The U.S. Marshals Service claims to be the oldest law enforcement agency of the federal government in the United States. The Marshals Service itself, as a federal agency, was not created until 1969. It succeeded the Executive Office for United States Marshals, itself created in 1965 as "the first organization to supervise U.S. Marshals nationwide."
However, the office of U.S. Marshal for each judicial district is much older, as old as the federal courts themselves. The office was created by the first U.S. Congress in the Judiciary Act of 1789. Although the Act did not say that the U.S. Marshal was a "law enforcement officer" or a "peace officer," the Act did specify that the U.S. Marshal's primary duty was to execute "all lawful precepts directed to him, and issued under the authority of the United States." The U.S. Marshal for the district served a term of four years but could be removed at pleasure and had the power to appoint deputies, who could be removed by the federal court they served. The U.S. Marshal could also "command all necessary assistance in the execution of his duty."
The Marshals Service is responsible for apprehending wanted fugitives, providing protection for the federal judiciary, transporting federal prisoners (see JPATS), protecting endangered federal witnesses, and managing assets seized from criminal enterprises. The Marshals Service is responsible for 55.2 percent of arrests of federal fugitives. Between 1981 and 1985, the Marshals Service conducted Fugitive Investigative Strike Team operations to jump-start fugitive capture in specific districts. In 2007, U.S. Marshals captured over 36,000 federal fugitives and cleared over 38,900 fugitive warrants.
The United States Marshals Service also executes all lawful writs, processes, and orders issued under the authority of the United States, and shall command all necessary assistance to execute its duties.
U.S. Marshals also have the common law-based power to enlist any willing civilians as deputies.[citation needed] In the Old West this was known as forming a posse, although under the Posse Comitatus Act, they cannot use soldiers for law enforcement duties while in uniform representing their unit, or the military service. However if a soldier is off duty, wearing civilian clothing, and willing to assist a law enforcement officer on his own behalf, it is acceptable.[citation needed]

Lisa Marie Nowak was accustomed to hard training, prolonged deprivation and a strong sense of mission. But this is not exactly what NASA had in mind when they made her an astronaut.
Equipped with a knife, pellet pistol, can of pepper spray, steel mallet and 4 feet of rubber tubing, Nowak arrived at Orlando International Airport early Monday morning, police said, to confront one challenge the space agency had never considered: a romantic rival.
Nowak, 43, remains in Orange County Jail without bail on a variety of charges arising from a confrontation with Colleen Shipman, an Air Force captain whom she allegedly assaulted in the parking garage during what police characterized as an attempted kidnapping.
She is scheduled to make an initial appearance this morning at the Orange County Jail Booking and Releasing Center, which is inside the main jail facility.
Nowak, married and the mother of three, apparently had driven from Houston to meet Shipman, a younger competitor for the affections of another astronaut, Bill Oefelein. So intent was she not to be late that Nowak had donned adult diapers to avoid the customary rest stops, police said she told them.
Nowak told police that she and Oefelein have "more than a working relationship, but less than a romantic relationship," according to an affidavit. After learning that Shipman was involved with Oefelein, she said she wanted to meet the other woman to talk to her. She said she did not plan to hurt her.
Asked how squirting Shipman with pepper spray was going to aid the conversation, Nowak replied, "That was stupid."
Police said Nowak also told them that she wanted to scare Shipman, an engineer attached to Patrick Air Force Base near the Kennedy Space Center. Shipman is a 2002 graduate of Penn State University and has worked at Cape Canaveral since 2005.
Nowak, a mission specialist and Navy captain, has served on one space shuttle mission, the STS-121 return-to-flight test mission aboard Discovery last summer. She joined the astronaut corps in 1996 after a dozen years as a naval flight officer.
Oefelein is a U.S. Navy commander. He served as the pilot aboard the shuttle Discovery during a 12-day mission to the International Space Station in December. The 41-year-old naval aviator was selected by NASA for astronaut training in 1998. The December mission was his first spaceflight.
Describing Monday's assault, Shipman told police that a dark-haired woman wearing a trench coat boarded the same parking shuttle bus that she did about 3 a.m. When Shipman got off, the other woman did, too. Shipman walked to her car and heard footsteps following her.
Shipman hurriedly got into her car and locked the door. The other woman pounded on her window and tried to open the door. She then asked Shipman for help.
"My boyfriend was supposed to pick me up and he is not here," Shipman said she was told. "I've been traveling, and it's late. Can you give me a ride to the parking office?"
Shipman said she declined. Nowak then asked to borrow her cell phone. Shipman told her the battery was dead. When the woman said she could not hear what Shipman was saying, Shipman lowered the window a few inches. At that point, Shipman was pepper-sprayed, she said.
Eyes burning, Shipman managed to drive away and alert nearby police, who arrested Nowak a few minutes later at a parking shuttle bus stop.
Among the items found during a police search of Nowak's vehicle at a La Quinta hotel near the airport were six latex gloves, plastic garbage bags, a letter indicating how much Nowak loved Oefelein, handwritten directions to Shipman's house, an unused CO2 cartridge and $600 cash. Police also found a black wig and a BB gun in an airport trash can.

The Vietnam War was a military conflict that occurred in Vietnam, Laos and Cambodia from 1959 to 30 April 1975. The Sino-Soviet split led to a reduction in the influence of PRC, which had insisted in 1954 that the Viet Minh accept a division of the country. Truong Chinh, North Vietnam's pro-PRC party first secretary, was demoted and Hanoi authorized communists in South Vietnam to begin a low level insurgency in December 1956. This insurgency in the south had begun in response to Diem's Denunciation of Communists campaign, in which thousands of local Viet Minh cadres and supporters had been executed or sent to concentration camps, and was in violation of the Northern Communist party line which had enjoined them not to start an insurrection, but rather engage in a political campaign, agitating for a free all-Vietnam election in accordance with the Geneva accords. Ho Chi Minh stated, "Do not engage in military operations; that will lead to defeat. Do not take land from a peasant. Emphasize nationalism rather than communism. Do not antagonize anyone if you can avoid
it. Be selective in your violence. If an assassination is necessary, use a knife, not a rifle or grenade. It is too easy to kill innocent bystanders with guns and bombs, and accidental killing of the innocent bystanders will alienate peasants from the revolution. Once an assassination has taken place, make sure peasants know why the killing occurred." This strategy was referred to as "armed propaganda." Soon afterward, Le Duan, a communist leader who had been working in the South, returned to Hanoi to accept the position of acting first secretary, effectively replacing Truong. Duan urged a military line and advocated increased assistance to the insurgency.
Four hundred government officials were assassinated in 1957 alone, and the violence gradually increased. While the terror was originally aimed at local government officials, it soon broadened to include other symbols of the status quo, such as schoolteachers, health workers, and agricultural officials. According to one estimate, 20 percent of South Vietnam's village chiefs had been assassinated by the insurgents by 1958. (The village chiefs were Diem appointees from outside the villages and were hated by the peasantry for their corruption and abuse.) The insurgency sought to completely destroy government control in South Vietnam's rural villages and replace it with a shadow government.
