Gideon Algernon Mantell, (born Feb. 3, 1790, Lewes, Sussex, Eng.—died Nov. 10, 1852, London), British physician, geologist, and paleontologist, who discovered four of the five genera of dinosaurs known during his time. Mantell studied the paleontology of the Mesozoic Era, particularly in Sussex, a region he made famous in the history of geological discovery.

Dinosaurs are a diverse group of reptiles of the clade Dinosauria. They first appeared during the Triassic period, between 243 and 233.23 million years ago, although the exact origin and timing of the evolution of dinosaurs is the subject of active research. They became the dominant terrestrial vertebrates after the Triassic–Jurassic extinction event 201 million years ago; their dominance continued through the Jurassic and Cretaceous periods. Reverse genetic engineering and the fossil record both demonstrate that birds are modern feathered dinosaurs, having evolved from earlier theropods during the late Jurassic Period.

Dinosaur fossils have been known for millennia, although their true nature was not recognized. The Chinese, whose modern word for dinosaur is konglóng ("terrible dragon"), considered them to be dragon bones and documented them as such. For example, Hua Yang Guo Zhi, a book written by Chang Qu during the Western Jin Dynasty (265–316), reported the discovery of dragon bones at Wucheng in Sichuan Province. Villagers in central China have long unearthed fossilized "dragon bones" for use in traditional medicines, a practice that continues today. In Europe, dinosaur fossils were generally believed to be the remains of giants and other biblical creatures.
Scholarly descriptions of what would now be recognized as dinosaur bones first appeared in the late 17th century in England. Part of a bone, now known to have been the femur of a Megalosaurus, was recovered from a limestone quarry at Cornwell near Chipping Norton, Oxfordshire, in 1676. The fragment was sent to Robert Plot, Professor of Chemistry at the University of Oxford and first curator of the Ashmolean Museum, who published a description in his Natural History of Oxfordshire in 1677. He correctly identified the bone as the lower extremity of the femur of a large animal, and recognized that it was too large to belong to any known species. He therefore concluded it to be the thigh bone of a giant human similar to those mentioned in the Bible. In 1699, Edward Lhuyd, a friend of Sir Isaac Newton, was responsible for the first published scientific treatment of what would now be recognized as a dinosaur when he described and named a sauropod tooth, "Rutellum implicatum", that had been found in Caswell, near Witney, Oxfordshire.
Between 1815 and 1824, the Rev William Buckland, a professor of geology at Oxford, collected more fossilized bones of Megalosaurus and became the first person to describe a dinosaur in a scientific journal. The second dinosaur genus to be identified, Iguanodon, was discovered in 1822 by Mary Ann Mantell – the wife of English geologist Gideon Mantell. Gideon Mantell recognized similarities between his fossils and the bones of modern iguanas. He published his findings in 1825.
The study of these "great fossil lizards" soon became of great interest to European and American scientists, and in 1842 the English paleontologist Richard Owen coined the term "dinosaur". He recognized that the remains that had been found so far, Iguanodon, Megalosaurus and Hylaeosaurus, shared a number of distinctive features, and so decided to present them as a distinct taxonomic group. With the backing of Prince Albert, the husband of Queen Victoria, Owen established the Natural History Museum, London, to display the national collection of dinosaur fossils and other biological and geological exhibits.

A Proclamation
Each year hundreds of thousands of American families face the stark terror of a unique tragedy—that of a missing child. Our children are our most precious resource—they are the bond that binds our past with the future. It is for them that we struggle to build a better world. They are the embodiment of our hopes and dreams. To have a child simply disappear strikes an incalculable blow against the spirit and soul of any family so afflicted.
In our efforts to address the nightmare of missing children, 1984 marks the year of a significant step forward. The Department of Justice has awarded a $3.3 million grant to establish a National Center for Missing and Exploited Children. Its purpose is to aid parents and law enforcement agencies in locating missing youngsters and preventing the exploitation of children. By collecting and disseminating information regarding missing young people, the Center will lend major support to those searching for their children.
As a Nation committed to the worth of every individual, there can be no more imperative goal for our society than the protection and safety of our young people. It is hoped that these new efforts combined with the increasing awareness of the seriousness of this problem will encourage greater vigilance by the agencies that work to solve this singular type of crime.
As a Nation and as individuals, we all have a responsibility to direct our resources and our efforts to this worthy goal.
Now, Therefore, I, Ronald Reagan, President of the United States of America, do hereby proclaim May 25, 1984, as Missing Children Day. I urge officials at all levels of government to take decisive action to ensure the safety and protection of the children in their respective jurisdictions, and I urge all our law enforcement agencies to take particular notice of the danger that threatens any child who has lost his or her home. I urge every American family to take the proper precautions to protect their children.

