The President. I have just been meeting with my national security team on today's tragic events in the Middle East, and I would like to make a brief statement.
First, as you know, an explosion claimed the lives of at least four sailors on one of our naval vessels, the U.S.S. Cole, this morning. Many were injured; a number are still missing. They were simply doing their duty. The ship was refueling in a port in Yemen while en route to the Persian Gulf. We're rushing medical assistance to the scene, and our prayers are with the families who have lost their loved ones or are still awaiting news.
If, as it now appears, this was an act of terrorism, it was a despicable and cowardly act. We will find out who was responsible and hold them accountable.

1980. That was the year we moved from DeQueen to Ashdown. I think it was '81 when we moved onto Hicks Road. I started school at Ashdown Jr. High in '80. We had our 10 year reunion in '94 at the junior high school. I was teaching myself how to read Russian that year. Received a Science award. Started shaving. 14 years old when we moved there.
I remember getting dragged through a swamp during junior high as part of an initiation into Future Farmers of America. Made a chess board in shop class. It snowed on Thanksgiving day of 1980. Went to Camp Couchdale in the summer of '81, after graduating 9th grade.
Met a girl named Phoebe, took her out on the lake in a boat and paddled around. We wrote letters for a long time afterwards.

Today is the day we put aside to remember fallen heroes and to pray that no heroes will ever have to die for us again. It's a day of thanks for the valor of others, a day to remember the splendor of America and those of her children who rest in this cemetery and others. It's a day to be with the family and remember.
I was thinking this morning that across the country children and their parents will be going to the town parade and the young ones will sit on the sidewalks and wave their flags as the band goes by. Later, maybe, they'll have a cookout or a day at the beach. And that's good, because today is a day to be with the family and to remember.
Arlington, this place of so many memories, is a fitting place for some remembering. So many wonderful men and women rest here, men and women who led colorful, vivid, and passionate lives. There are the greats of the military: Bull Halsey and the Admirals Leahy, father and son; Black Jack Pershing; and the GI's general, Omar Bradley. Great men all, military men. But there are others here known for other things.
Here in Arlington rests a sharecropper's son who became a hero to a lonely people. Joe Louis came from nowhere, but he knew how to fight. And he galvanized a nation in the days after Pearl Harbor when he put on the uniform of his country and said, "I know we'll win because we're on God's side." Audie Murphy is here, Audie Murphy of the wild, wild courage. For what else would you call it when a man bounds to the top of a disabled tank, stops an enemy advance, saves lives, and rallies his men, and all of it single-handedly. When he radioed for artillery support and was asked how close the enemy was to his position, he said, "Wait a minute and I'll let you speak to them." [Laughter]
Michael Smith is here, and Dick Scobee, both of the space shuttle Challenger. Their courage wasn't wild, but thoughtful, the mature and measured courage of career professionals who took prudent risks for great reward—in their case, to advance the sum total of knowledge in the world. They're only the latest to rest here; they join other great explorers with names like Grissom and Chaffee.
Oliver Wendell Holmes is here, the great jurist and fighter for the right. A poet searching for an image of true majesty could not rest until he seized on "Holmes dissenting in a sordid age." Young Holmes served in the Civil War. He might have been thinking of the crosses and stars of Arlington when he wrote: "At the grave of a hero we end, not with sorrow at the inevitable loss, but with the contagion of his courage; and with a kind of desperate joy we go back to the fight."
All of these men were different, but they shared this in common: They loved America very much. There was nothing they wouldn't do for her. And they loved with the sureness of the young. It's hard not to think of the young in a place like this, for it's the young who do the fighting and dying when a peace fails and a war begins. Not far from here is the statue of the three servicemen—the three fighting boys of Vietnam. It, too, has majesty and more. Perhaps you've seen it—three rough boys walking together, looking ahead with a steady gaze. There's something wounded about them, a kind of resigned toughness. But there's an unexpected tenderness, too. At first you don't really notice, but then you see it. The three are touching each other, as if they're supporting each other, helping each other on.
I know that many veterans of Vietnam will gather today, some of them perhaps by the wall. And they're still helping each other on. They were quite a group, the boys of Vietnam—boys who fought a terrible and vicious war without enough support from home, boys who were dodging bullets while we debated the efficacy of the battle. It was often our poor who fought in that war; it was the unpampered boys of the working class who picked up the rifles and went on the march.

