(a) Each armed force has court-martial jurisdiction over all persons subject to this chapter. The exercise of jurisdiction by one armed force over personnel of another armed force shall be in accordance with regulations prescribed by the President.

Jupiter's second largest moon, Callisto, may have a liquid ocean tucked under its icy, cratered crust, according to scientists studying data gathered by NASA's Galileo spacecraft.
The Galileo findings, to be published in the Oct. 22 issue of the journal Nature, reveal similarities between Callisto and another of Jupiter's moons, Europa, which has already displayed strong evidence of a subsurface ocean.
"Until now, we thought Callisto was a dead and boring moon, just a hunk of rock and ice," said Dr. Margaret Kivelson, space physics professor at the University of California at Los Angeles (UCLA) and principal investigator for Galileo's magnetometer instrument, which measures magnetic fields around Jupiter and its moons. "The new data certainly suggest that something is hidden below Callisto's surface, and that something may very well be a salty ocean."

Star Trek: First Contact (1996)
Watching again now the DVD for this 1996 film, I have so far gained a sense of awareness of three new ideas about different element so the film and one is the scene that follows the dialog referenced below. I find myself wondering if that scene of outer space as the "Enterprise" is in orbit of the Earth in its past, but our future relative to this present time, is supposed to represent a satellite view of the Hurricane Hugo just before it made landfall near the Charleston Naval Station in Charleston South Carolina. The only image I can find, since stopping the DVD to examine closer that notion, has some comparable details to the scene, but then there is also a distinct difference on the western edges of both images. But then yet I think about how the images are close, using my imagination, and I wonder if such an appearance was present, for instance, two days before that image, although that is probably too far back. Could such an appearance have existed
twelve hours before the time of that actual image of the storm? I, Tom Reagan, would have certainly been keeping a close watch over that storm, with everything considered that I have described recently, and I would have had personal access to the resources to make such observations.

There was that dream I had the other night, where I was inside a missile. I remembered today the similarity with this movie, in that Cochrane converted an ICBM into his warp ship. But why would someone create a connection between me and Cochrane? I didn't create warp drive in the past only to have someone block my memory of that, did I? It's funny, when I read something the other day about Data arguing with Einstein, it reminded me of something I was writing in my journal back in the early '90s. I was wondering why it was impossible to travel faster than the speed of light. A couple years ago I was writing about it again. The idea presented itself to me about why it was impossible, something about atoms not being able to work because electrons could not transfer energy faster than the speed of light. I wondered if it was possible to create some kind of process to transfer energy to those atoms, not unlike a cell's mitochondria works. Today I have been
wondering if anything I remember about the past is real. Do I have a different past? Am I really who I think I am? The stuff I imagine happening to me sometimes, did that stuff really happen? I wonder if these movies and tv shows have actually been sort of inoculations, to keep me from questioning my reality. Bringing Science to Weather Forecasting
Cleveland Abbe (1838-1916) was already established as an astronomer and meteorologist when the federal government formed a brand new weather service in 1870 under the U.S. Army Signal Corps. On January 3, 1871, Abbe took a risk and joined the fledgling organization as its first chief scientist. This move led him into an uncertain future, considering that various government weather services had faltered in the past. However, prior to joining, Abbe had taken charge of the Cincinnati Observatory and established a private weather service to produce weather forecasts, not simply to repeat observations or draw static maps of the previous day’s weather. According to Thomas Corwin Mendenhall, seventh superintendent of the Coast and Geodetic Survey, Abbe’s “success led to an act of Congress providing for the utilization of the Signal Corps of the Army for the organization of a general weather service.” Brigadier General William B. Hazen later shared a
similar high opinion of Abbe when he testified to Congress in 1886 that to Abbe “we are indebted for the very existence of the Weather Bureau.”
When he began his career with the Signal Corps, Abbe was the only individual in the country with any practical experience in weather forecasting based on scientific principles. Among his first tasks were setting up a systematic observing system, developing criteria and a system for training new personnel, and directing the scientific activities of the new bureau. Until he was able to train forecasters, Abbe was the sole source of forecasts, or as he called them “probabilities.” He soon became known as “Old Probabilities” or “Old Prob,” a nickname that stuck with him for the rest of his life.

