Many such protections are included in legal documents such as a constitution or a bill of rights and are also found in the United Nations Universal Declaration of Human Rights, Article 17. Many countries have these protections, on paper; in many cases, the rules have not been enforced. The imposition of a government on property rights may not be limited to taxation, licenses, and eminent domain and may extend to outright nationalization of privately held property if left unchecked by the rule of law.

Margaret Mary Ray (1952 - October 5, 1998) was a woman best known for stalking U.S. TV talk show host David Letterman and retired astronaut Story Musgrave.
Ray suffered from schizophrenia, which her mother said manifested itself initially in her late twenties. Mental illness had run in Ray's paternal family. Both of her two older brothers also suffered from schizophrenia and also eventually took their own lives. The youngest brother did not suffer from schizophrenia.
Ray first made the news in regard to Letterman when she was arrested after authorities found her driving Letterman's Porsche. She claimed to be his wife and mother of his child. At the time, Letterman was not married nor did he have any children. Over the next several years she would repeatedly show up at Letterman's Connecticut home. At one point he found her sleeping on his tennis court. Police arrested her several times. One of the patrolmen on the local force claimed that he had come in contact with Ray so often that they were on a first name basis. She was eventually sent to the Niantic State Prison for 10 months because of her harassment of Letterman. And 14 months in a mental ward.
After being released from prison, Ray switched her focus to Story Musgrave and served time for harassing him as well.
In October of 1998 she committed suicide by kneeling on a train track in front of an oncoming train in Colorado.

Former Stalker Of Letterman And Astronaut Commits Suicide

HOTCHKISS, Colo. - The woman who went to prison for repeatedly stalking David Letterman committed suicide by kneeling in front of an oncoming train.
Margaret Mary Ray, 46, left only a phone number to call a friend who could notify relatives before she died yesterday afternoon, Delta County Sheriff Bill Blair said today.
"This lady just walked out, knelt and leaned over the track, and the train couldn't stop," Blair said. "She was killed instantly."
Ms. Ray spent various terms in prison, jail and mental institutions over the years for harassing Letterman and, more recently, former astronaut Story Musgrave.
Ms. Ray was first arrested in 1988 while driving Letterman's Porsche near the Lincoln Tunnel in New York City. She identified herself as Letterman's wife and her son as David Jr. when she was unable to pay the $3 toll.
She was arrested repeatedly in subsequent years on trespassing and other counts, once after police found her sleeping near tennis courts on Letterman's property in New Canaan, Conn.
Ray spent about 10 months in prison and 14 months in a state mental institution on the trespassing convictions.
More recently, she turned her attentions to Musgrave.
He told investigators last year that Ms. Ray had harassed him for four years by calling, writing and sending him packages. She once showed up at Musgrave's Osceola County, Fla., home and turned on all the outdoor faucets.
She eventually pleaded guilty to stalking and misdemeanor assault on a corrections officer. She was freed in August after being credited for time already served.
Blair said Ms. Ray was living in Crawford, Colo., but caused no trouble there.
The media drama, as described below, about his medals is probably associated with the piracy of my true identity and he became a target of those pirates. Something about how I could not wear the medals I earned from my personal U.S. military experience during the Vietnam War. Admiral Boorda's career that began as an enlisted sailor is also the reason my official United States federal undercover identity includes service as an enlisted U.S. Navy sailor.

