Seattle Municipal Court hosts Homeless Veteran’s Court forum
The Seattle Municipal Court, Columbia Legal Services, Seattle City Attorney, and the Associated Counsel for the Accused will host a Homeless Veteran’s Court forum on Monday, June 27 at Seattle Municipal Court. The forum is an opportunity to bring together experts from San Diego County, the site of the first Homeless Court, and local providers to learn the most effective way to operate a similar court in King County.
Seattle Municipal Court sees many homeless defendants who commit low level quality of life crimes such as theft, criminal trespass, and drinking in public. Homeless individuals may fail to comply with the court process since they have no address to receive a criminal summons, resulting in issuance of a warrant. This minor offense could be more effectively addressed through a Homeless Court process, whereby the court, legal system and social service systems collaborate to help resolve misdemeanors for defendants already on the road to self-sufficiency. Service providers identify candidates and the prosecutor and public defender work out a plea agreement. In most cases, part of the sentence includes credit for progress the individual has already made. This may include participation in drug or alcohol treatment, completion of an anger management class, or completion of community service.

Sailor burned in aircraft carrier fire
HONOLULU - The Navy says a fire aboard the USS George Washington aircraft carrier has left one sailor with minor burns and 23 others with heat stress. The Navy said Friday that sailors extinguished the fire several hours after flames were spotted Thursday in the rear of the nuclear-powered ship. It says the carrier's propulsion plant was not damaged and the fire did not threaten the safety of the ship's nuclear reactor.

An explosion aboard the aircraft carrier USS Enterprise kills 27 people in Pearl Harbor, Hawaii, on this day in 1969. A rocket accidentally detonated, destroying 15 planes and injuring more than 300 people.
The Enterprise was the first-ever nuclear-powered aircraft carrier when it was launched in 1960. It has eight nuclear reactors, six more than all subsequent nuclear carriers. The massive ship is over 1,100 feet long and carries 4,600 crew members.
At 8:19 a.m. on January 14, a MK-32 Zuni rocket that was loaded on an F-4 Phantom jet overheated due to the exhaust from another vehicle. The rocket blew up, setting off a chain reaction of explosions. Fires broke out across the deck of the ship, and when jet fuel flowed into the carrier’s interior, other fires were sparked. Many of the Enterprise’s fire-protection features failed to work properly, but the crew worked heroically and tirelessly to extinguish the fire.
In all, 27 sailors lost their lives and another 314 were seriously injured. Although 15 aircraft (out of the 32 stationed on the Enterprise at the time) were destroyed by the explosions and fire, the Enterprise itself was never threatened.
The USS Enterprise was repaired over several months at Pearl Harbor and returned to action later in the year.

The widespread disregard for nuclear weapons safety standards by airmen at Minot and Barksdale Air Force bases led to the unprecedented “Bent Spear” incident in which six nuclear warheads were mistakenly loaded onto a B-52 and flown from North Dakota to Louisiana on Aug. 29-30, Air Force officials said Friday after an intensive six-week investigation.
The Air Force relieved the 5th Munitions Squadron commander at Minot immediately after the incident. On Friday, it announced that three more commanders have been sacked.
Five steps to failure
Using the same briefing presented to Secretary of Defense Robert Gates earlier Friday, Newton summarized the five mistakes made by airmen that led to the incident and offered a timeline of events.
The first mistake occurred at the beginning of an operation to transport 12 Advanced Cruise Missiles on a B-52 Stratofortress bomber from Minot to Barksdale, part of a Defense Department program to decommission 400 of these missiles in the U.S. stockpile.
On the morning of Aug. 29, airmen assigned to the Minot weapons storage area were supposed to pick up and transport two pylons to a B-52 assigned to Barksdale. Each pylon is a self-contained package of six cruise missiles that can be quickly mounted to the wing of a Stratofortress. But the pylon had not been properly prepared, and the airmen failed to examine all the warheads on the missiles mounted to the pylons.

An Air Force spokesman insisted "there was never a danger to the American public" and called the missile mishap last Thursday an "isolated incident."
"Air Force standards are very exacting when it comes to munitions handling," Lt. Col. Ed Thomas said. "The weapons were always in our custody."
The B-52 was loaded with cruise missiles carrying nuclear warheads ranging from 5 to 150 kilotons in destructive force, mounted onto pylons on the bomber's wings, according to the Military Times newspaper, which broke the story.
"You can wipe out a good-sized city with a 5-kiloton blast," said Jim Riccio, a nuclear policy analyst for Greenpeace. "A 150-kiloton warhead is 10 times the size of what they dropped on Hiroshima."

SEATTLE - The Seattle City Council's Energy and Environmental Policy Committee today voted 4-3 not to reconfirm City Light Superintendent Gary Zarker, with one council member absent and one abstaining. The majority vote effectively means that, unless some Council members change their vote before Monday's full Council meeting, Zarker will not be reconfirmed as superintendent.

What's a vote worth these days?
Three years ago, two Seattle City Council members tried unsuccessfully to pass a law banning circus animals. The result was a flurry of accusations and finger-pointing. It was almost as entertaining as free tickets to the big tent.
History repeated itself last week when it came time to vote on City Light Superintendent Gary Zarker. Would the council reconfirm Zarker, a friend of Mayor Greg Nickels, with whom the council has feuded? The answer came after Thursday's committee hearing and a 4-3 vote against reconfirming. Zarker didn't wait for the full council vote. He resigned Friday.
Attention has now focused on what went on behind the scenes. Deputy Mayor Tim Ceis says he met with Councilwoman Judy Nicastro, who admits she offered to trade her vote. Nicastro didn't reveal what she wanted, and Ceis would only say, "What she asked for was ridiculous."