The President. Thank you, Laura. Laura loves children a lot, and I'm really proud to call her wife. And she's doing a fine job as our First Lady, and I'm proud of the job she's doing.
Here's what I love about adoption: It reveals the good heart of America. That's what adoption does. Extending the welcome of family to a vulnerable child is a great commitment, but it's an extraordinary act of love. Adoptive families and foster families deserve our Nation's thanks and our Nation's recognition. So, thanks.
Every year, American families adopt tens of thousands of children. Many of these children come from America's foster care system. Yet, there are many more in that system whose deepest desire is to become a member of a family. Today I'm proud to announce some steps that will make adoption easier and a more common part of our life in America.
But first, I want to thank Laura, and I want to thank Congresswoman Anne Northup, an adoptive mom, for being here, State of Kentucky. And I appreciate Ben Cardin from Maryland being here as well. Thank you both for coming. I want to thank my Assistant to the President for Economic Policy, Larry Lindsey, for being here. Larry's an adoptive dad. Thank you for coming, Larry. I'm glad my sister-inlaw Margaret is here, and Marshall. Thank you both for coming.

I also want to recognize the fact that his daughters are with us today, Rumer and Scout and Tallulah. I want to welcome you all. Tallulah—actually, Tallulah Belle— [laughter]—followed her dad's example of serving something greater than self in life. She wrote me a letter informing me that she and her Girl Scout troop had raised 36—money to buy 36,000 boxes of Girl Scout cookies to send to the children of Afghanistan. And that is—[applause]. And we want to thank Demi Moore for coming as well. Welcome to the White House, the mom of the three girls.
I appreciate so very much and want to welcome the families created through adoption who are with us today. It is our great privilege to welcome you to the people's house, and we hope you enjoy your stay as much as we are enjoying our stay. It's a beautiful place. [Laughter] And it's a great place to welcome some of our— America's heroes, people who are making a huge difference in the lives of our fellow citizens.
I also appreciate the Department of Health and Human Services Children's Bureau for their good work. I want to thank you all very much for helping to promote this noble cause.
Common sense and social science lead to the same conclusion: Children thrive in secure, loving, and stable homes. Providing that kind of home through adoption can be a long and a time-consuming process. I understand that. Adopting a child can add to the normal challenges of one's daily life. I fully understand that as well. Yet, adoption changes a single life forever, and it brings countless blessings to the lives of parents.
Mitch Pearlstein and his wife, Diane, live in Minneapolis. They couldn't be with us today, but I want to share with you some of his—their quick story—their story in a quick way. They adopted their daughter, Nicole, when she was 5 years old. Nicole was born to a mom who used crack cocaine during her pregnancy and a dad who was a drug dealer. Nicole lived in more than a dozen foster care and emergency placement homes before she was adopted by Mitch and Diane. Here's what Mitch says: "Adopting Nicole was the most difficult thing we've done in our lives, period. And adopting Nicole was the best thing we've done in our lives, period." I bet some people here understand what they were saying.
As I mentioned, my brother Marvin and Margaret have two children who are adopted, and many members of my administration do as well. My Secretary of Commerce and great friend from Midland, Texas, Don Evans, adopted a little boy. And Larry and his wife have adopted children—three children. And many here have adopted. Adoptive parents have a special calling, and you deserve our gratitude.
There are many children in America, toddlers, teens, brothers and sisters who need to stay together, and children from every background. They urgently need love and permanent homes. Finding that home may determine a more hopeful course for their entire life. Right now there are about 130,000 children in our Nation's foster care system waiting to be adopted—130,000 precious lives hoping to find a permanent home. Good foster care is essential. Yet, children hunger for the stability of a permanent home, and every child deserves to be a part of a permanent, loving family. That's our hope.
Promoting adoption is an issue where all Americans of both political parties can agree. It's one of those issues—it's not a partisan issue. And for those of us who support the dignity of every human life, we have a responsibility to encourage hopeful lives for children who are born.
Earlier this year, I signed into law the Promoting Safe and Stable Families Act, which supports adoption and post-adoptive services to place children with loving families. It helps ease a child's transition into a new family. It helps ensure that families stay strong and intact. It also provides for educational and training vouchers to children adopted after the age of 16, as well as older foster youth.
The tax relief bill I signed into law last year eases the financial burden on families that adopt children. It doubled the maximum adoption tax credit up to $10,000 for adoption-related expenses. And parents who adopt children with special needs will automatically get the full credit once the adoption is finalized.
These are practical ways to help. We're using the Tax Code to help, providing Federal dollars to help. We've eased the burdens on adoption, but now we must encourage more Americans to choose adoption. And that's what we're here to talk about today.
And so, today I'm pleased to announce the first Federal adoption web site. It's called AdoptUSKids.org. In its first year of operation, the web site will feature pictures and profiles of more than 6,500 children who are available for adoption as well as maintain a database of prospective adoptive parents who have been approved by the States.
AdoptUSKids.org will help overcome geographic barriers to adoption and shorten the time a child may have to wait in foster care. And that's important. In addition, the site is a great resource for families who have already adopted. I urge parents across America to visit this site and, as they visit the site, examine their hearts to find a place in their home for a waiting child.
Today I'm also unveiling a new public service announcement campaign to promote adoption. This PSA urges families to consider adopting children in foster care. It features the new web site I mentioned and provides a toll-free number that families can call to receive useful information on how to adopt. The PSA will raise public awareness, and our hope is that they will make a difference in the lives of a lot of children.
I'm pleased to tell you that the PSA will feature two distinguished Americans. I hand-picked them myself—[laughter]— well, not exactly. But Laura and Bruce Willis have agreed to serve in the PSA.
We all know Bruce is a tough guy on the—in the movies. Truth of the matter is, he has a tender heart. He has a tender heart for children. And I'm thrilled he's our new national spokesman for Children in Foster Care. It's my honor to welcome to the podium Bruce Willis.

