The Houthi movement is a Shiite militant organization that controls northern Yemen and is supported and funded by Iran, and reportedly serves as their proxy in regional wars. The movement's slogan is "Death to America, Death to Israel, Curse the Jews, Victory to Islam."

After the outbreak of the 2023 Israel–Hamas war, militant groups across the Middle East, including the Houthis, expressed support for the Palestinians and threatened to attack Israel. Houthi leader Abdul-Malik al-Houthi warned the United States against intervening, threatening retaliation with drones and missiles.

On 19 October 2023, U.S. officials said the United States Navy destroyer USS Carney shot down three land-attack cruise missiles and several drones heading toward Israel launched by the Houthis in Yemen. This was the first action by the U.S. military to defend Israel since the outbreak of the war. It was later reported that the ship shot down four cruise missiles and 15 drones.

Experts say this is an issue that needs to be addressed, and urge DOD to start looking at lower-cost options for air defense.

“That quickly becomes a problem because the most benefit, even if we do shoot down their incoming missiles and drones, is in their favor,” said Mick Mulroy, a former DOD official and CIA officer. “We, the U.S., need to start looking at systems that can defeat these that are more in line with the costs they are expending to attack us.”

DOD officials would not confirm what types of weapons are being used or the range at which the drones are being intercepted, citing operational security. But former DOD officials and experts said only one weapon would make sense for that job: the Standard Missile-2, a medium-range air defense weapon that can reach up to 92 or 130 nautical miles, based on the variant. The latest variant, the Block IV, costs $2.1 million a shot.

A destroyer could also use the ship’s 5-inch gun with air bust rounds, which have been tested against similar drones on ranges with positive results, according to one former Navy official with expertise in that type of ship. This is a lower-cost option but can only reach targets less than 10 nautical miles away — which is likely too close for comfort.

The shortest-range options are the Evolved Sea Sparrow Missile, with a range of less than 5 nautical miles that costs $1.8 million per shot, or the 20mm Close-In Weapons-System gun, for targets inside one nautical mile.

But again, the closer the Houthi weapons get to the ship, the greater the risk of impact.

“My guess is the [destroyers] are shooting SM-2s for as long as they can — they are not in [the] business of taking chances on hostile targets getting close,” the former official said.

The RIM-67 Standard ER (SM-1ER/SM-2ER) is an extended range surface-to-air missile (SAM) with a secondary anti-ship capability, originally developed for the United States Navy (USN). The RIM-67 was developed as a replacement for the RIM-8 Talos, a 1950s system deployed on a variety of USN ships, and eventually replaced the RIM-2 Terrier as well, since it was of a similar size and fitted existing Terrier launchers and magazines.

The RIM-67A (SM-1ER Block I) was the Navy's replacement for RIM-8 Talos missile. Improved technology allowed the RIM-67 to be reduced to the size of the earlier RIM-2 Terrier missile. Existing ships with the Mk86 guided missile fire control system, or "Terrier" were adapted to employ the new missile in place of the older RIM-2 Terrier missile. Ships that switched from the RIM-2 Terrier to the RIM-67A were still referred to as Terrier ships even though they were equipped with the newer missile.

The second generation of Standard missile, the Standard Missile 2, was developed for the Aegis Combat System, and the New Threat Upgrade (NTU) program that was planned for existing Terrier and Tartar ships. The destroyer USS Mahan served as the test platform for the development of the CG/SM-2 (ER) missile program project. The principal change over the Standard missile 1 is the introduction of inertial guidance for each phase of the missile's flight except the terminal phase where semi-active homing was retained. This design change was made so that missiles could time share illumination radars and enable equipped ships to defend against saturation missile attacks.

Terrier ships reequipped as part of the New Threat Upgrade were refit to operate the RIM-67B (SM-2ER Block II) missile. However, Aegis ships were not equipped with launchers that had space enough for the longer RIM-67B.