John Anthony Walker, Jr. (born July 28, 1937 in Washington D.C.)[1] is a former Warrant Officer and communications specialist for the U.S. Navy convicted for selling his services as a spy to the Soviet Union from 1968 to 1985, the height of the Cold War era.[2] Walker pleaded guilty in late 1985 as part of a plea arrangement whereby he offered testimony on co-conspirator Jerry Whitworth, provided details of his espionage activities and negotiated more lenient treatment for his son, Michael Walker.[2] During his time as a spy, Walker helped the Soviets decipher over two hundred thousand classified encrypted naval messages,[citation needed] organizing a spy operation that The New York Times reported in 1987 "is sometimes described as the most damaging Soviet spy ring in history."[3]
Walker joined the Navy in 1955 when, arrested for burglary, he was offered the option of jail or the military.[1][4] While stationed in Boston, Walker met and married Barbara Crowley, and they had four children together, three daughters and a son. While stationed on the nuclear-powered submarine U.S.S. Andrew Jackson in Charleston, South Carolina, Walker opened a bar which immediately plunged him into debt.[1]
Walker began spying for the Soviets in December 1967, when, distraught over his financial difficulties, he walked into the Soviet Embassy in Washington, DC and sold a classified document (a radio cipher card) for several thousand dollars, negotiating an ongoing salary of $500 to $1,000 a week.[1] Walker has justified this betrayal on grounds the classified Navy communications data he had initially sold the Soviets was completely compromised during the USS Pueblo incident (in which a U.S. Navy communications surveillance ship was captured on the high seas by North Korea, and its crew held prisoner for nearly a year). However, a 2001 thesis presented at the U.S. Army Command and General Staff College using information from Soviet archives and from Oleg Kalugin, indicates that the Pueblo incident may have taken place because the Soviets wanted to study equipment that was described by documents supplied to them by Walker.[5]

After his first medical evacuation, Major Crandall continued to fly into and out of the landing zone throughout the day and into the evening. That day he completed a total of 22 flights, most under intense enemy fire, retiring from the battlefield only after all possible service had been rendered to the Infantry battalion. Senator Packwood and Representative Guy Vander Jagt, Joe Rodgers -- our chairmen -- the lovely ladies here at the headtable, and you ladies and gentlemen:
I am here under false pretenses. I must have missed out someplace in reading all the materials that have been coming across the desk, because I thought that we were coming here to honor the Members of the House and the Senate and salute them. So, I don't care what you say this dinner is; I'm going to salute the people I came here to salute. [Laughter]
It is a great pleasure to be here tonight among those of you who have, with your interest and generosity, made a real difference in American politics. We need more people like yourselves to make that vital difference to help in the struggle for the principles that we all believe in.
Now, that doesn't mean involvement in politics is always rewarding or fun. I can't tell you the sympathy I felt for some members of a midwestern State legislature whose quotations were recently pasted up on the bulletin board in their Capitol pressroom. One legislator began a speech with this statement: ``Before I give you the benefit of my remarks, I'd like to know what we're talking about.'' [Laughter] And then there was the one who announced, ``Some of our friends wanted it in the bill; some of our friends wanted it out. And Jerry and I are going to stick with our friends.'' [Laughter]
Another warned, ``From now on I'm watching everything you do with a fine-tooth comb.'' [Laughter] And one gentleman said bluntly, ``I don't think people appreciate how difficult it is to be a pawn of labor.'' [Laughter] My own favorite is, ``Mr. Speaker, what bill did we just pass?'' [Laughter]
But if politics has its drawbacks, I think you'll also agree that it also has its great moments. And being here tonight is one. What we accomplish between now and next November can provide us with another one.
Now, let me put you at ease. I didn't come here tonight to lecture you on the economy or to make off-hand predictions about the exact figures making up this year's growth rate. The problems of interest rate, unemployment, and deficits aren't any secret. And you, of all people, know that it was the policies, as Guy has told us, of tax and tax and spend and spend over many decades that brought those problems on.
On the second point, I'm sure all of you've gotten a little weary of the great seers and prophets in the financial and political worlds, some optimistic, some pessimistic, who, even if they don't know how to predict accurately, at least know how to predict often. [Laughter] It reminds me of the sweet revenge that one businessman had recently when he told the company economist who was jumping out of an upper-story window, ``Don't worry, Herb. You'll be bottoming out soon.'' [Laughter]
So, this isn't a night for lecturing or prophesying. You know where we stand and where we're going, and you're ready to go to work for our cause. We have an important job ahead of us. Getting our message across will take time and effort, but we do have tremendous advantages. The issues are with us this year. And by November 2d, if we do our job well, the voters will be in a mood to reconfirm the mandate that they gave us in 1980.
Remember, after the national political debate gets underway, it's the other party that will have to make some stark admissions to the American people. It's the liberal leadership of the other party that is going to have to say, ``We're the ones who refuse to cut spending. We're the ones who tried to take away your tax cut. We're the ones who tried to protect every lord and fiefdom in the Federal bureaucracy. We're the ones who wanted a bargain-basement military and held a fire sale on national security.'' And, believe me, when they start talking like that, I think we, as Republicans, ought to give them all the running room they need and want.
You know, when our friend, Pearl [Bailey] was singing the National Anthem tonight -- I don't know or have heard all the national anthems of the world, but I do know this: The only anthem of those I do know that ends with a question is ours, and may it be ever thus. Does that banner still wave ``o'er the land of the free and the home of the brave?'' Yes, it does, and we're going to see that it continues to wave over that kind of a country.

