I had a very clear dream of me back in uniform and given a new assignment on a base. I can remember seeing that I was wearing the USN Captain insignia on my khakis. I walked into a room where a change of command was going on. I'm not sure if I was told this in the dream or if I am assuming that is what's happening. I know or assume that the two officer's in the change of command were subordinate officers to me and that they were Commander's. Their command was a subordinate command to mine. I remember from the dream shaking hands with one of them and introducing myself as Captain. I can't remember the name I gave her but I think I said Captain Thomas Ray. There is also some kind of element to that part of the dream; something about it seeming silly to introduce myself by stating my rank because that was obvious or I was stating the obvious. And another unusual part was that they wouldn't tell me which one of them was taking command during that ceremony and which one was relinquishing command. I felt comfortable being back in that role, but yet, I felt as though I was still missing a few too many pieces of the jigsaw puzzle that is my mind, for my comfort. I probably serve better now for a while as an independent operative rather than an officer in charge of a large command where subordinates have certain expectations of their Captain.

Limited duty officer

A Limited Duty Officer (LDO) is an officer in the United States Navy or United States Marine Corps who was selected for commissioning based on his/her skill and expertise


They are employed in situations where it is desirable to have an officer with strong, specific technical knowledge and seasoned leadership. Per Title 10, US Code, an LDO is a permanent commissioned officer appointed under section 5589 in a permanent grade above chief warrant officer, W-5, and designated for limited duty.


LDOs perform similar tasks as those of the Warrant Officer (WO), but the formal definition differences are subtle and focus on the degree of authority and level of responsibility, as well as the breadth of required expertise. The term "Limited Duty" refers not to an LDO's authority, but rather the LDO's career progression and restrictions. Historically an LDO, prior to World War II, could only advance as far as lieutenant. Later an LDO could be promoted to commander and, in the Marine Corps, the senior LDO rank is Lieutenant Colonel. In the 1990s the ceiling in most U.S. Navy communities was raised to captain.


Command

Unlike their Unrestricted Line Officer (URL) brethren, most LDOs cannot aspire to command a major warship, combat aviation squadron, or auxiliary vessel, although for a select few in the right communities this is now a possibility. In the U.S. Marine Corps, some Military Occupational Specialties (MOS) permit LDOs to be commanding officers. Many LDOs have qualified for command ashore of certain shore activities, ranging from small activities such as Navy Operational Support Centers (formerly "Naval Reserve Centers") at the Lieutenant Commander and Commander level, to large activities such as the Naval Air Technical Training Center at the Captain level.[citation needed] In other words, LDOs may succeed to command activities which have a primary function corresponding to the MOS of the officer concerned.

LDOs will only be assigned to billets that are in their MOS and that are designated as LDO billets. LDOs may not be assigned to billets designated for unrestricted officers. This does not preclude an LDO from being assigned additional duties as deemed appropriate, including Joint duty.

In the U.S. Marine Corps, only warrant officers (WOs) can become LDOs. LDOs are experts and leaders in the MOS from which they came. LDOs are considered more the officer and less the technician than the WO. In the Marine Corps, WOs with less than 20 years of active duty service are eligible for the LDO program. This program is managed within the Recruiting Command because it is an accession board not a promotion board.

In the U.S. Navy, LDOs and WOs are former enlisted technicians (petty officers or chiefs). They are experts and leaders in the technical specialty enlisted rates from which they came. In the Navy, First Class Petty Officers and Chief Petty Officers in the Navy with less than 20 years of service are eligible for the LDO program, while chiefs with 16 or more years of service, senior chief and master chiefs usually are selected in the WO program.

The United States Marine Corps MOS 0306, Infantry Weapons Officers, or Marine Gunners, are Chief Warrant Officers that are technical weapons specialists and are knowledgeable (as pertaining to their acceleration of grade and experience) in the tactical employment of all the weaponry in Marine Corps arsenal; all weapons organic to the Marine infantry units.

Their technical skills complemented with infantry field experience fundamentally posits them as advisers to the force commanders within the Fleet Marine Force's task forces [i.e. Marine Expeditionary Force (MEF) and its subordinate units]. When assigned directly to a section of the general staff (usually 'S-3/G-3' [Operations] sections), Marine Gunners may be responsible for developing and monitoring weapons training protocols, its tactical employment of weapons, and preventive maintenance of the unit's infantry weapons. During combat operations, Marine Gunners assists their force commanders in battle tracking.

