Provides for the appointment of each Inspector General by the President, subject to Senate confirmation, without regard to political affiliation and solely on the basis of such appointee's integrity and ability. Stipulates that, while such appointee must report to and be solely under the general supervision of the establishment head, such officer cannot prevent or prohibit such appointee from initiating, carrying out, completing, or issuing subpoenas necessary for any audit or investigation. Economic Espionage Act of 1996
The Economic Espionage Act of 1996 (18 U.S.C. § 1831–1839) makes the theft or misappropriation of a trade secret a federal crime. Unlike Espionage, which is governed by Title 18 U.S. Code Sections 792 - 799, the offense involves commercial information, not classified or national defense information.
This law contains two sections criminalizing two sorts of activity. The first, 18 U.S.C. § 1831(a), criminalizes the misappropriation of trade secrets (including conspiracy to misappropriate trade secrets and the subsequent acquisition of such misappropriated trade secrets) with the knowledge or intent that the theft will benefit a foreign power. Kleptocracy
A kleptocracy (sometimes cleptocracy) (root: klepto+kratein = rule by thieves) is a government that extends the personal wealth and political power of government officials and the ruling class (collectively, kleptocrats) at the expense of the population. A kleptocratic government often goes beyond merely awarding the prime contracts and civil service posts to friends (a common feature of corrupt governments[citation needed]). They also create projects and programs at a policy level which serve the primary purpose of funnelling money out of the treasury and into the pockets of the executive with little if any regard for the logic, viability or necessity of those projects.
The creation of a kleptocracy powered by dictatorship typically results in many years of general hardship and suffering for the vast majority of citizens, as civil society and the rule of law disintegrate. In addition, kleptocrats routinely ignore economic and social problems in their quest to amass ever more wealth and power.
The protection society has against kleptocracy is largely dependent on the effectiveness of the rule of law to prevent political leaders abusing their powers, the free flow of information (necessary to properly identify kleptocrats) and ability of the population to remove corrupt leaders from office. Many such protections are included in legal documents such as a constitution or a bill of rights and are also found in the United Nations Universal Declaration of Human Rights, Article 17. Many countries have these protections, on paper; in many cases, the rules have not been enforced. The imposition of a government on property rights may not be limited to taxation, licenses, and eminent domain and may extend to outright nationalization of privately held property if left unchecked by the rule of law.

CAPE CANAVERAL, FLA. - NASA, making a lengthy and controversial $8 billion commitment to the exploration of space, chose aerospace contractor Lockheed Martin Corp. on Thursday to develop a craft to take humans to the moon.
The Johnson Space Center in Houston, which already manages NASA's new lunar exploration program called Constellation, will oversee Lockheed's work on a spaceship to be called Orion. The new craft would help establish a moon base from which astronauts would travel to Mars, probably on a different kind of vehicle.
"We are honored by the trust that NASA has placed in the Lockheed Martin team for this historic and vital step forward in human space exploration," said Bob Stevens, chief of Lockheed, which is based in Bethesda, Md.
Orion is intended to swing humans out of Earth orbit for the first time since the final Apollo moon landing in 1972, taking explorers back to the terrain where they will establish a lunar outpost and train for voyages to Mars and other regions of the solar system.
"Space will no longer be a destination we just visit briefly," Horowitz said. "We will learn to live off the land like the pioneers did."

Once hopeful of flying the space station version of Orion by 2012, NASA has backed off as it revised costs and budget estimates.

Asteroid
Asteroids, sometimes called minor planets or planetoids, are small Solar System bodies in orbit around the Sun, especially in the inner Solar System; they are smaller than planets but larger than meteoroids. The term "asteroid" has historically been applied primarily to bodies in the inner Solar System since the outer Solar System was poorly known when it came into common usage. The distinction between asteroids and comets is made on visual appearance: Comets show a perceptible coma while asteroids do not.
When found, asteroids were seen as a class of objects distinct from comets, and there was no unified term for the two until "small Solar System body" was coined in 2006. The main difference between an asteroid and a comet is that a comet shows a coma due to sublimation of near surface ices by solar radiation. A few objects have ended up being dual-listed because they were first classified as minor planets but later showed evidence of cometary activity. Conversely, some (perhaps all) comets are eventually depleted of their surface volatile ices and become asteroids. A further distinction is that comets typically have more eccentric orbits than most asteroids; most "asteroids" with notably eccentric orbits are probably dormant or extinct comets.
Objects in the main asteroid belt vary greatly in size, from a diameter of 950 kilometres for the dwarf planet Ceres and over 500 kilometres for the asteroids 2 Pallas and 4 Vesta down to rocks just tens of metres across.[note 1] A few of the largest are roughly spherical and are very much like miniature planets. The vast majority, however, are much smaller and are irregularly shaped.
The physical composition of asteroids is varied and in most cases poorly understood. Ceres appears to be composed of a rocky core covered by an icy mantle, whereas Vesta is thought to have a nickel-iron core, olivine mantle, and basaltic crust, and 10 Hygiea appears to have a primitive composition of undifferentiated carbonaceous chondrite. Many, perhaps most, of the smaller asteroids are piles of rubble held together loosely by gravity. Some have moons or are co-orbiting pairs of binary asteroids. All three conditions, as well as scattered asteroid families, may be the result of collisions which disrupted a parent asteroid.

GALVESTON, Texas (NNS) -- First lady Laura Bush ordered the Sailors of USS Texas (SSN 775) to bring the U.S. Navy’s newest nuclear-powered attack submarine to life in a Sept. 9 commissioning ceremony in the Lone Star State.
As the crew rushed aboard the submarine before 10,000 spectators at the Port of Galveston, two F/A-18s Hornets roared across the sky, followed by a formation of three World War II-era Navy warplanes.
The first lady, the boat’s sponsor and a native Texan, told the crew the country will depend on them to defend democracy and freedom in the era of the global war on terrorism.
“People of a great nation are trusting you to keep them safe,” she told the Sailors, adding the people of a great state are trusting them to carry the state’s -- and the submarine’s motto -- to the far corners of the globe: 'Don’t Mess With Texas.’”
