The group antiair warfare officer ordered the cruiser's Aegis weapons system into full automatic mode. Tico had been built with this exact situation in mind. Her powerful radar/computer system immediately identified the incoming missiles as hostile and assigned each a priority of destruction. The computer was completely on its own, free to fire on its electronic will at anything diagnosed as a threat. Numbers, symbols, and vectors paraded across the master tactical display. The fore and aft twin missile launchers trained out at the first targets and awaited the orders to fire. Aegis was state-of-the-art, the best SAM system yet devised, but it had one major weakness: Tico carried only ninety-six SM2 surface-to-air missiles; there were one hundred forty incoming Kingfish. The computer had not been programmed to think about that.
Aboard Nimitz, Toland could feel the carrier heeling into a radical turn, her engines advanced to flank speed, driving the massive warship at over thirty-five knots. Her nuclear-powered escorts, Virginia and California, were also tracking the Kingfish, their own missiles trained out on their launchers.

The Kingfish were at eight thousand feet, one hundred miles out, covering a mile every four seconds. Each had now selected a target, choosing the largest within their fields of view. Nimitz was the nearest large ship, with her missile-ship escorts to her north.
Tico launched her first quartet of missiles as the targets reached a range of ninety-nine miles. The rockets exploded into the air, leaving a trail of pale gray smoke. They had barely cleared the launch rails when the mounts went vertical and swiveled to receive their reloads. The load-and-fire time was under eight seconds. The cruiser would average one missile fired every two seconds. Just over three minutes later, her missile magazines were empty. The cruiser emerged from the base of an enormous gray arch of smoke. Her only remaining defenses were her gun systems.
The SAMs raced in at their targets with a closing speed of over two thousand miles per hour, directed in by the reflected waves of the ship's own fire-control radars. At a range of a hundred fifty yards from their targets, the warheads detonated. The Aegis system did quite well. Just over 60 percent of the targets were destroyed. There were now eighty-two incoming missiles targeted on a total of eight ships.

Message to the Congress Transmitting Proposed Human Cloning Prohibition Legislation

This proposal will also provide for further review of the ethical and scientific issues associated with the use of somatic cell nuclear transfer in human beings.
Following the February report that a sheep had been successfully cloned using a new technique, I requested my National Bioethics Advisory Commission to examine the ethical and legal implications of applying the same cloning technology to human beings. The Commission concluded that at this time "it is morally unacceptable for anyone in the public or private sector, whether in a research or clinical setting, to attempt to create a child using somatic cell nuclear transfer cloning" and recommended that Federal legislation be enacted to prohibit such activities. I agree with the Commission's conclusion and am transmitting this legislative proposal to implement its recommendation.
Various forms of cloning technology have been used for decades resulting in important biomedical and agricultural advances. Genes, cells, tissues, and even whole plants and animals have been cloned to develop new therapies for treating such disorders as cancer, diabetes, and cystic fibrosis. Cloning technology also holds promise for producing replacement skin, cartilage, or bone tissue for burn or accident victims, and nerve tissue to treat spinal cord injury. Therefore, nothing in the "Cloning Prohibition Act of 1997" restricts activities in other areas of biomedical and agricultural research that involve: (1) the use of somatic cell nuclear transfer or other cloning technologies to clone molecules, DNA, cells, and tissues; or (2) the use of somatic cell nuclear transfer techniques to create animals.
The Commission recommended that such legislation provide for further review of the state of somatic cell nuclear transfer technology and the ethical and social issues attendant to its potential use to create human beings. My legislative proposal would implement this recommendation and assign responsibility for the review, to be completed in the fifth year after passage of the legislation, to the National Bioethics Advisory Commission.
I urge the Congress to give this legislation prompt and favorable consideration.

