASA Administrator Michael Griffin today released the results of the agency's exploration architecture study – a blueprint for the next generation of spacecraft to take humans back to the moon and on to Mars and other destinations.
The study makes specific design recommendations for a vehicle to carry crews into space, a family of launch vehicles to take crews to the moon and beyond, and a "lunar mission architecture" for landing on the moon. It also recommends the technologies NASA should pursue in the near term.

It shall be unlawful for any person who has received any income derived, directly or indirectly, from a pattern of racketeering activity or through collection of an unlawful debt in which such person has participated as a principal within the meaning of section 2, title 18, United States Code, to use or invest, directly or indirectly, any part of such income, or the proceeds of such income, in acquisition of any interest in, or the establishment or operation of, any enterprise which is engaged in, or the activities of which affect, interstate or foreign commerce.
§ 1963. Criminal penalties
Whoever violates any provision of section 1962 of this chapter shall be fined under this title or imprisoned not more than 20 years (or for life if the violation is based on a racketeering activity for which the maximum penalty includes life imprisonment), or both, and shall forfeit to the United States, irrespective of any provision of State law—
(1) any interest the person has acquired or maintained in violation of section 1962;
(2) any—
(A) interest in;
(B) security of;
(C) claim against; or
(D) property or contractual right of any kind affording a source of influence over; any enterprise which the person has established, operated, controlled, conducted, or participated in the conduct of, in violation of section 1962; and

He set fire to his own home in order to collect insurance money on it. In order to disguise this act of arson, he trapped his ninety year old mother in the basement while the house was burning so that the fire would appear to be a suicide. He received about $600,000 in insurance money, but was eventually convicted on several charges and sentenced to 190 years in federal prison.

Allen Takes Stadium Push To Airwaves

A new television ad campaign marks the start of Paul Allen's push for public support to tear down the Kingdome and build a $402 million stadium for the Seahawks.
To distinguish his stadium from the one the Mariners are building, Allen this week began running a 30-second TV spot in Seattle, Spokane and Yakima, touting his promise to buy the Seahawks while also taking responsibility for any cost overruns.
The ad - coming just days after a citizens task force announced its proposal to finance a new football stadium - will run through Sunday.
"We're on a short fuse between now and a May or June election," said Bert Kolde, Football Northwest vice chairman. "We do need to start doing some of the groundwork."
The television ad, titled "Facts," is intended to emphasize Allen's commitment to buy the Hawks. The Mercer Island billionaire paid about $20 million in April for a 15-month option to buy the team from California developer Ken Behring. He has until July 1 to decide.
In the ad, which began to air Sunday, an announcer points out that Allen has promised to cap public spending, to raise $100 million in private money for the project and to put the package before voters.

The Mercer Island billionaire left yesterday's festivities to Gov. Gary Locke, King County Executive Ron Sims and more than a dozen other state and local dignitaries, whose simpatico emotions turned the affair at the Seahawk training facility into a lovefest.
