Level 2: Resistant (Passive). The subject resists verbal commands but complies immediately to any contact controls. Close combat techniques do not apply.

Level 3: Resistant (Active). The subject initially demonstrates physical resistance. Use compliance techniques to control the situation. Level three incorporates close combat techniques to physically force a subject to comply. Techniques include: Come-along holds, Soft-handed stunning blows, Pain compliance through the use of joint manipulation and the use of pressure points.

A Proclamation

America was founded on the principles of liberty and the rule of law. And throughout our Nation's history, the preservation of individual rights has been dependent upon the dedication of our people to liberty and the institutionalization of its principles in the law of the land.

Our forefathers' dedication to liberty is clearly expressed in this Nation's great Charters of Freedom: the Declaration of Independence, the Constitution and the Bill of Rights. These documents, which are the very foundation of American law, guarantee certain inalienable rights and privileges to every citizen. Among these are: freedom of speech, freedom of the press, freedom of religion, freedom of contract, the right to assemble and petition, the right of property ownership, and the right to due process of law.

This year marks the Nation's twenty-fourth annual celebration of Law Day, U.S.A.—a special day for reflection on our heritage of individual freedom and for rededication to maintaining, through law, the principles of liberty which govern this land.

Now, Therefore, I, Ronald Reagan, President of the United States of America, invite the American people to celebrate Friday, May 1, 1981, as Law Day, U.S.A., and to mark its observance with programs and ceremonies as befits our great heritage of liberty under law.

I urge clergymen of all faiths to bring to public attention through sermons and suitable programs the moral and ethical dimensions of law and liberty.

I also urge schools, civic, service and fraternal organizations, public bodies, libraries, the courts, the legal profession, all media of public information and interested individuals and organizations to participate in the observance through programs which will focus on the Law Day 1981 theme: Law-the Language of Liberty. Judge denies gag order on Ridgway prosecutors

Seattle Times staff reporter

A King County Superior Court judge yesterday declined to issue a gag order on Prosecuting Attorney Norm Maleng or his staff for criticism of the Gary L. Ridgway defense team's request for $1.9 million in public funds.

But Judge Richard Jones said prosecutors had come "dangerously close to misrepresentation of fact" when they said Ridgway's lawyers did not need to probe unsolved Green River slaying cases as they prepared for Ridgway's aggravated-murder trial.

In denying the defense request for a temporary restraining order, the judge said "it is abundantly clear to this court ... that the unsolved task-force homicides will be issues in this case."

The Green River Task Force is still investigating the deaths or disappearances of 49 women between 1982 and 1984. Ridgway is charged in four cases and could face the death penalty if convicted. He has pleaded not guilty.

Over the past week, Dan Satterberg, Maleng's chief of staff, characterized the defense request for eight lawyers and 15 support-staff members as excessive and told reporters that Ridgway's attorneys weren't asking for a "Ford or a Chevy" defense but were seeking "the whole Porsche dealership."

Jones agreed with Ridgway's attorneys that equating Ridgway's legal defense to types of cars was offensive but said such comments were unlikely to prejudice a jury.

At approximately 4:20 p.m. EST, Eagle 1, a United States Park Police Bell 206L-1 Long Ranger helicopter, N2PP, based at the "Eagles Nest" at Anacostia Park in Washington, D.C. and manned by pilot Donald W. Usher and paramedic Melvin E. (Gene) Windsor arrived and began attempting to assist the survivors to shore. At great risk to themselves, the crew worked close to the river surface, at one time coming so close to the ice-clogged river that the helicopter's skids went beneath the surface of the water.

The helicopter crew lowered a line to survivors to tow them to shore. First to receive the line, Bert Hamilton, who was treading water about ten feet from the floating tail, took the single lifeline dangling beneath the chopper and passed it under his arms. The others watched while the helicopter carried him a hundred yards to the Virginia shore and returned. The helicopter pilot had to gently move the survivor across the ice, while avoiding the sides of the bridge and keeping an eye on the crowd.

Judge denies gag order on Ridgway prosecutors

A King County Superior Court judge yesterday declined to issue a gag order on Prosecuting Attorney Norm Maleng or his staff for criticism of the Gary L. Ridgway defense team's request for $1.9 million in public funds.