Thank you very much, Dr. Shapiro, for that fine set of remarks and for your report. I thank all the members of the President's Committee of Advisers. I'd also like to thank Secretary Shalala and Dr. Varmus for being here today, along with the President's Adviser on Science and Technology, Dr. Jack Gibbons. And I thank Congressman Brown and Congresswoman Morella for being here and for their interest in this important issue. But mostly let me say again, I am profoundly grateful to the National Bioethics Advisory Commission and to Dr. Harold Shapiro for preparing this report on a difficult topic in a short period of time, requiring an extensive inquiry. Your commitment and your courage in breaking new ground in policy is deeply appreciated.
As the Vice President has said and all of us know, we live in an era of breathtaking scientific discovery. More and more, our future in the world depends upon advances in science and technology. And more and more, the scientific community will influence the course of the future and the lives that our children will lead in the new century that is upon us.
As I said in my commencement address at Morgan State University last month, our scientific explorations must be guided by our commitment to human values, to the good of society, to our basic sense of right and wrong. Nothing makes the necessity of that moral obligation more clear than the troubling possibility that these new animal-cloning techniques could be used to create a child. That is why I acted in March to ban the use of Federal funds for cloning human beings and to urge the private sector to observe the ban voluntarily while we initiated a national dialog on the risks and the responsibilities of such a possibility, and why I asked this Commission to issue this report.
For 3 months, the Commission has rigorously explored the scientific, moral, and spiritual dimensions of human cloning. It has talked to leading scientists and religious leaders, to philosophers and families, to patient advocates and to the general public. From many opinions and beliefs, as Dr. Shapiro said, one unanimous conclusion has emerged: Attempting to clone a human being is unacceptably dangerous to the child and morally unacceptable to our society.
I believe strongly that this conclusion reflects a national consensus, and I believe personally that it is the right thing to do. Today I am sending legislation to the Congress that prohibits anyone in either public or private sectors from using these techniques to create a child. Until the day I sign the legislation into law, the ban on Federal funding I declared in March will remain in effect. And once again, I call upon the private sector to refrain voluntarily from using this technology to attempt to clone a human being.
I want to make clear that there is nothing inherently immoral or wrong with these new techniques—used for proper purposes. In fact, they hold the promise of revolutionary new medical treatments and life-saving cures to diseases like cystic fibrosis, diabetes, and cancer, to better crops and stronger livestock. This legislation, therefore, will not prohibit the use of these techniques to clone DNA in cells, and it will not ban the cloning of animals. What the legislation will do is to reaffirm our most cherished belief about the miracle of human life and the God-given individuality each person possesses. It will ensure that we do not fall prey to the temptation to replicate ourselves at the expense of those beliefs and the lives of innocent children we would produce.
Finally, the legislation will ensure that we continue the national dialog we began 3 months ago and will provide the Nation and the Congress another opportunity to take a look at this issue in 5 years. To make sure that all our voices are heard as we explore human cloning, the legislation specifically requires the National Bioethics Advisory Commission to continue its study and report back in 4 1/2 years. At that time, we will decide how to proceed based on what has been accomplished and agreed upon and debated and discovered in the intervening period.
Banning human cloning reflects our humanity. It is the right thing to do. Creating a child through this new method calls into question our most fundamental beliefs. It has the potential to threaten the sacred family bonds at the very core of our ideals and our society. At its worst, it could lead to misguided and malevolent attempts to select certain traits, even to create certain kinds of children, to make our children objects rather than cherished individuals.
We are still a long way from understanding all the implications of the present discoveries, but it is our moral obligation to confront these issues as they arise and to act now to prevent abuse. Today I hope other countries will see what we are doing and do the same, and I pledge to work with them to enforce similar bans around the world that reflect these values.
Once again, let me say a heartfelt thank-you on behalf of our entire Nation to the National Bioethics Advisory Commission for the remarkable work you have done and the work you have agreed to continue doing in the coming years.

