Remarks on Signing the Afghanistan Day Proclamation

I can't help but say—thank you all very much—but I can't help but recall that I was in Iran on the day that the first coup took place by the Soviet Union in their overthrow there of the government.
I take particular satisfaction in signing today the proclamation authorized by Joint Resolution No. 142, which calls for the commemoration of March 21st as Afghanistan Day throughout the United States. This resolution testifies to America's deep and continuing admiration for the Afghan people in the face of brutal and unprovoked aggression by the Soviet Union.
Coincidentally, the day after Afghanistan Day, this country plans to launch the third Columbia space shuttle. Just as the Columbia, we think, represents man's finest aspirations in the field of science and technology, so too does the struggle of the Afghan people represent man's highest aspirations for freedom. The fact that freedom is the strongest force in the world is daily demonstrated by the people of Afghan. Accordingly, I am dedicating on behalf of the American people the March 22d launch of the Columbia to the people of Afghanistan.
And in that same spirit I call on all Americans to observe Afghanistan Day in their thoughts, their prayers, their activities, and in their own renewed dedication to freedom. With the help of those assembled here today, the unanimous backing of the Congress, and the support of the American people, I'm confident that this day will mark a true celebration, and not just for freedom in Afghanistan, but, for freedom wherever it is threatened or suppressed the world over. Now, I shall sign the proclamation.

That day I remember getting into the middle of a swamp with snakes dropping out of trees all around me must be from some battle. They were everywhere. I had seen plenty of snakes in my day, usally lying right in front of my path, but this one day was just insane. This one place I used to go squirrel, down in this heavily wooded creek in a valley was just crazy with snakes, but the squirrel hunting was the best around. I figured that was probably why the hunting was so good, because no one wanted to get in there with the snakes. Anyway, there at the end of that really bad day, I had to cross over this submerged wooden bridge. I couldn't even see the bridge because the water was so dark. I could just see myself dropping through the bridge into the water below, where it was writhing with snakes. The snakes represent either, or both, AAA flak or missiles. Marginally, there is some symbolism with Sidewinders, but these were cottonmouths. Maybe that is the
distinction, they were just as deadly as Sidewinders, but were a different type.
There was good hunting in the front yard, they were red squirrels and I enjoyed those the most, but there wasn't many of them and that section of woods wasn't very expansive. In the back yard, with the creek and valley, there was a lot of room to explore, but there was only gray squirrels back there.
It was in the woods in front of the house that I figured out that if I swept away the leaves from a small area where my feet which be, I wouldn't have to wait as long for the red squirrels to start moving again. Before that, they always heard my feet rustling the leaves and wouldn't move.
Sometimes I would see a squirrel, gray I think, hopping around the tree in our front yard, but they usually stayed away.
We used to go to Sonic every day for lunch when I was in high school.
Damn. I killed a lot of squirrels. And I mean a LOT. Countless. I remember bringing home one day 6 of those red squirrels and there is something else in my memory that I just can't quite remember. The word 'special' comes to mind but I don't want to use it.

The dream also makes me think how it could represent a time when my F-16 Falcon was hit by fire from an anti-aircraft gun near a bridge and I had to eject before it impacted the water and the dream was of me floating down into the river myself in my parachute. But that was not the first time I had been hit by AA fire and it could also represent the first time I was hit during the Vietnam War and the F-4 Phantom II I was the pilot of disintegrated around me from the fire.

WASHINGTON - Sen. Albert Gore Jr., D-Tenn., joined the growing list of Democratic presidential hopefuls Friday, promising a formal announcement of his candidacy later in the spring followed by an "all-out campaign" in every region of the country.
Standing in the spot where Sen. Paul Simon, D-Ill., had announced his intentions to enter the race 24 hours earlier, Gore told aides and other supporters that he hopes to offer "a clearer, more definite, more inspiring vision of America's future" than his rivals for the nomination.
In his first term in the Senate, Gore, 39, is the youngest candidate in either party and, if elected, would be the youngest president. But Gore dismissed this as a potential liability for his campaign and compared his fledgling candidacy with that of John F. Kennedy more than 25 years ago.
"After eight years under Ronald Reagan, the oldest president, Americans may well feel as they did in 1960 that it is time to turn to youth, vigor and intellectual capacity," he said.

