§ 3005. Counsel and witnesses in capital cases
Whoever is indicted for treason or other capital crime shall be allowed to make his full defense by counsel; and the court before which the defendant is to be tried, or a judge thereof, shall promptly, upon the defendant’s request, assign 2 such counsel, of whom at least 1 shall be learned in the law applicable to capital cases, and who shall have free access to the accused at all reasonable hours. In assigning counsel under this section, the court shall consider the recommendation of the Federal Public Defender organization, or, if no such organization exists in the district, of the Administrative Office of the United States Courts. The defendant shall be allowed, in his defense to make any proof that he can produce by lawful witnesses, and shall have the like process of the court to compel his witnesses to appear at his trial, as is usually granted to compel witnesses to appear on behalf of the prosecution.

(a) Charges and Specifications.— Charges and specifications against an accused in a military commission under this chapter shall be signed by a person subject to chapter 47 of this title under oath before a commissioned officer of the armed forces authorized to administer oaths and shall state—

(2) that such matters are true in fact to the best of the signer’s knowledge and belief.

(a) Each armed force has court-martial jurisdiction over all persons subject to this chapter. The exercise of jurisdiction by one armed force over personnel of another armed force shall be in accordance with regulations prescribed by the President.
(b) In all cases, departmental review after that by the officer with authority to convene a general court-martial for the command which held the trial, where that review is required under this chapter, shall be carried out by the department that includes the armed force of which the accused is a member.

CEDAR RAPIDS, Iowa - Dropping all pretenses about his White House ambitions, Texas Gov. George W. Bush said Saturday that he is running for president - "there's no turning back" - and that he intends to win.
A seemingly relaxed Bush, wearing black boots and a Texas-style belt buckle with his business suit, hit the ground in full stride on his first visit to this key caucus state.
He announced his intentions first to a crowd at the Cedar Rapids airport, only moments after stepping off his chartered airliner from Austin to rousing movie theme songs and rock music, and then to a luncheon audience in nearby Amana.
Although Bush has been considered the front-runner for the Republican nomination for months and was widely believed to be running, he officially was still only at the exploratory stage when he left home early Saturday on the plane he has dubbed "Great Expectations" for his first campaign swing outside Texas.
"I'm running for president. There's no turning back, and I intend to be the next president of the United States," he told about a thousand people

This classic Cape Verde hurricane was first detected as a tropical wave emerging from the coast of Africa on September 9. Moving steadily westward, the system became a tropical depression the next day, a tropical storm on the 11th, and a hurricane on the 13th. Hugo turned west-northwest on September 15 as it became a Category 5 hurricane. It was still a Category 4 hurricane when the center moved through the Leeward Islands and St. Croix, USVI, and the 18th. Turning northwestward, the center passed across the eastern end of Puerto Rico on September 19. This general motion would continue with some acceleration until Hugo made landfall just north of Charleston, South Carolina on 22 September. Strengthening in the last twelve hours before landfall made Hugo a Category 4 hurricane at the coast.

