Criticism for the memoir, titled "Dutch: A Memoir of Ronald Reagan," also continued to erupt Tuesday from the political side as former President George Bush denied Morris' claim that he and his wife were unwelcome "upstairs" in the Reagan White House when he was vice president.
"That's ridiculous," he said in an interview shown on NBC's "Today."
"Upstairs? I mean that's a kind of English, upstairs-and-downstairs approach to life. "I don't even use the terminology."
Morris writes of a Christmas Eve 1988 conversation he said he had with the Bushes a month before Bush became president.
"I really love that guy, he's such a terrific fellow," Bush -- Reagan's vice president -- is quoted as saying. Morris then quotes Bush as commenting about Reagan and his wife, Nancy: "I kinda wished they'd shown -- 'y'know, a little appreciation. Didn't seem to want us upstairs in the White House."

Allegations of insider trading have been made against George W. Bush, later elected President of the United States, for his 1990 sale of stock in Harken Energy Corporation, of which he was a director. The sale raised the issue of whether it constituted illegal insider trading.
In House of Bush, House of Saud, Craig Unger asserts that at the time of Bush's sale, Harken Energy "was expected to run out of money in just three days" (p. 123). In a last-ditch attempt to save the company, Harken was advised by the endowment fund of Harvard University to spin-off two of its lower-performing divisions–"According to a Harken memo, if the plan did not go through, the company had 'no other source of immediate financing.'" Bush had already taken out a $500,000 loan and sought Harken's general counsel for advice. The reply was explicit: "The act of trading, particularly if close in time to the receipt of the inside information, is strong evidence that the insider's investment decision was based on the inside information... the insider should be advised not to sell." This memo was turned over by Bush's attorney the day after the U.S. Securities and Exchange Commission (SEC) ruled that it would not charge Bush with insider trading. Bush's motivation for selling was his desire to pay down the debt incurred funding the purchase of his interest in the baseball team.
On June 22, Bush sold his 236,140 shares of stock anyway for a net profit of $848,560. The very next quarter, Harken announced losses of $56 million, which continued to the end of the year when the stock "plummeted from $4 to $1.25."
The subsequent SEC investigation ended in 1992 with a memo stating "it appears that Bush did not engage in illegal insider trading," [1]but noted that the memo "must in no way be construed as indicating that the party has been exonerated or that no action may ultimately result" [2]. Critics have contended that the SEC's makeup may have influenced the conclusions of the investigation, although no evidence of impropriety has been found. The chairman at the time was Richard Breeden, a good friend of the Bush family who had been nominated to the SEC by George H. W. Bush and had been a lawyer in James Baker's firm, Baker Botts. The SEC's general counsel at the time was James Doty, who would represent George W. Bush 9 months afterwhen he sought to buy into the Texas Rangers (although Doty recused himself from the investigation). Bush's own lawyer was Robert Jordan, who had been "partners with both Doty and Breeden at Baker Botts and who later became George W. Bush's ambassador to Saudi Arabia."
As President, Bush has refused to authorize the SEC to release its full report on the Harken investigation. When the Rangers franchise was sold for $259 million in 1998, at a total profit of $170 million, Bush personally received $13.9 million for his $600,078 investment

A review of George W. Bush’s 1998 tax return reveals that he reported the sale of his share of the Texas Rangers baseball team as a long term capital gain. As a result, he paid a tax on the more than $15 million proceeds at a tax rate of 20%, as opposed to the 39.6% rate on ordinary income. According to a press release dated June 18, 1998 from the Dallas Morning News, Bush paid $606,000 for about 1.8% of the team and became the managing general partner of B/R Rangers Associates, Ltd., a limited partnership that owned the team. Under the terms of the agreement, Mr. Bush was given an additional 10.2% of the proceeds as additional compensation if the team was sold. The incentive compensation became effective if the other partners received their entire investment back plus a 2% return per year.

Camp Ford was a prisoner of war camp near Tyler, Texas, during the American Civil War. It was the largest Confederate-run prison west of the Mississippi River.
Established in the spring of 1862 as a training camp for new Confederate recruits, the camp was named for Col. John Salmon Ford, a Texas Ranger and the Superintendent of Conscripts for the State of Texas. The first handful of Union prisoners did not arrive until August 1863. The captives were initially held in the open, but a panic ensued in November 1863 when 800 new prisoners threatened a mass breakout. A military stockade enclosing four acres was soon erected.
With over 2,000 new prisoners taken in Louisiana on April 8 and 9, 1864, at the battles of Mansfield, and Pleasant Hill, the stockade was quadrupled in size. With more prisoners captured in Arkansas, the prison's population peaked at about 5,000 in July 1864. The population was reduced by exchanges in July and October 1864, and again in February 1865. The last 1,761 prisoners were exchanged on May 22, 1865.
During the course of the war, the total number of prisoners who passed through the camp was slightly more than 5,500. About 327 prisoners died in captivity, giving the camp a mortality rate of 5.9%, one of the lowest of any Civil War prison. The deceased prisoners were reinterred to the Pineville, Louisiana, National Cemetery in 1867.
The prison site is now a historic park managed by the Smith County Historical Society.

