Report: Britain seeks to abolish male royal succession law

THE ASSOCIATED PRESS

LONDON -- The British government is seeking to abolish an 18th century royal succession law that requires the daughter of a monarch to make way for her younger brother, a Sunday newspaper reported.

Solicitor General Vera Baird was quoted by The Sunday Times as saying the 1701 law giving male heirs the right to succeed to the throne ahead of any older sisters was unfair and "a load of rubbish."

Officials at the solicitor-general's office were not immediately available Sunday for further comment.

The government is expected to use new equality legislation to guarantee women's succession rights, the Times report said.

Queen Elizabeth II succeeded to the throne only because she had no brothers.

When the queen's daughter, Princess Anne, was born, she was third in line to the throne, behind her mother - then Princess Elizabeth - and her brother Prince Charles.

As her brothers Andrew and Edward were born, Anne dropped down the line of succession, where she is currently 10th.

Opposition Liberal Democrat equalities spokeswoman Lynne Featherstone agrees the rule should be "confined to the dustbin of history."

"This is the perfect time to do this when there is no one who will be affected," Featherstone was quoted as saying by the newspaper

The report says Baird also wants to repeal the law banning the heir to the throne from marrying a Catholic.

Crown Prince Naruhito of Japan 徳仁皇太子 (Naruhito Kōtaishi) (born February 23, 1960 at Togu Palace, Tokyo) is the eldest son of HIM Emperor Akihito and HIM Empress Michiko. Titled Prince Hiro (浩宮 Hiro-no-miya) as a child, he became heir apparent to the Japanese throne upon the death of his grandfather, the Showa Emperor (Hirohito), on January 7, 1989.

The Crown Prince is well known for his extensive charity work. He also carries out a full schedule of royal duties.


The Crown Prince and Crown Princess have one child, HIH The Princess Aiko (her official title is Toshi no Miya, or Princess Toshi), born on December 1, 2001.

Debate

The child's birth, which occurred more than eight years after her parents' marriage, sparked lively debate in Japan about whether the The Imperial Household Law of 1947 should be changed from that of agnatic (i.e. male-only) primogeniture to equal primogeniture, which would allow a woman to inherit the Chrysanthemum Throne.

A government-appointed panel of experts submitted a report on October 25, 2005, recommending that the Imperial succession law be amended to permit equal primogeniture. On January 20, 2006, former Prime Minister Junichiro Koizumi used part of his annual keynote speech to address the controversy when he pledged to submit a bill to the Diet letting women ascend to the throne in order that the imperial throne be continued into the future in a stable manner. Koizumi did not announce a timing for the legislation to be introduced nor did he provide details about the content but he did note that it would be in line with the conclusions of the 2005 government panel.

A Proclamation

Of all of the important days to be celebrated during America's Bicentennial, none is more worthy of special observance than Veterans Day. Had not the patriotic men and women, to whom we pay deserved and grateful tribute on Veterans Day, heard and answered freedom's call during the past 200 years, there would be no American Bicentennial of freedom.

From Lexington and Concord in 1775 to the present, these courageous, selfless patriots served and sacrificed and died so that their fellow-citizens could live under a government that still is in the full tide of successful experiment and still is the world's best hope.

It is both fitting and proper that a legal holiday, designated by the Congress (5 U.S.C. 6103 (a) ), be set aside to honor our veterans.

Now, THEREFORE, I, GERALD R. FORD, President of the United States of America, do hereby invite and urge you, my fellow-Americans, to observe Monday, October 27, 1975, as Veterans Day. I commend public ceremonies as well as private contemplation as a meaningful expression of gratitude to our veterans for the priceless heritage of freedom which they have bequeathed to us.

I suggest that disabled veterans in Veterans Administration hospitals throughout the country will welcome and appreciate a Veterans Day visit. And I ask that you help to evidence America's special concern for our returned Vietnam era veterans by making Veterans Day, 1975, the beginning of a renewed personal effort to assist these deserving Americans in achieving the fullest and fastest possible readjustment to civilian life.

Finally, I call upon the appropriate officials of Government to arrange for the display of the flag of the United States on this day. I HAVE signed into law today S. 331, a bill which will return the annual observance of Veterans Day from the Fourth Monday in October to its original date of November 11, beginning in 1978. This action supports the expressed will of the overwhelming majority of our State legislatures, all major veterans service organizations, and many individuals.

Under a law enacted in 1968, the fourth Monday in October was designated for the observance of Veterans Day. Since that law took effect, it has become apparent that the commemoration of this day on November 11 is a matter of historic and patriotic significance to a great number of our citizens. It is a practice deeply and firmly rooted in our customs and traditions. Americans have appreciated and wish to retain the historic significance of November 11 as the day set aside each year by a grateful nation to remember and honor those, living and dead, who fought to win and preserve our freedom.

I believe restoration of the observance of Veterans Day to November 11 will help preserve in the hearts and lives of all Americans the spirit of patriotism, the love of country, and the willingness to serve and sacrifice for the common good symbolized by this very special day.

