(a) Charges and Specifications.— Charges and specifications against an accused in a military commission under this chapter shall be signed by a person subject to chapter 47 of this title under oath before a commissioned officer of the armed forces authorized to administer oaths and shall state—
(1) that the signer has personal knowledge of, or reason to believe, the matters set forth therein; and
(2) that such matters are true in fact to the best of the signer’s knowledge and belief.
(b) Notice to Accused.— Upon the swearing of the charges and specifications in accordance with subsection (a), the accused shall be informed of the charges and specifications against the accused as soon as practicable.

§ 817. Art. 17. Jurisdiction of courts-martial in general
(a) Each armed force has court-martial jurisdiction over all persons subject to this chapter. The exercise of jurisdiction by one armed force over personnel of another armed force shall be in accordance with regulations prescribed by the President.
(b) In all cases, departmental review after that by the officer with authority to convene a general court-martial for the command which held the trial, where that review is required under this chapter, shall be carried out by the department that includes the armed force of which the accused is a member.

A good lesson perhaps in overtraining. I remember my feet hurting for a while after that, but I didn't feel any kind of shock at the time. I used to wear a knife and another tool on my belt and it rested against my hip, but I can't remember if I was wearing it that day. The worst part, today, was walking around trying to get to the doctor's office and having this overwhelming feeling that everyone around me, walking, driving, they all were wondering how I was going to make it there on time. They all knew where I was supposed to be and they were all watching me like I am some kind of reality show contestant. It is overwhelming at times. I suppose it is, in some minor ways, not unlike a major leaque baseball player feels, at least some of them, when they are trying
to make their first catch of a pop fly to the outfield. But this is worse. This all is just evil. The level of deception over all these years is just beyond evil. There are probably a lot of egomaniacs that fantasized about this kind of attention, but I never have. It is lunacy beyond articulation.

There was that dream I had the other night, where I was inside a missile. I remembered today the similarity with this movie, in that Cochrane converted an ICBM into his warp ship. But why would someone create a connection between me and Cochrane? I didn't create warp drive in the past only to have someone block my memory of that, did I? It's funny, when I read something the other day about Data arguing with Einstein, it reminded me of something I was writing in my journal back in the early '90s. I was wondering why it was impossible to travel faster than the speed of light. A couple years ago I was writing about it again. The idea presented itself to me about why it was impossible, something about atoms not being able to work because electrons could not transfer energy faster than the speed of light. I wondered if it was possible to create some kind of process to transfer energy to those atoms, not unlike a cell's mitochondria works. Today I have been
wondering if anything I remember about the past is real. Do I have a different past? Am I really who I think I am? The stuff I imagine happening to me sometimes, did that stuff really happen? I wonder if these movies and tv shows have actually been sort of inoculations, to keep me from questioning my reality. I do question reality sometimes, but it wasn't until I saw that Matrix movie a while back, did I really start to wonder about reality. But it didn't seem to matter, I wasn't overly concerned that I may be living that kind of false reality. I still don't think I am living such an extreme unreality as in the Matrix, but I wonder if there is a divergence point in my life, a shadow, a distorted period. Or have I been living a life like in the movie Soldier, or maybe like in Blade Runner, where Rachael, and I assume Harrison Ford's character, have false memories of their life. Launch Date: 8 August 1978
The Pioneer Venus Multiprobe consisted of a bus which carried one large and three small atmospheric probes. None of these atmospheric probes had photographic imaging capabilities and were not designed for soil analysis. They weren't even designed for a soft landing; the large probe had a parachute that was designed to cut loose at a certain altitude, and the small probes had no parachute at all. Survival to the surface was considered a bonus. All the entry probes survived the density of the Venusian atmosphere at least until impact, but only one probe survived for a significant period after impact.
The large probe was released on November 16, 1978 and the three small probes on November 20. All four probes entered the Venus atmosphere on December 9, followed by the bus.

