Somewhere in my notes I wrote once a long time ago about how the medical staff on duty that day at the hospital where President Reagan was taken after being gunshot was probably the worst selection of they could have mustered on their staff but I cannot recall, probably due to several beers I have had, enough distinctive words from my previous notes to find that specific reference today.

Americans enjoy a multitude of sports and recreational activities that serve to refresh the body and spirit. For many of our citizens, recreation means boating.
Those involved in recreational boating should always remember that the primary responsibility for safety rests with the individual. And while a cruise can be a wonderful experience for one person or an entire family, it can also result in tragedy.
Aware of the need for boating safety, the Congress enacted the joint resolution of June 4, 1958 (36 U.S.C. 161) as amended, requesting that the President proclaim a National Safe Boating Week.
Now, Therefore, I, Ronald Reagan, President of the United States of America, do hereby designate the week beginning on June 7, 1981 as National Safe Boating Week.

The dream also makes me think how it could represent a time when my F-16 Falcon was hit by fire from an anti-aircraft gun near a bridge and I had to eject before it impacted the water and the dream was of me floating down into the river myself in my parachute. But that was not the first time I had been hit by AA fire and it could also represent the first time I was hit during the Vietnam War and the F-4 Phantom II I was the pilot of disintegrated around me from the fire.

Iraq may sue Israel for 1981 nuke attack

Iraq is reportedly considering ways to force Israel to pay reparations for launching airstrikes on its nuclear reactor near Baghdad.
Iraqi legislators are looking into adopting a resolution that would urge Tel Aviv to pay billions of dollars in compensations for its 1981 attack on the Osiraq (Tammuz) nuclear reactor, Iraqi daily al-Sabbah reported on Thursday.
The lawmakers leading the campaign say they have based their case on United Nations Security Council Resolution 487, insisting that the official UN condemnation gives Baghdad the right to appropriate money for what it has suffered.
Mohammed Naji Mohammed -- a member of parliament with the United Iraqi Alliance coalition -- is leading the campaign against Israel.
Israeli warplanes struck the Iraqi nuclear reactor in a surprise attack code-named Operation Opera in June 1981. Israeli officials at the time claimed that its operation was aimed at preventing then dictator Saddam Hussein from using the reactor weaponization.

§ 2388. Activities affecting armed forces during war
(a) Whoever, when the United States is at war, willfully makes or conveys false reports or false statements with intent to interfere with the operation or success of the military or naval forces of the United States or to promote the success of its enemies; or Whoever, when the United States is at war, willfully causes or attempts to cause insubordination, disloyalty, mutiny, or refusal of duty, in the military or naval forces of the United States, or willfully obstructs the recruiting or enlistment service of the United States, to the injury of the service or the United States, or attempts to do so— Shall be fined under this title or imprisoned not more than twenty years, or both.
(b) If two or more persons conspire to violate subsection (a) of this section and one or more such persons do any act to effect the object of the conspiracy, each of the parties to such conspiracy shall be punished as provided in said subsection (a).
(c) Whoever harbors or conceals any person who he knows, or has reasonable grounds to believe or suspect, has committed, or is about to commit, an offense under this section, shall be fined under this title or imprisoned not more than ten years, or both.
(d) This section shall apply within the admiralty and maritime jurisdiction of the United States, and on the high seas, as well as within the United States.

NICOSIA, Cyprus - Iraqi President Saddam Hussein, in a tape from Iraq televised today, talked to a group of Western children and adults in his office in an apparent attempt to show the hostages were not being mistreated.
He told the group of Westerners, some believed to be British, that "your presence here and other other places is meant to prevent war."
The talk was broadcast by Cable News Network, which said it was a tape of the meeting. It was not known when the meeting took place.
Saddam was shown sitting in a business suit, patting the Western children on the head. He was surrounded by army officers and an interviewer who provided some translation of the conversation.
One of the officers also repeatedly stroked the head of one child as Saddam spoke to the boy. The grim-faced boys were dresssed in shorts and T-shirts. Saddam talked briefly with them about playing sports.
The Iraqi TV broadcast gave Saddam an unusual forum to repeat the Iraqi position.
A group of adults sat around the room, and also spoke with Saddam through an interpreter. Saddam asked them for forgiveness for keeping them there.
"Your presence here will not be for too long," he said.
"Your presence here is not a source of pleasure for us. This does not make us happy. What would make us happy would be to see you back in your countries or back in the streets of Baghdad (as in normal times)," Saddam said.
Saddam appeared relaxed as he spoke with a boy, identified only as Ian, 7. Saddam asked the boy if he was getting enough milk and food. The child, through an interpreter, said he was getting enough milk and cornflakes.
It was then that Saddam giggled, and turning to an aide in military uniform, he said in Arabic: "He is getting more than our Iraqi children."

The Tigris is the eastern member of the two great rivers that define Mesopotamia, along with the Euphrates, which flows from the mountains of Turkey through Iraq.
The original Sumerian name was Idigna or Idigina, probably from *id (i)gina "running water", which can be interpreted as "the swift river", contrasted to its neighbor, the Euphrates, whose leisurely pace caused it to deposit more silt and build up a higher bed than the Tigris.
The Tigris is approximately 1,900 km (1,180 miles) long, rising in the Taurus Mountains of eastern Turkey and flowing in a generally southeasterly direction until it joins the Euphrates near al-Qurnah in southern Iraq. The two rivers together form the Shatt al-Arab waterway, which empties into the Persian Gulf.

Osirak, also spelled Osiraq, (French: Osirak; Iraqi: Tammuz 1), was a 40 MW light-water nuclear materials testing reactor (MTR) in Iraq. It was constructed by the Iraqi government at the Al Tuwaitha Nuclear Research Center, 18 km (11 miles) south-east of Baghdad in 1977.
The materials test reactor (MTR) was a French design of a type called Osiris, named after the Egyptian god of the dead.
In addition to the reactor, construction, and technical assistance, the French sold around 28 lb (12.5 kg) of 93% highly enriched uranium fuel (HEU), the usual fuel world-wide for research-type reactors at that time, to the Iraqi government.
Monitoring of Osirak and reactor fuel by the IAEA
The International Atomic Energy Agency monitored the handling of fuel for the Osirak reactor. Under IAEA supervision, the possible diversion of nuclear fuel or use of the reactor to produce weapons-grade nuclear materials was monitored. However, some who were familiar with the Iraqi nuclear monitoring agreement, including IAEA inspector Roger Richter, felt that the IAEA monitoring program was not adequate. Also, a danger existed that there could be disruption of IAEA monitoring of reactor fuel or use of the Osirak reactor to produce weapons-grade material such as plutonium.