But Judge Richard Jones said prosecutors had come "dangerously close to misrepresentation of fact" when they said Ridgway's lawyers did not need to probe unsolved Green River slaying cases as they prepared for Ridgway's aggravated-murder trial.

In denying the defense request for a temporary restraining order, the judge said "it is abundantly clear to this court ... that the unsolved task-force homicides will be issues in this case."

The Green River Task Force is still investigating the deaths or disappearances of 49 women between 1982 and 1984. Ridgway is charged in four cases and could face the death penalty if convicted. He has pleaded not guilty.

Over the past week, Dan Satterberg, Maleng's chief of staff, characterized the defense request for eight lawyers and 15 support-staff members as excessive and told reporters that Ridgway's attorneys weren't asking for a "Ford or a Chevy" defense but were seeking "the whole Porsche dealership."

Jones agreed with Ridgway's attorneys that equating Ridgway's legal defense to types of cars was offensive but said such comments were unlikely to prejudice a jury.

Judge denies gag order on Ridgway prosecutors

A King County Superior Court judge yesterday declined to issue a gag order on Prosecuting Attorney Norm Maleng or his staff for criticism of the Gary L. Ridgway defense team's request for $1.9 million in public funds.

But Judge Richard Jones said prosecutors had come "dangerously close to misrepresentation of fact" when they said Ridgway's lawyers did not need to probe unsolved Green River slaying cases as they prepared for Ridgway's aggravated-murder trial.

In denying the defense request for a temporary restraining order, the judge said "it is abundantly clear to this court ... that the unsolved task-force homicides will be issues in this case."

The Green River Task Force is still investigating the deaths or disappearances of 49 women between 1982 and 1984. Ridgway is charged in four cases and could face the death penalty if convicted. He has pleaded not guilty.

Over the past week, Dan Satterberg, Maleng's chief of staff, characterized the defense request for eight lawyers and 15 support-staff members as excessive and told reporters that Ridgway's attorneys weren't asking for a "Ford or a Chevy" defense but were seeking "the whole Porsche dealership."

Jones agreed with Ridgway's attorneys that equating Ridgway's legal defense to types of cars was offensive but said such comments were unlikely to prejudice a jury.

SEATTLE - A genetic sample from puppy blood is part of a complex web of evidence that proves two men killed the dog's owners, a prosecutor said yesterday in closing arguments in a King County Superior Court case.

The trial of Kenneth Leuluaialii and George Tuilefano, which began July 9, is believed to be the first time animal DNA has been introduced as evidence in criminal proceedings in the United States.

Prosecutors contend blood from the dog, Chief, a Labrador-pit bull mix, was found on clothing worn by the defendants. The two men, both 24, are accused in the Dec. 9, 1996, shooting deaths of Jay Johnson, 22, and Raquel Rivera, 20, in their home.

Prosecutors have said Johnson and Rivera were killed in a fruitless search for cash and marijuana and that there was a dispute over ownership of the dog.

Testimony showed Rivera was shot with a gun placed in her mouth and that Johnson was shot once in one leg and twice in the other before being killed with two shots to the abdomen. The dog also was killed.

For the first time in King County - and possibly the country - DNA from a dog may be used as evidence in a murder trial.

King County Superior Court Judge Richard Jones has given preliminary approval for prosecutors to admit DNA blood tests from a pit bull that was shot and killed - along with its two owners - at a South Seattle house in 1996.

Prosecutors say the dog's DNA is crucial to their case.

Except for identical twins, no two people have the same genetic fingerprint that's found in the DNA in every cell of their bodies. Increasingly, courts are using DNA tests in criminal trials as evidence to link defendants to crime scenes

Three men convicted in the murder of a 39-year-old Bellevue man and the shooting of another man in the leg during a botched home-robbery attempt near Kirkland last August were sentenced yesterday in King County Superior Court.

Daniel C. Carter, 18, a transient, was sentenced to 19 years and eight months in prison for shooting Robert Jay Turner in the forehead at point-blank range. He had pleaded guilty to second-degree murder.

Rick Spruel, 20, of Kirkland who pleaded guilty to first-degree robbery with a dangerous weapon — he was carrying a loaded gun during the crime — was sentenced to seven years in prison. His younger brother, Steven Spruel, 19, who pleaded guilty to first-degree burglary, was sentenced to one year and six months in prison.