A Proclamation
America was founded on the principles of liberty and the rule of law. And throughout our Nation's history, the preservation of individual rights has been dependent upon the dedication of our people to liberty and the institutionalization of its principles in the law of the land.
Our forefathers' dedication to liberty is clearly expressed in this Nation's great Charters of Freedom: the Declaration of Independence, the Constitution and the Bill of Rights. These documents, which are the very foundation of American law, guarantee certain inalienable rights and privileges to every citizen. Among these are: freedom of speech, freedom of the press, freedom of religion, freedom of contract, the right to assemble and petition, the right of property ownership, and the right to due process of law.
This year marks the Nation's twenty-fourth annual celebration of Law Day, U.S.A.—a special day for reflection on our heritage of individual freedom and for rededication to maintaining, through law, the principles of liberty which govern this land.
Now, Therefore, I, Ronald Reagan, President of the United States of America, invite the American people to celebrate Friday, May 1, 1981, as Law Day, U.S.A., and to mark its observance with programs and ceremonies as befits our great heritage of liberty under law.
I urge clergymen of all faiths to bring to public attention through sermons and suitable programs the moral and ethical dimensions of law and liberty.
I also urge schools, civic, service and fraternal organizations, public bodies, libraries, the courts, the legal profession, all media of public information and interested individuals and organizations to participate in the observance through programs which will focus on the Law Day 1981 theme: Law-the Language of Liberty. To that end, I call upon all public officials to display the flag of the United States on all government buildings on that day.

Plot Summary for
"Quantum Leap"
Unchained - November 2, 1956 (1991)
Sam leaps into the body of Chance Cole, a petty thief serving his time on a chain gang in 1956. Sam is chained to Jazz Boone, a black man doing 15 years for armed robbery who, according to Al, has been unjustly imprisoned after a jewelry store robbery. Sam and Jazz run-off with the local authorities in hot pursuit and Sam has to find a way to keep his partner alive. Recaptured by their jailers, they both soon find themselves in the punishment pit. Things go from bad to worse when Al reports the real jewelry store robber is still at it and is known to them through his frequent visits to the prison farm.

I. Nature of President Clinton's
Relationship with Monica Lewinsky
A. Introduction
This Referral presents substantial and credible information that President Clinton criminally obstructed the judicial process, first in a sexual harassment lawsuit in which he was the defendant and then in a grand jury investigation. The opening section of the Narrative provides an overview of the object of the President's cover-up, the sexual relationship between the President and Ms. Lewinsky. Subsequent sections recount the evolution of the relationship chronologically, including the sexual contacts, the President's efforts to get Ms. Lewinsky a job, Ms. Lewinsky's subpoena in Jones v. Clinton, the role of Vernon Jordan, the President's discussions with Ms. Lewinsky about her affidavit and deposition, the President's deposition testimony in Jones, the President's attempts to coach a potential witness in the harassment case, the President's false and misleading statements to aides and to the American public after the Lewinsky story became public, and,
finally, the President's testimony before a federal grand jury.
B. Evidence Establishing Nature of Relationship
1. Physical Evidence
Physical evidence conclusively establishes that the President and Ms. Lewinsky had a sexual relationship. After reaching an immunity and cooperation agreement with the Office of the Independent Counsel on July 28, 1998, Ms. Lewinsky turned over a navy blue dress that she said she had worn during a sexual encounter with the President on February 28, 1997. According to Ms. Lewinsky, she noticed stains on the garment the next time she took it from her closet. From their location, she surmised that the stains were the President's semen.

§ 2388. Activities affecting armed forces during war
(a) Whoever, when the United States is at war, willfully makes or conveys false reports or false statements with intent to interfere with the operation or success of the military or naval forces of the United States or to promote the success of its enemies; or Whoever, when the United States is at war, willfully causes or attempts to cause insubordination, disloyalty, mutiny, or refusal of duty, in the military or naval forces of the United States, or willfully obstructs the recruiting or enlistment service of the United States, to the injury of the service or the United States, or attempts to do so— Shall be fined under this title or imprisoned not more than twenty years, or both.
(b) If two or more persons conspire to violate subsection (a) of this section and one or more such persons do any act to effect the object of the conspiracy, each of the parties to such conspiracy shall be punished as provided in said subsection (a).
(c) Whoever harbors or conceals any person who he knows, or has reasonable grounds to believe or suspect, has committed, or is about to commit, an offense under this section, shall be fined under this title or imprisoned not more than ten years, or both.
(d) This section shall apply within the admiralty and maritime jurisdiction of the United States, and on the high seas, as well as within the United States.

