(a) Charges and Specifications.— Charges and specifications against an accused in a military commission under this chapter shall be signed by a person subject to chapter 47 of this title under oath before a commissioned officer of the armed forces authorized to administer oaths and shall state—
(1) that the signer has personal knowledge of, or reason to believe, the matters set forth therein; and
(2) that such matters are true in fact to the best of the signer’s knowledge and belief.
(b) Notice to Accused.— Upon the swearing of the charges and specifications in accordance with subsection (a), the accused shall be informed of the charges and specifications against the accused as soon as practicable.

§ 817. Art. 17. Jurisdiction of courts-martial in general
(a) Each armed force has court-martial jurisdiction over all persons subject to this chapter. The exercise of jurisdiction by one armed force over personnel of another armed force shall be in accordance with regulations prescribed by the President.
(b) In all cases, departmental review after that by the officer with authority to convene a general court-martial for the command which held the trial, where that review is required under this chapter, shall be carried out by the department that includes the armed force of which the accused is a member.

The phrase Plame Affair (also known as the CIA leak scandal, the CIA leak case, the CIA leak grand jury investigation, and Plamegate) refers to the identification of Valerie Plame Wilson as a covert Central Intelligence Agency officer. Mrs. Wilson's relationship with the CIA was classified information. The disclosure was made in a newspaper column entitled "Mission to Niger" written by Robert Novak, and published on July 14, 2003.
Mrs. Wilson's husband, former Ambassador Joseph C. I mean, I worry.'"
Although it had been reported in mid-November 2005 that Novak's source was National Security Advisor Stephen Hadley, almost a year later media reports revealed that the source of this information was Richard Armitage, which Armitage himself also confirmed.
On February 12, 2007, Woodward testified in "Scooter" Libby's trial as a defense witness. While on the witness stand, an audiotape was played for the jury that contained the interview between Armitage and Woodward in which Plame was discussed. The following exchange is heard on the tape:

SEATTLE — The public is invited to attend the dedication ceremony for Seattle’s new police Mounted Patrol facility, located at 8800 Eighth Ave. S.W., about two blocks north of the intersection of Eighth Avenue S.W. and S.W. Roxbury Street, next to Westcrest Park. The ceremony begins at 10 a.m., Thursday, Sept. 20, 2001.
The new building can house up to 10 officers and 12 horses from the Seattle Police Department’s Mounted Patrol unit, which had resided at Discovery Park.
"It’s a great pleasure to participate in this dedication because it represents the culmination of years of planning and collaboration to find the best location and build a permanent home for our Mounted Patrol Unit. The officers and the horses had been eagerly looking forward to moving into their new quarters," said Seattle Police Chief Gil Kerlikowske.

The media got it fast, got it right
It may not have been the "shock-and-awe" show promised by United States forces poised to invade Iraq.
But to anyone watching television, the swiftness with which yesterday's airstrike in Baghdad was executed, disseminated and explained was a heck of a dress rehearsal.
The White House and news organizations worked in well-oiled tandem. The time elapsed from when the bombing run took place to when anchors were correctly summarizing it — barely a half-hour — gave new meaning to the concept of a fast news cycle.
News that air-raid sirens were sounding over Baghdad broke at 6:37 p.m. Pacific Standard Time and 5:37 a.m. in Iraq.
By 6:41 p.m., CNN's senior Pentagon correspondent Jamie McIntyre had determined that it probably was not. Almost simultaneously, the White House said spokesman Ari Fleischer would make a brief statement.
One minute later — that's five minutes after explosions sounded over Baghdad — Fleischer appeared on camera to announce, "The opening stages of the disarmament of the Iraqi regime have begun" and that the president would speak at 10:15 p.m. (7:15 PST).

On the morning of October 14, 1962, a U-2 aircraft, piloted by Air Force Maj. Richard D. Heyser, flew a reconnaissance mission over the western part of Cuba, flying from south to north. The 928 photographs obtained during the 6-minute flight over the island produced the first verified evidence of the existence of Soviet offensive missile sites in Cuba. Analysis and interpretation of the photographs at the National Photographic Intelligence Center revealed that three medium-range ballistic missile sites were being developed near San Cristobal, in Pinar del Rio province. Photo analysts counted eight large MRBM transporters at the three locations and four erector launchers in tentative firing positions.

LUFKIN - Finding the piece of debris that might give clues to why the space shuttle Columbia broke apart on re-entry has been described by one NASA official as like "looking for a needle in a haystack."
Monday, the haystack got bigger.
While lawmen and volunteers in several East Texas counties were beating the piney woods and lake shores for more remnants of Columbia, the size of the "debris field" was enlarged to take in a portion of West Texas and a longer stretch of Louisiana.
Authorities did report a major find Monday. A man found the shuttle's nose cone buried about six feet in the ground on his land just outside the town of Hemphill. The cone was said to be in good shape and searchers planned to excavate it today.
Most of the significant debris and body parts apparently have been found between Nacogdoches and the Sabine River, but some fragments may be found as far east as the New Orleans suburbs and west of the point over Dallas-Fort Worth where the shuttle began to disintegrate.