3. a. On May 21, 2004, a grand jury subpoena was issued to Matthew Cooper seeking testimony and documents related to articles published on July 17, 2003 and July 21, 2003 to which he had contributed. Miller Pet. App. 5a. Cooper refused to comply with the subpoena, even after the Special Counsel offered to narrow its scope to cover only conversations between Cooper and a specific individual identified by the Special Counsel. Ibid. On June 3, 2004, Cooper moved to quash the subpoena. Ibid. In response, the government argued that the law did not support the application of a reporter's privilege in the context of a good faith grand jury investigation and that, even if the court were to apply a qualified privilege, compliance with the subpoena would be required. Gov't C.A. Br. 4. Although the government took the position that it was not legally required to make any factual showing prior to demanding compliance with the subpoenas, in order to assure the
district court that the subpoenas were appropriate, the government submitted, ex parte and under seal, detailed summaries of evidence gathered during the course of the investigation, with specific references to grand jury witness testimony, and materials identified as "classified." Ibid.
On July 6, 2004, the district court denied Cooper's motion and, on July 20, 2004, it issued a written opinion and order. Miller Pet. App. 87a.1 In the July 20, 2004 opinion, the district court concluded that this Court, in Branzburg v. Hayes, 408 U.S. 665 (1972), had rejected any reporter's privilege rooted in the First Amendment or common law in the context of a grand jury acting in good faith (Miller Pet. App. 90a), and that, even were the court to determine that the reporters did possess a qualified privilege, the Special Counsel's ex parte evidentiary submission "would be able to meet even the most stringent of balancing tests" (id. at 96a). In addition, the district court held that, while it was not convinced that the Department of Justice guidelines "vested any right" in the reporters, the guidelines were "fully satisfied" by the facts presented by the Special Counsel. Ibid.
A subpoena was issued to Time for the same documents requested from Cooper. Miller Pet. App. 5a. Time moved to quash the subpoena, and its motion was denied on August 6, 2004. Ibid.
Despite the denial of their motions to quash, Cooper and Time refused to comply with the subpoenas. Miller Pet. App. 5a. On August 9, 2004, after a hearing, the district court found that Cooper and Time had refused to comply with the subpoenas without just cause, and held them in civil contempt of court. Cooper Pet. App. 98a.
After being held in contempt, and after filing notices of appeal, Cooper and Time agreed to comply with the subpoenas, as limited by the Special Counsel, with the Special Counsel explicitly reserving the right to seek additional testimony and documents from Cooper and Time, if necessary. Miller Pet. App. 5a. Cooper indicated that his rationale for agreeing to provide testimony and documents pursuant to this agreement was the fact that the source had stated that he had no objection. Ibid. After Cooper and Time fulfilled their obligations under the agreement, the district court's contempt order was vacated, and Cooper's and Time's notices of appeal were voluntarily dismissed. Ibid.
b. On September 13, 2004, the grand jury issued a second set of subpoenas to Cooper and Time seeking testimony and documents relating to "conversations between Matthew Cooper and official source(s) prior to July 14, 2003, concerning in any way: former Ambassador Joseph Wilson; the 2002 trip by former Ambassador Wilson to Niger; Valerie Wilson Plame a/k/a Valerie Wilson a/k/a Valerie Plame (the wife of former Ambassador Wilson); and/or any affiliation between Valerie Wilson Plame and the CIA."

European nations ink treaty against human cloning

PARIS - Less than a week after an American scientist announced he would clone a child, 19 European nations signed a treaty Monday that said cloning people violated human dignity and was a misuse of science.
Britain and Germany, however, balked at signing the measure that London considers too strict and Bonn too mild.
Although Monday's signing was planned months ago, it clearly took on a greater significance with the announcement last week by Chicago physicist Richard Seed that he will clone a child within two years.
"This is a horror story that the states present here . . . will use every effort to prevent," said Jean Boucauris, Greece's director for European affairs.
The signing by 19 members of the Council of Europe - in a room filled with professors, philosophers and doctors as well as diplomats - came the same day French President Jacques Chirac called for an international ban on human cloning, and two days after President Clinton urged Congress to do the same.