The President. Again, you touch upon something where military action is deemed necessary. I'm not going to discuss that, because I think it would be counterproductive to do so. But we weren't out, in the sense of getting one man -- that we were dropping those tons of bombs hoping to blow him up. I don't think any of us would have shed tears if that had happened. But we were out to damage and destroy those facilities that were making it possible for that particular State under his guidance to back and support terrorism.

Thank you all very much. And Secretary Weinberger, Chairman Olch, Dean Sanford, members of the graduating class, and ladies and gentlemen, I must tell you before I start how relieved I was when Dean Sanford told me that I was going to walk on after the procession. I thought that I was going to come in with the dean, and with his reputation, I'd been afraid that the good news was that we might perch on the backstage rafters and rappel in— [laughter] —and the bad news, that we'd jump from 10,000 feet. [Laughter] But it's a pleasure to be here to welcome you the graduates of this the West Point and Annapolis and Colorado Springs for physicians into your new profession as military and Public Health Service doctors.
When I hear about the can-do spirit of America's doctors in uniform, it reminds me of a story about a group of marines. I hope those of you in the other services will forgive me for telling this, but the get-it-done spirit applies to all of America's physicians in uniform. These marines had been sent to the Army airborne school for training. And came the day for the first jump, the training officer told them that the planes would come in at 1,500 feet, they would jump from the plane, hit the ground, and move south. The marines seemed a little disturbed by this, and they went into a huddle. Then one of them as a spokesman for the group went to the officer and asked couldn't the plane come in at 500 feet instead of 1,500? And the officer explained that if they took the plane in too low, it wouldn't give them time for the parachutes to open. And he said, "Oh, you mean we're wearing parachutes?" [Laughter]
A quarter century ago, Douglas MacArthur gave his farewell address to the Long Gray Line, the cadets of West Point. He stood in the vast hall of the academy, below the balcony they call the poop deck, and spoke about the soul, not just of the Army but of all the services that you now enter. "The Long Gray Line," he said, "has never failed us. We are gathered here today to honor four Americans for exceptional military gallantry in the service of our Nation. All four of these men distinguished themselves above and beyond the call of duty. I deeply regret that one of the awards, to the late Captain Lance P. Sijan, of the United States Air Force, is posthumous. The other three, Rear Admiral James P. Stockdale, United States Navy; Colonel George E. Day, United States Air Force; and Lieutenant Thomas R. Norris, United States Naval Reserve, are here with us today.

Deep Impact is an ongoing NASA space probe launched on January 12, 2005 that was designed to study the composition of the interior of the comet 9P/Tempel (old-style name "P/Tempel 1") by colliding a section of the spacecraft into the comet. At 5:52 UTC on July 4, 2005, the impactor of the Deep Impact probe successfully impacted the comet's nucleus, excavating debris from the interior of the nucleus. Photographs of the impact showed the comet to be more dusty and less icy than expected. The impact generated a large, bright dust cloud that obscured the hoped-for view of the impact crater.
Previous space missions to comets, such as Giotto and Stardust, were fly-by missions, only able to photograph and examine the surfaces of cometary nuclei from a distance. The Deep Impact mission was the first to eject material from a comet's surface. The mission garnered large publicity from the media, international scientists, and amateur astronomers.
After the completion of its prime mission, proposals were made to utilize the spacecraft further. Consequently, Deep Impact flew by Earth on December 31, 2007 on its way to an extended mission called EPOXI with a dual purpose to study extrasolar planets and comet Hartley 2.[2]