First, I am deeply grateful for the warm welcome by Admiral Green and all of you from the Jacksonville Naval Air Station. I am most appreciative, on behalf of Mrs. Ford and myself, that so many of you have come out on a Sunday on this occasion.

As all of you know, I am in the process of having further very important meetings with President Sadat of Egypt. It is quite interesting, in my judgment, that I am meeting this afternoon with a man who represents a country whose history goes back literally centuries and centuries and centuries.

And at the same time, I am in a part of our country where we have some contrast between the old and the new. Jacksonville is a relatively modern city, historically, and certainly a very progressive city in our development of our great country.

But not far from here we have the oldest city in the United States--St. Augustine. So, in a relatively small part of this great country, we have a history that goes back from the very beginning and a community that represents. progress and tremendous enthusiasm and drive.

I believe this shows the diversity of America. And this diversity in this great country is one of our strengths as we meet the challenges both at home and abroad.

But we cannot, in this country, solve our problems at home or meet our commitments internationally if we don't have a strong national defense program. It is vitally important for peace that we have a national defense program second to none.

All of you at the naval air station in Jacksonville perform a great service in that regard. I know of the missions and responsibilities that you have here. You have the helicopter antisubmarine warfare unit that does a tremendous job. You have the long-range naval capability in the antisubmarine warfare area. You have nuclear-powered naval vessels.

This naval air station is a vital part of our total national security capability, and what you do here protects 214 million Americans. And on behalf of them, I thank you for your contribution.

A long, long time ago, I was a part of the Navy. I was very proud of that association for some 47 months. I learned a lot. I hope I contributed a little. But I know from firsthand experiences the trials and tribulations of serving in our uniformed services.

The men and women who serve do a superb job. But the wives and the children of men in service--Army, Navy, Air Force, Marines, Coast Guard-are likewise making a great contribution, because I know of the sacrifices they make over the years in performing their part of this service. And' I thank them for what I know they do.

Let me say, in conclusion, that the meetings that I am having today and the ones that I had earlier in the week with President Sadat relate to a better and more peaceful world. But I can go and have these discussions, these talks from a position of strength, and all of you are a very vital and important part of that strength.

So, it makes my job easier, it makes our country more secure to know that we have people like you serving in our national security forces.

Thank you very, very much.

January 21st, 1976

Three years have passed since the signing of the Paris Agreement ending United States combat involvement in the Vietnam War.

That agreement contained specific provisions for the accounting of combatants designated as missing in action, and for the return of the remains of American war dead.

Despite this long passage of time, and despite the fact the war is now over, a satisfactory accounting still has not been completed. A cruel shadow of doubt hangs over hundreds of American families who have no knowledge of the whereabouts of their loved ones.

This Nation continues to explore every avenue of potential progress toward a resolution of this painful and frustrating situation. The recent Presidential visit to the People's Republic of China brought forth some hope for progress in this matter. The efforts of a Select Committee of the Congress to account for missing persons also have met with some success.

As we continue these efforts, it is essential for the Nation to be always mindful of the plight of the men whose circumstances are unknown and of the families whose sorrow we know only too well.

Further, it is important that all of us recall that the watchful eye of our Creator is upon us and upon those we love. We take comfort in the fact that each of us, in our own way, may call upon our God for guidance, for solace, and for strength to endure.

It is thus fitting for the entire country to join in one voice to declare our unalter­able commitment to seek the fullest possible accounting for those lost in combat.

NOW, THEREFORE, I, GERALD R. FORD, President of the United States of America, do hereby designate Sunday, January 25, 1976, as a National Day of Prayer for Americans Missing in Action in Southeast Asia.

I call upon all Americans and all churches throughout the Nation to mark this day with prayers for these brave men and for their families.

America has entered its third century as a Nation whose citizens still are enriched by the priceless blessings of freedom.

None among us has done more to defend and preserve our freedom than the patriotic men and women who answered our country’s call to service and sacrifice, and who today bear the proud title of "veteran."

To provide an occasion for the expression in words of tribute and through appropriate ceremonies our esteem for and gratitude to these courageous, unselfish Americans, the Congress determined (5 U.S.C. 6103 (a)), that one day shall be set aside each year, as a national holiday, to honor our veterans.

JUPITER'S MOON CALLISTO MAY HIDE SALTY OCEAN

Jupiter's second largest moon, Callisto, may have a liquid ocean tucked under its icy, cratered crust, according to scientists studying data gathered by NASA's Galileo spacecraft.

The Galileo findings, to be published in the Oct. 22 issue of the journal Nature, reveal similarities between Callisto and another of Jupiter's moons, Europa, which has already displayed strong evidence of a subsurface ocean.

"Until now, we thought Callisto was a dead and boring moon, just a hunk of rock and ice," said Dr. Margaret Kivelson, space physics professor at the University of California at Los Angeles (UCLA) and principal investigator for Galileo's magnetometer instrument, which measures magnetic fields around Jupiter and its moons. "The new data certainly suggest that something is hidden below Callisto's surface, and that something may very well be a salty ocean."