The widespread disregard for nuclear weapons safety standards by airmen at Minot and Barksdale Air Force bases led to the unprecedented “Bent Spear” incident in which six nuclear warheads were mistakenly loaded onto a B-52 and flown from North Dakota to Louisiana on Aug. 29-30, Air Force officials said Friday after an intensive six-week investigation.
The Air Force relieved the 5th Munitions Squadron commander at Minot immediately after the incident. On Friday, it announced that three more commanders have been sacked.
Five steps to failure
Using the same briefing presented to Secretary of Defense Robert Gates earlier Friday, Newton summarized the five mistakes made by airmen that led to the incident and offered a timeline of events.
The first mistake occurred at the beginning of an operation to transport 12 Advanced Cruise Missiles on a B-52 Stratofortress bomber from Minot to Barksdale, part of a Defense Department program to decommission 400 of these missiles in the U.S. stockpile.
On the morning of Aug. 29, airmen assigned to the Minot weapons storage area were supposed to pick up and transport two pylons to a B-52 assigned to Barksdale. Each pylon is a self-contained package of six cruise missiles that can be quickly mounted to the wing of a Stratofortress. But the pylon had not been properly prepared, and the airmen failed to examine all the warheads on the missiles mounted to the pylons.

NEW YORK - A B-52 bomber mistakenly armed with live nuclear missiles flew straight across the heartland where millions of Americans live - and the crew had no clue what they were carrying.
An Air Force spokesman insisted "there was never a danger to the American public" and called the missile mishap last Thursday an "isolated incident."
"Air Force standards are very exacting when it comes to munitions handling," Lt. Col. Ed Thomas said. "The weapons were always in our custody."
The B-52 was loaded with cruise missiles carrying nuclear warheads ranging from 5 to 150 kilotons in destructive force, mounted onto pylons on the bomber's wings, according to the Military Times newspaper, which broke the story.
"You can wipe out a good-sized city with a 5-kiloton blast," said Jim Riccio, a nuclear policy analyst for Greenpeace. "A 150-kiloton warhead is 10 times the size of what they dropped on Hiroshima."

Twice-shot Renton officer slowly creates a new life

Larry Strauss misses many things about police work: the camaraderie, the adrenaline rush of 911 calls and catching bad guys.
But he's worried about being a target.
Few would argue with Strauss, who is believed to be the only police officer in Washington state history to have been shot in two different incidents.
Strauss figured that would be all the gunfire he'd ever see. He agreed when people called him lucky, and even joked about taking his good fortune to Las Vegas.
But on Jan. 8, 2006, Strauss stopped three jaywalkers who had crossed seven lanes of traffic. He asked the first for his name and then turned to another of the jaywalkers, Wilford Armstead, who instead bolted and jumped into a nearby van.
Armstead, who had 27 prior felonies, was wanted on a felony arrest warrant in an assault case.
Strauss later testified that he didn't remember much about what happened next. He saw Armstead reach into his coat as if he were about to pull out a weapon and then everything went black.
Armstead fired at Strauss' head four times, police say. One bullet barely missed his bulletproof vest and burrowed into his neck, leaving him with a broken collarbone, a punctured lung, a broken rib and a collapsed trachea.
In December, Armstead was sentenced to 50 years in prison.
Doctors told Strauss that he was only a few centimeters from being killed. Strauss felt like the "unluckiest lucky man" alive.
Once able to run 20 miles a week, Strauss was forced to use a wheelchair immediately after the shooting. Though he gradually was able to hobble, walk and eventually run short distances, Strauss said the shooting left him forgetful.
Although the muscular 50-year-old looks healthy, he said the post-traumatic stress caused by the shooting is forcing him to retire. Strauss has been receiving disability pay from the department and will receive a pension after he retires.
A few weeks ago, Strauss was awarded his second Medal of Valor from the city of Renton for his actions on Jan. 8, 2006. He remains the only person to receive the honor.
Friday, he will be one of six officers to receive the state's law-enforcement Medal of Honor.
Strauss and State Patrol Trooper Kelly Kalmbach, who survived being shot last summer, will receive the award from Gov. Christine Gregoire in Olympia.