They are sent forward to oversee the battle, reporting directly to task force commanders in a "directed telescope" fashion. Additional assignments may be assigned based on future needs of the Marine Corps; such as new weapons systems acquisition, new weapons systems research and development, management of the units ammunition allocation—and the unit training plan, infantry training, and fire support planning.

Warrant Officer (United States)

In the United States military, the rank of Warrant Officer (grade W-1 to W-5) is rated as an officer above the senior-most enlisted ranks, as well as officer cadets and candidates, but below the officer grade of O-1 (NATO: OF-1). Warrant officers are highly skilled, single-track specialty officers, and while the ranks are authorized by Congress, each branch of the Uniformed Services selects, manages, and utilizes warrant officers in slightly different ways.


The Marine Corps has had warranted officers since 1916 as technical specialists who perform duties that require extensive knowledge, training and experience with particular systems or equipment. Marine warrant officers would be selected from the ranks of non-commissioned officers and given additional training in leadership and management. In 1943, all Marine warrant officer ranks were aligned with the other services. They were Warrant Officer (W1) and Commissioned Warrant Officer (W2). The duties Marine warrant officers typically fulfill are those that would normally call for the authority of a commissioned officer, however, require an additional level of technical proficiency and practical experience that a commissioned officer would not have had the opportunity to achieve.

An enlisted Marine can apply for the warrant officer program after serving at least eight years of enlisted service, and reaching the grade of E-5 (Sergeant) for the administrative warrant officer program or after serving at least sixteen years of enlisted service and reaching the grade of E-7 (Gunnery Sergeant) for the weapons warrant officer program. If the Marine NCO is selected, he or she is given additional leadership and management training during the Warrant Officer Basic Course (WOBC), conducted at The Basic School in Quantico, Virginia.

Chief Petty Officer

Chief Petty Officer is a non-commissioned officer or equivalent in many naval services and coast guards.

Chief Petty Officer is the seventh enlisted rank in the U.S. Navy and U.S. Coast Guard, just above Petty Officer First Class and below Senior Chief Petty Officer, and is a senior non-commissioned officer. The grade of Chief Petty Officer was established on April 1, 1893 for the Navy. The United States Congress first authorized the Coast Guard to use the promotion to Chief Petty Officer on 18 May 1920.

Unlike Petty Officer First Class and lower ranks, advancement to Chief Petty Officer not only carries requirements of time in service, superior evaluation scores, and specialty examinations, but also carries an added requirement of peer review. A Chief Petty Officer can only advance after review by a selection board of serving Senior and Master Chief Petty Officers, in effect "choosing their own" and conversely not choosing others.

Advancement into the Chief Petty Officer grades is the most significant promotion within the enlisted naval ranks. At the rank of Chief, the Sailor takes on more administrative duties. In the Navy, their uniform changes to reflect this change of duty, becoming identical to that of an officer's uniform except with different insignia.


Chief Petty Officers serve a dual role as both technical experts and as leaders, with the emphasis being more on leadership as they progress through the CPO ranks. A recognized, collateral duty for all Chiefs is the training of Junior Officers. Like Petty Officers, every Chief has both a rate (rank) and rating (job, similar to an MOS in other branches). A Chief's full title is a combination of the two. Thus, a Chief Petty Officer, who has the rating of Gunner's Mate would properly be called a Chief Gunner's Mate.

Each rating has an official abbreviation, such as QM for Quartermaster, BM for Boatswain's Mate, or FC for Fire Controlman. When combined with the petty officer level, this gives the short-hand for the chief's rank, such as BMC for Chief Boatswain's Mate. It is not uncommon practice to refer to the chief by this short hand in all but the most formal correspondence (such as printing and inscription on awards). Mostly, though, they are simply called "Chief", regardless of rating.

Fire Controlman (abbreviated as FC) is a United States Navy occupational rating.

Fire Controlmen (FC) provide system employment recommendations; perform organizational and intermediate maintenance on digital computer equipment, subsystems, and systems; operate and maintain combat and weapons direction systems, surface-to-air and surface-to-surface missile systems, and gun fire control systems at the organizational and intermediate level; inspect, test, align, and repair micro/minicomputers and associated peripheral equipment, data conversion units, data display equipment, data link terminal equipment, print devices, and system related equipment; make analysis for detailed systems, computer programs, electronics, and electronic casualty control; and operate associated built-in and external test equipment; load, initialize, and run preprogrammed diagnostic, performance and testing routines for digital computer equipment, digital subsystems, digital systems, and overall combat systems.

