The inquiry became an issue in the 1994 governor's race when Richards, the incumbent Democrat, challenged its thoroughness, calling it "at best, incomplete, and at worst, a coverup."
Bush was prepared, having obtained a letter from a top SEC official, associate director for enforcement Bruce A. Hiler, a year earlier.
Dated Oct. 18, 1993, three weeks before Bush announced his candidacy for governor, the carefully worded letter was addressed to Jordan and said that "the investigation has been terminated as to the conduct of Mr. Bush, and that, at this time, no enforcement action is contemplated with respect to him."
Bush took that as vindication. "The SEC fully investigated the stock deal," he said in October 1994. "I was exonerated." Supporting Bush, the head of the SEC's enforcement division, William McLucas, went beyond the letter and stated publicly that "there was no case there."
Hiler, however, was more cautious. His statement said it "must in no way be construed as indicating that the party has been exonerated or that no action may ultimately result from the staff's investigation."

Fleet Admiral of the United States Navy, is a five-star flag officer considered to be the equivalent of a General of the Army and General of the Air Force.
The United States rank of Fleet Admiral was created on a temporary basis under Pub.L. 78-482 on December 14, 1944 [1] and made permanent by Pub.L. 79-333 on March 23, 1946, [2] and was held during and after World War II by the following officers:

Since the close of the Second World War, there have been no additional Fleet Admirals appointed in the United States Navy. However, the rank still remains listed on official U.S. rank insignia precedence charts and could be reestablished at the discretion of the United States Congress. Some Navy documents, especially those teaching new sailors the rank structure, have stated that the rank officially expired upon the death of Fleet Admiral Nimitz in 1966. Its reenactment will require another act of Congress.
All five star officers are, technically, unable to retire from active duty. This is more of a convention of honor than a practical matter, as five star officers continue to be paid full salary for life, unless (as Dwight D. Eisenhower did upon his election to the Presidency) they formally resign their commission.