Electoral fraud
Electoral fraud is illegal interference with the process of an election. Acts of fraud tend to involve affecting vote counts to bring about a election result, whether by increasing the vote share of the favored candidate, depressing the vote share of the rival candidates or both. What electoral fraud is under law varies from country to country; methods which are illegal in one country may not be in another. Many kinds of voter fraud are outlawed in electoral legislation but others are in violation of general laws such as those banning assault, harassment or libel. Although technically the term 'electoral fraud' covers only those acts which are illegal, the term is sometimes used to describe acts which although legal, are considered to be morally unacceptable, outside the spirit of electoral laws or in violation of the principles of democracy. Show elections, in which only one candidate can win, are sometimes considered to be electoral fraud although they
may comply with the law.
In national elections, successful electoral fraud can have the effect of a coup d'état or corruption of democracy. In a narrow election a small amount of fraud may be enough to change the result. If the result is not affected, fraud can still have a damaging effect if not punished, as it can reduce voters' confidence in democracy. Even the perception of fraud can be damaging as it makes people less inclined to accept election results. This can lead to the breakdown of democracy and the establishment of a dictatorship.
Electoral fraud is not limited to political polls and can happen in any election where the potential gain is worth the risk for the cheater; as in elections for labor union officials, student councils, sports judging, and the awarding of merit to books, films, music or television programmes.
Despite many instances of electoral fraud, it remains a difficult phenomenon to study. This follows from its inherent illegality. Harsh penalties aimed at deterring electoral fraud make it likely that individuals who perpetrate fraud do so with the expectation that it either will not be discovered or will be excused.
Prosecution
In countries with strong laws and effective legal systems, lawsuits can be brought against those who have allegedly committed fraud; but determent with legal prosecution would not be enough. Although the penalties for getting caught may be severe, the rewards for succeeding are likely to be worth the risk. The rewards range from benefits in contracting to total control of a country.

Sailor burned in aircraft carrier fire
HONOLULU - The Navy says a fire aboard the USS George Washington aircraft carrier has left one sailor with minor burns and 23 others with heat stress. The Navy said Friday that sailors extinguished the fire several hours after flames were spotted Thursday in the rear of the nuclear-powered ship. It says the carrier's propulsion plant was not damaged and the fire did not threaten the safety of the ship's nuclear reactor.

Subject: Sleep journal 2/27/06
There was a bunch of stuff in my dreams last night, but I only remember one part. I was also very tired when I woke up, but couldn't go back to sleep. The part of the dream I do remember is where I was walking down some stairs. It seemed to be outside, as in stairs leading down the outside of a building, a factory maybe. I am thinking it was at the end of something, a conclusion of something. I turned around after going down a couple of the stairs and was organizing some stuff, books maybe. I couldn't get them all together or something and I think I was going to have to make a second trip to bring them all down. Within the boxes and books, I pulled out a hat and put it on. It was a U.S. Navy Officer's cover.
Today I am also thinking back to that dream I had in my last days at Microsoft. I told a friend about it. I dreamed that someone had set off two bombs and I was watching the towering clouds from the explosions rising high into the atmosphere. I was baffled at how people were going around their normal business like nothing had happened. There was one person I recognized, a guy that was on the same team as I. I didn't understand why no one was concerned.

Now I just remembered the scene from the recent "NCIS" episode and I think of the similarities of that gunfire scene. But the fugitive was at the top of the stairs and that fugitive hit Kerry Burgess by gunfire but Kerry Burgess killed the fugitive by his return gunfire.

As for my home that I can't remember, that would make sense why I have had the same dream over and over for the past decade. The dream is always the same in the theme and the location, but the details change a little bit every time. The theme of the dream is that one day, I suddenly find out that I still own a house that I used to live in near Greer, SC. On a sidenote, I moved to Greer and bought that house in Country Club Estates, after I moved from Central, SC, while I was still working for UFP. Any fan of Tom Clancy, such as me, can tell you that "Admiral Greer" was the one who recruited "Jack Ryan" into the CIA. Anyway, in the dream, I would suddenly find that I still had that home to go back to, which was great to know because I really missed the place. It was a very peaceful location and I really enjoyed living there. It was always the same in the dream. I could go back there anytime I wanted, even that very minute, and go home. Over and over I
dreamed that I could go home at that very minute to that place I had forgotten about but that had not forgotten me.
