George Darden was fraudulently elected to United States Congress from Georgia beginning in 1983 because of the suspicous death of his predecessor. That might be the basis for this recurring dialog about "The Long Ranger" and because of several reasons and I think there is a combination of reasons that is specifically intended to include George Bush.