KABUL, Afghanistan - The U.S. Embassy in Kabul imposed strict security precautions, including the evacuation of some U.S. staff members, following intelligence reports that the mission may be under threat from Iran, diplomatic sources said Sunday.
The sources declined to elaborate on the possible danger but said it was a direct result of the U.S-Iranian clashes in the Persian Gulf last week.
One source said while U.S. embassies worldwide were placed on alert, particularly those in the Middle East, intelligence reports indicated the potential threat "is something that pertains to this place."
"There is a feeling that something is going to happen here," he said.
An Iranian speedboat attacked a Saudi-owned tanker in the Persian Gulf Sunday, just a day after President Reagan warned Iran to stop attacking neutral shipping or face retaliation.
April 18, U.S. warships and jet fighters destroyed two offshore Iranian oil platforms in the southern gulf, leaving six Iranian vessels sunk or badly damaged and a Marine helicopter gunship with two crewmen aboard missing. Iran said 15 of its sailors were killed.
The strike was in retaliation for a suspected Iranian mine explosion April 14 that damaged the U.S. frigate Samuel B. Roberts, injuring 10 crewmen.
Referring to a possible threat at the embassy, one diplomatic source said Iranian agents easily could slip across Afghanistan's border with Iran posing as Afghan refugees returning home following the April 14 signing of U.N.-mediated accords in Geneva. The accords provide for a nine-month withdrawal of Soviet forces beginning May 15.

WASHINGTON - Sen. Albert Gore Jr., D-Tenn., joined the growing list of Democratic presidential hopefuls Friday, promising a formal announcement of his candidacy later in the spring followed by an "all-out campaign" in every region of the country.
Standing in the spot where Sen. Paul Simon, D-Ill., had announced his intentions to enter the race 24 hours earlier, Gore told aides and other supporters that he hopes to offer "a clearer, more definite, more inspiring vision of America's future" than his rivals for the nomination.
In his first term in the Senate, Gore, 39, is the youngest candidate in either party and, if elected, would be the youngest president. But Gore dismissed this as a potential liability for his campaign and compared his fledgling candidacy with that of John F. Kennedy more than 25 years ago.
"After eight years under Ronald Reagan, the oldest president, Americans may well feel as they did in 1960 that it is time to turn to youth, vigor and intellectual capacity," he said.

§ 794. Gathering or delivering defense information to aid foreign government
(a) Whoever, with intent or reason to believe that it is to be used to the injury of the United States or to the advantage of a foreign nation, communicates, delivers, or transmits, or attempts to communicate, deliver, or transmit, to any foreign government, or to any faction or party or military or naval force within a foreign country, whether recognized or unrecognized by the United States, or to any representative, officer, agent, employee, subject, or citizen thereof, either directly or indirectly, any document, writing, code book, signal book, sketch, photograph, photographic negative, blueprint, plan, map, model, note, instrument, appliance, or information relating to the national defense, shall be punished by death or by imprisonment for any term of years or for life, except that the sentence of death shall not be imposed unless the jury or, if there is no jury, the court, further finds that the offense resulted in the identification by a foreign
power (as defined in section 101(a) of the Foreign Intelligence Surveillance Act of 1978) of an individual acting as an agent of the United States and consequently in the death of that individual, or directly concerned nuclear weaponry, military spacecraft or satellites, early warning systems, or other means of defense or retaliation against large-scale attack; war plans; communications intelligence or cryptographic information; or any other major weapons system or major element of defense strategy.
(b) Whoever, in time of war, with intent that the same shall be communicated to the enemy, collects, records, publishes, or communicates, or attempts to elicit any information with respect to the movement, numbers, description, condition, or disposition of any of the Armed Forces, ships, aircraft, or war materials of the United States, or with respect to the plans or conduct, or supposed plans or conduct of any naval or military operations, or with respect to any works or measures undertaken for or connected with, or intended for the fortification or defense of any place, or any other information relating to the public defense, which might be useful to the enemy, shall be punished by death or by imprisonment for any term of years or for life.
(c) If two or more persons conspire to violate this section, and one or more of such persons do any act to effect the object of the conspiracy, each of the parties to such conspiracy shall be subject to the punishment provided for the offense which is the object of such conspiracy.
(d)
(1) Any person convicted of a violation of this section shall forfeit to the United States irrespective of any provision of State law—
(A) any property constituting, or derived from, any proceeds the person obtained, directly or indirectly, as the result of such violation, and
(B) any of the person’s property used, or intended to be used, in any manner or part, to commit, or to facilitate the commission of, such violation.

