A Limited Duty Officer (LDO) is an officer in the United States Navy or United States Marine Corps who was selected for commissioning based on his/her skill and expertise
They are employed in situations where it is desirable to have an officer with strong, specific technical knowledge and seasoned leadership. Per Title 10, US Code, an LDO is a permanent commissioned officer appointed under section 5589 in a permanent grade above chief warrant officer, W-5, and designated for limited duty.
LDOs perform similar tasks as those of the Warrant Officer (WO), but the formal definition differences are subtle and focus on the degree of authority and level of responsibility, as well as the breadth of required expertise. The term "Limited Duty" refers not to an LDO's authority, but rather the LDO's career progression and restrictions. Historically an LDO, prior to World War II, could only advance as far as lieutenant. Later an LDO could be promoted to commander and, in the Marine Corps, the senior LDO rank is Lieutenant Colonel. In the 1990s the ceiling in most U.S. Navy communities was raised to captain.
Command
Unlike their Unrestricted Line Officer (URL) brethren, most LDOs cannot aspire to command a major warship, combat aviation squadron, or auxiliary vessel, although for a select few in the right communities this is now a possibility. In the U.S. Marine Corps, some Military Occupational Specialties (MOS) permit LDOs to be commanding officers. Many LDOs have qualified for command ashore of certain shore activities, ranging from small activities such as Navy Operational Support Centers (formerly "Naval Reserve Centers") at the Lieutenant Commander and Commander level, to large activities such as the Naval Air Technical Training Center at the Captain level.[citation needed] In other words, LDOs may succeed to command activities which have a primary function corresponding to the MOS of the officer concerned.
LDOs will only be assigned to billets that are in their MOS and that are designated as LDO billets. LDOs may not be assigned to billets designated for unrestricted officers. This does not preclude an LDO from being assigned additional duties as deemed appropriate, including Joint duty.
In the U.S. Marine Corps, only warrant officers (WOs) can become LDOs. LDOs are experts and leaders in the MOS from which they came. LDOs are considered more the officer and less the technician than the WO. In the Marine Corps, WOs with less than 20 years of active duty service are eligible for the LDO program. This program is managed within the Recruiting Command because it is an accession board not a promotion board.
In the U.S. Navy, LDOs and WOs are former enlisted technicians (petty officers or chiefs). They are experts and leaders in the technical specialty enlisted rates from which they came. In the Navy, First Class Petty Officers and Chief Petty Officers in the Navy with less than 20 years of service are eligible for the LDO program, while chiefs with 16 or more years of service, senior chief and master chiefs usually are selected in the WO program.

Chief Petty Officer is the seventh enlisted rank in the U.S. Navy and U.S. Coast Guard, just above Petty Officer First Class and below Senior Chief Petty Officer, and is a senior non-commissioned officer. The grade of Chief Petty Officer was established on April 1, 1893 for the Navy. The United States Congress first authorized the Coast Guard to use the promotion to Chief Petty Officer on 18 May 1920.
Unlike Petty Officer First Class and lower ranks, advancement to Chief Petty Officer not only carries requirements of time in service, superior evaluation scores, and specialty examinations, but also carries an added requirement of peer review. A Chief Petty Officer can only advance after review by a selection board of serving Senior and Master Chief Petty Officers, in effect "choosing their own" and conversely not choosing others.
Advancement into the Chief Petty Officer grades is the most significant promotion within the enlisted naval ranks. At the rank of Chief, the Sailor takes on more administrative duties. In the Navy, their uniform changes to reflect this change of duty, becoming identical to that of an officer's uniform except with different insignia.
Chief Petty Officers serve a dual role as both technical experts and as leaders, with the emphasis being more on leadership as they progress through the CPO ranks. A recognized, collateral duty for all Chiefs is the training of Junior Officers. Like Petty Officers, every Chief has both a rate (rank) and rating (job, similar to an MOS in other branches). A Chief's full title is a combination of the two. Thus, a Chief Petty Officer, who has the rating of Gunner's Mate would properly be called a Chief Gunner's Mate.
Each rating has an official abbreviation, such as QM for Quartermaster, BM for Boatswain's Mate, or FC for Fire Controlman. When combined with the petty officer level, this gives the short-hand for the chief's rank, such as BMC for Chief Boatswain's Mate. It is not uncommon practice to refer to the chief by this short hand in all but the most formal correspondence (such as printing and inscription on awards). Mostly, though, they are simply called "Chief", regardless of rating.

Fire Controlmen (FC) provide system employment recommendations; perform organizational and intermediate maintenance on digital computer equipment, subsystems, and systems; operate and maintain combat and weapons direction systems, surface-to-air and surface-to-surface missile systems, and gun fire control systems at the organizational and intermediate level; inspect, test, align, and repair micro/minicomputers and associated peripheral equipment, data conversion units, data display equipment, data link terminal equipment, print devices, and system related equipment; make analysis for detailed systems, computer programs, electronics, and electronic casualty control; and operate associated built-in and external test equipment; load, initialize, and run preprogrammed diagnostic, performance and testing routines for digital computer equipment, digital subsystems, digital systems, and overall combat systems.
FCs typically operate weapon systems on-board surface combatant ships. They are trained in the repair, maintenance, operation and employment of weapons such as the Tomahawk Missile System, the Close-In Weapons System, the 5"/54 caliber Mark 45 gun Weapon System and it's associated MK86 or MK160 Gun Fire Control System, the MK92 Gun Fire Control System (on Frigates) the Sea Sparrow Missile System, and the Harpoon Missile Systems. These include their associated computer and sensor packages. Their job is somewhat unique in that they are trained to troubleshoot and repair their systems, as well as operate them.