The Hoa Lo Prison ( commonly translated as "fiery furnace", actually means "stove". later known to American prisoners of war as the Hanoi Hilton, was a prison used by the French colonists in Vietnam for political prisoners and later by North Vietnam for prisoners of war during the Vietnam War. The prison was built in Hanoi by the French in 1904, when Vietnam was still part of French Indochina to hold Vietnamese prisoners, particularly political prisoners agitating for independence who were often subject to torture and execution. The French called the prison Maison Centrale - a usual term to denote prisons in France.
U.S. POWs endured conditions that were miserable, and were fed food so bad that the prison was sarcastically nicknamed the "Hanoi Hilton," in reference to the well-known Hilton Hotel chain.

My fellow Americans:
Last Wednesday I addressed the Nation on the state of our national defense. I spoke of our commitment to an historic rebuilding program that has lifted America up out of weakness and given us the strength and confidence to reassume our role as leader of the free world. In a world too often prey to the forces of violence and tyranny, America is once again a bulwark for peace and freedom. We've come far, I said, in building the solid foundations of a strong and secure national defense, but we have not finished the job. We must not let all that we've accomplished in the last 5 years be undermined by careless slashing at the defense budget. America must never again slide back into helpless insecurity. America must never become, as it looked like it was becoming in the late seventies, a paper tiger.
My foremost responsibility is our national security, just as it is the prime duty of Congress to appropriate the necessary resources to keep our defenses strong. This is our duty, not only to America but to the cause of human freedom. It's also our job to make sure that every tax dollar we spend, we spend well. Defending freedom over the long haul requires that we get, as it is sometimes put, "the most bang for every buck."
Defense Secretary Weinberger has already made great strides. Before we came into office, defense costs had been out of control, escalating at an annual rate of 14 percent. We got them under control. For the last 2 years, cost increases have fallen to less than i percent, significantly lower than the rate of inflation. We have saved billions, and in the process we've built the most effective fighting force in the world. But there's still more we can do. As we continue rebuilding our defenses, we must constantly look for new savings. We must, if necessary, restructure the less efficient parts of our defense program so that waste is designed out and cost-effectiveness is designed in.
Last summer I appointed a bipartisan commission to study ways that we can redesign defense appropriations and management to make every defense dollar go as far as it possibly can. To head the Commission, I chose Dave Packard, an entrepreneur and self-made man who started Hewlett-Packard in a garage in the 1930's and built it into one of our country's leading high-tech computer and electronics companies. Dave is world famous for his management skill, and his company is renowned for its efficiency and modern management techniques. The initial recommendations came in this week. They are a tremendous example of American know-how applied to an extremely complex and difficult problem. Their application, I'm convinced, would make every defense dollar more effective and make America stronger. I won't go into all the details here—just give you some of the highlights.
First is reform of the budgeting process, to give us firm, 5-year projections and 2-year budget cycles. We're the only major country in the world that rewrites its defense budget every year—sometimes making detailed revisions two or three times a year, and the waste that results is immense. No company in the private sector would survive if it couldn't plan for the future but had to hastily and repeatedly alter its plans to accommodate shifting budgets. The effect of funding programs this way is less defense and more cost. Furthermore, much of the waste in defense is directly attributable to the appropriations process. The vote delays on the MX missile and the suspension of the B-1 bomber cost this country billions of dollars, dollars that were lost forever as those systems that were set back had to be reprogrammed at higher cost.
The report also calls for less micromanagement. Instead of scrutinizing every paper clip, bolt, and bullet, Congress should give more thought to our overall defense needs and strategy. Further changes include involving the Joint Chiefs of Staff in drawing up the budget—efficiencies for more multiyear contracting, increased use of commercial products, streamlined management, and focusing accountability within the procurement process. Also the Commission suggests changes in the organization of our military that will improve their role in national security decisionmaking. We will be announcing our implementation plans in the near future. Wherever the report points the way to greater executive effectiveness, I will implement its recommendations even if they run counter to the will of the entrenched bureaucracies and special interests. I will also urge Congress to remove those obstacles to good management that Congress itself has created over the years. This is an historic opportunity for the Congress and the executive branch to work together to give the American people what they deserve—the best, most efficient, proudest Armed Forces of the world.