Woman Claims Clinton Sexually Harassed Her In '91

WASHINGTON - A former Arkansas state employee, saying she wanted to restore her "good reputation," charged yesterday that then-Gov. Bill Clinton made sexual advances toward her in his hotel room during a 1991 conference in Little Rock.
The charges by Paula Jones at a news conference here are the latest in a series of allegations of sexual misconduct that have plagued Clinton since he began his drive for the presidency in 1992.
In a letter to Clinton, Jones' lawyer, Daniel Traylor, asked for a public apology and warned of a possible lawsuit.
"It is not true," said White House communications director Mark Gearan. "The incident never happened." He said Clinton did not know the woman.
Another senior White House official denounced the event as a "Republican dog-and-pony show" aimed at attacking Clinton.
Jones, who now lives in California, said in an affidavit and in response to reporters' questions that she went to Clinton's hotel room because an Arkansas state trooper told her the governor wanted to talk to her.
Jones was accompanied yesterday by her husband, Steven, who said: "What happened in that room was a disgrace to Paula. I have bad feelings toward Mr. Clinton."
Jones' account of the episode was supported by affidavits from a co-worker, Pamela Blackard, and a friend, Debra Ballentine, both of whom said Jones told them about the incident on the day it allegedly occurred, May 8, 1991.
The story, which identified her only as "Paula," reported that she had spent an hour in Clinton's room and had told the trooper she was willing to become the governor's "regular girlfriend," if Clinton "so desired."
Jones appeared at the news conference along with Arkansas troopers Roger Perry and Larry Patterson, who have accused Clinton of sexual indiscretions, and Cliff Jackson, a former Oxford classmate of Clinton's who has devoted the last two years to turning up embarrassing information from the president's past.
The three were announcing a "Troopergate Whistleblower Fund" to aid people who blow the whistle on official wrongdoing.

Paula Corbin Jones (born Paula Rosalee Corbin on September 17, 1966, in Lonoke, Arkansas) is a former Arkansas state employee who sued President Bill Clinton for sexual harassment. Eventually, the court dismissed the lawsuit, before trial, on the grounds that Jones failed to demonstrate any damages. However, while the dismissal was on appeal, Clinton entered into an out-of-court settlement by agreeing to pay Jones $850,000.
The impeachment trial of President Clinton on perjury and obstruction of justice charges was based on statements he made during the depositions for the Paula Jones lawsuit. The specific statements were about the nature of his relationship with White House intern Monica Lewinsky, with whom he denied having a sexual relationship.
According to Jones' account that is no longer denied but also not confirmed by Bill Clinton under terms of the settlement, on May 8, 1991, Paula Jones was escorted to the room of Clinton, then governor of Arkansas, in the Excelsior (now Peabody) Hotel in Little Rock, Arkansas, where he propositioned her. She claimed she kept quiet about the incident until 1994, when a David Brock story in American Spectator told a lurid account, sometimes referred to as Troopergate, about an Arkansas employee named "Paula" offering to be Clinton's girlfriend. Jones filed a sexual harassment suit against Clinton on May 6, 1994, two days prior to the 3-year statute of limitations, and sought $750,000.00 in damages

WASHINGTON - Sen. Albert Gore Jr., D-Tenn., joined the growing list of Democratic presidential hopefuls Friday, promising a formal announcement of his candidacy later in the spring followed by an "all-out campaign" in every region of the country.
Standing in the spot where Sen. Paul Simon, D-Ill., had announced his intentions to enter the race 24 hours earlier, Gore told aides and other supporters that he hopes to offer "a clearer, more definite, more inspiring vision of America's future" than his rivals for the nomination.
In his first term in the Senate, Gore, 39, is the youngest candidate in either party and, if elected, would be the youngest president. But Gore dismissed this as a potential liability for his campaign and compared his fledgling candidacy with that of John F. Kennedy more than 25 years ago.
"After eight years under Ronald Reagan, the oldest president, Americans may well feel as they did in 1960 that it is time to turn to youth, vigor and intellectual capacity," he said.