FCs typically operate weapon systems on-board surface combatant ships. They are trained in the repair, maintenance, operation and employment of weapons such as the Tomahawk Missile System, the Close-In Weapons System, the 5"/54 caliber Mark 45 gun Weapon System and it's associated MK86 or MK160 Gun Fire Control System, the MK92 Gun Fire Control System (on Frigates) the Sea Sparrow Missile System, and the Harpoon Missile Systems. These include their associated computer and sensor packages. Their job is somewhat unique in that they are trained to troubleshoot and repair their systems, as well as operate them.

May 22nd, 1985

Congresswoman Holt, Secretary Lehman, Admiral Watkins, General Davis, Admiral Larson, distinguished guests, members of the class of 1985, ladies and gentlemen: I am so proud and honored to be here and to have a 22-gun salute. [Laughter]

But it's an honor for any President to commemorate the graduation of new officers from our service academies, but today is a special privilege for me. I was reminded on the way up here that we have a lot in common. You were the first class to enter the Naval Academy during my term in office, and you might say we've finished a 4-year course together. Now we're both about ready for the real stuff. [Laughter] One thing bothers me, though. I still seem to be climbing that greased monument and you only had to do it once, 3 years ago. 1 [Laughter]

Well, looking out over your faces in this inspiring and historic setting gives reason for confidence in our nation's future. These last 4 years have been spent preparing you to assume responsibility for the protection of our country and all that we stand for. You're part of a noble tradition.

America's independence and freedom, since we were but 13 Colonies huddled along the Atlantic coast, have relied on the bravery, the good sense, and leadership of her officer corps. We've leaned heavily on men of the sea, on our Navy and Marine Corps. Your careers will be no less significant to future generations of Americans than those of past naval heroes.

You will hear during your career, as I've heard during times in my life, that maintaining the military at peak readiness-keeping our forces trained and supplied with the best weapons and equipment—is too costly. Well, I say it is too costly for America not to be prepared. As Presidents since Washington have noted: The way to prevent war is to be prepared for it.

And as obvious as that is, it's not always appreciated. There's a story about John Paul Jones' chief gunners mate. It was during the gore and thunder of that most historic battle. He was loading and firing cannon and carrying the wounded to the medical officer, cutting away the tangled rigging. And apparently in the midst of that first fight, John Paul Jones went below momentarily and changed into a new uniform. And as he emerged on deck a voice rang out through the smoke and fire—it was the British captain asking, "Have you struck your colors?" And the gunners mate, sweat and blood dripping from his body, turned and saw Jones now in his fresh uniform reply: "I have not yet begun to fight." And the gunners mate said, "There's always somebody who didn't get the word."

Now, my chief of staff, Don Regan, is a marine, and he keeps telling me that story's incorrect—that it was a marine in the rigging and not the gunners mate that said that.

Well, today as throughout our history, it is strength not weakness, resolve not vacillation, that will keep the peace. It's about time that those who place their faith in wishful thinking and good intentions get the word.

During the 1930's I saw America, disillusioned by the First World War, permit our military power to decline. The lack of will on the part of the Western democracies encouraged the totalitarians of that day. Churchill called what followed the most avoidable of all wars, and it turned out to be the most costly of all wars, both in terms of resources and in terms of human suffering.

Americans were spared much of the direct ravages of the Second World War due to geography, the grace of God, and the incredible skill and unmatched courage of our Armed Forces in the desperate months after Pearl Harbor. Fighting a delaying action, often against overwhelming odds, they bought the time needed to build our forces. Coral Sea, Midway, Guadalcanal are names that have gone down in the annals of truly historic battles. I couldn't help but see those names up there on the stadium. Many good men gave their lives in the 1940's for America's unwillingness to prepare in the 1930's. Let me promise you: As long as I'm President that will not happen again.

Since the end of the Second World War, American military might has been an immensely positive force in the world. We used our economic resources to help rebuild the devastated homelands of our allies and of our former enemies as well. Those people, wherever they are in this world, who've enjoyed the rights to speak and to pray and to direct the course of their government through democratic elections owe their freedom to one degree or another to the protection of the United States military. It doesn't take much imagination to know how different things would be had the Soviet Union, not the United States, militarily and economically dominated the world after 1945.