Mayor Daley, Governor Kerner, Senator Douglas, Government and State officials, ladies and gentlemen:
Twenty-one years ago this year, a young Navy officer stood at the White House and was decorated by President Roosevelt with the Congressional Medal of Honor for heroism extending far beyond the line of duty. I remember as a young naval officer myself how the extraordinary feat of "Butch" O'Hare captured the imagination not only of our Armed Forces but also of the country. His extraordinary act in protecting his ship, shooting down, while he was alone, shooting down five of the enemy, during difficult days in the Second War, gave this country hope and confidence not only in the quality and caliber of our fighting men, but also in the certainty of victory.
Therefore, 21 years later, I am proud to come to Chicago, to this airport, to take part in this act which commemorates his public service, his great naval service, and also reminds me of how much we owe to those who made this country of ours.
I think one of the extraordinary facts of the Second War was the number of men who were highly decorated, particularly with the Congressional Medal of Honor, who later lost their lives in combat in later days. "Butch" O'Hare was one of them, being killed 18 months after the act of honor by the President of the United States, when his life could have been much easier. John Basilone, who got the Congressional Medal of Honor, in the Marine Corps, in Guadalcanal, and who was later killed on the beach at Iwo Jima, was another. But time after time, men who could have stayed at home and felt their duty done, went out again and some of them were killed. So today we not only dedicate the International Airport, but we also recall all those who made it possible. This is an extraordinary airport in an extraordinary city, in an extraordinary country, and it is a tribute to the constructive action of the Federal Government, the State government, and the city government, under the distinguished leadership of your great mayor, Mayor Daley.
To keep these various interests working together and make this the most extraordinary airport in the world for this great city is an amazing feat. This airport lives up to its name. There is no other airport in the world where planes can make instrument landings on parallel runways, simultaneously. There is no other airport in the Nation which maintains three instrument landing systems. And there is no other airport in the world, and this should be a source of satisfaction to the people of Chicago, there is no other airport in the world which serves so many people and so many planes. Some 13.5 million airline travelers passed through O'Hare Airport last year. In 5 years it has gone from the 16th most active field in the country to the 1st, like so many other things about Chicago. During this airport's daily peak periods, an airliner lands and takes off every 43 seconds. Every day one out of every five air travelers in this country passes through this airport, enough people in one day to equal the population of Bloomington, Ill. Every day some 1300 to 1400 landings and takeoffs occur. So I think that this airport is an extraordinary national asset, named after an extraordinary American.
All of this traffic in and out of Chicago proves, as it has since the beginning of this country, that Chicago occupies a most important and vital strategic area in the United States, where all the lines of communication cross. That is why the future of this city is so bright. Indian canoes traveled this route from Lake Michigan and the Mississippi River before this was the United States.
And it will be doing the same thing in the year 2000. Railroads, highways--all the rest will come and meet in Chicago and make this a vital, booming city. These are all the things that can be done, but I think a good deal more must be done. One of the problems is with the people who live around the airports. I hope that the National Government, along with the airlines, will continue to work as hard as they can to make sure that the noise from these jets which take us in and out do not disturb the lives of a half million people whose homes are in the immediate area. In addition, air cargo is only beginning to be as important as it is. In addition, I think we must make a special effort at O'Hare and all our other airports to welcome the people who come from abroad. This may be the first view they have of America. We want them to know what a warm and vital and vigorous country this is. And I hope we will make every effort to make them at home, and to urge their countrymen to come and visit us.
Finally, we look forward to the day in aviation when we are going to travel 3 times the speed of sound, and go to any place in the world in a few hours. And when that happens, we want the United States to be in the lead, as it has been in the lead in jet transportation since the jet was invented. All in all, I am proud to be here in Chicago taking part in a great ceremony, honoring a great American to whom we owe much, looking to the past and saluting him, and looking to the future and saluting the city of Chicago. Thank you.

18 - Remarks at the Signing of the Treaty on Outer Space.