In in the context of my current mindset I didn't start to, uh, believe in Thomas Reagan until I was doped up by the Seattle VA hospital back in the year 2005.
But even now I don't believe that. Now I believe that my journal from before 16 March 2013 is lying to me.
Well, that's really a longer story than I wanted to write here. I elaborate this notion more in my blog but, you know, I have been thinking in recent days that I really wish I had a better medium for communicating my ideas.
I hate Facebook and I prefer Blogger.com and their Blogspot.com but I find the limitations of Blogspot annoying.
I am trying to think of some medium of two.
Ultimately, though, I am making no difference. I was supposed to get through to more people.
All people want to do is show stupid pictures of their animals.
Anyway, I wanted to also say that all through this BAFFLING conflict in my mind I still see you as someone trustworthy. So you must be doing something right in your life. Because I know things about people. I have proved that on my blog.
And your kids are incredible. I was just thinking in recent hours that I didn't know anybody as impressive as your kids when I was a kid. Your kids seem like superheroes to me.

Remarks Announcing the Bosnia-Herzegovina Peace Agreement and an Exchange With Reporters

Good morning. About an hour ago I spoke with Secretary Christopher in Dayton, Ohio. He informed me that the Presidents of Bosnia, Croatia, and Serbia have reached a peace agreement to end the war in Bosnia, to end the worst conflict in Europe since World War II.
After nearly 4 years of 250,000 people killed, 2 million refugees, atrocities that have appalled people all over the world, the people of Bosnia finally have a chance to turn from the horror of war to the promise of peace.
The Presidents of Bosnia, Croatia, and Serbia have made a historic and heroic choice. They have heeded the will of their people. Whatever their ethnic group, the overwhelming majority of Bosnia citizens and the citizens of Croatia and Serbia want the same thing. They want to stop the slaughter; they want to put an end to the violence and war; they want to give their children and their grandchildren a chance to lead a normal life. Today, thank God, the voices of those people have been heard.