WASHINGTON - Monica Lewinsky's attorney accused the independent counsel Friday of trying to "squeeze" her into cooperating in the investigation of President Clinton, as the president sought to reassure his Cabinet that his presidency would survive allegations of a sexual affair.
Speaking on several television news programs, William Ginsburg, the lawyer representing the 24-year-old former White House intern who is alleged to have had an affair with the president, criticized independent counsel Kenneth Starr for stepping close to breaking the law himself. Ginsburg said Starr initially detained Lewinsky against her will for more than nine hours and refused to allow her to call a lawyer.
"That's as close as you can get to a constitutional breach," Ginsburg charged in an interview with CNN. He said Starr's investigators also tried to coerce Lewinsky into contacting the president and taping the conversation.
"She was not only being squeezed . . . but since then they have threatened to involve her parents in the investigation and to subpoena them and bring them in," said Ginsburg.
Starr issued a statement late Friday rejecting Ginsburg's allegations, calling them "wholly erroneous."
Starr said that Lewinsky consented to meet several FBI agents and attorneys from his office at the Ritz-Carlton Hotel in Arlington, Va., where she was asked to cooperate with the investigation. Starr said Lewinsky repeatedly was told she was free to leave.
Ginsburg described his client as "devastated, concerned, upset and fearful" about the explosive scandal resulting from conversations she had with a woman whom she thought was a close confidant.
In those conversations, which were secretly taped by the woman and turned over to Starr, Lewinsky reportedly spoke of carrying on an 18-month affair with the president. She also said she was encouraged by Clinton and his friend, Washington attorney Vernon Jordan, to lie if subpoenaed in the Paula Jones sexual harassment lawsuit against Clinton.
Lewinsky was eventually subpoenaed by Jones' lawyers, and gave them a signed affidavit on Jan. 7 reportedly denying any sexual relationship with Clinton.

A Pentagon intelligence analyst resigned one day after terrorists bombed the destroyer Cole in Yemen, protesting that his superiors had ignored his warnings of an imminent threat to American forces in the region, senators and defense officials said today.
The resignation of the analyst -- who monitored terrorist threats in the region for the Defense Intelligence Agency -- raised new questions on Capitol Hill about whether the Pentagon and intelligence agencies could have done more to avert the attack on the Cole, which killed 17 sailors and wounded 39 on Oct. 12.
The analyst, identified as Kie C. Fallis, had not warned of a specific threat against the Cole or of an attack in Yemen, defense officials said.
Rather, they said, he concluded from intelligence reports that there was a strong possibility of an attack and that military commanders had not done enough to protect American forces in the region.
Senior Pentagon officials testified today during House and Senate hearings that at times became contentious. And officials also disclosed that American intelligence agencies had issued two other warnings of a terrorist attack in the region -- one the day before the Cole was bombed, the second hours afterward.
The Central Intelligence Agency issued a general warning on Oct. 11 that an attack on ''U.S. interests and Jewish tourists'' in the region was likely, one senior government official said. The second warning, issued by the National Security Agency, was more specific, citing the possibility of an attack based on the movement of a suspected terrorist in Yemen, according to a senior defense official.

Whoever violates any provision of section 1962 of this chapter shall be fined under this title or imprisoned not more than 20 years (or for life if the violation is based on a racketeering activity for which the maximum penalty includes life imprisonment), or both, and shall forfeit to the United States, irrespective of any provision of State law—
(1) any interest the person has acquired or maintained in violation of section 1962;
(2) any—
(A) interest in;
(B) security of;
(C) claim against; or
(D) property or contractual right of any kind affording a source of influence over;
any enterprise which the person has established, operated, controlled, conducted, or participated in the conduct of, in violation of section 1962; and
