Remarks on Signing a Resolution and a Proclamation Declaring National P.O.W.-M.I.A. Recognition Day, 1981

Ladies and gentlemen, welcome to what I think is a very important and worthwhile little signing ceremony here in the Rose Garden. I am pleased that I'm going to sign a joint resolution and a proclamation designating July 17th, 1981 National P.O.W.-M.I.A. Recognition Day.
The brave men and women who fought for our country should all know that America does remember and is grateful and will always be proud of their courage and honor on the battlefield. And it's fitting that we pay this special tribute to those who so heroically endured the hardships and torture of enemy captivity—unusual in any war in our history, because it was the longest period that American fighting men have ever been held in captivity. Just the thought of the terrible pain that they suffered and endured should be seared in our memories forever. And let us remember, too, that 6 years after American involvement in Vietnam, in the war, we still don't have a full accounting of our missing servicemen from that conflict, an accounting that was guaranteed in the Paris peace accords that brought the fighting there to an end, an agreement which has been violated.
Recently there have been reports that Americans are still being held captive in Indochina. None of these reports, I'm sorry to say, has been verified, but the world should know that this administration continues to attach the highest priority to the problem of those missing in action. We intend to seek the fullest possible account from the governments involved.
I'm grateful that we have with us here today one of America's outstanding heroes from the Vietnam war, one of the former prisoners of war, and now the Senator from Alabama, Jeremiah Denton, accompanied by his lovely wife Jane. July 17th, it is just 16 years—or that will be—to the day that he was shot down over Southeast Asia. Now, lest someone think that there's a little confusion there, he was shot down on July 18th, 1965, but when it was the 18th there, on this side of the dateline it was the 17th. Jeremiah Denton. Who will ever forget on that first night in that first plane that arrived at Clark Field in the Philippines, and he was the first man we saw come down the ramp from the plane, salute our flag, ask God's blessing on America, and then thank us for bringing them home.
They're joined here by leaders of the House and Senate, many of their colleagues, Cap Hollenbeck and Bob Dornan, John LeBoutillier and Bill Hendon and John Paul Hammerschmidt and Tom Lantos from the House, and Senators Dennis DeConcini and Bob Dole, along with Senator Jeremiah Denton.
And now, I'm going to have the happy task of signing the proclamation and the bill.

Throughout American history our prisoners of war have been called upon to make uncommon sacrifices. In fulfilling their duty as citizens of the United States they have defended American ideals while suffering unimaginable indignities under the absolute control of the enemy. They remained steadfast even while their treatment contravened international understandings and violated elementary consideration of compassion and morality.
All Americans ought to recognize the special debt we owe to our fellow citizens who, in the act of serving our Nation, relinquished their freedom that we might enjoy the blessings of peace and liberty. Likewise, we must remember the unresolved casualties of war—our servicemen who are still missing. The pain and bitterness of war endure for their families, relatives and friends—and for all of us. Our Nation will continue to seek answers to the many questions that remain about their fate.
Now, Therefore, I, Ronald Reagan, President of the United States of America, do hereby proclaim Friday, July 17, 1981, as National P.O.W.-M.I.A. Recognition Day, a day dedicated to all former American prisoners of war, to those still missing, and to their families. I urge all Americans to join in honoring those who made the uncommon sacrifice of being held captive in war, and to honor as well their loved ones who have also suffered valiantly and patiently. I also call on appropriate officials of the Federal, State and local governments, as well as private organizations, to observe this day with appropriate ceremonies and activities.