There are some who analyze world events who operate under the assumption that the United States and the Soviet Union are morally equivalent. This reasoning does a great disservice to our forefathers and all the brave individuals throughout our history who have fought and died to keep this country free. The United States is a democratic nation of free people. We are a far more moral and decent land than any totalitarian state, and we should be proud of it.

During the last decade, perhaps as a result of confusion stemming from the Vietnam war, America again permitted its military strength to decline. For the Navy this meant going from almost 1,000 ships in the late 1980's—or 1960's, I should say—to under 500 by 1980. In real terms, our overall military spending dropped by 20 percent in the 1970's.

And how did the Soviets seize this historic opportunity for better relations? They raced forward with the largest peacetime military expansion in history. They built almost three times as many ships as we did in the 1970's, turning what had once been a navy aimed at coastal defense into an offensively designed, blue-water navy—a formidable threat to peace and stability throughout the world. The Soviet's Pacific fleet alone now has more than 500 vessels, including two aircraft carriers and more than 130 submarines.

There had been theories that Soviet belligerence would wane as their relative strength to the United States increased. Those theories went by the wayside in the late 1970's as Soviet advisers and military equipment, along with thousands of Cuban surrogate troops, poured into Africa; Soviet tanks invaded Afghanistan. A weaker America did not mean a more peaceful world. That's about as likely as Army stealing the statue of Tecumseh. [Laughter] .

Four years ago, when you were entering Annapolis, we were putting in place a program to rebuild America's weakened defenses, and I'm proud to say that much progress has been made. I know you're ready for the Navy, and I can tell you the Navy is now much more ready for you. And thanks to Secretary of the Navy John Lehman's aggressive leadership, we now have 532 battle-force ships in commission. In 1984 alone, the Navy took delivery of 25 ships. We currently have 102 battle-force ships under construction or conversion in 21 shipyards. By the end of the decade, we'll realize our goal of a 600-ship Navy, which will include 15 deployable aircraft carriers.

And we've taken the steps necessary to make certain that our ships are in fighting trim and able to accomplish their mission. We've moved forward to ferret out waste and inefficiency. And by the way, that's why you hear those stories about outrageously expensive hammers or bolts and things of that kind. We're finding the waste and cutting it out. Those press stories are actually success stories, because by and large they represent our efforts to make the best use of our defense dollar. To make sure our military is ready, we've purchased spare parts, ammunition, better and more efficient equipment, and top-of-the-line weapons systems. Most important, we've got the best darn bunch of officers and crews this Navy or any navy has ever had.

By the end of the 1970's many of our military personnel were demoralized. The purchasing power of their pay had eroded, as had public recognition of their service. Enlisting quality personnel was increasingly difficult, and the reenlistment rates plummeted. We had ships that couldn't leave port for lack of a full crew.

Today that situation has been dramatically reversed. We've not only been meeting our recruitment goals but we're bringing in individuals fully capable of handling the sophisticated equipment and high-tech weapons systems of the modern Navy. Reenlistment rates are up in all of the services. And testing among our sailors and marines suggests that drug use, once a major problem, has dropped more than anyone would have predicted possible. And I've heard of your excellent record in this area, and I commend you for it.

Although I'm an old horse cavalryman myself, I've always had a soft spot in my heart for the Navy. Back in my former profession, I played a naval officer in "Hellcats of the Navy." And Nancy was a Navy nurse in the same picture. [Laughter] Now, speaking for myself only, if they should send me another script, it probably would be for "Old Man and the Sea." [Laughter]

"Hellcats" was about the submarine force, and I had an experience down in San Diego where we made most of that picture. The submarine training base down there taught me a little about the Navy. It seems that just about the same time we were making the picture, the fly-boys over there at the naval air station came over and invited the officers, the submariners, to come over and kind of learn a little about their occupation.

And having gotten them there and then strapped in, they took them up and gave them the works, the whole load. Well, this group of somewhat upset officers— [laughter] —returned to the naval base. And then they thought they should return the favor, so they invited the fly-boys to come over and learn something about the submarine service.