Electoral fraud
Electoral fraud is illegal interference with the process of an election. Acts of fraud tend to involve affecting vote counts to bring about a election result, whether by increasing the vote share of the favored candidate, depressing the vote share of the rival candidates or both. What electoral fraud is under law varies from country to country; methods which are illegal in one country may not be in another. Many kinds of voter fraud are outlawed in electoral legislation but others are in violation of general laws such as those banning assault, harassment or libel. Although technically the term 'electoral fraud' covers only those acts which are illegal, the term is sometimes used to describe acts which although legal, are considered to be morally unacceptable, outside the spirit of electoral laws or in violation of the principles of democracy. Show elections, in which only one candidate can win, are sometimes considered to be electoral fraud although they
may comply with the law.
In national elections, successful electoral fraud can have the effect of a coup d'état or corruption of democracy. In a narrow election a small amount of fraud may be enough to change the result. If the result is not affected, fraud can still have a damaging effect if not punished, as it can reduce voters' confidence in democracy. Even the perception of fraud can be damaging as it makes people less inclined to accept election results. This can lead to the breakdown of democracy and the establishment of a dictatorship.
Electoral fraud is not limited to political polls and can happen in any election where the potential gain is worth the risk for the cheater; as in elections for labor union officials, student councils, sports judging, and the awarding of merit to books, films, music or television programmes.
Despite many instances of electoral fraud, it remains a difficult phenomenon to study. This follows from its inherent illegality. Harsh penalties aimed at deterring electoral fraud make it likely that individuals who perpetrate fraud do so with the expectation that it either will not be discovered or will be excused.
Prosecution
In countries with strong laws and effective legal systems, lawsuits can be brought against those who have allegedly committed fraud; but determent with legal prosecution would not be enough. Although the penalties for getting caught may be severe, the rewards for succeeding are likely to be worth the risk. The rewards range from benefits in contracting to total control of a country.

The OIG performs its mission by conducting audits, investigations and inspections with approximately 1 200 staff strategically located around the country.

This report is produced by the Office of Analysis and Inspections (OAI), one of the three major offices within the OIG. The other two are the Office of Audit and the Office of Investigations.
The OAI conducts inspections which ate typically short-term studies designed to determine program effectiveness, efficiency and vulnerability to fraud or abuse.
THIS REPORT
This report is entitled Birth Certificate Fraud. It was prepared following a review conducted to help HHS and other interested parties to gain a current overview of (1) the vulnerabilities to fraud in birth certificate forms and procedures of issuing and user agencies and (2) the best practices among State and local jurisdictions to minimize these vulnerabilities.
PREFACE
". . . the foundation, or breeder document, for almost any other kind of identification for citizens is the birth certificate. Over 7,000 State and local vital records offices issue birth certificates with no uniform standards for issuance processes, controls, or quality of documents. In some jurisdictions, birth certificates are easily counterfeited, obtained through imposture, or created from stolen legitimate blank forms."

1982: IRA bombs cause carnage in London
Eight soldiers on ceremonial duty have been killed in two IRA bomb blasts in central London.
The first blast, in Hyde Park, killed two soldiers and injured 23 others and the second explosion, in Regents Park, less than two hours later killed six soldiers instantly and injured a further 24 people.
The IRA admitted carrying out the attacks in a statement echoing Margaret Thatcher's declaration of war on Argentina over the disputed Falklands.
It repeated her phrase about the right of self-determination and continued: "The Irish people have sovereign and national rights which no task or occupational force can put down."
In the first incident a nail bomb in a blue Austin car was detonated as members of the Household Cavalry made their way to the changing of the guard from their barracks in Knightsbridge.
Seven horses were killed or so badly maimed they had to be destroyed.
Second attack
Another device exploded underneath the bandstand in Regents Park as the Royal Green Jackets played music from Oliver to 120 spectators.
It was the first of a season of lunchtime concerts for tourists and nearby office workers, four of whom were amongst the injured.
Anti-terrorist experts believe the second bomb had been planted some time ago and was triggered by a timer.
But they think the first explosion was operated by remote control to cause the maximum devastation.
Bystanders and people in neighbouring shops and hotels rushed to help, but the police were keen to clear the area as they searched for further devices.
Most of the injured were treated in Westminster Hospital as striking hospital workers called off their action to deal with the casualties.
Detectives from the anti-terrorism squad were interviewing survivors and witnesses and security has been stepped up across the British capital.
The British and Irish prime ministers have condemned the attacks as "callous and cowardly crimes" and "inhuman acts".
Police say MPs were warned of a renewed IRA bombing campaign two weeks ago after an eight month lull in their activities.