Superior Court Judge Richard Jones said Carter "served as the orchestrator of a violent, predictable outcome."

3 get prison terms in case of Kirkland home invasion

Three men convicted in the murder of a 39-year-old Bellevue man and the shooting of another man in the leg during a botched home-robbery attempt near Kirkland last August were sentenced yesterday in King County Superior Court.

Daniel C. Carter, 18, a transient, was sentenced to 19 years and eight months in prison for shooting Robert Jay Turner in the forehead at point-blank range. He had pleaded guilty to second-degree murder.

Rick Spruel, 20, of Kirkland who pleaded guilty to first-degree robbery with a dangerous weapon — he was carrying a loaded gun during the crime — was sentenced to seven years in prison. His younger brother, Steven Spruel, 19, who pleaded guilty to first-degree burglary, was sentenced to one year and six months in prison.

Superior Court Judge Richard Jones said Carter "served as the orchestrator of a violent, predictable outcome."

According to prosecutors, Carter asked the Spruel brothers to back up an attempt to steal drugs and money from Kevin McElligott, 18.

Carter and the Spruels broke into McElligott's home in the 8400 block of Northeast 137th Street about 3 a.m. Aug. 5. McElligott and Turner were just falling asleep after watching a movie. Turner was a friend of McElligott's father.

McElligott awoke when the trio entered the house. Carter shot him in the leg. Turner either awoke or twitched in his sleep, causing Carter to shoot him next. Carter then stabbed Turner in the eye.

Meanwhile, McElligott had fled, climbing out an upstairs window and hiding on the roof of an adjacent carport until the robbers left. He then woke his father, who had slept through the incident.

Turner died the next day at Harborview Medical Center in Seattle.


All three negotiated plea bargains with King County prosecutors, exchanging guilty pleas for lesser sentences. Carter had been charged with first-degree murder.

"I've been thinking of what one says to such heartless criminals," said Cheryl Turner, Robert Turner's mother. "Do they care? Are they capable of feeling? The mental picture of Carter hiding under a bed does give us some satisfaction. God help us all when he's released."

Kelly Bowman, the Spruels' mother, said her boys have made some bad decisions during a difficult upbringing. Their father and older brother are in jail. Rick Spruel's 2-year-old son was beaten to death on Aug. 13 by a drug addict.

Steven Spruel, who does not have a criminal record, had earned his GED and had been accepted into a chef-training school in San Francisco just before he became involved in the robbery.

Murray seeks $1 billion for VA

I have been undecided whether those social workers were also working against me, because they rushed me out of the hospital to avoid Patty Murray. But then I reached the conclusion that the social workers were not making the distinction between which politicians were working against me – there must have been a lot of them – and which politicians were trying to help me. I was glad to see Murray out there and I didn’t understand why I was rushed out as they did. Murray said she supported the troops and when I saw on the news that evening that she was there at the VA around the time I was being discharged, I believed that she was there to support the troops, including me. The social workers must have known just how many people were against me though, which is now obvious to me by the fact that Microsoft and George W. Bush are trying to get me killed. Somewhere in all this, though, is their strategy for “reasonable doubt.” Their lawyers told them
they are complicit in the murder of thousands of Americans so they need to create a strategy of “reasonable doubt” if they are brought to trial.

I wish I had written down these dreams shortly after I awoke. I don't remember as much detail now. But I think that illustrates how I am sensing the difference between these foreign or manipulated dreams and what would be normal dreams. I think the foreign dreams stay with me longer. I remember more of their detail. I can visualize the details in those dreams longer than I can the dreams I think of as normal. I still don't know if they are reading information to me or if they are simply reciting words that I construct into something that makes sense to me. When I had a recent dream with my so-called imaginary girlfriend the other day, I can still almost hear her voice. I don't know if that means she was literally talking while I was asleep, or that I just have heard her talking enough to be able to assign her voice to any suggestion that the dream manipulator attributes to her.

This morning I dreamed I was traveling down a four-lane road towards Shelton. I was on a bicycle but I was effortlessly traveling at 75 mph. I thought to myself that I should be wearing a helmet. Then I was on a dirt road. There was a turn I needed to make to go up to the mountains I wanted to go to, but I was traveling at 58 mph and wouldn't be able to make the turn so I kept going until I slowed down enough to turn.