And they took them out in the submarine, and they were below, and they dived. And then all of a sudden, bells began ringing, and sirens sounding, and fellows were running back and forth, and there were red lights flashing. And it seemed that there was a dial there that said that they were not coming out of their dive. They were going on down. And worriedly they pointed out to these flyers what this meant—that if it passed that red point on the dial, that was below the ability of the submarine to withstand the pressure.

And then in the midst of all of that excitement, and as it got closer and closer to that red line, one fellow just climbed the ladder into the conning tower and opened the hatch. [Laughter] They were still tied to the dock. [Laughter]

Well, that was just a movie, but the job you'll do is as vital as at any time in the history of our Republic. Our economy is run on fuel and resources from far away countries brought to us by way of the oceans. Even many of our own resources, the oil in Alaska for example, are transported by sea.

And the great democratic nations of the world are tied by shared values and a reliance on the sealanes. Our treaty commitments mean little without access to the Atlantic, the Pacific, the Caribbean, the Mediterranean, the Indian Ocean, the Persian Gulf—all the great bodies of water.

The challenge is great. Our Navy is meeting a heavier responsibility than we had in the sixties and meeting it with fewer ships. And that means the officers and crew of every vessel must work harder, carry a heavier load, and endure longer, more strenuous cruises. The Ticonderoga, our first Aegis-equipped, guided-missile cruiser, spent over 80 percent of her time underway during a 6 1/2 month maiden cruise in 1984. That same year the aircraft carrier Ranger and her battle group set a record for sustained continuous operations for conventional-powered carrier battle groups—121 days, steaming more than 50,000 miles.

Men and women on these and other ships are under great stress, handling advanced weapons systems and sophisticated equipment. And that's all the more reason to salute them after setting a new record for aircraft safety last year. Many who served could easily have better paying civilian jobs. Sailors on the carriers are away from their families 70 percent of the time; yet 60 percent of these fine young people reenlist.

Then there's the New Jersey. In mid-1983 she left Long Beach on what was to have been a 2 1/2 month shakedown cruise in the western Pacific. After traveling to Thailand and the Philippines, she was ordered to Central America. After a few weeks there, she went through the Panama Canal and at high speed proceeded to Beirut, where she remained until May of 1984. She spent 322 days under way, with only three port visits on a voyage that covered 76,000 miles. The only relief for her crew was given by the magnificent contribution of 349 volunteers from the Ready Reserves. With 3-week shifts aboard the battleship, they permitted much of the New Jersey's crew to rotate home for leave.

In today's Navy, as with the other services, the Reserves are playing an increasingly important role. Who are they? Citizens concerned about the future of this country and determined to do their part. They share their time, energy, and talent to keep America strong, safe, and free.

Sometimes it's hard to find the words to express my heartfelt gratitude for those who serve on active duty and in the Reserves. But it isn't difficult to find the words to explain why they do what they do. It only takes one word—patriotism. And as Commander in Chief, I am overwhelmed at times by their dedication and courage.

I see this every day. We've enlisted the talent of some Naval Academy graduates at the White House. Robert McFarlane, my national security adviser, his deputy, Admiral John Poindexter, graduated in 1959 and 1958 respectively, and I'm proud to note that their sons are following in their footsteps here at the Academy.

One man who sat where you do now and graduated from the Naval Academy in 1968 is another member of our administration-Assistant Secretary of Defense James Webb, the most decorated member of his class. James' gallantry as a marine officer in Vietnam won him the Navy Cross and other decorations, including two Purple Hearts. James wrote several books about American service men and women. In his book, "A Sense of Honor," he describes the life that you have chosen. He wrote:

"Servicemen are always in motion, in the air at more than the speed of sound, underwater at depths whales could only dream of, on the surface of the water cruising at 30 miles an hour through crashing seas with another ship almost touching theirs . . . replenishing their oil supplies. Or they are on the ground, in the dirt, testing and training weapons that may someday kill others but today may deal them that same irony. The smallest margin of error separates a live man from a dead man. And in war, of course, they are the first and usually the only ones to pay. The President and the Congress may suffer bad news stories. The military man suffers the deaths of his friends, early and often." End quote.

I want each of you to know that this President understands and appreciates the job that you will be doing. Your lives are precious. You are putting yourselves in harm's way for America's sake, and I will do everything in my power to make certain the country gives you the tools and equipment you need to do your job and to come home safely.