I especially encourage remembrance to those men and women who are sick and disabled and to those who are patients in our hospitals.

I call upon Federal, State and local government officials to mark Veterans Day by displaying the flag of the United States and by supporting and encouraging public involvement in appropriate exercises and programs.

August 18th, 1978

American soldiers have been captured or have become missing in action during each of our country's wars.

The agony of their families has been incalculable. The prisoners themselves have suffered deprivation, starvation, abuse, torture, and sometimes death at the hands of their captors.

Their heroism in the face of these afflictions has often been greater than the heroism of men in battle; the prisoner's battle to preserve life, dignity, and honor can go on day after painful day, sometimes for years.

And the anguish suffered by the families of Americans missing in action is prolonged by lack of certainty over the fate of a husband or son or grandson or brother.

I am proud to sign a bill honoring these Americans who have given so much and endured so much. Many of them have won through to become some of America's finest citizens—like the former prisoner of war who is one of the sponsors of this bill, Senator Hathaway. I join all Americans in gratefully recognizing their sacrifices.

NOTE; As enacted, H.J. Res. 963 is Public Law 95-349, approved August 18. The resolution requests the President to issue a proclamation designating July 18, 1979, as "National P.O.W.-M.I.A. Recognition Day."

A Proclamation

In each of America's past wars our prisoners of war have represented a special sacrifice. On them has fallen an added burden of loneliness, trauma, and hardship. Their burden becomes double when there is inhumane treatment by the enemy in violation of common human compassion, ethical standards, and international obligations.

The Congress has by Joint Resolution (Public Law 95-349) designated July 18, 1979, as "National P.O.W.-M.I.A. Recognition Day."

As we now enjoy the blessings of peace, it is appropriate that all Americans recognize the special debt owed those Americans held prisoner during wartime. It also is appropriate that we remember the unresolved casualties of war, our soldiers who are missing. The pain and bitterness of war endures for the families, relatives and friends of those whose fate is unknown. Our Nation will continue to seek answers to the questions that remain about their fate.

Now, THEREFORE, I, JIMMY CARTER, President of the United States of America, do hereby designate Wednesday, July 18, 1979, as National P.O.W.-M.I.A. Recognition Day, a day dedicated both to all former American prisoners of war as well as those still missing and to their families. I call on all Americans to join on this occasion in honoring those who made the special sacrifice of being captive in war, and their loved ones.

And I call on State and local officials and private organizations to observe this day with appropriate ceremonies and activities.

A DAY AT CAMP FORD.

LONG before daybreak the camp begins to stir. There is restlessness among our prison legions -- home-sickness, doubtless, in the souls of many sleep-locked hundreds of these ragged citizens. I hear the hum of voices arising out of morning's grey shadows; the crackling of new-lighted bivouac-brands ; the matinal twitter of red-birds. Presently the east reddens, and I see the morning star setting over yonder wooded hills outside of our prison-yard.

How royally the sun rises, atmosphered with golden mist, robed in purple haze of woodland exhalations! The camp is alive and vocal. A thousand voices call to other thousands. Tatterdemalions toll out of burrowing places, creep up from caverns, and emerge from hut-openings. Red-capped zouaves, wide-breeched; blue-bloused cavalry men, yellow-trimmed; all hungry-looking; sergeants with service stripes; jack-tars in poly-patched trowsers; wagoners in broad hats; barefooted cannoniers -- rank and file generally -- hatless, bootless, shirtless. They swarm out upon the main street; flow into crossways; jostle one another at cooking-fires; pass and repass, laden with fuel, rations, water-vessels. Another day begins.

I mingle in the throng that pours along "Fifth Avenue." I pass the "bakery," where an enterprising New Yorker sells his ten-cent leathery doughnuts and caoutchoue grape-pies for a dollar in greenbacks. I glance a moment at our "jeweller's" window -- where a corporal tinkers watche ; elbow through the crowd surrounding a lieutenant's turning-lathe, which whirls out chess-men at three dollars per set; peer into a door where sits a captain "editing" our prison-journal, "The Old Flag;" -- then reach the "spring," dash head and arms in water, comb tangled locks, and look about me.

"Motley's the only wear!" says Shakspeare, and in Camp Ford we agree with him. Such costumes never were beheld before, outside of Rag Fair or the "Beggars' Opera." I wish our Uncle Abraham, or Sam, could see this "sans culotte" procession marching up Pennsylvania Avenue. Such head-gear, from a zouave cap to rimless crowns and crownless rims, and tattered handkerchiefs, and wisps of straw! such effigies of garments! armless shirts and legless trowsers; bits of blankets tied about the loins; such patches, of every size and hue! such scarecrow figures of humanity! Their wives and mothers would not know them from the chiffoniers who rake out Northern gutters.

But they are all United States soldiers and sailors men who have met our foes on land and wave, brave rank and file of fleets and armies sacrificed by stupid commanders, and neglected in their misery by the power which should protect them. God bless them, ragged and rough as they are; for the fire of undying loyalty burns in their bosoms, and they love the "Old Flag," in spite of those who disgrace it!