As part of a series marking 25 years since Israel bombed Iraq's Osirak nuclear reactor, BBC News speaks to four of the F-16 pilots involved:
Had mission commander Col Zeev Raz's risk assessment been proven right, one pilot would have ejected over Baghdad and another would have been waiting out in the desert for helicopters to rescue him in the night.
Yet the loss of two planes would have been a price worth paying in the eyes of the pilots of the eight F-16s and their two F-15 escorts: several believed they were averting nothing less than a new Holocaust of the Jews.
"No-one thought that all eight F-16s would return, no-one," the retired colonel says.
"We were really amazed that all of us landed back safely without a scratch."
Col Raz is the most vocal of the surviving pilots. For personal security reasons, three of them - Pilots A, B and C - would only talk to the BBC on condition of anonymity.
Col Ilan Ramon was killed a few days later when the Columbia space shuttle disintegrated upon re-entry into the Earth's atmosphere.
Osirak posed a formidable challenge: to fly a round trip of some 2,000km (1,200 miles) over hostile territory in new jets laden with bombs and extra fuel tanks.
The US-made single-seat F-16s had been in service for only a couple of years with the Americans, and had arrived in Israel less than a year before, though the pilots had been in training earlier in Utah.
"None of us had flown more than 100 missions in an F-16, which is not a lot, and the whole plane was completely new, its limitations were not completely clear, we were still learning," says Pilot A.
Glistening dome
Pilot B was anxious about the runway at Etzion, Israel's Sinai Desert air base, which has since been returned to Egypt.
"I was very concerned whether the runway at that altitude would be sufficient for a take-off at our weight," he recalls.
In the event, all eight F-16s got away safely along with their escorts, rising into a clear sky just before 1600 (1300 GMT).
"After you take off, you have to pinch yourself and say 'Hey, it's the real thing' because riding there it's basically 90 minutes of navigation with not a lot of activity and it's like in training," says Pilot A.
Flying in unchallenged, Pilot C remembers his first glimpse of the reactor. "It glistened with the sun shining from the low west," he says.
This was despite the dome having been covered in mud by the Iraqis, rattled by a small-scale Iranian air attack the previous autumn.
Col Raz remembers the view from the cockpit as his F-16 climbed for the bombing run: "We could look right and see Baghdad and look left and see the reactor."
Within a minute, all eight planes had dropped their twin bombs on Osirak. Only two failed to explode.
Once the bombs were released, Pilot C recalls, his only thought was "jinking the AAA [anti-aircraft artillery] and getting to low level".
With their lack of fuel ruling out dogfights, the pilots' greatest concern was the flight home.
When they touched down at Etzion, each had at most 450kg (1,000 pounds) of fuel left.
A secret no more
Col Raz recalls relief, happiness and "some hugs" back on the ground but the celebrations had to wait until the pilots got back to their home base in Israel.
"Even then we didn't have much time to celebrate because we were flown on a small cargo plane to Tel Aviv to debrief with the generals," he says.
"It had gone just like in planning and therefore there was not a lot to say at the debriefing," Pilot A adds.
"The planners, the analysts, they are the real heroes of this mission."
Pilot A is still impressed by the mission's modest cost: "a couple of million of dollars, the cost of an Israeli Air Force training day and very cheap for a military machine".
But Col Raz was expecting very muted celebrations, if any. "When I landed back that night, I didn't tell my family anything about the flight," he says.
Long afterwards, he was angered to find out that four fellow F-16 pilots had told their wives even before the mission that they were being sent to attack Osirak.
"It wasn't just a security breach," he says. "It was something you shouldn't do to your family."

Specific new provisions in the Act include: granting more authority to Federal law enforcement officers, extending scope beyond the Medal of Honor, broadening the law to cover false claims whereas previously an overt act had to be committed, covering mailing and shipping of medals, and protecting the reputation and meaning of military heroism medals.[3][5]
The need for the Act came about because of large numbers of fake military heroes in the United States. For example, as of June 2, 2006 there were only 120 living Medal of Honor recipients, but there were far more known imposters.[8][9][10] There are also large numbers of fake Navy SEALS[11][12] and Army Special Forces,[13] among others.

A review of George W. Bush’s 1998 tax return reveals that he reported the sale of his share of the Texas Rangers baseball team as a long term capital gain. CIA leak case may reveal the Beltway's underbelly

WASHINGTON — When Vice President Dick Cheney's former chief of staff goes on trial today on charges of lying about the disclosure of a CIA officer's identity, members of Washington's government and media elite will be answering some embarrassing questions as well.
The estimated six-week trial of I. Lewis "Scooter" Libby will pit current and former Bush administration officials against one another and, if Cheney is called as expected, will mark the first time a sitting vice president has testified in a criminal case.
The case has largely played out in below-the-radar court hearings as prosecutors and defense lawyers have mapped the boundaries of the trial. Despite speculation that Bush would pardon Libby to avoid the spectacle of a trial, the date has arrived.

Holmgren will not be fined by NFL

Seahawks coach Mike Holmgren will not be fined by the league for comments he made about the officiating in the Super Bowl.
NFL commissioner Paul Tagliabue, speaking at the owners meetings in Orlando, Fla., on Wednesday, said he never mailed a letter to the Seahawks informing Holmgren that he would be fined. The letter had been on the commissioner's desk ready to be sent.
"So I adhered to a rule that I learned long ago that the first draft of a letter is better put in the trash can," the commissioner told The Associated Press.
Holmgren drew the NFL's attention with his comments at a post-Super Bowl rally at Qwest Field.
"We knew it was going to be tough going against the Pittsburgh Steelers," he told the crowd. "I didn't know we were going to have to play the guys in the striped shirts as well."
The officiating from the game — and Holmgren's response to it — was still a hot topic at the meetings, though it has been almost two months since the Super Bowl.
"It was an unusual game, and I don't think you ever really get over it," Holmgren told the AP. "You think about it for years. It was devastating."

