Idaho bill wants to ensure prisoners don’t profit from tell-all murder books

On Monday, Nichols introduced an update to Idaho’s existing law that compensates crime victims if the perpetrator reaches a financial agreement to tell their story.

At nearly a half-century old, the law does not cover contemporary trends and information sources, and needs to be revised to be more effective, she said.

“It updates our current law to prevent money from being made off of criminal notoriety,” Nichols told a Senate committee. “This closes gaps that fail to address modern media and monetization, and ensures victims have a fair opportunity to recover damages, all while fully protecting free speech and due process by regulating only the money — not First Amendment expression.”

The 11th-floor New York Avenue law offices with a strategic view of Washington's majestic landmarks are a fair distance from the one-stoplight town of Lonoke, Ark. But these days there is little about Lonoke's most famous native daughter that is not known in the polished suites of Skadden, Arps, Slate, Meagher & Flom.

Piece by piece, President Clinton's top-dollar legal team has taken apart the life of Paula Jones, examining topics from her job history to her possible sex partners. They turned up a check she bounced when reimbursing the Arkansas government for personal calls made on state phones. They found previous employers who fired her for tardiness or other reasons. They scoured personnel records and discovered she typed only 24 words per minute and scored 121 out of 174 on an Arkansas state clerical examination.

Venturing into more salacious territory, they interviewed as many as a half-dozen men who claimed to have had sex with her, including some who said they met her casually at parties or bars and then engaged in quick encounters, according to people close to the case. One former boss signed an affidavit alleging that she pursued him at work and that they slept together. After their short-lived relationship ended, he fired her -- in part, he said, because she dressed too provocatively.

Now that the lawyers essentially have finished gathering evidence and made the final pretrial effort to get Jones's sexual harassment lawsuit thrown out, a picture has emerged of who the president's defense team is and where it is headed. Led by veterans of past high-profile political cases, the Clinton legal squad is following an aggressive and political risky strategy centered on Jones herself. After all the attention focused on a president linked by fact or rumor to a host of women -- most recently and most perilously Monica S. Lewinsky -- Clinton's lawyers hope to turn the spotlight with blinding intensity on the life of his most persistent accuser.

"Does her story make sense? It's always been our position to point out why it doesn't make sense," said Mitchell S. Ettinger, a Clinton attorney. "No one's going to argue they weren't in a room together. And you don't have to call her a complete liar. But everything she's said -- about her injuries to her job, her reactions to this, her reasons for filing suit -- it's not going to add up."

Gates Merger Forms Charity Colossus

THE COMBINED Gates foundation will have assets of $17.1 billion, making it the second-largest charitable trust in the world. Just to meet federal rules, it will have to give away $500 million by the end of the year.

Microsoft Chairman Bill Gates and his wife, Melinda French Gates, are merging their two charitable foundations and committing an additional $6 billion to create the country's largest philanthropic foundation.

The new entity, called the Bill and Melinda Gates Foundation, will boast a $17.1 billion endowment and target improving health and education around the world. The venture combines the William H. Gates Foundation, created in 1994, with the Gates Learning Foundation, which was created in 1997 under a different name. The merger is expected to be completed by Jan. 1.

OLYMPIA — A bill barring law enforcement officers from concealing their identities while performing public duties advanced out of the Washington Senate on Wednesday, sending one of the session’s most closely watched public safety proposals to the House amid heightened scrutiny of masked federal immigration enforcement.

Substitute Senate Bill 5855 would generally prohibit officers acting in Washington from wearing opaque face coverings during routine public interactions. Supporters frame the restriction as a transparency and accountability measure that has taken on new urgency following recent, highly publicized killings involving federal immigration agents, incidents that sparked protests nationwide and renewed fears about Immigration and Customs Enforcement activity in the state.

The proposal is a response to a growing number of encounters involving masked federal agents in Washington, which the bill’s backers argue have fueled fear and eroded public trust, particularly in immigrant communities.

Concerns over anonymous and aggressive enforcement tactics have sparked large Capitol protests and impassioned testimony from immigrant-rights advocates in support of the bill.

During floor debate Wednesday, Sen. Javier Valdez, D-Seattle, the bill’s prime sponsor, described multiple recent encounters involving masked federal agents operating in Washington, arguing the practice spreads fear rather than fosters trust.

“What we are seeing now is terrifying, devastating and just breaks my heart,” Valdez said. “Masked law enforcement officers are operating without accountability, terrorizing families and acting above the law.”

Sen. Jesse Salomon, D-Shoreline, said the bill reflects Washington’s values and long-standing expectations around transparency in policing.

“We don’t do secret police here,” Salomon said.
