3. Criteria: a. The Prisoner of War Medal is issued only to those U.S. military personnel who were taken prisoner and held captive after 5 April 1917;

5. Background: a. b. As a result of the above law, DOD solicited designs from all sources, and on 29 November 1985, designated The Institute of Heraldry (TIOH) as the Executive Agency for designing and procuring the medal. Over 300 designs were received and referred to a committee, comprised of representatives of the Armed Services, for advising the Secretary of Defense on a selection.
c. The design selected was created by Mr. Jay C. Morris of The Institute of Heraldry. The symbolism of the design is as follows: The eagle, a symbol of the United States and the American spirit, though surrounded by barbed wire and bayonet points, stands with pride and dignity, continually on the alert for the opportunity to seize hold of beloved freedom, thus symbolizing the hope that upholds the spirit of the prisoner of war. The ribbon colors red, white, and blue are symbolic of our National colors while determination to survive in or to escape from a hostile environment.

WASHINGTON — When Vice President Dick Cheney's former chief of staff goes on trial today on charges of lying about the disclosure of a CIA officer's identity, members of Washington's government and media elite will be answering some embarrassing questions as well.
The estimated six-week trial of I. Lewis "Scooter" Libby will pit current and former Bush administration officials against one another and, if Cheney is called as expected, will mark the first time a sitting vice president has testified in a criminal case.
The case has largely played out in below-the-radar court hearings as prosecutors and defense lawyers have mapped the boundaries of the trial. Despite speculation that Bush would pardon Libby to avoid the spectacle of a trial, the date has arrived.

With the deactivation of Composite Squadron 8 in September 2003, the last TA-4 Skyhawks were retired from Navy service. In the following account, a former aerial photographer remembers the aircraft as a superior photographic platform.
My first exposure to the A-4 Skyhawk came in 1970 when I was in junior high school. My father took me to the Cape May, N.J., National Air Races where the Air Barons of NAS Glenview, Ill., performed a tactical aerial display for the crowd of thousands. Flying A-4Ls they demonstrated toss bombing, in-flight refueling and formation fly-bys. I thought the “Scooter” was a really neat, noisy little aircraft.

Upon returning to the United States, Rambo has difficulty adjusting to civilian life (presumably after losing a job in valet parking for unsatisfactory performance) and wanders the country as a drifter. In December of 1982, Rambo travels to Hope, Oregon, in search of an army buddy of his, named Delmore Barry, from the Special Forces, only to find upon arrival to Delmore's supposed residence a little girl who is his daughter and Delmore's depressed widow who tells Rambo that her husband had died from cancer the previous summer due to exposure to Agent Orange, and besides losing her man she must seek out a living as a cleaning lady and on Delmore's Servicemember's Group Life Insurance. Rambo, attempting some cold comfort, gives Mrs. Barry the photograph of Delmore's unit. He is left with a mild sense of survivor's guilt as he is now the last man still living of his once-proud unit. He then travels to Hope in the attempt to find a diner and maybe a temporary job. Unfortunately, however, the town sheriff, Will Teasle (Brian Dennehy), does not welcome Rambo, judging the military hero negatively because of his long hair and scruffy look. Rambo disobeys the sheriff's order to stay away from Hope, as he has done nothing wrong to the community and he believes such banishment to be a violation of his freedom of movement, and is promptly charged for vagrancy and subject to harassment from the deputies.
The harassment triggers flashbacks of Rambo's traumatic memories of his torture at the hands of the North Vietnamese when he was a prisoner of war, and his mind regresses into thinking he is once again fighting in combat. Rambo fights his way out of the sheriff's department with his bare hands and makes his way into the wilderness. A manhunt ensues. The sheriff and his deputies cannot win against Rambo in the forest, and indeed, all are badly wounded as a result of trying to defeat him. The Washington State Patrol and about 200 members of the Washington National Guard are called in to assist.
At this point, Colonel Samuel Trautman (played by Richard Crenna),[2] the former commanding officer of Rambo's old Special Forces unit, arrives in Hope. Trautman warns that continuing the manhunt is dangerous to the authorities, as Rambo is too experienced to be captured easily in the wilderness where he thrives. Instead, Trautman recommends giving Rambo time to return to his senses by allowing him to be by himself in the Pacific Northwest back country, after which he could presumably settle down after some time and be arrested without incident. However, the authorities reject Trautman's recommendation and continue the manhunt, and Rambo's subsequent rampage culminates in the destruction of the sheriff's office and most of the town's main street. Rambo stands poised to eliminate the sheriff, but Trautman finally confronts Rambo face-to-face, and ultimately convinces his former soldier to surrender to the authorities.
In the afterstory of the timeline between the first and second films, Rambo is convicted at a court-martial and remanded to a military prison where heavy duty labor is the norm. Despite being a convict, the rigid routine and discipline of prison life provides Rambo with some measure of much-needed stability, as it reminds him of his past in the military and its own rigid hierarchy.