Secretary Rusk, Mr. Vice President, Mr. Chief Justice, Your Excellencies, ladies and gentlemen:
This is an inspiring moment in the history of the human race.
We are taking the first firm step toward keeping outer space free forever from the implements of war.
It was more than 400 years ago when Martin Luther said:
"Cannons and firearms are cruel and damnable machines. I believe them to have been the direct suggestion of the devil. If Adam had seen in a vision the horrible instruments that his children were to invent, he would have died of grief."
Well, I wonder what he would have thought of the far more terrible weapons that we have today.
We have never succeeded in freeing our planet from the implements of war. But if we cannot yet achieve this goal here on earth, we can at least keep the virus from spreading.
We can keep the ugly and wasteful weapons of mass destruction from contaminating space. And that is exactly what this treaty does.
This treaty means that the moon and our sister planets will serve only the purposes of peace and not of war.
It means that orbiting man-made satellites will remain free of nuclear weapons.
It means that astronaut and cosmonaut will meet someday on the surface of the moon as brothers and not as warriors for competing nationalities or ideologies.
It holds promise that the same wisdom and good will which gave us this space treaty will continue to guide us as we seek solutions to the many problems that we have here on this earth.
It is a hopeful and a very promising sign. We are so pleased that we could be joined here today by the representatives of so many of the other nations of the world.
I now take great pleasure in presenting to you our distinguished Secretary of State-Mr. Dean Rusk.
Note: The President spoke at 5:15 p.m. in the East Room at the White House. In his opening words he referred to Secretary of State Dean Rusk, Vice President Hubert H. Humphrey, and Chief Justice Earl Warren.
In his remarks following the President's, Secretary Rusk reviewed the major steps taken since the Soviet Union launched its first Sputnik in 1957 in the quest for peace and security. "There is great satisfaction," he noted, "in being able to present this treaty within 10 years after the launching of that Sputnik."
Arthur J. Goldberg, U.S. Representative to the United Nations, then spoke briefly. He commended the members of the United Nations Committee on the Peaceful Uses of Outer Space and expressed his appreciation to the President "for initiating this effort on behalf of our country."
Ambassador Goldberg also read a message from United Nations Secretary General U Thant. The Secretary General described the outer space treaty, together with the Antarctic treaty of 1959 and the nuclear test ban treaty of 1963 as "true landmarks in man's march towards international peace and security. I fervently hope," he said in conclusion, "that these achievements will shortly be followed by similar agreements on nonproliferation of nuclear weapons and other steps towards international peace and security."
The British Ambassador, Sir Patrick Dean, and the Ambassador from the Soviet Union, Anatoly F. Dobrynin, also spoke briefly. Stating that the treaty was an important step toward the creation of a world free from the fear of war, Sir Patrick added that its signature by the United States and the Soviet Union would "give fresh encouragement and new hope to the world."
In signing the treaty on behalf of the Soviet Union Mr. Dobrynin stated: "We believe that the treaty . . . will be an important step in further development of cooperation and understanding among states and peoples, and will contribute to the settlement of other major international problems facing humanity here on this planet."
The full text of the various remarks at the signing ceremony is printed in the Weekly Compilation of Presidential Documents (vol. 3, P. 127). After signatures by Secretary Rusk and Ambassador Goldberg for the United States, Ambassador Dean for the United Kingdom, and Ambassador Dobrynin for the Soviet Union, the treaty was signed by the representatives of 57 other nations. Signing ceremonies were also held in London and Moscow.
On February 7, 1967, the President transmitted the treaty to the Senate (see Item 38). It was favorably considered by the Senate on April 25, 1967. The text of the treaty is printed in Senate Executive D (90th Cong., 1st sess.).

This has to be me in this photo. Or at least, this was some kind of additional responsibility for me. That would explain a lot. When I arrived in Orlando as FC3 Kerry Burgess, I was put in charge of a group of sailors as they were all just out of boot camp and I was the only Petty Officer. They were all in that program to earn the rank of 3rd Class Petty Officer but I had already earned it while in the fleet through a process called “striking.” PO3 is the first rank of Petty Officer

Since it was a Basic Electricity and Electronics school in Orlando, the group consisted of people aspiring for different Navy enlisted designations. Most of us were either in the Fire Controlman program or the Electronics Technician (ET) program. After completing that BE/E program, we went to Chicago for, in my case, FC “A” school. The others went to ET “A” or whatever technical career they were pursuing. After graduating from “A” school was when they were promoted to FC3 or ET3. I was already an FC3 but I didn’t get another promotion at that point, having to earn it on my own. From there, some of us went on to specialist training in Dam Neck, VA. I did get a new designation after graduating from there. After completing the course on the fire-control computer, I earned a Navy Enlisted Classification (NEC) code of 1189.
