Development

The development of the Mk 41 began in 1955 with a USAF requirement for a Class B (high-yield, over 10,000 lb/4,545 kg) weapon. It was based on the "Bassoon" test device first fired in the Redwing Zuni test of 27 May 1956. An ICBM warhead version of the weapon was cancelled in 1957.

Composition

The Mk 41 was the only three-stage thermonuclear weapon fielded by the U.S. It had a deuterium-tritium boosted primary, probably with lithium-6-enriched deuteride fuel for the fusion reaction. Two versions were deployed, Y1, a "dirty" version with a tertiary stage encased with U-238, and Y2, a "clean" version with a lead-encased tertiary.

It was the highest-yield nuclear weapon ever deployed by the United States, with a maximum yield of 25 megatons.

Physical characteristics

The weapon was 12 ft 4 in (3.76 m) long, with a body diameter of 52 in (132 cm). It weighed 10,670 lb (4,850 kg). It was carried only by the B-52 Stratofortress and B-47 Stratojet. It could be deployed in free-fall or retarded (parachute) configuration, and could be set for airburst, groundburst, or laydown delivery.

Service life

The Mk 41 (designated B41 from 1968 on) entered service in 1961. About 500 of these weapons were manufactured between September 1960 and June 1962. The Mk 41 was progressively phased out of service from 1963 in favor of the B53 nuclear bomb. The last B41s were retired in July 1976.

The oath that you are about to take is very important to me. I repeat it every time I promote an officer in our Navy. I repeat it every time I advance a Sailor in our Navy. I want to remind you today that the oath you are about to take is a covenant. It is a promise.

You will promise to support and defend the Constitution. In making this promise, you commit yourselves to mission accomplishment. But you also commit yourselves to the Sailors that you will lead. These Sailors have made a promise to obey the orders of the President of the United States and to obey the orders of everybody between them and our Commander in Chief. That includes you.

I believe that is your greatest calling today. In the happiness that you feel right now, be mindful of the full weight of what you promise. Know that the Fleet is anxious to receive you. Serve well, lead well, and please know how proud I am of you.

The President talked about core values. We welcome you as men and women of honor. We want and need your courage and your commitment. I have every confidence that you are going to make our institution proud. Your calling awaits. Graduates to be commissioned in the United States Navy, rise.

First of all, my congratulations to you Marines who just received your commission. Well done.

To you future Ensigns in the Class of 2002, make the Marines your friends. They are our number one joint partners. If there's anything that I say to you today that is a directive, I direct you to never forget that. I want to also say thank you.

Two hundred and twenty six years ago, future Ensigns, the founders of the United States Navy did not create a Navy so we could cut a fine silhouette on the horizon. That's not what we are about. They created a Navy to defend the principles of the Constitution of the United States, the oath that you will take in just a moment. They created a Navy to take the fight to enemies. Sometimes we deter, sometimes we dissuade, and sometimes we just strike fear in their hearts. And that's what we're about. Our mantra has become, since 9/11, life, liberty, and the pursuit of all who threaten it.

We are a global force. We are about being around the world, around the clock, anywhere and anytime. We do this with an awesome global naval force. We operate from the maritime domain. We are about taking the sovereignty of the United States of America to the far corners of this earth, and we do it in places where we don't need a permission slip from anybody. And that's why the Vice President was talking about our role today, and the importance of our role in the future.

As Ensigns in the United States Navy, you are going to focus first on this; mission accomplishment and victory. Everything that you have done in your life, everything that you have learned up until now, your upbringing, the education that you have gleaned here at the United States Naval Academy, everything has led you to this moment and has prepared you for this moment.

Your country and your leaders are placing special trust in your abilities and your character. We are vesting authority in you along with your commission, and that is authority to lead. Let me assure you, that you are getting ready to lead the most awesome enlisted force I have ever seen in my career.

This is about a sacred trust – and we are confident – I am very confident – that you are ready. You are ready to assume the weight, the full weight, and responsibility of your commission. You are ready for the challenges of naval leadership.

These days, I never perform a commissioning or a reenlistment without stating the oath to this country and our Navy. Your oath of office is a tremendous promise of service. An Act

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SEPARATE MILITARY CAMPAIGN MEDALS TO RECOGNIZE SERVICE IN OPERATION ENDURING FREEDOM AND SERVICE IN OPERATION IRAQI FREEDOM.

(a) REQUIREMENT- The President shall establish a campaign medal specifically to recognize service by members of the uniformed services in Operation Enduring Freedom and a separate campaign medal specifically to recognize service by members of the uniformed services in Operation Iraqi Freedom.

(b) ELIGIBILITY- Subject to such limitations as may be prescribed by the President, eligibility for a campaign medal established pursuant to subsection (a) shall be set forth in regulations to be prescribed by the Secretary concerned (as defined in section 101 of title 10, United States Code). In the case of regulations prescribed by the Secretaries of the military departments, the regulations shall be subject to approval by the Secretary of Defense and shall be uniform throughout the Department of Defense.

A bill of attainder (also known as an act or writ of attainder) is an act of legislature declaring a person or group of persons guilty of some crime and punishing them without benefit of a trial. The United States Constitution forbids both the federal and state governments to enact bills of attainder, in Article 1, Sections 9 and 10, respectively. It was considered an excess or abuse of the British monarchy and Parliament.


The word "attainder", meaning "taintedness", is part of English common law. Under English law, a criminal condemned for a serious crime, whether treason or felony


Bills of attainder were used through the 18th century in England, and were applied to British colonies as well. One of the motivations for the American Revolution was anger at the injustice of attainder—though the Americans themselves used bills of attainder to confiscate the property of British loyalists (called Tories) during the revolution. American dissatisfaction with attainder laws motivated their prohibition in the Constitution (see the case of Parker Wickham). The provision forbidding state law bills of attainder reflects the importance that the framers attached to this issue, since the unamended constitution imposes very few restrictions on state governments' power.

Within the U.S. Constitution, the clauses forbidding attainder laws serve two purposes. First, they reinforced the separation of powers, by forbidding the legislature to perform judicial functions—since the outcome of any such acts of legislature would of necessity take the form of a bill of attainder. Second, they embody the concept of due process, which was later reinforced by the Fifth Amendment to the Constitution