The Kingdome was an indoor sports and entertainment arena owned and operated by King County, Washington. The Kingdome received its nickname from King County,[1] and was officially known as the King County Domed Stadium and often called the Dome. Before its destruction it was located at the west end of Seattle's Industrial District, just south of Pioneer Square. The building was completed in 1976 on reclaimed tideflat land formerly occupied by the Burlington Northern and Santa Fe Railway's freight yards. With the crew still reeling from Archer's supposed death while halting the launch of the Xindi Superweapon, T'Pol and the others determine that they now have somehow time traveled to the year 1944 during World War II. However, they also realize that discrepancies loom for the WWII they know and the current catastrophes taking place on Earth, particularly in the U.S., which seems to have been invaded by Nazis.
The captain is assaulted by Secret Service agents, including the sinister Ghrath – whom Archer suspects is an alien. Unbeknownst to Archer at the time, Ghrath is a subordinate of Vosk, an alien of Ghrath's race and a leader in league with the Nazis. Vosk is clearly troubled by Archer's appearance. With help from insurgents named Sal and Carmine, Archer is rescued from the agents, and taken to the apartment of Alicia, an African-American woman who soon realizes that Archer may be from another time and place. She convinces her friends Sal and Carmine to help Archer, as he tries piecing together this mysterious new situation. Archer incredulously realizes that Nazis have taken over the White House and nearly the entire Eastern seaboard during a disastrous new version of World War II.
On board Enterprise, the crew faces visitors of their own. First off, time traveler Daniels appears in horrific shape, giving details that the Temporal Cold War has become an all-out conflict with dozens of agents stationed throughout the timeline to wipe out others in a fight for complete dominance. He warns T'Pol and the others that they must stop "him" ... but doesn't give any names before he collapses.
While Trip works to repair Shuttlepod One, he is assaulted by the Suliban Silik, who escapes in the vessel. Believing that the "him” Daniels mentioned must be Silik, T'Pol sends Trip and Mayweather after him, which takes them to a U.S. locale near New York where Shuttlepod One has crashed.
Meanwhile, Vosk is intent on helping the Nazis force their reach — and their concentration camps — even further. Clearly, Vosk — who says he is in total agreement with the Nazis that their race must be "pure" — is receiving assistance from the Nazis in his own way and has convinced the Germans that they are all helping each other. Still, he is mysteriously obsessed with finding Archer, whom he regards as a threat to his mission.
Vosk's command to find Archer is successful as Ghrath tracks him down. During a fateful encounter with Archer, Ghrath reveals that his race is trapped and the Germans are helping them construct a conduit so they can return home. Ghrath also confuses Archer by referring to him as a "temporal agent.” Sal, trying to save Archer from Ghrath, kills him, convinced he is a Nazi who will only bring harm. Despite Archer's disappointment in seeing his information source muted, he absconds with a communicator that Ghrath had been holding. Shortly afterward, the menacing Vosk also finds Archer. But Archer — using Ghrath's communicator to call for a transport from a stunned Enterprise — escapes from him. Archer, with Alicia in tow, is transported back aboard where a relieved crew welcomes him home.
On Enterprise, Archer meets with Daniels, who is near death. Daniels explains that Vosk leads the most dangerous faction of the Cold War who is violently opposed to the Temporal Accords. When almost captured once before, Vosk had unfortunately developed a form of stealth time travel to escape into the past. This particular World War II time juncture provides the only point where Vosk can be stopped. When Archer reveals information he learned from Ghrath — that Vosk's faction is building a conduit — Daniels urges him to destroy it. Daniels knows the conduit's destruction will be the only way to stop Vosk from destroying all other races.
And just as Archer is getting this information — and Daniels trails off to his death — Vosk kidnaps Trip and Mayweather on Earth. With them in his grasp, Vosk hopes to get — and kill — the one impediment to his grand plan: Archer.