Detecting and Responding to Anthrax Bioweapons
On September 18, 2001—a week after the September 11 al-Qaeda terrorist attacks on the Pentagon and World Trade Center—letters containing anthrax spores were sent to Tom Brokaw at NBC news, Peter Jennings at ABC news, Dan Rather at CBS news, and to the editor of the New York Post. The letters passed through a mail-sorting facility in Hamilton, New Jersey. Two employees at the New York Post, two NBC workers, an employee at CBS, six local postal workers, and a baby who had visited ABC all became ill. The illnesses were not immediately recognized as anthrax, but the victims received medical treatment and recovered.
Two weeks later, in early October 2001, Robert Stevens—a photo editor at the Sun (a tabloid newsmagazine) in Boca Raton, Florida—died from an undiagnosed disease. Two other employees in the building also fell ill but were treated and recuperated. The illnesses were later identified as anthrax, and Bacillus anthracis spores were traced to a mail bin in the building.
Soon afterward, in mid-October, anthrax-spore-containing letters were sent to Senator Tom Daschle of South Dakota and Senator Patrick Leahy of Vermont, who work in the Senate office buildings in Washington, D.C. On October 17 anthrax spores were also found in mail bins at the House of Representatives in Washington, D.C. The Capitol Hill buildings were closed for cleaning, and hundreds of congressional workers were told to start taking the antibiotic ciprofloxacin to protect them from anthrax.
The mailed anthrax spores were examined by scientists at the U.S. Army Medical Research Institute of Infectious Disease (USAMRIID) at Fort Detrick, Maryland. The experts found that the anthrax powder in the Senate letters was "professionally done" and "energetic,"41 meaning that the spores wafted into the air to form a spreading cloud. This is a characteristic of weaponized anthrax. In addition, scientists discovered that the strain of anthrax in the letters was identical to a strain being studied at USAMRIID.
Moreover, researchers found that though the letters were tightly sealed and taped, the anthrax spores were small enough to squeeze through pores in the envelopes when the letters passed through mail-sorting machines. Government investigators believe, therefore, that the terrorist (or terrorists) had not meant to infect postal workers or the general public. Nevertheless, in October 2001 five postal workers in Washington, D.C., fell ill. Joseph P. Curseen Jr. and Thomas L. Morris Jr., who worked at the Brentwood mail-sorting facility in Washington, D.C., developed inhalation anthrax and died. The other victims in Washington, D.C., were treated and survived. The Brentwood postal facility was closed soon afterward, and two thousand postal workers were instructed to start taking antibiotics.
About two weeks later, on October 31, a New York City hospital worker named Kathy Nguyen died of inhalation anthrax. She did not work or live near a building where anthrax had been found, and no one knows how she contracted the disease. A similar incident occurred on November 30, when Ottilie Lundgren, a Connecticut resident, died of inhalation anthrax. Researchers speculated that the women may have handled mail that passed through an anthrax-contaminated postal facility.

The media got it fast, got it right
It may not have been the "shock-and-awe" show promised by United States forces poised to invade Iraq.
But to anyone watching television, the swiftness with which yesterday's airstrike in Baghdad was executed, disseminated and explained was a heck of a dress rehearsal.
The White House and news organizations worked in well-oiled tandem. The time elapsed from when the bombing run took place to when anchors were correctly summarizing it — barely a half-hour — gave new meaning to the concept of a fast news cycle.
News that air-raid sirens were sounding over Baghdad broke at 6:37 p.m. Pacific Standard Time and 5:37 a.m. in Iraq.
By 6:41 p.m., CNN's senior Pentagon correspondent Jamie McIntyre had determined that it probably was not. Almost simultaneously, the White House said spokesman Ari Fleischer would make a brief statement.
One minute later — that's five minutes after explosions sounded over Baghdad — Fleischer appeared on camera to announce, "The opening stages of the disarmament of the Iraqi regime have begun" and that the president would speak at 10:15 p.m. (7:15 PST).

WASHINGTON - The destroyer USS Cole Thursday was shattered by an apparent suicide bombing in Aden, Yemen, that killed at least six American sailors, left 11 missing and triggered a widespread effort to find and punish those involved.

Electoral fraud is illegal interference with the process of an election. Acts of fraud tend to involve affecting vote counts to bring about a election result, whether by increasing the vote share of the favored candidate, depressing the vote share of the rival candidates or both. What electoral fraud is under law varies from country to country; methods which are illegal in one country may not be in another. Many kinds of voter fraud are outlawed in electoral legislation but others are in violation of general laws such as those banning assault, harassment or libel. Even the perception of fraud can be damaging as it makes people less inclined to accept election results. This can lead to the breakdown of democracy and the establishment of a dictatorship.
Electoral fraud is not limited to political polls and can happen in any election where the potential gain is worth the risk for the cheater; as in elections for labor union officials, student councils, sports judging, and the awarding of merit to books, films, music or television programmes.
Despite many instances of electoral fraud, it remains a difficult phenomenon to study. This follows from its inherent illegality. Harsh penalties aimed at deterring electoral fraud make it likely that individuals who perpetrate fraud do so with the expectation that it either will not be discovered or will be excused.
Prosecution
In countries with strong laws and effective legal systems, lawsuits can be brought against those who have allegedly committed fraud; but determent with legal prosecution would not be enough. Although the penalties for getting caught may be severe, the rewards for succeeding are likely to be worth the risk. The rewards range from benefits in contracting to total control of a country.