Motive in itself is seldom an element of any given crime; however, the legal system typically allows motive to be proven in order to make plausible the accused's reasons for committing a crime, at least when those motives may be obscure or hard to identify with.
The law technically distinguishes between motive and intent. The United States Navy destroyed two mines in the Persian Gulf today at the spot where an explosion damaged an American warship on Thursday, and Pentagon officials asserted that the mines were put there recently by Iran.
Pentagon officials said that lookouts on the frigate that was damaged, the Samuel B. Roberts, had sighted several mines in the water just before the explosion. The ship tried unsuccessfully to avoid the mines, the officials said.
Previously, Pentagon officials had said there was no direct evidence to show that the blast was caused by a mine, although this seemed the most likely possibility. Ten crew members were injured, two of them seriously.

KABUL, Afghanistan - The U.S. Embassy in Kabul imposed strict security precautions, including the evacuation of some U.S. staff members, following intelligence reports that the mission may be under threat from Iran, diplomatic sources said Sunday.
The sources declined to elaborate on the possible danger but said it was a direct result of the U.S-Iranian clashes in the Persian Gulf last week.
One source said while U.S. embassies worldwide were placed on alert, particularly those in the Middle East, intelligence reports indicated the potential threat "is something that pertains to this place."
"There is a feeling that something is going to happen here," he said.
An Iranian speedboat attacked a Saudi-owned tanker in the Persian Gulf Sunday, just a day after President Reagan warned Iran to stop attacking neutral shipping or face retaliation.
April 18, U.S. warships and jet fighters destroyed two offshore Iranian oil platforms in the southern gulf, leaving six Iranian vessels sunk or badly damaged and a Marine helicopter gunship with two crewmen aboard missing. Iran said 15 of its sailors were killed.
The strike was in retaliation for a suspected Iranian mine explosion April 14 that damaged the U.S. frigate Samuel B. Roberts, injuring 10 crewmen.
Referring to a possible threat at the embassy, one diplomatic source said Iranian agents easily could slip across Afghanistan's border with Iran posing as Afghan refugees returning home following the April 14 signing of U.N.-mediated accords in Geneva. The accords provide for a nine-month withdrawal of Soviet forces beginning May 15.

Shultz pointed out that the Soviet Union, despite leadership changes, has exhibited continuity, patience and an ability to stick to long-term strategic goals. By contrast, he said, the democracies have long had difficulty maintaining the same consistency, coherence, discipline and sense of strategy.
Therein lies the Soviet strength and the West's weakness in the arms talks that will begin March 12. The Soviets are capable of negotiating while maintaining an arms buildup. In this country, the start of negotiations is sometimes taken as a signal that defenses can be lowered.
"Free societies are often impatient. Western attitudes have fluctuated between extremes of gloom and pessimism on the one hand and susceptibility to a Soviet smile on the other," Shultz said. "Our ways of thinking have tended too often to focus either on increasing our strength or on pursuing negotiations; we have found it hard to do both simultaneously - which is clearly the most sensible course."
For a current example, look at the controversy over the Strategic Defense Initiative proposed by President Reagan. This program, stuck with the misnomer of star wars, is being criticized by the Soviets at every opportunity. It is being held up as a barrier to any arms agreement. There is in this country a concerted campaign against SDI. Some would have us abandon the idea of even searching for a way to defend ourselves against incoming ballistic missiles. If this attitude were to prevail, the Soviets would achieve a victory without making any concessions. Certainly the Soviets are not abandoning their missile defenses around Moscow - instead they are increasing them, even though the United States does not have a similar system. Certainly the Soviets are not canceling their laser research or halting production of the anti-satellite missiles they have already tested.
"The Soviets will have little incentive to negotiate seriously for reductions to lower, equal levels if we hand them on a silver platter their long-cherished goal of unilateral American reductions," Shultz said. He also said: "Our leverage will come from creating objective realities that will give the Soviets a growing stake in better relations with us across the board: by modernizing our defenses, assisting our friends and confronting Soviet challenges."
The Soviets - regardless of who is running the Kremlin - have never wavered from their goal of undermining the democracies and achieving undisputed world power. The West cannot afford to waver under their pressure. It must follow the "clearly sensible course." Only firmness can produce stability and progress toward elimination of nuclear arms.