The Kingdome was an indoor sports and entertainment arena owned and operated by King County, Washington. The Kingdome received its nickname from King County,[1] and was officially known as the King County Domed Stadium and often called the Dome. Before its destruction it was located at the west end of Seattle's Industrial District, just south of Pioneer Square. The building was completed in 1976 on reclaimed tideflat land formerly occupied by the Burlington Northern and Santa Fe Railway's freight yards. It served as home to the Seattle Mariners baseball team, the Seattle Seahawks American football team, and the Seattle SuperSonics basketball team for several years. After the airline refuses to let him change his ticket to Hong Kong from Friday to Saturday without a huge fee, Skinner decides to promote a take-your-kids-to-work-day on the Friday before spring break. Bart very reluctantly goes to the DMV with Patty and Selma (his first choice was staying at home with Marge), Lisa goes to the nuclear power plant with Homer, Milhouse discovers the exciting world of crackers, and Martin makes money in the futures market, though he immediately loses most of the money on the market as well.
At the DMV, Bart makes himself a fake driver's license. He, Nelson, and Milhouse look for a way to use it, so they decide to use Martin's money to rent a car and go on a road trip. As a cover story, the four of them tell their parents that they have been selected by their school to attend the National Grammar Rodeo in Canada.
Instead, they go out joyriding, but soon stop to determine their destination. Finding an old brochure they decide to go to the World's Fair in Knoxville, Tennessee. But first Nelson makes them stop in Branson, Missouri (Bart: "Dad says it's just like Vegas... if it were run by Ned Flanders"), where he can see his hero, Andy Williams.
Back in Springfield, Homer asks if Lisa would like to come spend her spring break at work with him, and she enjoys herself there. Meanwhile, Marge becomes bored at home. Finding out that the World's Fair has ended many years earlier (the Knoxville World's Fair was held in 1982, nearly 14 years before the episode originally aired), and the aging Sunsphere has been turned into a wig shop, Bart and company do not find Knoxville that exciting, especially when Nelson throws a rock, toppling the Sunsphere, which then wrecks the car. They are stranded with no money and no car, nobody knows where they are, and they cannot tell their parents.
Bart calls Lisa and tells her the truth, and she tells him to become a courier. He does and is able to travel free of charge, such as to Hong Kong to deliver eyeballs (and where he is seen by Skinner), while his friends remain in Tennessee. Bart tells Lisa that she needs to have somebody ship something large to Springfield. Lisa tells Homer, who is very upset and expresses his displeasure by excusing himself before donning one of the plant's safety helmets and letting loose a stream of muffled curses that fog up the visor. After venting his fury, Homer orders the plant a new nuclear console from the Oak Ridge Nuclear Facility in a crate. Bart forces Nelson, Milhouse, and Martin to get in the crate while flying home, and everyone knows about the trip except Marge.
At night in her bed Marge receives a call from Skinner asking if Bart traveled to Hong Kong, a call asking whether her son's car was abandoned in Knoxville, and a call inquiring about Bart's availability to deliver a human kidney in Amsterdam.

Plot Outline:Using Santa's Little Helper's name, Bart is able to fraudulently obtain a credit card. Unaware that he needs to eventually pay for everything, Bart makes outlandish purchases - including a specially breeded collie he names Laddie. He manages to evade Lisa's demand for an explanation but can't keep back the creditors, who eventually repossess everything. When the creditors as for the dog, Bart - who has fallen in love with Laddie - sends Santa's Little Helper with the repo men. Later, Bart grows bored with Laddie and gives her to Chief Wiggum; in the aftermath, Bart is forced to explain everything and is sent to get Santa's Little Helper back any way he can. Bart eventually tracks down the pooch to a blind man's house and upon collecting Santa's Little Helper begins to leave. However, the blind man is able to trap burglar Bart in the closet. When Chief Wiggum comes to arrest Bart, Laddie sniffs out marijuana in the blind man's pocket. Santa's Little Helper goes home with Bart, while Wiggum holds a huge party at the man's house.
