Those involved in recreational boating should always remember that the primary responsibility for safety rests with the individual. And while a cruise can be a wonderful experience for one person or an entire family, it can also result in tragedy.
Aware of the need for boating safety, the Congress enacted the joint resolution of June 4, 1958 (36 U.S.C. 161) as amended, requesting that the President proclaim a National Safe Boating Week.

SAN FRANCISCO - The battleship USS Missouri, modernized with nuclear missile capability and advanced computer technology, returned to service Saturday, nearly 41 years after it was the scene of the Japanese surrender.
Defense Secretary Caspar Weinberger called the recommissioning "a day to celebrate the rebirth of American sea power" and said it marks "one of the great satisfactions of my tenure."
The ship, which last saw action in the Korean War, is a key part of President Reagan's plan to bring the Navy's strength up to 600 ships.
About 12,000 guests joined the 1,654 officers and enlisted men in dress blues for the festivities aboard the 887-foot dreadnought.
"It certainly is from another era," Lehman said, "but it has the most modern, computerized weapon system that exists in anyone's navy."
He said the Missouri's guns can fire 4,000 rounds a minute, and its 17,000 tons of stressed armor plating includes an 11-inch thick belt around the entire ship. The French Exocet missile, used by Argentina to sink a British ship during the Falkland Islands fighting, would bounce off the Missouri, he said.

Court `bout' called off
The court bout scheduled to begin Tuesday between comic Richard Belzer and wrestlers Hulk Hogan and Mr. T was called off before the combatants could make it into the ring. The $5 million lawsuit stemmed from a 1985 television encounter between the 150-pound Belzer and the 307-pound Hulkster which the comedian said left him unconscious. Jury selection was scheduled to start Tuesday in Manhattan, but Belzer's attorney said a settlement was reached "in the last hour of the last working day of the year." Terms were not disclosed.

SILVER SPRING, Md. - While President Bush talks about "a kinder, gentler nation," Laura Rosetree says everything about his face - from his straight eyelids to his narrow nose and thin-lipped smile - suggests that Bush isn't very keen on kindness.
And about those lips. Bush says "read my lips" about not raising taxes, but what are his lips really saying?
"What they suggest is that Bush controls his speech very carefully," says Rosetree, a self-proclaimed expert in analyzing faces to learn what they reveal about personality.
"He doesn't say whatever he's really feeling or thinking," she said. "If you literally read his lips, they are proclaiming, `I'm not ever going to get sentimental on you. I'm not going to be a bleeding heart." Rosetree, 41, is a former self-development teacher who became interested in "reading" faces in New York in 1976, when she met an elderly Chinese practitioner of an ancient method known as "siang mien.' After a decade of research, she says, she developed her own psychic road map of the human face, which she describes in a 285-page book titled "I Can Read Your Face.' She claims that every facial feature from eyebrows to chin dimples can betray how people think, behave and handle life's challenges. While most psychologists would scoff at such a claim, Rosetree says she's been hired by several businesses to train salespeople and real estate agents in reading the faces of prospective customers.
Sitting in her sunny apartment in this Washington suburb, Rosetree studied a close-up photo of Bush and a videotape of a Nov. 7 news conference for clues to his personality.
Her conclusion: Bush is a hard-nosed pragmatist and skeptic, a die- hard ideologue, a shrewd negotiator and skilled conciliator, an intellectual who revels in the realm of ideas, a decision-maker who respects facts, disdains feelings and isn't afraid of criticism.
"He's not a people person, he's more of an idea person,"Rosetree says. Even the small inner circle of Bush's ear suggests that he "listens for facts and objective information rather than feelings, emotions or spiritual aspects," she says.
"Kindness is not a major trait of George Bush's, judging by his face," Rosetree said.

`Die Hard II' spurs flap
Portions of Bruce Willis' Die Hard II will be filmed at Stapleton International Airport in Denver, which has angered airline officials who say it endorses terrorism. "It involves terrorism, violence against airports, destruction of an aircraft and a crash," said Jack Ekey, general manager of United Airlines' Denver operations. "As a matter of principle, we don't believe that kind of thing represents either airports or airlines in a way which we see ourselves or want the public to see us," Ekey said. Twentieth Century-Fox plans to start shooting the film at Stapleton on Jan. 15. Greg Lazzaro, location manager of the film, said the airlines' position is "total, unadulterated bull."
Raye hurt in accident
Actress Martha Raye, the exuberant 73-year-old comedian known as the "Big Mouth," broke several ribs in a fall at home that forced a hospital stay in Los Angeles, officials said. Raye was listed in fair condition Friday at Cedars-Sinai Medical Center, said hospital spokesman Ron Wise. She fell Tuesday. Raye worked in theater and in movies such as Charlie Chaplin's Monsieur Verdoux but perhaps is best known for entertaining troops with Bob Hope. Most recently, she has appeared in television commercials for a denture adhesive.

Consolidation of power
The new government quickly installed a totalitarian dictatorship to Germany with legal measures establishing a co-ordinated central government, (see Gleichschaltung). On the night of 27 February 1933, the Reichstag building was set afire, and the Dutch council communist Marinus van der Lubbe was found inside; he was arrested, charged with arson, tried, and then decapitated. The fire immediately provoked the response of thousands of anarchists, socialists, and communists throughout the Reich; describing said free-speech exercises as insurrection, the Nazis imprisoned many to Dachau concentration camp. The public worried that the fire had been a signal meant to initiate communist revolution in Germany, as in 1919, so the Nazis exploited the arson with the Reichstag Fire Decree (27 February 1933), rescinding most German civil liberties, including habeas corpus, to so suppress their opponents.

The Pet Goat
"The Pet Goat" (erroneously known as "My Pet Goat") is a children's story contained in the book Reading Mastery II: Storybook 1, by Siegfried Engelmann and Elaine C. Bruner (ISBN 0-02-686355-3). The book is part of the thirty-one volume Reading Mastery series published by the SRA Macmillan early-childhood education division of McGraw-Hill. It uses the direct instruction teaching style.
The story gained notoriety because U.S. President George W. Bush was reading it with Sarasota, Florida schoolchildren in Emma E. Booker Elementary School at the time at which then-White House Chief of Staff Andrew Card informed him of the September 11, 2001, terrorist attacks.
On the evening of 9/11 Bush stated:
"Immediately following the first attack, I implemented our government's emergency response plans. Our military is powerful, and it's prepared. Our emergency teams are working in New York City and Washington, D.C. to help with local rescue efforts."
In Orlando Florida on December 4, 2001, Bush explained:
"Actually I was in a classroom talking about a reading program that works. And I was sitting outside the classroom waiting to go in, and I saw an airplane hit the tower -- the TV was obviously on, and I used to fly myself, and I said, "There's one terrible pilot." And I said, "It must have been a horrible accident." But I was whisked off there - I didn't have much time to think about it."
Again at a town meeting in Ontario in January 2002:
"first of all, when we walked into the classroom, I had seen this plane fly into the first building. There was a TV set on. And you know, I thought it was pilot error and I was amazed that anybody could make such a terrible mistake. And something was wrong with the plane"
Both statements, however, have been criticized as impossible. The first plane to hit the tower was not shown live.