The RIM-156A Standard SM-2ER Block IV with the Mk 72 booster was developed to compensate for the lack of a long range SAM for the Ticonderoga class of Aegis cruisers. The Mk72 booster allows the RIM-156A to fit into the Mark 41 Vertical Launching System. This configuration can also be used for Terminal phase Ballistic Missile Defense.

There was a plan to build a nuclear armed standard missile mounting a W81 nuclear warhead as a replacement for the earlier Nuclear Terrier missile (RIM-2D).

Deployment

RIM-67 Standard was deployed on ships of the following classes, replacing the RIM-2 Terrier, and it never was VLS-capable. All of the ships used the AN/SPG-55 for guidance. The Mk10 guided missile launching system was used as the launching system. New Threat Upgrade equipped vessels operated the RIM-67B which used inertial guidance for every phase of the intercept except for the terminal phase where the AN/SPG-55 radar illuminates the target.

The RIM-156 Standard Block IV, is a version that has been developed for the Aegis Combat System it has a smaller compact sized booster stage for firing from the Mk41 Vertical Launching System. Like the earlier RIM-67B it employs inertial/command guidance with terminal semi-active homing.

The USS Carney, a U.S. Navy guided-missile destroyer in the northern Red Sea, on Thursday shot down multiple missiles and drones launched by Iranian-backed Houthis in Yemen that the Pentagon said were potentially headed toward targets in Israel.

It is the first time in recent memory that a U.S. Navy ship in the Middle East has engaged missiles and drones that were not directly aimed at the vessel.

Thank you all. Deputy Secretary England, thanks for the introduction. One boss may not be here, but the other one is. [Laughter] I appreciate your kind words. I'm pleased to be back here with the men and women of the Defense Department.

On this day in 2003, the United States began Operation Iraqi Freedom. As the campaign unfolded, tens and thousands of our troops poured across the Iraqi border to liberate the Iraqi people and remove a regime that threatened free nations.

Five years into this battle, there is an understandable debate over whether the war was worth fighting, whether the fight is worth winning, and whether we can win it. The answers are clear to me: Removing Saddam Hussein from power was the right decision, and this is a fight America can and must win.

The men and women who crossed into Iraq 5 years ago removed a tyrant, liberated a country, and rescued millions from unspeakable horrors. Some of those troops are with us today, and you need to know that the American people are proud of your accomplishment, and so is the Commander in Chief.

For a very long time, I associated my vague notions about 3/16/1991 with my vague notions about a professorship at the University of South Carolina in Columbia, all just vague notions that inexplicably formed in my mind at some point years ago

I have let go that association of 3/16/1991 and Columbia, SC

I think still there is some specific reason those ideas formed in my conscious mind with Columbia but I still do not know specifically the reason for any of that

All I know is the pattern keeps being consistent

I always suspected something like this was the case. The new issue of Texas Monthly delves into the long neglected story of George W. Bush less than stellar military career in the Texas Air National Guard. The Texas Monthly lays out the surprisingly complicated mechanizations that led to the Junior Bush landing this plumb spot in the T.A.N.G.

That George W. got special treatment at a time when draftees were likely to end up slogging through the jungles of Viet Nam shouldn't come as too much of a surprise to anyone who knows how America routinely gives special treatment to the offspring of the 1%.

A few minutes ago I started thinking that maybe I started at Princeton University in 1972. I would have been 13 at the time as Thomas Ray. I remember that Kerry Burgess started first grade in 1972. But then I decided that I probably started Princeton earlier than 1972 and maybe 1972 was the year I completed my first major degree. Or 1972 doesn’t really mean anything in particular to Thomas Ray; rather it is there for continuity sake for the life of Kerry Burgess.

Salesman

Also, "Salesman." I saw that in a dream while sleeping recently. I saw myself going through an induction process in the United States Marine Corps and I woke up understanding that I was dreaming of my actual experience in 1990. I saw a document that indicated I was being inducted to the United States Marine Corps with the officer grade of Chief Warrant Officer 2. I saw in the dream another document associated with my induction and that document indicated I had been assigned the informal name "Salesman."