There's a new appreciation for our men and women in military service. One manifestation of this is the effort now going forth to build a Navy memorial in the Nation's Capital, a living tribute to you and all those in the United States Navy, officers and enlisted, who have gone before you.

Whether we remain at peace, whether we remain free, will depend on you—on your character, your decisions, your leadership. Our ships are in a state of forward deployment, adding both to our deterrence and to our flexibility in dealing with any potential crisis. The theory of deterrence means more than preventing nuclear war. That certainly is an aspect of deterrence, an important one in which the Navy, with her fleet of Poseidon and Trident submarines, is a leading player. Those men who stay submerged for months at a time, foregoing home and family, are the ultimate guarantees against nuclear attack.

But the spectrum of conflict ranges from terrorism and guerrilla warfare through conventional and nuclear confrontation. The Navy is an intricate part of a wide-ranging strategy of deterrence across this spectrum. We hope to dissuade hostile action at any level by persuading potential aggressors that whatever their target they'll lose more than they will gain. The Navy and Marine Corps' power and forward deployment puts them on the front lines of deterrence. The leadership and judgment of naval officers, serving in the far reaches of the globe, are critical to our success as a nation.

So, let me leave you with these thoughts. Your countrymen have faith in you and expect you to make decisions. The issues will not be black and white, otherwise there would be no decision to make. Do not be afraid to admit and consider your doubts, but don't be paralyzed by them. Be brave. Make your judgment and then move forward with confidence, knowing that although there's never 100-percent certainty, you have honestly chosen what you believe to be, as you have been told by the Admiral, the right course. Do this, and the American people will always back you up.

You're joining the officer ranks of the United States Navy and Marine Corps. You're part of a proud tradition. John Paul Jones, entombed here at Annapolis and enshrined in the hearts of all Americans once said, "I hoisted with my own hands the flag of freedom . . . and I have attended it ever since with veneration on the ocean."

As you go forth in your career, the flag will be in your hands. Carry it and yourselves with pride.

United Airlines Flight 232 was a scheduled flight from Stapleton International Airport in Denver, Colorado, to O'Hare International Airport in Chicago, with continuing service to Philadelphia International Airport. On July 19, 1989, the DC-10 (Registration N1819U) operating the route crash-landed in Sioux City, Iowa, after suffering catastrophic failure of its tail-mounted engine, which led to the loss of all flight controls. 111 people died in the accident


The crew guided the crippled jet to Sioux Gateway Airport and lined it up for landing on one of the runways. However, without flight controls, they were unable to slow down for landing, and were forced to attempt landing at much too high a speed and rate of descent. On touchdown, the aircraft broke apart, caught fire, and rolled over. The largest section came to rest in a cornfield next to the runway.

John Mercer Brooke

John Mercer Brooke (December 18, 1826 – December 14, 1906) was an American sailor, engineer, scientist, and educator. He was instrumental in the creation of the Transatlantic Cable, and was a noted marine and military innovator.


Brooke graduated from one of the earliest classes of the United States Naval Academy and became a lieutenant in the United States Navy in 1855. He worked for many years with Commander Matthew Fontaine Maury in the United States Naval Observatory (USNO), charting the stars as well as assisting in taking soundings of the ocean's bottom to determine the shape of the bottom. Many believed the sea floor was flat but attempted soundings of the past in blue water (deep sea) as far as eleven miles (18 km) could not find the ocean bottom. Part of this was due to powerful under currents far below, rivers in the ocean traveling in various directions. In the struggles with soundings, which nobody had done anything of value at great depths it was after Maury's failure with a unique device he invented that gave Brooke an idea of taking deep sea soundings. Brooke perfected a "deep sea sounding device" which was always used afterwards by navies of the world until modern times and modern equipment replaced it. Working together on this project of many trials, Maury wanted to add a sea floor "core sampling device" which Brooke was able to invent.

