The nation's taxpayers rightly expect the most defense possible for their tax dollars. I am certain Congress does not intend unnecessary or arbitrary increases in the tax burden of the American people. Numerous congressional reports on national defense demonstrate the desire by the Congress to trim unnecessary defense spending and personnel. I cannot approve legislation that would result in waste and inefficiency at the expense of meeting our essential military requirements.

WASHINGTON (NNS) -- The Navy awarded a $5.1 billion contract to Northrop Grumman Shipbuilding Newport News Sept. 10 for the detail design and construction of the future USS Gerald R. Ford (CVN 78), the lead ship in the Navy's newest class of aircraft carrier.
Under this contract, Northrop Grumman will complete the detail design and construction of CVN 78, which includes engineering
CVN 78 was officially named Gerald R. Ford by the Secretary of the Navy in January 2007 and will be constructed in Newport News, Va. The keel is scheduled to be laid in late 2009, and the ship is scheduled to be delivered to the Navy in 2015. The Navy plans to build 11 Ford-class aircraft carriers, and construction of Ford-class aircraft carriers is projected to continue through 2058.

USS TARAWA, At Sea (NNS) -- Navy Counter Intelligence Service (NCIS) conducted a counterintelligence and espionage lecture on board amphibious assault ship USS Tarawa (LHA 1) Nov. 19.
"NCIS provides counter intelligence and espionage awareness to all Navy and Marine Corps members," said Chris Follis, NCIS special agent float. "The training gives a brief overview of what NCIS does and then goes into case studies explaining what counter intelligence and espionage are."
The reporting requirements are one of the most important parts in the brief, added Follis. They provide service members with information on what to watch out for and who to report it to when visiting a foreign port or at home.

(A) involve violent acts or acts dangerous to human life that are a violation of the criminal laws of the United States or of any State, or that would be a criminal violation if committed within the jurisdiction of the United States or of any State;
(B) appear to be intended—
(i) to intimidate or coerce a civilian population;
(ii) to influence the policy of a government by intimidation or coercion; or
(iii) to affect the conduct of a government by mass destruction, assassination, or kidnapping; and
(C) occur primarily outside the territorial jurisdiction of the United States, or transcend national boundaries in terms of the means by which they are accomplished, the persons they appear intended to intimidate or coerce, or the locale in which their perpetrators operate or seek asylum;
(2) the term “national of the United States” has the meaning given such term in section 101(a)(22) of the Immigration and Nationality Act;
(3) the term “person” means any individual or entity capable of holding a legal or beneficial interest in property;
(4) the term “act of war” means any act occurring in the course of—
(A) declared war;
(B) armed conflict, whether or not war has been declared, between two or more nations; or
(C) armed conflict between military forces of any origin; and
(5) the term “domestic terrorism” means activities that—
(A) involve acts dangerous to human life that are a violation of the criminal laws of the United States or of any State;
(B) appear to be intended—
(i) to intimidate or coerce a civilian population;
(ii) to influence the policy of a government by intimidation or coercion; or