The inference in all of this is that the area where the samples came from was the "telegraphic plateau" as called by Maury who had sent out ships to sound those depths at two hundred mile intervals from Newfoundland to Ireland. Maury had charted the underwater mountain ridge. The microscopic organisms left the sea floor on this "telegraphic plateau" were deep and soft so that the area was that of a long mountain chain with the top of those underwater mountains having a firm and soft coating of these dead organisms. This meant that the area was deep enough that no ship's anchor nor any fisherman's net would drag the area. The fact that there was no abrasion on these minute organisms meant that there were no strong currents in that area at that depth. Soon after publishing this, Cyrus West Field wrote to Maury of the USNO on the feasibility of laying a transatlantic cable and was given a positive reply and later details explanation face to face. Cyrus Field also contacted Samuel Morse regarding the feasibility of transmitting an electric current a distance of 1,600 miles (2,600 km) underwater. Again, Field was given an affirmative and soon visited Morse. Cyrus Field continued contacting these two men, Maury and Morse, gathering all possible information and offered them shares in his great adventure that would become a reality in 1858 when the Queen of the United Kingdom spoke to President Buchanan through the transatlantic cable.

Had it not been for Brooke's deep sea and core sampling device, the world would have had to wait on charting the floors of the undersea world and would not have had the undersea trans-atlantic cable for generations to come.


Later career

As an expert in maritime surveys, he participated in exploratory missions in the Pacific. He had a role in the counseling and instruction of officers of the nascent Japanese Navy. In Japan, he was a technical adviser aboard the Japanese steamer Kanrin Maru, and he helped sail the ship to the United States in February 1860. He was accompanied by Japanese representatives aboard the Powhatan.

He was also instrumental in the development of a new rifled gun for the Navy that became known as the Brooke Gun.

In 1861, Brooke resigned from the U.S. Navy to join the Confederate Navy. He was involved in the conversion of the frigate USS Merrimack into the ironclad CSS Virginia. In 1862, he was promoted to commander, and in 1863, to Chief of the Confederate Navy's Bureau of Ordnance and Hydrography, until the end of the war. He was instrumental in the organization and establishment of the Confederate States Naval Academy.


The US Navy honored his career by naming the first ship of a new class of Destroyer Escort / Fast Frigate ships in his name. USS BROOKE - DEG-1 (Later re-named FFG-1)

The mission of the Office of Inspector General (OIG) is to promote the efficiency, effectiveness and integrity of programs in the United States Department of Health and Human Services (HHS). It does this by developing methods to detect and prevent fraud waste and abuse. Created by statute in 1976, the Inspector General keeps both the Secretary and the Congress fully and currently informed about programs or management. problems and recommends corrective action. The OIG performs its mission by conducting audits, investigations and inspections with approximately 1 200 staff strategically located around the country.

OFFICE OF ANALYSIS ANI; INSPECTIONS

This report is produced by the Office of Analysis and Inspections (OAI), one of the three major offices within the OIG. The other two are the Office of Audit and the Office of Investigations.

The OAI conducts inspections which ate typically short-term studies designed to determine program effectiveness, efficiency and vulnerability to fraud or abuse.

THIS REPORT

This report is entitled Birth Certificate Fraud. It was prepared following a review conducted to help HHS and other interested parties to gain a current overview of (1) the vulnerabilities to fraud in birth certificate forms and procedures of issuing and user agencies and (2) the best practices among State and local jurisdictions to minimize these vulnerabilities.

Over 7,000 State and local vital records offices issue birth certificates with no uniform standards for issuance processes, controls, or quality of documents. In some jurisdictions, birth certificates are easily counterfeited, obtained through imposture, or created from stolen legitimate blank forms."

In an artificial memory that I just now thought of, prompted by observations I make here, I have a "memory" of traveling from Greenville South Carolina to a seminar in Sacremento California. The seminar was about computerized medical billing. I was there for two or three days. I very clearly remember one of those days while I was there at the seminar that I looked down and was annoyed to see that my ink pen in my left shirt pocket under my suit jacket had started to leak ink and had ruined my shirt. I seem to recall thinking about this sometime in what seems to be the near-past and I think I was trying to remember or I did remember that the ink pen was leaking red ink onto my white shirt. I also remember, as seems important to this observation, that I was flying back to Greenville after the seminar was over and I bought a Mickey Mouse doll for my girlfriend's daughter, as I think that was before her mother and I married, and I left that Mickey Mouse doll on the seat next to me in the waiting area before boarding the airplane. I was sitting on the airplane and one of the flight attendants called out over the intercom and announced that someone had left a Mickey Mouse doll on the seat outside and I reached up to press the button above me to call her over and I told her that was mine. She might have not mentioned it was a Mickey Mouse doll or something, now that I think about it but I really do not remember specifically what was our dialog. She gave me to the Mickey Mouse doll and I later gave it to my girlfriend's daughter.
